Au départ d’un matériau empirique constitué notamment de focus groupes menés avec des professionnels de l’évaluation des services de prévention communaux et avec des citoyens bruxellois, cet article revient sur certains enjeux de la participation citoyenne à l’évaluation des politiques de sécurité et de prévention en Région bruxelloise. D’une part, la nature même de ces politiques soulève des questions éthiques qui appellent, des vœux des acteurs professionnels, à des garanties procédurales. D’autre part, l’absence de certains profils de la population dans les dispositifs participatifs bruxellois interroge les acteurs professionnels et aboutit à la formulation de pistes, tant par les évaluateurs que par les citoyens rencontrés, pour tendre vers des processus plus inclusifs. Enfin, la production de nouvelles connaissances par la participation des citoyens se trouve également au cœur des enjeux identifiés. Afin d’élargir le champ du débat politique, le présent article présente une comparaison des configurations institutionnelles des institutions culturelles nationales dans différentes capitales fédérales. Les cas de Berlin, Brasília, Canberra, Ottawa et Bruxelles sont examinés, l’accent étant mis sur la répartition constitutionnelle des compétences et sur les mécanismes de coopération entre les niveaux de gouvernement. Cet état des lieux montre que le gouvernement fédéral joue invariablement un rôle dans l’administration des institutions culturelles nationales dans les différentes capitales. En outre, dans la plupart des capitales, des mécanismes de coopération culturelle sont mis en place pour coordonner l’action fédérale et celle des entités fédérées. Sur ce dernier point, il semble que des améliorations soient possibles à Bruxelles. In België worden steeds meer bevoegdheden overgeheveld naar de gewestendeelstaten, en dat maakt het toekomstige statuut van de federale culturele instellingen in Brussel onzeker. Om het politieke debat te verbreden, gaan we in dit artikel na hoe nationale culturele instellingen in verschillende federale hoofdsteden gestructureerd zijn. We nemen Berlijn, Brasilia, Canberra, Ottawa en Brussel onder de loep, met bijzondere aandacht voor de grondwettelijke verdeling van bevoegdheden en voor samenwerkingsmechanismen tussen regeringen. Uit het overzicht blijkt dat de federale overheid steevast een rol speelt in het bestuur van nationale culturele instellingen in deze hoofdsteden. Bovendien zijn er in de meeste hoofdsteden mechanismen voor culturele samenwerking ontstaan om federale en regionale deelstatelijke acties op elkaar af te stemmen. Op dat vlak is er in Brussel nog ruimte voor verbetering. To expand the scope of the political debate, this article provides a comparison of the institutional configuration of national cultural institutions in different federal capitals. This article will examine Berlin, Brasilia, Canberra, Ottawa, and Brussels with a particular focus on the constitutional distribution of powers and intergovernmental cooperation mechanisms. The overview shows that the federal government invariably plays a role in the administration of national cultural institutions in these capital cities. In addition, in most capitals, cultural cooperation mechanisms are established to coordinate federal and state action. On this latter point, there seems to be room for improvement in Brussels.

La Région de Bruxelles-Capitale (RBC) s’est engagée, depuis 2016, à mettre la transition au cœur de sa stratégie économique. Parmi les modèles économiques prometteurs figure l’économie de la fonctionnalité (EF), par laquelle la vente de l’usage d’un bien est substituée à la vente du bien lui-même. Plusieurs vertus lui sont attribuées en matière de soutenabilité. Ainsi, la rétention de la propriété des biens par les entreprises inciterait ces dernières à choisir des produits durables. La mise à disposition d’un même bien pour divers usagers limiterait les quantités produites. L’EF catalyserait aussi l’ancrage local des systèmes productifs et de consommation. Pourtant, en RBC, le modèle de l’EF reste encore peu connu, mal compris et peine à se déployer. C’est