2. Performance information and issue prioritization by political and managerial decision-makers: A discrete choice experiment.

Issue prioritization is the first stage of attention-based theories of decision-making, but remains theoretically and empirically uncharted territory in public administration research. We propose and test how issue prioritization is informed by the characteristics of the performance information on which decision-makers rely, in particular its source (internal or external information), nature (objective or subjective information), aspiration level (historical, social, or coercive aspirations), and required cognitive effort (attention costs). Furthermore, we theorize how these characteristics of performance information determine issue prioritization decisions of political and managerial decision-makers in different ways. We empirically examine issue prioritization decisions in road maintenance and primary school education using a discrete choice experiment among 2,313 local government officials. The experiment reveals that decision-makers are more likely to prioritize issues that are signaled through objective performance measures and that are articulated relative to coercive aspirations, but that the effects of the information's source and attention costs differ between policy domains. Comparison of observational variation regarding decision-makers' roles indicates that public managers more strongly prioritize road maintenance issues that are articulated in objective performance information, but not in primary school education. The study advances public administration research and theory with a "horizontal" behavioral perspective on decision-makers' information processing to prioritize between simultaneous performance issues. 3. Nutrition in Educational Institutions—The Perspective of School Principals and Parents on the Tasks of Local Governments (Poland).

Background: The financing of nutrition in educational institutions is one of the cornerstones of the activities of local governments in Poland. Proper management of this area is crucial to ensuring that children and young people have access to wholesome meals, which directly affects their health, physical development, as well as educational effectiveness. Objective: This study aimed to examine how school principals and parents perceive the role of local governments in managing school nutrition in Poland, given the growing importance of nutrition programs for children's health. Methods: A survey was conducted with 200 school principals and 1000 parents, assessing satisfaction with the implementation, quality, and organization of nutrition programs overseen by local authorities. Results: The results revealed significant differences between the two groups. While 75% of principals expressed satisfaction with the quality of meals provided in schools, only 55% of parents shared this view. Similarly, 80% of principals rated the organization of cooperation with food suppliers positively, compared to only 50% of parents. Regarding allergen information, 65% of principals felt adequately informed, while only 30% of parents agreed. These differences were statistically significant in several key areas, including adherence to nutrition standards (p = 0.009), frequency of health inspections (p = 0.009), and availability of allergen information (p = 0.013). Conclusions: The findings highlight a need for improved communication and collaboration between schools, parents, and local governments to enhance the effectiveness of nutrition programs. It is recommended that regular informational meetings be held and that the flow of information be improved to increase parental satisfaction and the overall effectiveness of school nutrition initiatives. 'Urban citizenship' connotes to statuses and practices centred around the relationship between a locality and (all) individuals present or residing within its territory. This alternative imagination of citizenship (as opposed to formal nation-state citizenship) is based on a presumption of belonging for persons present/resident in the locality (ius domicii) and includes those typically excluded by the nation-state, in a radical vision of equality and non-discrimination. But domestic legal competences of local governments vary significantly across jurisdictions. This article, based on field research in Turkey and Switzerland, explores what role such domestic competences, or the regulation of local governments, plays in facilitating, encouraging, discouraging or obstructing local governments' engagement with radically inclusive urban citizenship practices. First operationalising the concept of 'regulation' and establishing Turkey and Switzerland as low- and high-regulation country contexts respectively, this article identifies four ways in which regulation shapes urban citizenship practices of local governments: (a) by shaping local governments' perception on their own autonomy; (b) by influencing whether local governments engage in legally foreseen or extra-legal practices; (c) by informing whether and how much local governments categorise different groups of rights-holders and; (d) by affecting which scales these urban citizenship practices are exercised in (upwards, downwards, horizontal). 7. Land Supply and House Prices in China.

Most microeconomic models consider that expanding the land supply would enlarge the housing stock, reducing the pressure on house prices to increase. Using 234 prefecture-level city data from 2011 to 2020 in China, we find land supply is positive with house prices, suggesting this widely used conclusion is invalid in China. Besides, the positive relation between house prices and land supply is more pronounced in the higher house price area. We consider local governments utilize the relevant land revenue to attract industries and build infrastructure, resulting in a positive externality of increased land supply and a rise in housing prices. 9. The Sustainability of Local Governments—Evidence from the Online Environment in the Slovak Republic.

