This article presents central settlements in Slovenia and their main characteristics in 2016. We defined central settlements based on services of general interest and the population of an individual settlement, and developed the analysis further by using competitiveness indicators. We defined 360 central settlements at six levels of centrality, among which the significance of Ljubljana as a national center of international importance and the significance of intermunicipal, local, and rural centers are increasing. The significance of certain regional centers at the second and third levels of centrality is decreasing. The level of services of general interest supplied to Slovenian territory is relatively appropriate, but it should be improved by promoting competitiveness, especially in centers of national and regional importance. Zagovarja tezo, naj država krepi samo sedem regionalnih središč (vključno z mesti nacionalnega pomena – Ljubljano, Mariborom in Koprom), druga mesta pa naj se razvijajo po načelih svobodnega tekmovanja ; In this article, the author researches the hypothesis that the urban system in Slovenia has not followed the planning goals over the previous 20 years. Large cities have grown in the form of suburbanisation, while smaller cities have stagnated and have not reached the level of regional centres. The author proposes a new scientific examination of urban systems as a part of Strategic Spatial Plan of the Republic of Slovenia. His thesis is that seven regional urban centres in Slovenia should be developed (including the cities of Ljubljana, Maribor and Koper) as the core of polycentric urbanisation. Other cities should develop according their potentials following free market conditions.

Petrom Gabrijelčičem in viš. pred. Almo Zavodnik.

Magistrska naloga obravnava prometno problematiko Ljubljanske urbane regije v povezavi z razmeščenostjo poslovnih subjektov v regiji. V nadaljevanju predstavimo primer reševanja prometnih pritiskov z Norveške, kjer so v krepitvi moči naselij v okolici Osla, ob sočasnem razvoju prometne infrastrukture, videli rešitev za prometno razbremenitev Osla. Analizirali smo demografske in ekonomske značilnosti regije in izbranih središč, dnevne delovne migracije, cestni, železniški in javni potniški promet, razmeščenost poslovnih subjektov ter količine nepozidanih stavbnih zemljišč. The master's thesis deals with the traffic issues of the Ljubljana urban region in connection with the location of business entities in the region. The existing transport measures presented in the strategic documents solve the traffic problem, but do not eliminate the origin of the problem, which is represented by the strong concentration of jobs in Ljubljana. The master's thesis summarizes all important strategic documents at national and regional level. Then we present an example of resolving traffic congestion from Norway, where the strengthening of the settlements in the vicinity of Oslo, with the simultaneous development of transport infrastructure, was seen as a solution to relieve traffic in Oslo. Since we transferred the polycentric approach to our case, we focused on the centers that are defined in the Spatial Development Strategy of Slovenia (2004) as centers of national, regional, and inter-municipal importance in the analytical part of the thesis. We analyzed the demographic and economic characteristics of the region and selected centers, daily labor migration, road, rail and public transport, the location of business entities and the stock of undeveloped building land. Based on the findings, we prepared a proposal of guidelines for the further placement of business entities in space and related solutions. We complete the master's thesis by verification of the measures on the case.

Izčrpanost klasičnih vsebin regionalnega razvoja in spremenjeni zunanji in notranji dejavniki zahtevajo preoblikovanje regionalnega razvoja Slovenije. Večji poudarek je potrebno nameniti ekologizaciji regionalnega razvoja in vzpodbujanja aktiviranja endogenih, regionalnih potencialov.

The paper deals with the polycentrical concepts of regional development of Slovenia as they were established in three documents of regional planning between 1974 and 2004. Three issues have been discussed more precisely: the purpose of polycentrism, the number of regional centers, the number of hierarchical levels and the mesures for implementation of the concepts.