pourquoi le présent article, issu d’une recherche de 4 ans sur l’EF en RBC, poursuit trois objectifs : 1) il dresse un panorama original de l’état actuel de l’EF en RBC et de la diversité des besoins auxquels l’EF pourrait répondre ; 2) il analyse les dispositifs institutionnels de soutien de l’EF en RBC, et 3) il s’interroge sur l’adéquation entre les dispositifs institutionnels de soutien à une économie soutenable en RBC et le déploiement de l’EF dans la Région. Il ressort de cette étude exploratoire que l’EF est encore peu présente, tant institutionnellement que dans le tissu économique bruxellois. Il semblerait dès lors pertinent de donner davantage de place au modèle de l’EF, en créant des espaces permettant à des acteurs économiques d’expérimenter le modèle et d’en évaluer les effets en termes de soutenabilité, de construire une vision commune et de définir les trajectoires de son déploiement. Een van de veelbelovende economische modellen is de functionaliteitseconomie (FE), waarbij de verkoop van het gebruik van een goed in de plaats komt van de verkoop van het goed zelf. De FE zou verschillende voordelen op het vlak van duurzaamheid bieden. Zo zou het feit dat bedrijven eigenaar van de goederen blijven hen stimuleren om voor duurzame producten te kiezen. Door eenzelfde goed ter beschikking te stellen van verschillende gebruikers, zou er ook minder van geproduceerd worden. Bovendien zou de FE werken als katalysator voor de lokale verankering van productie- en consumptiesystemen. Toch is het FE-model nog altijd amper bekend in het BHG. Het wordt verkeerd begrepen en heeft het moeilijk om zich verder te verspreiden. Dit artikel, dat voortvloeit uit een vierjarig onderzoek naar de FE in het BHG, streeft dan ook drie doelstellingen na: 1) het biedt een huidige stand van zaken van de FE in het BHG en van de uiteenlopende behoeften waaraan de FE zou kunnen voldoen; 2) het analyseert de institutionele voorzieningen ter ondersteuning van de FE in het BHG; en 3) het zet vraagtekens bij de onderlinge afstemming tussen enerzijds de institutionele voorzieningen ter ondersteuning van een duurzame economie in het BHG en anderzijds de verdere uitrol van de FE in het Gewest. Uit deze verkennende studie blijkt dat de FE nog altijd maar beperkt aanwezig is, zowel op institutioneel vlak als in het Brusselse economische weefsel. Het lijkt dan ook relevant om meer plaats te geven aan het FE-model, door ruimten te voorzien waar economische actoren met het model kunnen experimenteren en de effecten ervan op het vlak van duurzaamheid kunnen beoordelen, een gemeenschappelijke visie kunnen opbouwen en de trajecten voor de verdere uitrol van de FE kunnen uitstippelen. Among the promising economic models is the functional economy (FE), whereby the sale of the use of a product is substituted for the sale of the product itself. It has several virtues in terms of sustainability. By retaining ownership of goods, companies would be encouraged to choose sustainable products. Making the same product available to different users would limit the quantities produced. The FE also serves as a catalyst for the local presence of production and consumption systems. Yet, in BCR, the FE model remains little known, poorly understood and is having trouble unfolding. This article – which is the result of four years of research on the FE in BCR – has three objectives: 1) it provides an original overview of the current state of the FE in BCR and the diversity of needs which the FE could meet; 2) it analyses the institutional measures for supporting the FE in BCR; and 3) it questions the balance between the institutional measures for supporting a sustainable economy in BCR and the expansion of the FE in the region. This exploratory study shows that the FE still has only a marginal presence in institutional terms and in the economic fabric of Brussels. It would therefore seem appropriate to make more room for the FE model, by creating areas for economic stakeholders to experiment with the model and evaluate its effects in terms of sustainability, build a common vision and determine the directions for its expansion.

