3. Development, validation, and reliability of a measurement scale for investigating the principle of intercooperation.

The present study aims to develop and validate a measurement scale for investigating the principle of intercooperation, in order to provide researchers in the field of cooperativism with a valid and reliable measure. To this end, four main steps were followed: conceptual mastery, theoretical validation, semantic validation, and statistical validation. First, a preliminary scale was developed based on a literature review and interviews with 20 representatives of cooperatives and representative organizations. Later, the evaluation was carried out by eight academic judges and analyzed using the Content Validity Coefficient. A pre‐test was then carried out with subjects from the population, and subsequently the scale was applied to a sample of 213 cooperatives. Finally, factor analysis was performed with the aim of evaluating convergent and factorial validity as well as individual and construct reliability. Thus, it is proposed that the principle of intercooperation be measured by two different scales. The first, called "Horizontal Intercooperation", presented a Composite Reliability equal to 0.81 and Average Variance Extracted equal to 0.68. The second, called "Vertical Intercooperation", presented a Composite Reliability equal to 0.96 and Average Variance Extracted equal to 0.69. This paper analyses the intercooperation between public administration, small agricultural producers and the supermarket cooperative Eroski in the Basque and Navarre to promote a local agrifood system. Through a case study with 22 interviews with different members of the system, certain advantages and limitations of intercooperation are identified. The retailer emerges as the main agent with the potential to drive the supply of the local agro-livestock sector and promote its professionalisation through the formation of agricultural cooperatives and other associative networks. The relevance of a correct organisational culture alignment between the retailer and its suppliers and the influence of codependence and power imbalances between these two parties are highlighted. The case offers clues to other retailers who are interested in improving their local positioning, to small local producers wishing to develop their business in a sustainable way with large scale distribution, and to public institutions wishing to promote local agrifood systems in collaboration with large retailers. In this study, we aimed to analyze the predictive factors behind business networks' intention to adopt a growth strategy through intercooperation. We adopted a quantitative approach, using a survey with 156 members of Brazilian business networks and analyzed the data through multiple linear regression. Intercooperation emerges as a growth strategy where the complementarity of business networks helps achieve common goals and keeps the business networks attractive to their current and new members. Previous studies have identified the benefits of intercooperation, but the antecedents of this interorganizational strategy have yet to be investigated. Our results demonstrate that the antecedents of intercooperation originate from strategic, managerial, cultural, and environmentalinstitutional motivations, with the number of network members being a factor that influences future intercooperation decisions. We present managerial and theoretical contributions regarding driving and restrictive factors and their dimensions and their impact on business networks' intention to adopt growth strategies through intercooperation. In recent years, the Social and Solidarity Economy has found in social markets a strategy for its growth and strengthening. Social markets, understood as spaces where agents, experiences, resources and learning can be brought together around relations of production, distribution, financing and consumption based on social and environmental justice, reciprocity and mutual aid, are also experiences that allow the control of the productive processes that are articulated around them to be democratised and brought closer to the citizens. This article is based on the hypothesis that the climate for inter-cooperation that these spaces facilitate, in turn, allows progress to be made in the recovery of sectoral sovereignty in the hands of the citizenry. To this end, we have taken as a reference some remarkable experiences of the Basque Social Market in which, through intercooperation between various entities, it has been possible to make progress in terms of food, energy and financial sovereignty. 7. Intercooperative Relationships: characteristics, challenges and possibilities for Interorganizational Cost Management.

This study aims at discussing the characteristics of intercooperative relationships and the challenges and possibilities for Interorganizational Cost Management (IOCM) in these arrangements. For this, the theoretical essay method was used to review the national and international literature in the area of cooperatives. Thus, based on the literature and having the Contingency Theory (CT) as a theoretical lens, a contingency structure of the IOCM was proposed, consisting of eleven factors grouped into "factors exogenous to the cooperative", "factors specific to the cooperative" and "factors specific to the intercooperative relationship". The results of the analysis show that: (i) factors external to the cooperatives can make the adoption of the IOCM viable, such as pressure for financial competitiveness and multiple objectives; (ii) specific factors of cooperatives, such as small size trends and shortage of capital, are challenges to IOCM; and (iii) factors specific to intercooperative relationships, such as lack of trust and competition, can restrict the adoption of IOCM techniques and the very formation of intercooperative relationships. It is noteworthy that while CT conventionally works with the perspective of a single company, this essay highlights possibilities of its application in interorganizational relationships, considering relationship factors beyond those specific to the company. Furthermore, on the theme of IOCM, no studies applied to intercooperative relationships were identified. It is concluded that the research can bring new perspectives to researchers, especially on the topic of management in cooperative societies, with reflections both on the adoption of IOCM techniques, as well as on the constitution and performance of intercooperative relationships. Monográfico: Integración cooperativa y reestructuraciones socialmente responsables, Las sociedades cooperativas de segundo grado constituyen uno de los instrumentos básicos de concentración empresarial previstos en la legislación cooperativa y ha sido la fórmula tradicionalmente utilizada por las cooperativas a la hora de acometer un proyecto de integración. El trabajo que se presenta trata de mostrar la especial tributación de las sociedades cooperativas de segundo grado, que nos interesan especialmente por ser el instrumento de integración más utilizado en España por las sociedades cooperativas para emprender procesos de concentración en el ámbito agrario, sector clave en nuestro entorno geográfico. Centraremos el estudio de su fiscalidad en el Impuesto sobre Sociedades por las particularidades tributarias que presenta el mismo en este tipo societario. Las sociedades cooperativas de segundo grado pueden optar por tributar como simples sociedades cooperativas, según lo regulado en la Ley 20/1990, de 19 de diciembre, sobre Régimen Fiscal de Cooperativas, o hacerlo como grupo cooperativo, acogiéndose en el régimen especial de tributación consolidada establecido para este tipo social. Al igual que las sociedades de primer grado éstas disfrutan de una serie de beneficios fiscales tanto en la imposición directa como en la indirecta, como consecuencia de la naturaleza social de las mismas., Second-tier cooperatives are one of the basic instruments for business concentration in the cooperative law and the formula traditionally used by cooperatives when it comes to building an integration project.The work tries to show the special taxation of the second-tier cooperatives, that we are interested especially because it is the instrument of integration most used in Spain by cooperatives to undertake concentration processes in the agri-food field, key sector in our geographical environment.We will focus the study of its taxation in the Corporate Tax due to the tax peculiarities that it presents in this type of company. Con el Tratado de Ámsterdam se dio el paso para empezar una política de cohesion con todas las regiones europeas. El primer bloque de medidas a adoptar se daría en el periodo 2000- 2006 (añadiendo la reforma de la política de estructuras), centrándose en ajustes estructurales, reconversiones y educación y, a partir de ahí, se planificaba un segundo periodo (2007- 2013) en el que se profundizará en los procesos de desarrollo. Es aquí donde las sociedades cooperativas juegan un papel decisivo, entre otras razones por su contribución a la mejor integración y cohesión social para alcanzar un buen desarrollo territorial., The Amsterdam Treaty was followed by the begining a policy of cohesion with all European regions. The first set of steps took place within the time period 2000- 2006 (including the structure policy reform), focusing on structural adjustments, modernization and education. At this point, a second period (2007- 2013) has been planified by the EU where development processes will be dealt with. A través de un estudio de caso con 22 entrevistas a diferentes miembros del sistema, se identifican ciertas ventajas y limitaciones de esta intercooperación. El minorista emerge como el principal agente con potencial para impulsar la oferta del sector agroganadero local y promover su profesionalización a través de la formación de cooperativas agrarias y otras redes asociativas. Se destaca la relevancia y necesidad de un correcto alineamiento entre la cultura organizativa de los minoristas y la de sus proveedores y la influencia de la codependencia y los desequilibrios de poder entre ambas partes. El caso ofrece pautas a otros minoristas interesados en mejorar su posicionamiento local, a pequeños productores locales que deseen desarrollar su negocio de forma sostenible con la gran distribución y a instituciones públicas que deseen promover sistemas agroalimentarios locales en colaboración con la gran distribución.