- Abstract
In recent years, sustainability as a concept has become the subject of several scientific debates. Along with the smart city trend, emphasis is also being placed on the sustainability of cities and towns, yet there is a research gap for smaller municipalities where there is no current scope for increasing the level of digitization or implementing smart city practices. Sustainability here has to be achieved differently, in particular through communication and transparency. This issue is addressed in the present research, which examines 116 Slovak municipalities, as well as their strategic documents and online communication with citizens, using a content analysis method. The study aims to provide knowledge about the functioning of online communication in Slovak local governments by answering seven research questions. These are linked to two research hypotheses, which are also evaluated using a statistical test. One of the main findings is that the overall sustainability work in a local government is dependent on its size. Thus, larger local governments are more likely to implement sustainability. It was also found that larger villages and towns use term sustainability more actively in their strategies than the smaller ones. Additionally, more information channels do not always mean better informing about plans and strategies connected to sustainability in local governments. This paper presents the findings from our research, which can contribute to the field of local government research and management by broadening the view on smaller villages and their functioning in terms of online communication with inhabitants. Several remedies can be adopted in the fight against organized crime and mafias. One of the most effective is the confiscation of their assets. After confiscation, assets can be used to provide services to citizens, frequently thanks to the support of non-profit organizations. With a focus on Italy, this study investigates the transparency of the confiscation process and the factors that explain why local governments provide (or do not provide) information on confiscated assets. Points for practitioners: To facilitate dialogue with citizens, it is essential to consider the perspective of data users, so as to avoid focusing on the data provider. Such a dialogue can aid the adequate reuse of assets confiscated from the mafia and other criminal organizations, contributing to the 'social' fight against them. This article contributes to the debate on both transparency and studies on mafia organizations, providing a new insight through the consideration of how external pressures can drive public-sector entities to be more transparent. 11. Financial autonomy in Spanish local governments: Empirical evidence of beta and sigma convergence.

Territorially, Spanish public administrations are organized into State Administration, Autonomous Community Administration, and Local Administration. Local government has the closest contact with citizens and therefore the powers and decisions taken by local institutions have the greatest impact on the social welfare of citizens. To ensure this well-being, it is necessary to analyze and pay attention to the administrative and financial autonomy of local governments. Financial autonomy translates into the capacity of local entities to govern their respective finances, determining, within certain limits, the level of the volume of their own resources and organizing their expenditures. In this work, we study the Financial Autonomy Indicator, which aims to determine the tax resources available to the local entity. Taking into account that Spanish municipalities have, depending on their population size, different obligations when providing services to citizens, the convergence of financial autonomy is studied to detect whether there are common trends by applying the techniques of β -convergence and σ -convergence. It is analyzed whether municipalities starting from lower indicators achieve higher growth over time (β -convergence), and whether dispersion between municipalities is reduced (σ -convergence). Points for practitioners: Local autonomy grants local entities the freedom to manage their own interests within the State's legal framework. Greater economic diversity and the ability to raise more money on their own through taxes, fees, and other sources characterize larger communities. They have a wider tax base thanks to their higher economic diversification, which opens up more opportunities for revenue collection. The speed of convergence is highest in the smallest municipalities. Knowing whether there is convergence or divergence in financial autonomy can help policy makers. [ABSTRACT FROM AUTHOR]

Today, issues such as migration, unemployment, informal employment, poverty, disasters, urban resilience, sustainability, ecological security, urban waste, climate change, urban crime, terrorism, and social inclusion of disadvantaged groups are considered wicked problems. These are difficult to define and uncertain; the methods used in the struggle are not functional, cannot be solved with a single policy, and require the cooperation of many participants. Especially given the transboundary nature of these problems, cooperation is mandatory. Local governments, which are the most effective in tackling wicked problems, play a critical role in this cooperation. Local governments carry out all international cooperation activities under the umbrella of "city diplomacy." In this context, the aim of this study is to evaluate the impact of city diplomacy activities carried out by the cities affected by wicked problems and therefore their administrations, municipalities, in combating these problems. The study used the Kocaeli Metropolitan Municipality as a sample. We determined the municipality's activity reports as the primary source and analyzed city diplomacy activities from 2010 to 2022. We analyzed and grouped the data according to city diplomacy tools, and we conducted interviews with various units of Kocaeli Metropolitan Municipality and relevant organizations between November 14 and 30, 2023, to obtain detailed information about the data. The study concluded that city diplomacy activities are effective in tackling wicked problems. Discussing the role of local governments and the diplomacy activities they carry out in combating wicked problems through different city examples will provide insight into the more strategic use of this field. 13. Authority vs. incentives: Comparison of central and local government policies to promote openness of scientific facilities and instruments.

