This study aims to highlight the relevance of budget transparency in improving human development and fill the gap in the literature, which has traditionally considered the concept of development in economic terms. Here, development refers to levels of knowledge, the possibility of enjoying a long and healthy life and having a decent standard of living. Improving human development is the main point of interest in the assessment of public policy outcomes and this study is focussed on one specific policy, namely, budget transparency. By using a pool of 110 countries for the years 2008, 2010, 2012, 2015 and 2017, the empirical results demonstrate a positive effect of the open budget index on the human development index, suggesting that budget transparency is a good way to improve levels of human development. These findings are essential not only for academic debate but also for practitioners because they show transparency as a relevant tool to improve human development. Points for practitioners Budget transparency is a relevant tool to improve human development. Transparency may improve the quality of life through a better quality of governance. The central roles played by transparency and participation coupled with accountability have been confirmed. The complexity of the concept of human development involves, among other things, disclosing information regarding the public policies. Examining budgets, guaranteeing their transparency as well as the transparency of the budgeting process, is highly recommended to improve human development.

В сучасних умовах суттєво зростає роль транспарентності як державних так і місцевих фінансів, яка є інструментом підвищення ефективності використання фінансових ресурсів, що підтверджує проведений аналіз українських і зарубіжних досліджень. В Україні з кожним роком рівень транспарентності покращується і станом на 2019 рік оцінений міжнародними організаціями як мінімально допустимий. При цьому рівень транспарентності місцевих бюджетів суттєво відрізняється в різних регіонах. Для покращення ситуації і імплементації кращих практик в сфері транспарентності публічних фінансів як на державному, так і на місцевому рівнях важливого значення набуває аналіз зарубіжного досвіду тих країн, які є лідерами в рейтингах транспарентності публічної влади та прозорості бюджетного процесу, що і було метою даного дослідження. В роботі проаналізовано досвід Офісу Техаського контролера державних рахунків (США), Казначейства Нової Зеландії та Казначейства Південної африканської республіки, які згідно рейтингу відкритості державного бюджету, наданого Міжнародним бюджетним партнерством входять до 10 найбільш прозорих країн. Аналіз змісту інформаційного порталу офісу Техаського контролера державних рахунків показав наявність окремого розділу Транспарентність із детальним представленням інформації в розрізі ключовим блоків по доходам і видаткам, по бюджету та фінансам штату, інформація по формуванню та використанню коштів у всіх населених пунктах штату, інформація щодо стану дефіциту бюджету а також інформацію про прозорість на рівні окремих населених пунктів, шкільних округів, тощо. Зроблено порівняльний аналіз із станом транспарентності українських державних органів, що відповідають за розробку та реалізацію фінансової політики та визначено слабкі і сильні сторони в частині їх транспарентності. Встановлено, що відкритість процесу використання публічних фінансів в Україні поступово зростає, при цьому покращуються і позиції в світовому рейтингу транспарентності. Але при цьому концептуальна відмінність між побудовою сайтів проаналізованих країн полягає в тому, що вони звітують перед платниками податків в доступній їм формі, а не просто висвітлюють наявну інформацію без коментарів та роз’яснень. В современных условиях существенно возрастает роль транспарентности как государственных, так и местных финансов, которая является инструментом повышения эффективности использования финансовых ресурсов, что подтверждает проведенный анализ украинских и зарубежных исследований. В Украине с каждым годом уровень транспарентности улучшается и по состоянию на 2019 оценен международными организациями как минимально допустимый. При этом уровень транспарентности местных бюджетов существенно отличается в разных регионах. Для улучшения ситуации и имплементации лучших практик в сфере транспарентности публичных финансов как на государственном, так и на местном уровнях важное значение приобретает анализ зарубежного опыта тех стран, которые являются лидерами в рейтингах транспарентности публичной власти и прозрачности бюджетного процесса, что и было целью данного исследования. В работе проанализирован опыт Офиса Техасского контроллера государственных счетов (США), Казначейства Новой Зеландии и Казначейства Южной африканской республики, которые, согласно рейтингу открытости государственного бюджета, предоставленного Международным бюджетным партнерством, входят в 10 самых прозрачных стран. Анализ содержания информационного портала офиса Техасского контроллера государственных счетов показал наличие отдельного раздела Транспарентность с подробным представлением информации в разрезе ключевым блоков по доходам и расходам, по бюджету и финансам штата, информации по формированию и использованию средств во всех населенных пунктах штата, информации о состоянии дефицита бюджета, а также информации о прозрачности на уровне отдельных населенных пунктов, школьных округов и тому подобное. Сделан сравнительный анализ с состоянием транспарентности украинских государственных органов, отвечающих за разработку и реализацию финансовой политики и определены слабые и сильные стороны в части их транспарентности. Установлено, что открытость процесса использования публичных финансов в Украине постепенно растет, при этом улучшаются и позиции в мировом рейтинге транспарентности. Концептуальное отличие между построением сайтов проанализированных стран и Украины заключается в том, что они отчитываются перед налогоплательщиками в доступной им форме, а не просто освещают имеющуюся информацию без комментариев и разъяснений. In modern conditions, the role of transparency of both public and local finances is growing significantly, which is a tool to increase the efficiency of financial resources, which confirms the analysis of Ukrainian and foreign studies. In Ukraine, the level of transparency is improving every year and as of 2019 is assessed by international organizations as the minimum allowable. At the same time, the level of transparency of local budgets differs significantly in different regions. To improve the situation and implement best practices in the field of transparency of public finances at both the state and local levels, it is important to analyze the foreign experience of those countries that are leaders in ratings of transparency of public authorities and transparency of the budget process. The paper analyzes the experience of the Office of the Public Accountant of Texas (USA), the Treasury of New Zealand and the Treasury of the Republic of South Africa, which according to the open budget rating provided by the International Budget Partnership are among the 10 most transparent countries. Analysis of the content of the information portal of the Texas Public Accounts Controller Office showed a separate section “Transparency” with a detailed presentation of information in terms of key blocks of revenues and expenditures, state budget and finances, information on the formation and use of funds in all localities, information on budget deficit as well as information on transparency at the level of individual settlements, school districts, etc. A comparative analysis with the state of transparency of Ukrainian government agencies responsible for the development and implementation of financial policy and identifies weaknesses and strengths in terms of their transparency. It is established that the openness of the process of using public finances in Ukraine is gradually increasing, while the positions in the world transparency rating are also improving. However, the conceptual difference between building sites in the countries analyzed is that they report to taxpayers in a form that is accessible to them, rather than simply covering available information without comment or explanation.