O método adotado foi o Estudo de Caso, tendo sido utilizado para a elaboração do trabalho, a pesquisa documental, a aplicação de entrevistas semiestruturadas e a realização de observação, sendo a análise feita por meio da técnica de análise de conteúdo. A investigação abordou um caso da intercooperação entre Cooperativas atuantes no setor de infraestrutura de energia elétrica no Estado do Rio Grande do Sul. Como resultado, foi evidenciada a relação do princípio da intercooperação com a abordagem da Visão Relacional da estratégia. O trabalho mostrou como o princípio da intercooperação constituiu-se como um elemento de centralidade, derivado da natureza do Cooperativismo, tendo servido como uma base efetiva para a construção das relações interorganizacionais entre Cooperativas no caso empírico estudado, tendo influenciado a coevolução dos fatores geradores de ganhos relacionais ao longo do tempo. A pesquisa tende a contribuir para a ampliação de estudos empíricos acerca dos fatores geradores de ganhos relacionais e para exemplificar como o princípio da intercooperação pode ser utilizado para aprimorar a interdependência sistêmica dos princípios do Cooperativismo e gerar resultados efetivos nas dimensões econômico e financeiras tanto para as Cooperativas envolvidas, como para os cooperados e a comunidade da área de influência das mesmas. The research aimed to understand how relational rents are generated in intercooperation business between cooperatives, based on the principle of intercooperation of the Theory of Cooperatives and in the perspective of the Relational Vision of the strategy. The method adopted was the Case Study, having been used for the elaboration of the document, research work, application of semi-structured interviews and observation, being the analysis done through the technique of content analysis. The investigation addressed a case of intercooperation between Cooperatives operating in the electricity infrastructure sector in the State of Rio Grande do Sul. As a result, the relationship between the principle of intercooperation and the approach of the Relational Vision of the strategy was evidenced. The work showed how the principle of intercooperation was constituted as an element of centrality, derived from the nature of Cooperatives, having served as an effective basis for the construction of interorganizational relationships between Cooperatives in the empirical case studied, having influenced the co-evolution of factors that generate relational gains over time. The research tends to contribute to the expansion of empirical studies about the factors that generate relational rents and to exemplify how the principle of intercooperation can be used to improve the systemic interdependence of the principles of Cooperatives and generate effective results in the economic and financial dimensions for both Cooperatives involved, as for the cooperative members and the community in their area of influence.

Este trabalho tem como objetivo analisar de que forma a intercooperação pode auxiliar as cooperativas de crédito a lidar com o ambiente institucional brasileiro, no caso da Cooperativa Sicredi União Metropolitana RS. Em termos metodológicos foi realizado estudo de caso único, por meio de pesquisa qualitativa exploratória e descritiva através da aplicação de entrevistas semiestruturadas. Entre os sujeitos entrevistados estão 2 gerentes, 3 diretores, o vice-presidente e um presidente da cooperativa Sicredi União Metropolitana RS. Para o tratamento dos dados adotou-se a análise de conteúdo com auxílio do software Nvivo. A partir da revisão da literatura, construiu-se o roteiro de entrevistas e definiu-se as 13 categorias apriori, das quais emergiram as categorias finais. Entre os principais achados empíricos identificados nesta pesquisa estão as características positivas da intercooperação. Aponta-se que o aprendizado organizacional permitiu a troca de informações e experiências entre as cooperativas de crédito. Destaca-se também que o fato das cooperativas pertencerem a um sistema ocasionou um ganho de potencial, escala e aumento de negócios. Identificou-se que outra vantagem das cooperativas pertencerem a um sistema é a centralização de atendimento de demandas legais, uma vez que todo esse processo fica centralizado junto ao sistema. A pesquisa apontou que a troca de experiências entre as cooperativas promove a utilização de melhores práticas nos processos, onde os erros e acertos geram lições aprendidas que permitem uma atuação mais eficaz, através da prática da intercooperação. Salienta-se nos resultados vantagens da intercooperação, entre elas uma maior segurança no atendimento das demandas legais do ambiente institucional brasileiro, através de procedimentos padronizados e equipe de especialistas. A pesquisa evidenciou que a intercooperação auxilia a cooperativa pertencente a um sistema a ser competitiva, provendo uma marca e mídia fortes e ganho de escala em produtos e serviços. Por outro lado, a pesquisa identificou algumas dificuldades que as cooperativas podem ter por não estarem incorporadas dentro de um sistema e, consequentemente, não exercerem a prática da intercooperação. Entre as desvantagens estão uma maior dificuldade no início das atividades, pouca capacidade para grandes investimentos, como também uma complexidade para a entrada no mercado de grandes centros. Deste modo, as contribuições destacadas nesta pesquisa abrangeram a análise da forma como a intercooperação pode auxiliar as cooperativas de crédito para lidar com o ambiente institucional brasileiro. Sendo assim, foram identificados os motivadores para a intercooperação, descrevendo as características do ambiente institucional brasileiro, bem como a identificação das variáveis institucionais que impulsionam ou são restritivas à intercooperação, propondo um modelo para intercooperação em cooperativas de crédito. This study deals with the intercooperation in credit unions and the Brazilian institutional environment. This work aims to analyze how intercooperation can help credit unions to deal with the Brazilian institutional environment, in the case of Cooperativa Sicredi União Metropolitana RS. In methodological terms, a single case study was carried out through exploratory and descriptive qualitative research through the application of semi-structured interviews. Among the interviewed subjects are 2 managers, 3 directors, the vice president and a president of the Sicredi União Metropolitana RS cooperative. For data treatment, content analysis was adopted with the aid of the Nvivo software. From the literature review, the interview script was constructed and the 13 a priori categories were defined, from which the final categories emerged. Among the main empirical findings identified in this research are the positive characteristics of intercooperation. It is pointed out that organizational learning allowed the exchange of information and experiences between credit unions. It is also noteworthy that the fact that the cooperatives belong to a system caused a gain in potential, scale and business growth. It was identified that another advantage of the cooperatives belonging to a system is the centralization of meeting legal demands, since this whole process is centralized with the system. The research pointed out that the exchange of experiences between the cooperatives promotes the use of best practices in the processes, where the mistakes and successes generate lessons learned that allow a more effective performance, through the practice of intercooperation. The results highlight the advantages of intercooperation, including greater security in meeting the legal demands of the Brazilian institutional environment, through standardized procedures and a team of specialists. The research showed that intercooperation helps the cooperative belonging to a system to be competitive, providing a strong brand and media and gaining scale in products and services. On the other hand, the research identified some difficulties that cooperatives may have because they are not incorporated into a system and, consequently, do not exercise the practice of intercooperation. Among the disadvantages are a greater difficulty in starting activities, little capacity for large investments, as well as a complexity for the entry of large centers into the market. Thus, the contributions highlighted in this research covered the analysis of how intercooperation can help credit unions to deal with the Brazilian institutional environment. Thus, the motivators for intercooperation were identified, describing the characteristics of the Brazilian institutional environment, as well as the identification of institutional variables that drive or are restrictive to intercooperation, proposing a model for intercooperation in credit unions.