The openness of scientific facilities and instruments is a part of open science, which can help improve the efficiency of resource utilization and promote more research outputs. Policies is a key driving force for the openness, but studies to analyze such policies are still lackluster. This study conducted a text analysis of 23 central government policies and 65 local government policies in the time-tool framework, and found two types of authority tools: mandatory openness and duplicate review, as well as various incentive tools to give positive and negative payment. It reveals that provincial governments follow and tighten the screws of authority tools from the central government, and meanwhile, carry out policy innovation in incentive tools. Based on the investigation of practice in the openness of scientific facilities and instruments, this study proposes four policy suggestions: paying more attention to the utilization rate and outputs, improving the institutional design of duplicate review at different levels, linking research funding to open sharing, and promoting talent development. Everyone has the right to feel welcome, safe and be able to access public green spaces without fear, anxiety or stress. However, the term "accessibility" is primarily used in relation to physical accessibility, while social and cultural dimensions of accessibility to urban public green spaces remains underexplored. Methods and tools for universal design and management that also meets the needs of marginalised groups, are needed. This requires involvement of both users and potential users through participatory methods, building on individual needs and perspectives. In Sweden, traditionally marginalised groups and non-users are rarely engaged in the development of public urban green spaces. Local governments may have the will, but lack resources and appropriate methods in order to do so. Research has recently described a further engagement of users as an unleashed potential in relation to planning and management of urban green spaces. Based on the study of three test beds and the use of public green space governance and management theory, we developed a process model for user participation in green space maintenance with focus on involving marginalised groups and non-users. The model balances what is theoretical optimal with what is practically feasible within the daily work of a municipal organisation. We present an empirically tested process model that can form the basis for future maintenance of urban green spaces, with the use of limited resources. [ABSTRACT FROM AUTHOR]

Dijital dönüşüm hizmetleri, yerel yönetimlerin akıllı şehirler haline gelmesini sağlamaktadır. Çalışma kapsamında Türkiye’de yapı sektöründe dijital dönüşüm uygulamaları 9 yerel yönetim üzerinden incelenmiştir. Her bölgeden bir il en yüksek gelişmişlik düzeyine göre seçilmiştir. İstanbul ve Ankara şehirleri dijital dönüşümde ilk uygulama alanlarından oldukları için ayrı analiz edilmiştir. Yapı sektöründe dijital dönüşüm denildiğinde akla gelen akıllı şehir bileşenleri illerin karşılaştırılma analizinde kullanılmıştır. Seçilen büyükşehir belediyelerinin 2020-2024 yıllarını kapsayan stratejik planları, 2022 senesine ait faaliyet raporları, belediyelere ait web siteleri, akıllı şehir uygulamaları incelenerek, Çevre, Şehircilik ve İklim Değişikliği Bakanlığı tarafından yayınlanan “2020-2023 Ulusal Akıllı Şehirler Stratejisi ve Eylem Planı’nda yer alan Akıllı Şehir Bileşenleri üzerinden analiz edilmiştir. Ayrıca belediyeler akıllı şehir bileşenlerine örnek teşkil eden uygulamalara göre karşılaştırılmıştır. Seçilen şehirlerden İstanbul, Bursa, Ankara ve Antalya şehirlerinin akıllı şehir bileşenlerinin çoğunu kullandığı tespit edilmiştir. Çalışmanın yapılma amacı belediyelerin akıllı şehir ve dijital dönüşüm kavramına ait politikalarını belirlemektir. Belediyelerin akıllı şehir uygulamaları tablolaştırılıp hangi alanlarda çalışmaları olduğu tespit edilmeye çalışılmıştır. Böylelikle yapılan bu çalışma başarılı uygulamaların yapıldığı şehirlerimizdeki çalışmaların geliştirilmesine uygulamanın olmadığı şehirlerimizi ise teşvik edip, bu şehirlerimize örnek niteliği taşımaktadır.