Cet article se penche sur une des questions centrales de la Région de Bruxelles-Capitale depuis son origine en 1989 : celle de la migration de ses classes moyennes vers la périphérie. Après 30 ans, le constat de l’échec des politiques visant à fixer les ménages moyens au sein de la RBC est patent. Nous montrons que cet échec résulte à la fois d’une erreur dans la cible (les ménages moyens avec enfants) et de moyens (l’accent mis sur la propriété), niant la réalité de la ville comme espace de transition : d’une part, les ménages moyens avec enfants ne représentent qu’une fraction modérée des départs et particulièrement difficile à maintenir dans un environnement urbain dense ; d’autre part, l’accès à la propriété ne semble guère un moyen efficace pour fixer les populations. Nous proposons dès lors un changement de paradigme : prenant acte de la ville comme espace de transition, il s’agit de s’interroger sur les groupes que la RBC pourrait chercher à attirer et les moyens pour y arriver. L’image d’une ville et la façon dont elle est perçue sont intrinsèquement liées à sa propreté. Partout dans le monde, les quartiers populaires où les détritus s’entassent dans les rues sont stigmatisés et dévalorisés. Tel est le cas à Cureghem, un quartier multiethnique de Bruxelles (Belgique), où le manque de propreté et d’entretien de l’espace public constitue l’un des principaux sujets de préoccupation et griefs exprimés par les habitants. Le présent document porte sur le service de collecte des déchets à Bruxelles, et plus particulièrement dans une rue commerçante de Cureghem qui compte une multitude de restaurants ethniques, de bars et de magasins de primeurs, et où l’accumulation de déchets est en grande partie imputable au dynamisme de l’activité commerciale. S’appuyant sur un travail de terrain ainsi que sur des entretiens et ateliers avec des acteurs locaux, réalisés dans le cadre d’un projet de recherche transdisciplinaire, l’étude vise à mettre en lumière le problème des déchets à Cureghem et les propositions qui se font jour dans la recherche d’une solution. Tandis qu’un des objectifs théoriques de la Smart City consiste à vouloir décloisonner l’action publique en favorisant la réalisation de politiques transversales par le recours aux technologies, force est de constater que les politiques bruxelloises en la matière restent essentiellement cantonnées aux compétences de l’organisme technique régional. Cet article tente ainsi de comprendre pourquoi aucune politique transversale en matière de mobilité – secteur habituellement prioritaire pour ce type de projets – n’émerge dans le cadre de la Smart City bruxelloise, tandis qu’une politique sécuritaire s’impose comme son principal chantier. La centralisation de la vidéosurveillance régionale constitue l’unique politique du projet Smart City bruxellois parvenue à dépasser le cloisonnement institutionnel régional. Cet article démontre par conséquent comment, à Bruxelles, l’organisation politico-institutionnelle régionale influence les choix de politiques publiques. While one of the theoretical objectives of the Smart City is to decompartmentalise public action by promoting the implementation of cross-cutting policies through the use of technology, it is clear that the policies of Brussels in this area remain essentially limited to the competences of the regional technical body. This article attempts to understand why a cross-cutting policy in the area of mobility – a sector which is normally a priority for this type of project – has not emerged in the framework of the Brussels Smart City, while a security policy has gained a foothold as its main focus. The centralisation of regional video surveillance is the only policy of the Brussels Smart City project which has managed to overcome regional institutional compartmentalisation. This article therefore demonstrates how the regional political and institutional organisation in Brussels influences public policy choices.

Tandis qu’un des objectifs théoriques de la Smart City consiste à vouloir décloisonner l’action publique en favorisant la réalisation de politiques transversales par le recours aux technologies, force est de constater que les politiques bruxelloises en la matière restent essentiellement cantonnées aux compétences de l’organisme technique régional. Cet article tente ainsi de comprendre pourquoi aucune politique transversale en matière de mobilité – secteur habituellement prioritaire pour ce type de projets – n’émerge dans le cadre de la Smart City bruxelloise, tandis qu’une politique sécuritaire s’impose comme son principal chantier. La centralisation de la vidéosurveillance régionale constitue l’unique politique du projet Smart City bruxellois parvenue à dépasser le cloisonnement institutionnel régional. Cet article démontre par conséquent comment, à Bruxelles, l’organisation politico-institutionnelle régionale influence les choix de politiques publiques. Door het proces van agendasetting dat leidde tot de toe-eigening van het concept Smart City door het Brussels Gewest in 2014 te traceren, onderzoekt dit artikel de beleidskeuzes om van Brussel een “slimme stad” te maken. Een van de theoretische doelstellingen van de Smart City bestaat erin om het overheidsoptreden te ontzuilen door met behulp van technologieën de uitvoering van een transversaal beleid te bevorderen. Toch moeten we vaststellen dat de Brusselse beleidsmaatregelen op dit vlak hoofdzakelijk beperkt blijven tot de bevoegdheden van de gewestelijke technische instelling. Dit artikel tracht te begrijpen waarom er geen transversaal beleid inzake mobiliteit – een sector die gewoonlijk prioritair is bij dergelijke projecten – wordt gevoerd in het kader van de Brusselse Smart City, maar een veiligheidsbeleid het voornaamste werkterrein blijkt te zijn. De centralisering van de gewestelijke videobewaking is de enige beleidslijn van het Brusselse Smart City-project, waarbij men erin slaagt om de gewestelijke institutionele verzuiling te doorbreken. This article reviews the agenda-setting process which led to the approval of the Smart City concept by the Brussels Region in 2014 and questions the public policy choices aimed at making Brussels a “Smart City”. While one of the theoretical objectives of the Smart City is to decompartmentalise public action by promoting the implementation of cross-cutting policies through the use of technology, it is clear that the policies of Brussels in this area remain essentially limited to the competences of the regional technical body. This article attempts to understand why a cross-cutting policy in the area of mobility – a sector which is normally a priority for this type of project – has not emerged in the framework of the Brussels Smart City, while a security policy has gained a foothold as its main focus. The centralisation of regional video surveillance is the only policy of the Brussels Smart City project which has managed to overcome regional institutional compartmentalisation. This article therefore demonstrates how the regional political and institutional organisation in Brussels influences public policy choices.