Ao longo das últimas décadas, o cenário global foi marcado por discussões e conferências que buscaram solucionar os problemas sociais e ambientais cada vez mais complexos. Nesse sentido, surgiu a abordagem FEW Nexus que considera os elementos alimento, energia e água de forma interdependentes. Outra discussão em pauta na sustentabilidade está relacionada à agricultura familiar, atividade econômica essencial para o desenvolvimento sustentável dos sistemas agroalimentares. Devido a novas configurações dos mercados e mudanças nas exigências dos consumidores, os agricultores familiares têm se organizado em cooperativas e se em rede de cooperativas, fazendo uso do princípio da intercooperação. No contexto do Rio Grande do Sul, um dos casos mais relevantes de intercooperação é a RedeCoop, Rede de Cooperativas da Agricultura Familiar e da Economia Solidária. Assim, o objetivo geral desse trabalho foi analisar como a articulação da RedeCoop age nas cooperativas de agricultura familiar participantes por meio do nexo alimento-água-energia. A revisão de literatura trabalhou conceitos e referências no que diz respeito a sustentabilidade, FEW Nexus, agricultura familiar, políticas públicas alimentares e cooperativismo. A natureza de pesquisa foi a qualitativa e o método foi o estudo de caso. O caso escolhido para o estudo foi a RedeCoop. Os dados primários foram coletados através de entrevistas com roteiro semiestruturado. Já os dados secundários são originários de documentos, websites, redes sociais e notícias/matérias de sites jornalísticos. Os dados coletados foram tratados pela análise de conteúdo. Os resultados mostraram que a RedeCoop comercializa para todo o Rio Grande do Sul atendendo o mercado consumidor, privado e institucional. No mais, a RedeCoop é constituída por cooperativas de produção, singulares e centrais, e uma cooperativa singular de consumo. Inicialmente, a rede foi estruturada para organizar a logística, principalmente voltada ao atendimento do mercado institucional, que é o principal cliente das cooperativas. Nesse sentido, constatou-se que a intercooperação impactou positivamente as cooperativas associadas nas áreas relacionadas à logística, comercialização, compra conjunta de insumos, troca de informações e representação política. No mais, a RedeCoop age favoravelmente na agricultura familiar no que diz respeito ao FEW Nexus nas cooperativas associadas; diretamente, nos elementos alimento e energia; e, indiretamente, no elemento água. Por último, constatou-se que a RedeCoop contribui para o alcance dos ODS e fortalecimento da agricultura familiar e cooperativismo. Over the past few decades, the global scenario has been marked by discussions and conferences that have sought to solve increasingly complex social and environmental problems. In this sense, the FEW Nexus approach emerges, which considers the elements of food, energy and water in an interdependent way. Another discussion on sustainability is related to family farming, an economic activity essential for the sustainable development of agrifood systems. Due to new market configurations and changes in consumer requirements, family farmers have organized themselves into cooperatives and into a network of cooperatives, making use of the principle of intercooperation. In the context of Rio Grande do Sul, one of the most relevant cases of intercooperation is RedeCoop, the Network of Cooperatives of Family Agriculture and Solidarity Economy. Thus, the general objective of this work was to analyze how the articulation of RedeCoop impacts the participating family farming cooperatives through the food-water-energy nexus. The literature review worked on concepts and references regarding sustainability, FEW Nexus, family farming, public food policies and cooperativism. The research nature was qualitative and the method was the case study. The case chosen for the study was RedeCoop. Primary data were collected through interviews with a semi-structured script. Secondary data, on the other hand, originate from documents, websites, social networks and news/articles from journalistic sites. The collected data were treated by content analysis. The results showed that RedeCoop sells to all of Rio Grande do Sul, serving the consumer, private and institutional market. Furthermore, RedeCoop is made up of production cooperatives, both singular and central, and a consumption singular. Initially, the network was structured to organize logistics, mainly aimed at serving the institutional market, which is the main customer of the cooperatives. In this sense, it was found that intercooperation positively impacted member cooperatives in areas related to logistics, marketing, joint purchase of inputs, exchange of information and political representation. Furthermore, RedeCoop favorably effects family farming with regard to the FEW Nexus in associated cooperatives; directly, in the food and energy elements; and, indirectly, in the water element. Finally, it was found that RedeCoop contributes to achieving the SDGs and strengthening family farming and cooperativism.