The research focuses on the problems and experiences of integration of immigrant population in the Spanish and German rural areas struggling against depopulation. Based on literature review, official statistics and policy analysis, the paper shows the hurdles and opportunities of immigration integration in declining territories and the potential coherence of these policies from a comparative approach in the Spanish and German contexts. 19. Investigating Financial Motivators and Demotivators of Urban Sprawl Through the Lens of Municipalities: A Case of the Qom Municipality, Iran.

Some studies speak of the financial and economic benefits of urban sprawl indicating that there is little evidence that compact cities outside of high-income countries are more productive. Considering the contradictions, this research seeks to identify and analyze the financial factors driving or impeding urban sprawl in one of the Iranian large cities, Qom City. The results show that urban sprawl is a costly phenomenon for the municipality in the long term. However, urban officials have some incentives to encourage urban sprawl. The most significant advantage of urban sprawl is the increase in income from the sale of municipal (immovable) property. More than 50% of the municipality's revenues are provided from land and related developments and this increases the incentive to expand the city and the lack of control over the urban sprawl. Urban sprawl also imposes financial costs on the municipality, and the most significant financial obstacle is the increase in the costs of urban transportation and traffic improvement(26% on average up to 55% in some years). Iranian municipalities mainly rely on unsustainable revenue sources, and a large part of their revenues are provided through urban sprawl and its related revenue sources, threatening peripheral environments more than ever. Sustainability is a critical societal aim, and local governments (LGs) play an important role in fostering sustainability, as the implementation of the global aims set by the United Nations—namely, the 2030 Agenda and the Sustainable Development Goals (SDGs). The SDGs offer novel accounting, reporting, and management perspectives for LGs. The objective of the study is to understand the role of the accounting–management nexus which is needed to institutionalize sustainability in LG practices. We adopted an institutional work perspective to investigate how actors at the field, organizational, and suborganizational levels of LGs can foster sustainability in accounting and management. Based on interviews with managers and other representatives from the 18 largest LGs in Finland, we found that although sustainability integration is still in the early stages and there is considerable heterogeneity in LGs' handling of sustainability issues, there is clear potential for the simultaneous deployment of different institutional work types. This has positive implications for the institutionalization of sustainability accounting and management practices in LGs, enhancing understanding of how sustainability is fostered in public sector accounting and management by focusing on organizational‐level institutional work. tate processes are currently regulated by conceptual strategizing, which means they rely on concepts of systematic, integrated, and consistent development in social and state spheres, e.g., municipal public administration. This research used theoretical generalizations, as well as constitutional and legal practice, to rationalize the need for a developmental concept of local government in the context of digital transformation. Acts of state strategic planning were classified according to subject and concept. Digitalization of management and local governance was described from the perspective of hierarchical subordination and strategic planning acts. The list of prospective goals and directions in the digital development of local government included: digitalizing the domestic agro-industrial complex; leveling the existing digital inequality; improving the financing of small and medium municipalities using digital systems and innovative technologies. The authors reviewed best foreign practices and modern approaches to standardization in the sphere of sustainable development concepts, which direct the regulation of local government development in the digital environment. They revealed some problematic issues of modern digital transformation of municipal government and prospective trajectories for local digital platforms.

Purpose – Decentralised administrative arrangements and the active function of local government organisations are essential to tackle crisis effectively. Using Bangladesh as a case study, this paper examines the central and local government administrative arrangements during COVID-19 pandemic. Design/methodology/approach – This study applies qualitative content analysis and interviews to explore the local government’s role in Bangladesh’s COVID-19 management by interviews of 18 participants including government officials, experts, non-government organisations (NGOs) representatives, and the general public. This paper also analysed academic papers, policy documents and other publicly available documents, including newspaper reports. Findings – The Constitution of Bangladesh intensified the active participation of local government in each administrative unit through decentralised administrative management. This paper however reveals that the administrative arrangement during the COVID-19 pandemic in Bangladesh was primarily a centrally led system. The local government was not sufficiently involved, nor had it integrated into the planning and coordination process. This indicated the absence of active decentralised administration. Originality/value – This study fills the research gap of the administrative pattern and local relations in COVID-19 management by exploring the local government’s role during the catastrophic situation and highlights the importance of decentralised administrative actions in managing the crisis.

