On the Value and Path of Open Budget.

Open budget means that the whole course of the annual financial revenue and expenditure plan, from its working out and its examining and approval to its executing, should be disclosed to the public in an appropriate manner. Open budget is of great value in ensuring the right to know of citizen, establishing of responsible government and containing financial corruption. In many countries, open budget is regulated by the constitution, which reflects the judgment to the importance of the matter. Usually, the constitution conditions of open budget are adjusted specifically by basic budget law, disclosure of information law, and representative organ rule. Based on its present actual situation and absorbing foreign beneficial experience, China should regulate the matter in detail in the budget law of PRC. Besides, according to the principle of gradual, China should enhance the integrity, specificity and understandability of the budget, publish budget review process, and put both active disclosure and disclosure for application into practice.