A partir d'una anàlisi del sistema de finançament per a les iniciatives de l'Economia Social i Solidària actuals, es traça un proposta per la creació del Fons d'Estalvi i Inversió Cooperatiu (FEIC), un fons que serveixi per proveir del capital necessari per a l'arrencada de nous projectes emmarcats en l'ESS o per a petites inversions de les entitats membres del fons, a Sabadell. A partir de un análisis del sistema de financiación para las iniciativas de la Economía Social y Solidaria actuales, se traza un propuesta para la creación del Fondo de Ahorro e Inversión Cooperativo (FEIC), un fondo que sirva para proveer del capital necesario para el arranque de nuevos proyectos enmarcados en el ESS o para pequeñas inversiones de las entidades miembros del fondo, en Sabadell. Based on an analysis of the financing system for current Social and Solidarity Economy initiatives, a proposal is drawn up for the creation of the Cooperative Savings and Investment Fund (FEIC), a fund that serves to provide the capital needed for the start-up of new projects framed in the SSE or for small investments of the member entities of the fund, in Sabadell.

La situació econòmica a les illes Balears després de la pandèmia és més inestable que mai, per això calen altres maneres de fer funcionar l'economia en aquest territori, diversificant-la més enllà del monocultiu turístic. Fa molts d'anys que la paraula sobirania sona dins la societat illenca, però com estem avançant per aconseguir aquest objectiu? Per això es vol analitzar l'impacte de L'economia Social i Solidària dins la Illa de Mallorca, des dels seus orígens, les entitats que la formen i que fan les institucions a favor d'aquesta. A més d'això també es pretenen evaluar aquests resultats d'una manera crítica i exposar els principals reptes i accions per enfortir aquest moviment a l'illa. La situación económica en las islas Baleares después de la pandemia es más inestable que nunca, por eso calen otras maneras de hacer funcionar la economía en este territorio, diversificándola más allá del monocultivo turístico. Hace muchos de años que la palabra soberanía suena dentro de la sociedad isleña, pero como estamos avanzando para conseguir este objetivo? Por eso se quiere analizar el impacto de La economía Social y Solidaria dentro de la Isla de Mallorca, desde sus orígenes, las entidades que la forman y que hacen las instituciones a favor de esta. Además de esto también se pretenden *evaluar estos resultados de una manera crítica y exponer los principales retos y acciones para fortalecer este movimiento en la isla. The economic situation in the Balearic Islands after the pandemic is more unstable than ever, so other ways of making the economy work in this territory, diversifying it beyond the tourist monoculture, are necessary. It has been many years since the word sovereignty has sounded like an island society, but how are we moving towards this objective? This is why we want to analyse the impact of Social and Solidarity on the island of Mallorca, from its origins, the entities that form it and that make the institutions in favour of it. In addition to this, it is also intended to evaluate these results in a critical way and to expose the major challenges and actions to strengthen this movement on the island.

En aquest treball s'analitzen alguns dels límits materials i teòrics que enfronta l'Economia Social i Solidària a Catalunya en la seva reproducció disputada amb el capital com a relació social hegemònica. S'hi descriu el triangle socialista de Michael Lebowitz com a estructura d'un sistema socialista capaç de reproduir-se orgànicament, que serveix alhora com a marc teòric per a l'estudi comparatiu de les institucions, el mercat i l'autogestió de l'ESS amb les mateixes instàncies de la República Federal Socialista de Iugoslàvia. This dissertation analyses some of the material and theoretical limits faced by Social and Solidarity Economy in Catalonia in its disputed reproduction with capital as a hegemonic social relationship. Michael Lebowitz's socialist triangle is described as the structure of a socialist system capable of reproducing itself organically, while at the same time serving as a theoretical framework for the comparative study between institutions, market and self-management of the SSE and the same instances in the Socialist Federal Republic of Yugoslavia. En este trabajo se analizan algunos de los límites materiales y teóricos que enfrenta la Economía Social y Solidaria en Cataluña en su reproducción disputada con el capital como relación social hegemónica. Se describe el triángulo socialista de Michael Lebowitz como estructura de un sistema socialista capaz de reproducirse orgánicamente, que sirve a la vez como marco teórico para el estudio comparativo de las instituciones, el mercado y la autogestión de la ESS con las mismas instancias de la República Federal Socialista de Yugoslavia.

In this framework, it discusses the importance of market orientation for the Basque Country Public Administration, as a system for eliciting information from users, understanding their needs, spreading that information and answering these needs in the context of promoting cooperation between social economy businesses in the Basque Country. Aquest treball vol ser un document que convidi a la reflexió sobre les polítiques públiques de Desenvolupament Local realitzades en la majoria dels nostres municipis, vol qüestionar-les i a no quedar-se únicament amb una visió de DL massa convencional. Un DL convencional és aquell que va dirigit majoritàriament a donar suport a les grans empreses del territori i a oferir recursos formatius i ocupacionals a les persones residents a un municipi. Aquest treball vol promoure i donar a conèixer polítiques públiques que qüestionin el model econòmicactual, un model econòmica basat en la producció i en el capitalisme, i axí poder dirigir-nos cap a un model econòmic diferent, on, el centre d'interès no sigui únicament la producció o el capital , si no que al centre de tot estan les persones i les seves necessitats, i on les polítiques públiques que es fa tenen com objectiu la millora de la situació totes les persones del municipi. Un model econòmic de DL on la comunitat no és vista com un mera receptora passiva de les polítiques que es desenvolupen si no que són persones i entitats participants i participatius en el disseny d'aquestes polítiques públiques. Aquest model diferent al model més convencional,com és el model capitalista és el model econòmic que aporta l'Economia Social i Solidària un model econòmic amb capacitat per transformar la societat en la que vivim, un model econòmic que té en compte la sostenibilitat del medi ambient i l'economia feminista , un model que es fa i es pensa des del territori on s'han d'aplicar aquestes polítiques. Este trabajo quiere ser un documento que invite a la reflexión sobre las políticas de Desarrollo Local que se han realizado en la mayoría de nuestros municipios, quiere cuestionarlas y no quedarse únicamente con una visión de Desarrollo Local demasiado convencional. Un DL convencional es aquel que va dirigido mayoritariamente a dar soporte a las grandes empresas del territorio y a ofrecer recursos formativos i ocupacionales a las persones que residen al municipio. El trabajo quiere promover y donar a conocer políticas publicas que cuestionen el modelo económico actual, un modelo económico basado en la producción i en el capitalismo, de este modo poder dirigirse hacia unmodelo económico diferente, donde, el centro de interés no sea únicamente la producción el capital, si no que en el centro del modelo están las personas y sus necesidades y donde las políticas públicas que se hacen tienen como objetivo la mejora de la situación de todas las personas del municipio. Un modelo económico de DL donde no se ve a la comunidad como una mera receptora pasiva de las políticas públicas que se desarrollan , si no que son personas i entidades participantes y participativas en el diseño de estas políticas públicas. Este modelo diferente del modelo convencional, del modelo capitalista, es el modelo económico que aporta la Economía Social y Solidaria, un modelo económico con capacidad de transformación de la sociedad en la que vivimos, un modelo económico que tiene en cuenta la sostenibilidad del medio ambiente i la economía feminista, un modelo que se hace i se piensa desde el territorio desde donde se han de aplicar estas políticas. This work wants to be a document inviting to the reflection upon public policies for Local Development, LD, performed by most of our municipalities. It wants to discuss these policies and not just consider them from a too much conventional point of view. A conventional LD is the one aimed mostly to give support to large companies in our land and that offers educational and occupational resources to the resident population of the town. This work wants to promote and to let people know public policies that question the current economic model, based on production and capitalism. And so these other policies can lead us to a different economic model that focuses the interest not only on production and capital but also on people and their needs. The objective of public policies is to improve the situation of people of the municipalities. An economic model of DL where the community is not seen only as passive receptor of the policies that are developed. On the contrary, people and associations take part in the design of these public policies.The social and solidarity-based economy is a model created to change our society, a sustainable and feminist economic model based on people's necessities, thought from their territory in order to develop local economy.