Municipal administrative management plays a crucial role in the progress of local communities, with its effectiveness and efficiency being determining factors for the economic growth and sustainable development of a region. Therefore, it is essential to understand how local governments approach administrative management with a view to promoting sustainable practices. This research focuses on analyzing municipal administrative management from a global and multidimensional perspective, examining both its competencies and its phases and dimensions. The methodology employed is a systematic literature review using PRISMA. Among the findings, the thematic diversity in municipal management stands out, with a particular focus on performance evaluation and quality. The main competencies of local governments include the promotion of social welfare and sustainable development. The key dimensions of administrative management focused on sustainability encompass social, organizational, environmental, economic, and political aspects, highlighting the complexity of municipal management. Strategic planning is identified as essential, along with a balanced focus on all phases of implementation, control, and improvement. This research provides an understanding of how local governments can play a fundamental role in improving the quality of life of their communities through effective and sustainable management. Disasters are events that affect normal life and require constant preparedness. It is an area that requires a special management approach as the results cannot be fully predicted. Disaster emergency management is a management field with its own characteristics that covers before, during and after the disaster and is also considered as integrated disaster management. The main thing in the pre-disaster period is to focus on awareness-raising and prevention activities. Post-disaster studies focus on activities such as recovery, repair, damage compensation and psychological support. These two periods of the process correspond mostly to the tasks that are under the responsibility of the central administration and that it can perform. The disaster sequence process is very closely related to the local government structure where the incident occurs. Therefore, disaster sequence management structure is an important issue in the success of intervention efforts. In this respect, the impact of local structure on disaster response efforts is also very vital. The aim of this study is to compare the disaster response capacity of local governments and the local disaster response capacity of the central administration through a sample municipality, focusing only on the intervention phase of the integrated disaster management process. Based on this, in this study, after the concepts of the field are given, information is given about the structure in Türkiye, the role and duties of local governments within this structure are revealed by examining legal texts. The structures of the examined institutions in their laws were examined, and the disaster emergency response data in the province of Gaziantep were evaluated by examining the documents and reports prepared for the activities of these institutions. When the number of response personnel, response equipment, machinery parks and other logistics facilities of the local administration unit and the local unit of the central administration are examined together, it is evaluated that the local administration unit is much faster and more effective in disaster response efforts. This research investigates residents' pro-environmental behavior from the unique perspective of government-resident interactions. Guided by social movement theory, how local governments regulate residents' waste-sorting behavior in Chinese rural tourism destinations is assessed. This longitudinal study (lasting from 2016 to 2022) uses participant observation, in-depth interviews (N = 25), and secondary data as the key research techniques. The dual roles of local governments (i.e., resource mobilization and power redistribution) jointly shape residents' pro-environmental behavior in the waste-sorting campaign. Resource mobilization enhances knowledge of waste-sorting and raises individuals' environmental consciousness. Power redistribution within groups activates social networks in rural communities and changes groups' social capital to influence residents' collective behavior. Results are discussed in relation to how the organizational-level resource mobilization and power redistribution influence the individual-level environmental psychological and sociological factors in shaping residents' waste-sorting behavior. 27. Does Fiscal Monitoring Make Better Governments? Evidence from U.S. Municipalities.