Non-take-up of rights and services is a situation in which an eligible person does not benefit from one or more rights to which he or she is entitled. The Brussels Region in particular is confronted with the problem for several fundamental social rights. Analyses of individual situations, people's pathways and legal developments have shown specificities according to the benefits. Several factors emerge: legal changes in the granting and maintenance of social rights, the increase in the number of criteria and procedures to be completed, accessibility procedures and the growing complexity and instability of status in the pathways of people in precarious situations. A significant proportion of beneficiaries are discouraged and some professionals no longer feel able to verify or assert eligibility due to the growing complexity. Finally, the high level of digitalisation of services (public and private) prior to the pandemic which has accelerated since the first lockdown, reinforces the risk of non-take-up while there is a growing need for concrete, human help and simplification, as well as a deterioration of trust between citizens and the state. As the number of references to landscape increases in the Brussels-Capital Region, the article analyses its place and meaning within the Regional Development Plans (1995-2018). The article intends to show that landscape may be considered as a category of Brussels public action and that in this sense it constitutes a good indicator of its evolution. The analysis allows us to identify significant changes, such as the progressive association of landscape with nature as the sustainability framework replaced the interest in heritage, and its change of scale in connection with the process of metropolisation. Gezien de toenemende verwijzingen naar het landschap in het Brussels Hoofdstedelijk Gewest onderzoekt het artikel de plaats en de betekenis van dat landschap in de Gewestelijke Ontwikkelingsplannen (1995-2018). Het artikel wil aantonen dat het landschap kan worden beschouwd als een categorie van het Brusselse overheidsoptreden en dat het in die zin een goede analyse van de evolutie van het overheidsoptreden verschaft. Uit die analyse blijken enkele opvallende ontwikkelingen, zoals de geleidelijke gelijkstelling van het landschap met de natuur naarmate het referentiekader van duurzaamheid groter wordt dan de belangstelling voor erfgoed, alsook de schaalverandering van het landschap die verband houdt met het vergrootstedelijkingsproces. De analyse wijst ook op bepaalde stabielere inhouden, zoals de associatie van het landschap met het ideaalbeeld van traagheid en de perceptie van het landschap als een vrij positief en consensueel object. The article proposes an examination of odonyms in Brussels, i.e. the names of its streets, through the prism of gender. After a systematic survey of street names and the characteristics of the female figures honoured – which reveals a glaring imbalance between the female and male street names in Brussels (there are ten times fewer female odonyms than male odonyms in the Region) – the article analyses the practices and strategies used by municipal representatives to feminise street names and do justice to the memory of women through a transformation of the toponymy, among other things. On the one hand, it reveals the constraints linked to legislation, urban morphology and gender stereotypes which weigh on the undertaking to increase the number of female street names and, on the other hand, it analyses the action of elected representatives and the influence of feminist organisations which fight against the minoritisation of women in the materiality of the Brussels urban space. L’article propose un examen de l’odonymie de Bruxelles, c’est-à-dire des dénominations de ses voiries, sous le prisme du genre. Après un relevé systématique du nom des rues et des caractéristiques des figures féminines mises en valeur, qui révèle un déséquilibre criant entre les noms féminins et masculins des rues de Bruxelles (sur l’ensemble de la Région, on compte dix fois moins d’odonymes féminins que masculins), l’article analyse les pratiques et les stratégies déployées par les élu∙e∙s à l’échelle communale pour féminiser le nom des rues et rendre justice à la mémoire des femmes à travers une transformation de la toponymie, entre autres. Na een systematisch overzicht van de straatnamen en van de kenmerken van de vrouwelijke figuren in straatnamen, waaruit een overduidelijke wanverhouding tussen het gebruik van vrouwen- en mannennamen in Brusselse straatnamen (in het hele Gewest zijn er tien keer minder vrouwelijke straatnamen dan mannelijke) blijkt, onderzoekt het artikel de praktijken en de strategieën van verkozenen op gemeentelijk niveau om straatnamen te vervrouwelijken en om de nagedachtenis van vrouwen eer aan te doen door onder andere de toponymie te herzien. Enerzijds wijst het artikel op de beperkingen die verband houden met de wetgeving, stadsmorfologie of genderstereotypen en die het moeilijk maken om het aantal vrouwelijke straatnamen te verhogen. L’article