El presente documento recoge la trayectoria y las intenciones de arqbag, cooperativa de arquitectura para integrar el tema de la vivienda cooperativa en nuestra actividad profesional: creemos estratégico la intercooperación entre los diferentes agentes interesados en participar en la creación de cooperativas de vivienda en cesión de uso en el Vallès Occidental con el fin de compartir experiencias, sumar esfuerzos, crear sinergias y compartir recursos en nuestra comarca, trabajando desde la proximidad y el conocimiento del territorio. The formation of interorganizational networks can be considered the first wave of cooperation among small firms. Recently, a new wave is taking shape, through strategies as partnerships and alliances between business networks. Based on this context, the goal of this study was to explore and comprehend the antecedents, developing stages and the results partnerships between business networks, based on the Resource Dependence Theory. To reach this goal it was performed a single case study of a business network created by eight small-firm networks in the State of Ceará. The evidences show five antecedents that explain the cooperative strategy and four main results achieved through this strategy. Furthermore, the case highlighted the steps followed by the small-firm networks to implement the cooperative strategy: identification and selection of partners, alignment of interests and commitments, strategies for group integration and the implementation of adjustments. The study contributes to the theory by demonstrating how the cooperation among business networks reduces the resource dependency of small-firm networks. These results are synthesized in three theoretical propositions that serve as a guide for future studies. The study offers managerial insights about how business networks may cooperate with other networks and make this consolidation strategy successful., A formação de redes interorganizacionais pode ser considerada a primeira onda da cooperação entre pequenas empresas. Recentemente, novo movimento vem tomando forma, por meio de estratégias de intercooperação como parcerias e alianças entre redes de empresas. Com base nesse contexto, o objetivo deste estudo foi compreender os antecedentes, etapas de desenvolvimento e os resultados da formação de uma parceria entre redes de empresas, usando como base a Teoria da Dependência de Recursos. Realizou-se um estudo de caso único com uma rede de supermercados formada a partir da cooperação de oito outras redes, no Estado do Ceará. As evidências apontam para três antecedentes que explicam a opção pela estratégia de intercooperação e quatro principais resultados alcançados por meio dessa estratégia. Além disso, o caso estudado revelou as etapas seguidas pelas redes para implementar a estratégia de intercooperação: identificação e seleção de parceiros, alinhamento de interesses e estabelecimento de compromissos, articulação de estratégia para integração do grupo e a implementação de ajustes e adequações. Second-tier cooperatives are one of the basic instruments for business concentration in the cooperative law and the formula traditionally used by cooperatives when it comes to building an integration project.The work tries to show the special taxation of the second-tier cooperatives, that we are interested especially because it is the instrument of integration most used in Spain by cooperatives to undertake concentration processes in the agri-food field, key sector in our geographical environment.We will focus the study of its taxation in the Corporate Tax due to the tax peculiarities that it presents in this type of company. Second-tier cooperative societies may choose to tax as simple cooperative societies, as regulated in Law 20/1990, of December 19, on Cooperative Tax Regime, or to make as cooperative group, accepted in the special regime of consolidated taxation system established for this social type. Las sociedades cooperativas de segundo grado constituyen uno de los instrumentos básicos de concentración empresarial previstos en la legislación cooperativa y ha sido la fórmula tradicionalmente utilizada por las cooperativas a la hora de acometer un proyecto de integración.El trabajo que se presenta trata de mostrar la especial tributación de las sociedades cooperativas de segundo grado, que nos interesan especialmente por ser el instrumento de integración más utilizado en España por las sociedades cooperativas para emprender procesos de concentración en el ámbito agrario, sector clave en nuestro entorno geográfico.Centraremos el estudio de su fiscalidad en el Impuesto sobre Sociedades por las particularidades tributarias que presenta el mismo en este tipo societario. Las sociedades cooperativas de segundo grado pueden optar por tributar como simples sociedades cooperativas, según lo regulado en la Ley 20/1990, de 19 de diciembre, sobre Régimen Fiscal de Cooperativas, o hacerlo como grupo cooperativo, acogiéndose en el régimen especial de tributación consolidada establecido para este tipo social.Al igual que las sociedades de primer grado éstas disfrutan de una serie de beneficios fiscales tanto en la imposición directa como en la indirecta, como consecuencia de la naturaleza social de las mismas.