This paper examines the effect of state-level monitoring on municipal governance, focusing on outcomes in financial reporting quality, local corruption, political entrenchment, and municipal financial soundness. I exploit the staggered adoption of fiscal monitoring policies that entail a regular review of municipal financial reports for signs of fiscal distress. I find that introducing these monitoring policies is associated with an increase in the proxies for reporting quality, a decrease in the number of corruption convictions, and a reduction in re-election likelihood for incumbent politicians. Consistent with the purpose of the policies, my evidence shows that fiscal health ratios of municipalities improve after initiating state monitoring. Collectively, my results are consistent with state fiscal monitoring improving several important aspects of municipal governance. The social links between community entities are frequently regarded as a valuable asset for local economic development. Opinions diverge regarding the particulars of social capital and its constitution within social relations, despite its fundamental nature coming from these connections. Diverse public and private activities, according to Putnam (1995b), could constitute local social capital. While social capital can be conceptualized as private relations, assessing and debating it from the standpoint of local governments presents a formidable challenge. The distinction between the public and private spheres regarding the character of human activities was advanced by Arendt (1958). This study aims to frame the possible indicators for measuring local social capital by adopting Arendt's classical theory. By applying it to the social capital of the social communities, the research fills a gap in the discussion between public and private spheres. The integrated framework theoretically provides a backbone for the distinguished perspectives of social capital in different levels of human activities. As well as categorizing manageable and non-manageable indicators, it also provides practical policy implications for the criteria local governments place an emphasis on for managing the level of social capital in a region. It is anticipated that the framework will advance the expansion of the theoretical literature on social capital by identifying measures at two distinct levels: individual and collective characteristics. Innovation has become a buzzword of the contemporary public sector, yet the practical uses of innovation are diverse and sometimes conflicting. This article highlights four different innovation approaches and describes their use with examples from the municipal organization in Stockholm. These innovation approaches have different end goals, perspectives and logics that drive them. With a better understanding of the broad concept of innovation that is relevant within a city organization, municipal officials can make conscious decisions about their innovation practices. ABSTRACT Innovation is an increasingly influential agenda for municipalities to apply to multiple activities and objectives. This article presents an institutional logics framework to clarify the ways that municipalities use innovation to achieve their long-term ambitions. The framework consists of four approaches that co-exist within a single municipality: the business-enabling approach supports local economic growth, the organizational change approach focuses on improving internal processes and services, the attractiveness approach promotes the territory for investment, and the transformative approach engages with broader societal challenges. 34. Why do some cities support irregular migrants? Qualitative comparative analysis of municipal activism for irregular migrants in 13 European global cities.

The present study seeks to understand under which conditions cities enact inclusionary policies and practices for irregular migrants. Previous research points out the influence of political ideology, local autonomy, economic capacity, diversity, or civil society alliances. We argue that a city’s proactive and supportive stance towards irregular migrants may not be explained fully by one or another single factor, but rather by their combination. Through a fuzzy-set Qualitative Comparative Analysis of 13 European cities, it was found that the combination of a political discrepancy between the local government and national state, as well as local alliances between the municipality and local civil society organizations, is a necessary condition for municipalities to take a proactive and supportive stance towards irregular migrants. 35. The Moderating Role of ESG Administration on the Relationship between Tourism Activities and Carbon Emissions: A Case Study of Basic Local Governments in South Korea.