Collaborative stakeholder influence and open budget actions are important elements in governance in order to promote social development (Ansell and Gash, 2008). However, it is important to clarify how to measure these supposedly independent elements. The aim of the article is to identify ways to measure the influence of collaborative stakeholders and open budget actions. The methodological aspects focus on data collection through interviews and content analysis. The conclusion is that the number of civil society organizations and the presence of social councils and their operational components are relevant measures of collaborative stakeholder influence and open budget actions, respectively. In addition, this article highlights the relevance of integrating collaborative stakeholder influences with open budget actions. Finally, a research agenda is proposed. Resumen La influencia colaborativa de las partes interesadas y las acciones de presupuesto abierto son elementos importantes en la gobernanza para promover el desarrollo social (Ansell y Gash, 2008). Un punto que necesita ser aclarado es cómo medir estos elementos supuestamente independientes. El objetivo del documento es identificar maneras de medir la influencia de las partes interesadas de colaboración y acciones de presupuesto abierto. Los aspectos metodológicos se centran en la recogida de datos mediante entrevistas y análisis de contenido para la identificación de resultados. Concluimos que el número de organizaciones de la sociedad civil y la presencia de los consejos sociales y sus componentes operacionales son medidas relevantes de influencia colaborativa de las partes interesadas y acciones de presupuesto abierto, respectivamente. Además, este documento destaca la relevancia para integrar las influencias colaborativas de las partes interesadas con las acciones de presupuesto abierto. Finalmente, propone una agenda de investigación. Resumo A influência colaborativa dos stakeholders e as ações de orçamento aberto são elementos importantes na governança para promover o desenvolvimento social (Ansell e Gash, 2008). No entanto, um ponto que precisa ser esclarecido é como medir esses elementos supostamente independentes. Nesse sentido, o objetivo deste artigo é identificar maneiras de medir a influência colaborativa dos stakeholders e das ações de orçamento aberto. Os aspectos metodológicos centram-se na coleta de dados por meio de entrevistas e na análise de conteúdo para identificação dos resultados. Conclui-se que o número de organizações da sociedade civil e a presença de iniciativas no âmbito dos conselhos sociais são formas de medir a influência colaborativa dos stakeholders e nas ações de orçamento aberto, respectivamente. Além disso, este trabalho destaca a importância de se integrar a influência colaborativa dos stakeholders e das ações de orçamentos abertos. Por fim, propõe-se uma agenda de pesquisa.

The paper describes the mechanism for providing open, accessible and transparent information regarding the public finance management by the US example. The practical application of the public finance management principles, given the process is open and transparent, brings together the interests of the authorities and civil society in terms of budget appropriations so that limited budget resources are allocated for the needs of social and economic development of the country. The approaches to the public finance management in the USA discussed in the paper make it possible not only to develop theoretical scenarios of the process but also to solve practical problems of assessing the effectiveness of decisions made to ensure the openness and transparency of the public finance management in Russia.

This study analyses various factors that can affect the level of budget transparency. It focuses on several political characteristics, investigating a pool of 95 countries for the years 2006, 2008, 2010, 2012 and 2015. Findings from this study indicate that both governments’ characteristics and the characteristics of political and electoral systems affect the level of budget transparency. These results extend findings from previous literature on determinants of open budgets by using a more extended period and additional political and electoral features, and also by adopting an international comparative approach. Points for practitioners The findings show essential elements for a sustainable transparency policy, suggesting that to be successful, budget transparency requires certain characteristics of both governments and electoral/political systems. Therefore, politicians are advised that reforms affecting these systems can limit their intent for opaqueness; similarly, oversight bodies are encouraged to consider the political conditions that may exert pressure to make budgeting processes public. The findings highlight the importance of the relationship between budget transparency and public-sector reforms, especially those affecting the political characteristics of a government and the institutional rules guiding its behaviour. Budgeting is not only an essential management device, but also a crucial political medium to allocate powers and resources, and a pivotal accountability tool to boost citizens’ involvement and to increase its transparency.

Although the open budget issue is receiving growing attention in the recent academic literature, it continues to be a topic whose consequences need careful investigation. This study aims to verify whether better social development occurs when open budget institutional changes are in place and whether open budgeting and social development are related to democratic regimes. The main findings of the paper are that the combination of transparency, participation and accountability leads to higher levels of social development and that open budgets and social development are associated with democratic regimes.