Com o passar do tempo, torna-se necessário que as redes empresariais busquem estratégias para o seu crescimento, atraindo novos associados e ampliando seu escopo de atendimento. Face a isto, a estratégia de intercooperação em redes empresariais emerge como estratégia de crescimento onde a complementariedade das redes auxilia a obtenção de objetivos comuns, além de manter as redes atrativas para seus participantes, bem como a novos associados. Neste sentido, faz-se necessário o estudo sobre os fatores que propulsionam e restringem as redes em aderir a estratégia de intercooperação. Assim, o presente estudo oportunizou compreender e analisar o impacto dos fatores propulsores e restritivos à intenção de intercooperação em redes empresariais. O estudo é constituído por métodos mistos, em que a etapa quantitativa é concebida pela técnica survey com 156 respondentes associados a redes empresariais e, a partir desta pesquisa, foram analisados os principais fatores propulsores e restritivos que impactam a adoção à intercooperação em redes empresariais. A partir do entendimento dos fatores e o impacto destes sobre a intenção de intercooperação, procedeu-se com o estudo de caso, onde foram entrevistados 05 gestores de redes que pertencem ao processo de intercooperação. O estudo demonstrou contribuições gerenciais e teóricas a respeito da identificação dos fatores propulsores e restritivos e suas dimensões, além do impacto destes na intenção das redes empresariais em adotar estratégias de crescimento por meio da intercooperação. O estudo, por meio das etapas quantitativas e qualitativas, cumpre os requisitos propostos, demonstrando que os associados a redes empresariais identificam o processo de intercooperação como uma maneira viável de crescimento sustentado em redes empresariais. Os achados demonstram que há influência significativa, tanto para os fatores propulsores, quanto restritivos sobre a intenção dos associados em redes empresariais em aderir a estratégia de crescimento através da intercooperação em redes. In the last decades, the formation of business networks has manifested itself as a strategy to sustain companies in their markets, improving the competitiveness of small and medium-sized companies in several sectors of the productive chain. Over time, it becomes necessary for business networks to seek strategies for their growth, attracting new members and expanding their scope of service. In view of this, the strategy of intecooperation in business networks emerges as a strategy of growth where the complementarity of the networks helps to achieve common goals, in addition to keeping the networks attractive to its participants, as well as to new associates. In this sense, it is necessary to study the factors that propel and restrict the networks in adhering to the strategy of intercooperation. The present study made it possible to understand and analyze the impact of the propelling and restrictive factors on the intention of intercooperation in business networks. The study is composed of mixed methods, in which the quantitative step is designed by the survey technique with 156 respondents associated with business networks and, from this research, the main propelling and restrictive factors that affect the adoption of intercooperation in business networks were analyzed. Based on the understanding of the factors and the impact of these on the intention of intercooperation, a case study was carried out, where we interviewed 05 network managers that belong to the intercooperation process. The study demonstrated managerial and theoretical contributions regarding the identification of the propelling and restrictive factors and their dimensions and their impact on the intention of the business networks to adopt growth strategies through intercooperation. The study, through quantitative and qualitative steps, fulfills the proposed requirements, showing that those associated with business networks identify the process of intercooperation as a viable way of sustained growth in business networks. The findings showing that there is a significant influence on both the drivers and constraints on the business associates' intent to adhere to the growth strategy through network intercooperation.

La contribution de l’économie sociale, de la coopération et de l’intercoopération a marqué le territoire insulaire de Lamèque-Miscou depuis les années 1930 et 1940. La présente étude met en perspective l’intercoopération entre les coopératives de pêche, de consommation et de services financiers pour favoriser de nouvelles entreprises collectives. C’est au moyen de l’analyse des rapports annuels, d’entrevues semi-dirigées et de validation par groupe de discussion que nous avons mené cette recherche. Nous montrons que la mobilisation des coopératives en partenariat avec les municipalités et diverses agences gouvernementales a permis l’investissement en ressources monétaires et en capital humain dans des domaines aussi variés que l’habitation, les arts et la culture, les loisirs, l’énergie renouvelable et l’environnement. Il en ressort une capacité de résilience des entreprises collectives et une contribution remarquable au développement territorial., The contributions of the social economy, general cooperation and specific co-operation among co-operatives have been significant aspects of the development on the islands of Lamèque-Miscou since 1930 and 1940. This study presents the importance of co-operation among fisheries, consumers and financial services co-operatives in developing other collective enterprises or associations. This research has collected information through Annual Reports, semi-directed interviews and focus groups. We show that the mobilization of co-operatives in partnership with municipalities and governmental agencies has provided monetary and human investments in a wide spectrum of sectors: housing, arts and culture, leisure, renewable energy and environment protection initiatives. This accomplishment demonstrates the resilience of social economy, co-operatives and social enterprises and their remarkable contribution to territorial development.

34. Cooperative entrepreneurship and cooperativism of rural electrification : the CRELUZ case

Este estudo se propôs a investigar se há evidências de elementos do empreendedorismo cooperativo em organizações cooperativas e, em caso positivo, quais aspectos sugerem tal presença, buscando-se explorar e identificar esses elementos, especialmente a partir de princípios do Movimento Cooperativo. Para tanto, realizou-se um estudo de caso na Cooperativa de Energia e Desenvolvimento Rural do Médio Uruguai Ltda. (CRELUZ), coletando- se os dados através de entrevistas com gestores da cooperativa, dados publicados em documentos institucionais e de sua web page, assim como em estudos anteriores realizados na mesma. Os resultados foram obtidos através da análise de conteúdo, definindo-se as categorias de análise a priori, com base na literatura utilizada. Os dados que emergiram por meio da pesquisa sugerem a existência de empreendedorismo cooperativo em dois níveis: dos membros da cooperativa e da cooperativa enquanto organização. Ademais, a CRELUZ parece ter desenvolvido a competência de efetivar relações intercooperativas, tanto no nível local quanto regional e internacional, e se destaca pela geração sustentável de energia, pesquisas para geração eólica e geração térmica, a partir do lixo urbano. This study aimed to investigate whether there are evidences of cooperative entrepreneurship elements in cooperative organizations and, if so, what aspects suggest that presence, aiming to explore and identify these elements, especially on the basis of the principles of the cooperative movement. To this end, we performed a case study in the Cooperative for Energy and Rural Development of Eastern Uruguay Ltda. (CRELUZ), collecting data through interviews with the cooperative managers, published institutional documents, in the cooperative’s web page as well as in previous studies conducted in it. The results were obtained through content analysis and the categories of analysis were defined a priori, based on the literature used. The data that emerged from the study suggest the existence of cooperative entrepreneurship at two levels: among the members of the cooperative and in the cooperative as an organization. Moreover, CRELUZ seems to have developed the competence to establish intercooperative relationships at the local, regional and international levels and stands out due to a sustainable generation of energy, research for wind energy and for thermal energy based on urban waste.