This study examines the impact of tourism activities (TA) on carbon emissions (CE) in South Korea and investigates how ESG (environmental, social, and governance) administration power moderates these relationships. To explore four research areas—the relationship between TA and CE; variations across three years (2019–2021); the moderating effect of ESG policies; and the influence of control variables—MIMIC models were employed using secondary data from credible national institutions. The main results across the years and ESG groups (high vs. low) are as follows: (1) The positive influence of individual TA on CE ranked as food and beverage > shopping > recreation > accommodation, with no differences across the years or ESG groups. (2) ESG administration alleviated the carbon-emitting effects of TA, with significant moderation in 2019 and 2021, but not in 2020 (particularly, the effect sizes of TA were greater in low ESG groups). (3) Although tourism development stimulates TA more strongly in the high ESG groups, the CE induced by TA is significantly mitigated by ESG administrative support, resulting in smaller effects than those observed in the low groups. (4) The latter part covers diverse discussions on the influence of control variables—such as infection safety, atmospheric pollution, tourism development, income levels, green space, and local population. With the 2011 civil war in Syria, the country's economy has collapsed, cities have been destroyed, infrastructure challenges and social tensions have emerged. This civil war has deeply affected bordering countries such as Türkiye. Hosting millions of Syrians, Türkiye has been one of the countries that have directly felt the effects of the war. Türkiye has carried out activities in many areas such as health, shelter, and education for Syrians, and developed policies to ensure social cohesion. In the following period, Türkiye established safe zones in Syria with the Euphrates Shield, Olive Branch, and Peace Spring operations and started reconstruction activities in these safe zones. Together with central government units, civil society organizations, and local actors, Türkiye has made efforts to ensure the success of the reconstruction process. As one of Syria's border neighbors, Gaziantep has been one of the prominent cities in reconstruction activities. of Gaziantep Metropolitan Municipality has undertaken various activities to create livable places in safe neighborhoods. This study examines the activities of Gaziantep Metropolitan Municipality. The primary purpose of the study is to reveal the main motivations behind Gaziantep Metropolitan Municipality's cross-border activities and to analyze the nature of its relations with the central government in this process. The study is designed as a case study. The research findings indicate that the external relations of local governments in Türkiye are shaped in line with a political and legal framework whose boundaries are determined by the central government. Scholarly literature on cross-sectoral collaboration is rich, but incomplete as most studies tend to overlook nuances across different service categories. Though many studies confirm that collaboration may vary by specific service type, very few ask how and why? This study contributes to this area of inquiry by exploring these questions in the context of nonprofit-local government collaboration in a developing country in which nonprofit organizations play a major role in public service delivery, expanding analysis beyond the traditional western settings that dominate current scholarship. Analyzing a unique dataset of survey responses from 223 Lebanese nonprofit managers, we find that local-nonprofit collaboration likelihood does indeed vary by the nonprofit's service focus. This is consistent with existing scholarship. Further, we extend the analysis to examine whether and how a set of underlying features that shape collaboration vary by service category. Patterns emerge to explain the association between the service category and perceptions of weak institutional features in the collaboration landscape. We offer explanations for these findings, drawing on specific characteristics of selected services and the mechanisms through which they could influence collaboration and its dynamics. We contribute to the limited knowledge of the consequences of municipal splits by estimating how break‐ups of seven Swedish municipalities affected per capita expenditures. To predict what would have happened had the break‐ups not taken place, we apply the matrix completion method with nuclear norm minimization. We find that smaller municipalities not necessarily imply higher per capita expenditures. Instead, expenditures increase in some cases, are unaffected in others, and in others, decrease. The results point to the complex nature of territorial reforms and underscore the perils of policy recommendations that take uniform outcomes of either amalgamations or break‐ups for granted. The article clarifies the essence of the concepts of managerial and corporate culture and management activities of local self-government officials. It is substantiated that the managerial culture of local self-government leaders should be considered as a systemic, dynamic phenomenon formed on the basis of their personal, cognitive, spiritual, value, cultural qualities, behavioral patterns and management styles, which constantly interact with each other, forming structural components and performing specific functions necessary for the implementation of management activities and successful development of territorial communities. The influence of the managerial culture of the heads of local self-government bodies on the development of territorial communities of Ukraine is determined. The authors review the legal framework for the functioning and development of territorial communities. The models of formation of successful management activities of heads of local self-government bodies and corporate culture of territorial communities are developed. The correlation between the level of development of territorial communities and the quality of the managerial culture of local self-government leaders, taking into account the limiting endogenous and exogenous factors, is revealed. The TOP-10 regions of Ukraine by the share of active enterprises of territorial communities in their total number, the TOP10 territorial communities of Ukraine by revenues and expenditures in UAH on a cumulative basis for the 1st quarter of 2024 are identified. The article assesses the performance of local government leaders by the residents of territorial communities of Ukraine in terms of emotional perception and reveals the influence of the managerial culture of local government leaders on the formation of the corporate culture of the TOP-10 territorial communities of Ukraine in April-May 2023 and 2024. The article shows that the corporate culture of local government leaders has a decisive influence on the development of territorial communities. The personal culture of managers, their spiritual values and guidelines, their adherence to ethical and moral standards, a constant process of self-improvement, metacognitive self-knowledge and self-motivation affect the level of development of their managerial culture, and managers can (and should) constantly improve its level. It is established that the continuous self-development of managers improves their managerial culture, and the latter, in turn, forms and develops