propose un examen de l’odonymie de Bruxelles, c’est-à-dire des dénominations de ses voiries, sous le prisme du genre. Après un relevé systématique du nom des rues et des caractéristiques des figures féminines mises en valeur, qui révèle un déséquilibre criant entre les noms féminins et masculins des rues de Bruxelles (sur l’ensemble de la Région, on compte dix fois moins d’odonymes féminins que masculins), l’article analyse les pratiques et les stratégies déployées par les élu∙e∙s à l’échelle communale pour féminiser le nom des rues et rendre justice à la mémoire des femmes à travers une transformation de la toponymie, entre autres. D’une part, il dévoile les contraintes liées à la législation, à la morphologie urbaine ou aux stéréotypes genrés qui pèsent sur l’entreprise d’accroissement du nombre de noms de rues féminins et, d’autre part, il analyse l’action des élu∙e∙s et l’influence des organisations féministes qui luttent contre la minorisation des femmes dans la matérialité de l’espace urbain bruxellois. The article proposes an examination of odonyms in Brussels, i.e. the names of its streets, through the prism of gender. After a systematic survey of street names and the characteristics of the female figures honoured – which reveals a glaring imbalance between the female and male street names in Brussels (there are ten times fewer female odonyms than male odonyms in the Region) – the article analyses the practices and strategies used by municipal representatives to feminise street names and do justice to the memory of women through a transformation of the toponymy, among other things. In this article, through case studies, we examine the ways in which entrepreneurs in Brussels have obtained financing and, in particular, their use of public schemes. We end with the description of an efficient system in which, nevertheless, the numerous grants are sometimes diverted from their objective. Het is voor jonge technologiebedrijven soms moeilijk om aan financiering te geraken. Nochtans komen ze in aanmerking voor diverse instrumenten en steunmaatregelen van de overheid die hen in de eerste fasen kunnen helpen. In dit artikel onderzoeken we aan de hand van casestudy’s hoe Brusselse ondernemers zich gefinancierd hebben en vooral, hoe zij van de overheidsinstrumenten gebruikmaken. Uiteindelijk schetsen we het beeld van een efficiënt systeem waarbij de, bijzonder aanwezige, subsidies soms echter hun doel missen. Op basis van die resultaten en van een focusgroep met actoren op het terrein formuleren we enkele aanbevelingen, waarbij we de nadruk leggen op het belang van een hervorming van de subsidies (om buitenkanseffecten te vermijden), een herfinanciering van de investeringsstructuren en overheidsleningen, en tot slot een betere algemene coördinatie van deze instrumenten. Based on STIB statistics since 1950, this article analyses the choices made in the area of public transport service. A network based almost exclusively on trams gradually became an underground-tram-bus service, which has once again reached the same coverage as in 1950 in terms of kilometres. Although there was soon a consensus regarding the underground, it did not compensate for the decrease in the service due to network operation economies in the 1980s. It is not enough to invest most of the means in one single mode, in particular if its territorial coverage is limited. Although the relationship between the improvement in service and an increase in clientele is not automatic, a conclusion emerges: in 68 years, STIB attracted more users on three occasions when it improved its service throughout the network, especially the frequencies of trams and buses, as the underground frequencies have always been high. The study sheds light on the debate regarding the possible choices: should there be an investment in an underground line between Albert and Bordet or in the surface network (extension via lines with “high-level service”, protection of trams and buses from traffic and increase in frequencies)? Although the relationship between the improvement in service and an increase in clientele is not automatic, a conclusion emerges: in 68 years, STIB attracted more users on three occasions when it improved its service throughout the network, especially the frequencies of trams and buses, as the underground frequencies have always been high. The study sheds light on the debate regarding the possible choices: should there be an investment in an underground line between Albert and Bordet or in the surface network (extension via lines with "high-level service", protection of trams and buses from traffic and increase in frequencies)?

Cependant, il ressort de l’analyse des statistiques officielles qu’aucune source ne permet de déterminer le nombre de voitures de société en Belgique même s'il est certain que leur nombre connait une très rapide augmentation au cours de la dernière décennie. Une tentative de quantification du nombre de véhicules concernés est réalisée ainsi qu'une géographie des lieux de résidence des bénéficiaires à l'échelle des arrondissements.