A eletrificação rural é um desafio caracterizado pela população rarefeita, baixo consumo per capita, longas distâncias para atender aos consumidores e vias de difícil acesso para manutenção das redes. No Rio Grande do Sul, as primeiras iniciativas de eletrificação rural foram viabilizadas por meio de Cooperativas de Eletrificação Rural (CERs) que, com o passar do tempo, começaram a enfrentar problemas provocados pela privatização do setor elétrico brasileiro. Para sobreviverem, as CERs desenvolveram iniciativas de mútua cooperação, implementaram novos negócios, se articularam com e pelas estruturas de representação. Deste contexto emerge o questionamento: Como se desenvolvem a intercooperação e o empreendedorismo cooperativo no Cooperativismo de Eletrificação Rural Gaúcho e qual a contribuição destes para a produção de energia elétrica e de alimentos sob a lógica da sustentabilidade? Para se construir a resposta à questão, definiu-se como objetivo: Investigar se e como o empreendedorismo cooperativo e a intercooperação fomentam o Cooperativismo de Eletrificação Rural Gaúcho e a produção de energia elétrica e de alimentos sob a lógica da sustentabilidade. A teoria que embasa o estudo faz alusão ao displacement of concepts para se averiguar a apropriação do conceito de organização pela Teoria Organizacional e, também, como o conceito de cooperação é apropriado pelos Estudos Organizacionais. Trata-se a temática da cooperação sob as perspectivas da Biologia, da Sociologia e da Teoria Organizacional. Aborda-se o surgimento, as principais teorias e os princípios do cooperativismo. Discute-se o que é a organização cooperativa com ênfase naquelas abordagens que destacam o processo de os sujeitos, por meio deste tipo de organização, promoverem soluções a problemas comuns. A intercooperação é discutida enquanto um dos princípios do cooperativismo e também como lógica competitiva. É tratado, ainda, o fenômeno do empreendedorismo sob as abordagens de negócios, coletivo, social e cooperativo, com foco nesta última perspectiva. Os dados foram coletados por meio de entrevistas em profundidade com gestores de 13 das 15 CERs, sendo 17 gestores de CERs entrevistados, 11 experts do cooperativismo, 5 associados de CERs, 3 gestores de estruturas de representação de organizações cooperativas e 1 líder de classe de trabalhadores. Os resultados apontam que as CERs nasceram em um ambiente de intercooperação e que algumas têm conseguido desenvolver a capacidade de promover arranjos intercooperativos, inclusive em nível internacional. As iniciativas de intercooperação, entretanto, ainda não avançaram para ações como a de compras conjuntas. Sobre o empreendedorismo cooperativo, as iniciativas se dão no sentido da criação das CERs, geração de energia elétrica de forma individual e compartilhada, e o reforço de redes de distribuição. Já, no que tange à contribuição para a produção de energia elétrica e de alimentos sob a lógica da sustentabilidade, as CERs viabilizaram a permanência das famílias em suas propriedades ao disponibilizarem a energia elétrica, assim como favoreceram o uso de tecnologias para o aumento da produção e produtividade, aspectos que contemplam as dimensões social e econômica. Na geração de energia elétrica, são identificadas as dimensões social, ambiental e econômica. Emergem, ainda as dimensões territorial, política e tecnológica da sustentabilidade. Rural electrification is a challenge characterized by sparse population, low per capita consumption, long distances to meet the consumer and the process of difficult access to network maintenance. In Rio Grande do Sul, the first initiatives of rural electrification were made possible through Rural Rlectrification Cooperatives (RECs) which, over time, began to face problems arising from the the privatization of the Brazilian electricity sector. To survive, the RECs have developed mutual cooperation initiatives, implemented new business, and were articulated with and by its representation structures. From this context arises the question: How to develop the inter-cooperation and cooperative entrepreneurship in the Cooperative Rural Electrification Gaucho and what their contribution to the electricity and food production under the sustainability logic? To build the answer to this question, it was defined as objective: To investigate whether and how the cooperative entrepreneurship and inter-cooperation hold up Rural Electrification Cooperativism gaucho and the production of food and electricity, under the logic of sustainability. The theory that underlies the study alludes to the displacement of concepts to determine the appropriation of organization concept by the Organizational Theory and also how the cooperation concept ois appropriated by Organizational Studies. Discusses the cooperation issues from the Biology, Sociology and Organizational Theory perspectives. It is argued what is the cooperative organization with an emphasis on those approaches that highlight the process of the subject, through this type of organization, promote solutions to common problems. The inter-cooperation is discussed as one of the principles of the cooperative as well as competitive logic. It is treated also the entrepreneurship phenomenon in business, collective, social and cooperative approaches, focusing on the latter perspective. In conducting the survey, data was collected by in-depth interviews with managers of 13 of the 15 RECs, totaling 17 RECs managers interviewed, 11 cooperativism experts, 5 families of members of RECs, three structures representation of cooperative organizations managers and one working class leadership.The results demonstrate that RECs are born in a intercooperation environment and that, throughout its history, some have been able to develop the ability to promote intercooperatives arrangements, including at the international level. The inter-cooperation initiatives, however, have not come forward to actions such as joint purchasing. Regarding the co-operative entrepreneurship, the main initiatives are given towards the creation of RECs, the RECs capitalization for creating enterprises, individual and shared electric power generation, and strengthening distribution networks. Already, regarding the contribution to food and electricity production under the logic of sustainability, RECs possible the permanence of families in their ownership by delivering electrical energy, as well as promoted the use of technology to increase production and productivity, all of which include the social and economic dimensions of sustainability. In power generation, the social, environmental and economic dimensions are identified. Emerge, although the territorial, political and technological sustainability dimensions.