the corporate culture of territorial communities. Organizations have substantially taken to social media their attempts to address the communication gaps caused by COVID-19. This investigation sought to explore how a local government unit's social media page practiced and manifested active-empathic listening in response to the communication challenges brought about by the global health emergency. Although this study recognizes that active-empathic listening is a dimension already integrated in local interpersonal contexts, there is still a need to contextualize listening behaviors exchanged in social media in consideration of the local government unit's crisis communication practices. Press releases from Quezon City's official Facebook page were selected and analyzed using content analysis anchored in Bodie's Active-Empathic Listening Scale. The study discovered that more than half of all key phrases and sentences that exhibited listening behaviors in the press releases manifested sensing behaviors – they reflected active-empathic listening through being sensitive and receptive to public opinion, acknowledging that their constituents were being sought and heard, and verbalizing empathy. A number of messages also demonstrated the responding listening dimension, with statements denoting proactive measures done to address the citizen's concerns. Only a few messages were found to have exhibited processing listening behaviors which are messages aimed to verbalize the cognitive processes of hearing and remembering. By successfully integrating dimensions of active-empathic listening, Quezon City – through its Facebook page – managed to not only deliver public health information but also extend empathy, social support, and responsiveness to its constituents. The study's findings ultimately suggested how local government units can utilize social media to incorporate relational initiatives to make crisis communication more empathetic and interpersonal. Surveys are an important vehicle for advancing research on urban policy and governance. The introduction of online tools eased survey-based data collection, making it cheaper and easier to obtain data from key informants like local elected officials or public administrators. However, the utility of web-based survey administration may be diminishing. To investigate this dynamic and search for strategies to support survey research in urban studies, we perform a systematic review of survey research in urban policy and administration scholarship and conduct an original survey follow-up experiment. Our findings identify a clear downward trend in survey response rates that was accentuated during the COVID-19 pandemic. Results from our survey experiment show distinctly different costs per solicitation and per completed survey, depending on administration mode. These findings stimulate discussion on how scholars may continue to use surveys to generate high-quality, empirically rigorous research on urban affairs in light of recent trends. The participation of different institutions and actors in countering radicalization is important for the success of a long-term challenging strategy. Local governments can serve as executive and auxiliary elements in countering radicalization options, which can be graded with the Public Health Model. Accordingly, local governments, which can effectively benefit from primary and secondary prevention, can reduce negativities that trigger radicalization such as marginalization and stigmatization among the society and increase social harmony with the social projects they will develop. The main claim of the study is that local governments can be effective as practitioners at the primary prevention level of countering radicalization and can serve as complementary and auxiliary elements at the secondary prevention level. To test this claim, the study will examine the UK example on a London scale. England's methods of countering radicalization will be discussed by analyzing published strategy documents, and the London example will be explained by examining the reports regarding the ongoing Countering Violent Extremism Program using critical discourse analysis. This study aims to investigate the occurrence of mobbing and job satisfaction among local government employees, exploring their relationship with various variables. A survey was conducted on 410 municipal personnel with different employment types in Aydın province district municipalities. Data were collected using the Individual Introduction Form, Mobbing Scale, and Minnesota Job Satisfaction Scale, and analysed using the SPSS version 27.0 package program. The analysis employed the Kolmogorov-Smirnov test, Mann Whitney U Test, Kruskal Wallis H Test, and Post Hoc test. The results indicate a low level of mobbing perception and high job satisfaction within local governments. Men, singles, shift or irregular employees, and master's degree graduates reported higher mobbing perceptions. Mobbing perception varied across employment types. Additionally, the study found that master's degree graduates had lower job satisfaction levels, and factors such as years of employment and working hours (day shifts or irregular shifts) significantly influenced job satisfaction. Does state fiscal monitoring of local governments impact firms? Exploiting the staggered adoption of state fiscal monitoring policies, our results show that state fiscal monitoring of local governments increases corporate investment. Affected firms increase their investment by increasing capital expenditures as well as research and development expenditures. Additional analyses reveal that firms fund this increase in investment by decreasing share repurchases and issuing debt. Local government officials are accountable to citizens, who increasingly demand more transparency given the amount of taxes they pay. This paper analyses the relationship between municipal tax revenues and transparency in Spain. Based on a sample of 141 Spanish municipalities with more than 15,000 inhabitants and applying least squares regression and instrumental variable analysis based on two-stage least squares regression, we find that the most transparent municipalities collected more global taxes. Furthermore, more municipal financing through transfers from other levels of government leads to lower taxes on construction and capital gains generated by real estate transfers. Economic development at the local level presents an intrinsic tension produced by competitive and cooperative dynamics. While empirical studies have identified drivers for collaboration at the local level, less is known about the scope of activities promoted by state-level agencies and the institutional mechanisms that state and local actors create to cooperate. This study exploits a unique data set created by the State of Iowa reporting the economic development agreements from 2007 to 2018. The findings illustrate how workforce development activities are the most prevalent activity while fiscal incentives are the least recurrent practice. In terms of institutional mechanisms, service contracts are used most frequently. Additionally, a state agency and nonprofit organization dyad is the most common collaboration, which highlights the role of state governments in shaping local economic development strategies. This exploration of mechanisms, activities, motivations, and duration contributes by improving theories of formal collaboration and intersectoral governance. [ABSTRACT FROM AUTHOR]