Nas últimas décadas, termos como alianças estratégicas, parcerias, sociedades, conglomerados, consórcios, joint venture, redes e outros, ganham expressividade, até mesmo entre empresas tradicionalmente concorrentes. Essas são expressões de relacionamentos interorganizacionais entre empresas não cooperativas. Por outro lado, o cooperativismo, guardião do princípio da cooperação entre cooperativas, denominado intercooperação, apresenta dificuldades para expressar ações desta natureza. É neste sentido que a presente pesquisa buscou identificar e analisar as razões e os fatores condicionantes do desenvolvimento de relacionamentos intercooperativos no cooperativismo agropecuário. Os objetivos específicos foram os seguintes: a) Descrever o relacionamento do cooperativismo agropecuário com a sociedade; b) Analisar a importância da intercooperação para o cooperativismo agropecuário; c) Identificar quais são as principais razões para desenvolver relacionamentos de intercooperação no cooperativismo agropecuário; d) Verificar quais são e qual a importância dos fatores condicionantes do desenvolvimento de relacionamentos intercooperativos no cooperativismo agropecuário; e) Verificar a influências de diferentes expressões de intercooperação na singularidade das cooperativas agropecuárias; f) Compreender por que as cooperativas agropecuárias não cooperam entre si com mais intensidade; g) Verificar o que poderia ser feito para desenvolver relacionamentos intercooperativos no cooperativismo agropecuário; h) Identificar se existem especificidades nos relacionamentos intercooperativos em relação aos relacionamentos interorganizacionais não-cooperativos. A construção teórica observou as diferentes óticas da cooperação: cooperação sob a ótica biológico-comportamental; sob a ótica social e humana e sob a ótica econômica, buscando revelar um ser humano cooperativo. Estas diferentes óticas de cooperação é que possibilitam e estimulam a emergência de relacionamentos interorganizacionais. Relacionamentos estes com suas formas, razões e aspectos facilitadores do seu desenvolvimento. Contudo, o modelo cooperativo agropecuário, apesar de estar ancorado na cooperação entre indivíduos, possui dificuldades para expressar tais relacionamentos entre as diferentes organizações cooperativas. Diante deste raciocínio teórico é que a pesquisa foi estruturada. Os procedimentos metodológicos levaram em conta a complexidade e a multiplicidade de dimensões associadas à intercooperação. Por isso, a pesquisa foi ancorada nos enfoques qualitativo e quantitativo de forma complementar. As fontes de evidências empíricas foram oito experts do cooperativismo do Estado do Rio Grande do Sul e 54 dirigentes (presidentes, vice-presidentes e gestores) de 30 cooperativas associadas à Cooperativa Central Gaúcha Ltda. - CCGL. Os resultados revelaram a existência de cinco razões e catorze fatores condicionantes do desenvolvimento de relacionamentos intercooperativos no cooperativismo agropecuário. As razões são: busca de eficiência; legitimidade; estabilidade; assimetria e reciprocidade. Já os fatores condicionantes são: gestão profissional; liderança; controle; clareza da doutrina; comprometimento; transparência; eliminar vaidades; projeto; comunicação; compensação; confiança; interdependência; invasão de área e problemas financeiros das cooperativas. Estas razões e os fatores estruturaram o processo de desenvolvimento de relacionamentos intercooperativos no cooperativismo agropecuário (figura 10). Esta visão esquemática revela que, para o desenvolvimento de relacionamentos intercooperativos são necessários alguns antecedentes, que são as razões e alguns fatores condicionantes, que caracterizam o processo propriamente dito, alcançando os resultados esperados. O cooperativismo agropecuário por sua vez, apresenta limitações em expressar os fatores condicionantes. Estas dificuldades estão relacionadas, fundamentalmente, com o modelo de autogestão cooperativo e com as decisões dos dirigentes das cooperativas singulares. In the last decades, terms as strategic alliances, partnerships, societies, conglomerates, consortiums, joint venture, nets and others gain expressiveness, even among traditionally competing enterprises. These are expressions of interorganizational relationships among non cooperative enterprises. On the other side, the cooperativism, guardian of the cooperation principle among cooperatives, named intercooperation, presents difficulties to express actions of this nature. In this way, the present research aimed to identify and to analyse the reasons and the conditioning factors of intercooperative relationship development in the agricultural cooperativism. The specific objectives were: a) To describe the relationship of the agricultural cooperativism with the society; b) To analyse the importance of the intercooperation for the agricultural cooperativism; c) To identify which are the main reasons to develop relationships of intercooperation in the agricultural cooperativism; d) To check which are and what is the importance of the conditioning factors of intercooperative relationship development in the agricultural cooperativism; e) To check influences of different expressions of intercooperation in the agricultural cooperativism peculiarity; f) To understand why the agricultural cooperativism do not cooperate among each other with more intensity; g) To check what might be done to develop intercooperative relationships in the agricultural cooperativism h) To identify if there are specificities in the intercooperative relationships in relation to the interorganizational non-cooperative relationships. The theoretical construction observed the different focuses of the cooperation: cooperation under the biological and behavioral focus; under the social and human focus and under the economical focus, trying to disclose a cooperative human being. These different focuses of cooperation make possible and stimulate the emergence of interorganizational relationships; relationships with forms, reasons and aspects that make easy its development. Nevertheless, the agricultural cooperative model, in spite of being anchored in the cooperation among individuals, it has difficulties to express such relationships among different cooperative organizations. The research was structured following this theoretical reasoning. The methodological proceedings considered the complexity and the multiplicity of dimensions associated to the intercooperation. Therefore, the research was anchored in the qualitative and quantitative approaches of complementary form. The empirical evidences resources were eight experts of the cooperativism from Rio Grande do Sul State and 54 leaders (presidents, vice presidents and managers) of 30 cooperatives associated to the Central Cooperative from Rio Grande do Sul - CCGL. The results disclosed the existence of five reasons and fourteen conditioning factors of intercooperative relationship development in the agricultural cooperativism. The reasons are: searching for efficiency; legitimacy; stability; asymmetry and reciprocity. The conditioning factors are: professional management; leadership; control; clarity of the doctrine; compromising; transparency; to remove vanities; project; communication; compensation; confidence; interdependence; invasion of area and financial problems of the cooperatives. These reasons and the factors structured the process of intercooperative relationship development in the agricultural cooperativism (figure 10). This schematic vision shows that, for the intercooperative relationship development are necessary some precedent events, which are the reasons, and some conditioning factors which characterize the process reaching the expected results. The agricultural cooperativism presents limitations in expressing the conditioning factors. These difficulties are connected, fundamentally, with the cooperative model of self-management and with the decisions of the singular cooperatives leaders.

Le premier bloc de mesures à adopter se donnerait dans la période 2000 - 2006 (en ajoutant la réforme de la politique de structures), en se concentrant sur des ajustages structuraux, des reconversions et une éducation et, à partir de là, la deuxième période était planifiée (2007 - 2013) dans celui qui sera approfondi dans les processus de développement. C'est ici que les sociétés coopératives jouent un papier décisif, entre d'autres raisons par sa contribution à la meilleure intégration et à la cohesión sociale pour atteindre un bon développement territorial. Con el Tratado de Ámsterdam se dio el paso para empezar una política de cohesión con todas las regiones europeas. La contribution de l’économie sociale, de la coopération et de l’intercoopération a marqué le territoire insulaire de Lamèque-Miscou depuis les années 1930 et 1940. La présente étude met en perspective l’intercoopération entre les coopératives de pêche, de consommation et de services financiers pour favoriser de nouvelles entreprises collectives. C’est au moyen de l’analyse des rapports annuels, d’entrevues semi-dirigées et de validation par groupe de discussion que nous avons mené cette recherche. Nous montrons que la mobilisation des coopératives en partenariat avec les municipalités et diverses agences gouvernementales a permis l’investissement en ressources monétaires et en capital humain dans des domaines aussi variés que l’habitation, les arts et la culture, les loisirs, l’énergie renouvelable et l’environnement. Il en ressort une capacité de résilience des entreprises collectives et une contribution remarquable au développement territorial., The contributions of the social economy, general cooperation and specific co-operation among co-operatives have been significant aspects of the development on the islands of Lamèque-Miscou since 1930 and 1940. This study presents the importance of co-operation among fisheries, consumers and financial services co-operatives in developing other collective enterprises or associations. This research has collected information through Annual Reports, semi-directed interviews and focus groups. We show that the mobilization of co-operatives in partnership with municipalities and governmental agencies has provided monetary and human investments in a wide spectrum of sectors: housing, arts and culture, leisure, renewable energy and environment protection initiatives. This accomplishment demonstrates the resilience of social economy, co-operatives and social enterprises and their remarkable contribution to territorial development.
