In 2021 the number of electric vehicles (EV) circulating in the European Union (EU) was higher than ever before. The innovative solutions of the user centric charging infrastructure (USER-CHI) project aim at devising the basic guidelines for an interoperable charging infrastructure for EV. The future goal is for users to be able to charge “anywhere, anytime”. USER-CHI works towards a large-scale e-mobility market and the development of integrated smart solutions and new business models. These will be demonstrated in five urban areas, which are part of the Trans-European Transport Network corridor (Barcelona metropolitan area, Rome, Berlin, Budapest, and Turku). To make access to the charging infrastructure possible irrespectively of vehicle brands and operators, an analysis of the existing interoperability framework was considered essential within the USER-CHI project. Pursuant to this, the Institute for Climate Protection, Energy and Mobility (IKEM) developed INFRA (Interoperability Framework), a study that contains an analysis of the four layers that condition interoperability in the electromobility sector (organizational, semantic, technical and legal). Building on this analysis, the existing barriers for interoperability in each layer were identified and guidelines and recommendations were elaborated. The baseline of this paper are the role schemes, guidelines and recommendations elaborated for INFRA summarized in minimum requirements within each layer. The INFRA results are already available on CORDIS. In addition, further desk research shows the latest developments in the EU regarding electromobility and puts INFRA in the context of the most recent discourse. The new insights of this paper offer an updated overall short summary of the main requirements for an interoperability framework for electromobility in the EU. In conclusion the current developments underline the importance of the minimum requirements identified in INFRA and first steps towards a more interoperable infrastructure system have been taken.

Parallèlement aux États, qui monopolisent le système interétatique, il existe une myriade d’acteurs non étatiques qui se déploie et exerce certaines compétences, telles que l’établissement de normes et la résolution de conflits sur la scène internationale. Or, le droit international classique, admettant peu de sujets en son sein, refuse de reconnaître pleinement le rôle joué par les acteurs non étatiques. Il se trouve par conséquent que le droit international classique n’arrive ni à décrire de manière appropriée, ni à expliquer adéquatement la gouvernance mondiale de la société internationale dans toute sa complexité contemporaine. Notre thèse a pour but de démontrer l’importance de la perte ou du gain de légitimité démocratique résultant de la participation des acteurs infra, supra, et extra étatiques aux relations transnationales. Elle met en évidence les rapports verticaux et horizontaux qu’entretiennent les États avec les autres entités juridiques à des degrés minimalistes ou maximalistes de partage de compétences. Notre thèse qualifie cette situation de phénomène concret de la réalité actuelle. Afin de décrire les tenants et aboutissants de cette situation, nous traçons les grandes lignes d’une nouvelle théorie de droit transnational adaptée aux nouvelles conjonctures contemporaines, fondée non pas sur le positivisme westphalien, mais sur le pluralisme juridique. La théorie du positivisme juridique, qui était encore valable jusqu'à la fin de la guerre froide, semble dépassée dans le monde du 21e siècle. Les compétences étatiques fondées sur le modèle westphalien de la souveraineté territoriale sont désormais partagées et exercées par une gamme d’acteurs non étatiques. La compétence d’autorégulation de ces derniers trouve son fondement dans le savoir technoscientifique et spécialisé dans un secteur d'activités particulier, qui s’étend au-delà et en deçà des frontières étatiques. Cette nouvelle manifestation de la souveraineté peut être incorporée dans le droit transnational. La mise en œuvre de cet ordre juridique complexe du modèle transnational repose sur des mécanismes de consensus qui relient les États, les unités sous-étatiques, les organisations internationales et les autres acteurs non étatiques. L’interdépendance mutuelle des différents acteurs internationaux a pour effet d’écarter la justification de la contrainte physique comme étant la garantie de respect du droit, car le besoin d’une solidarité planétaire exige la coopération de tous les acteurs pour faire face aux nouveaux défis mondiaux et locaux. Cette nouvelle théorie doit servir de base pour élaborer un discours juridique qui repose sur sa force argumentative, et non sur la force de la coercition. Le pluralisme juridique semble offrir cette possibilité.

This paper is to analyze the effect of trade openness on regional inequality of South Korea. Trade has been the driving force of Korea¡¯s economic growth since the 1960¡¯s and it still expands its trade openness through active participation on bilateral and multilateral free trade agreements. In regard to this, this study measures the impact of Korea¡¯s trade openness on the country¡¯s regional inequality using several sub-national panel dataset covering between 2003 and 2012. All data set for the 16 regional units (nine provinces and seven metropolitan cities) are collected from archival materials in Korean Statistical Information Service (KOSIS). The dependent variable is the growth rate of GDP per capita from.2000 to 2012, while the explanatory variables include human capital, trade openness, infrastructure, and per capita income. More specifically, human capital is measured by the number of people who have achieved university level education and infrastructure is measured by either road density or per capita number of cars, depending on data availability. Unlike other studies, this paper finds that trade openness contributes to higher level of economic growth on the regions with lower levels of education, implying that trade openness leads reducing regional inequality of Korea. In addition, trade benefits the areas with relatively lower per capita income, which also supports the claim that trade contributes to narrowing the regional income discrepancies. However, a seemingly contradictory finding has been made; more trade openness benefits regions which have rich infrastructure, thereby leading more regional inequality. We argue that the former two effects exceed the latter, thereby leading concluding that trade openness has been playing a positive role in reducing the country¡¯s regional income gap.

This paper focuses on the analyses of evolution of morphological meaning of prefixessupra-andinfra-between 1100 -2004 through the survey of the derived words with these prefixes in CORDE and CREA corpuses. In first place, it set what meanings are created by these prefixes and it distinguishes three different meanings, 'locative', 'hierarchy' and 'intensive' wiht someone subtype each one; after, it focus on their evolution over time and their relation with the category of the derivational base and the textual type what they appear in., Este artículo analiza la evolución de los significados morfológicos de las palabras creadas por medio de los prefijossupra- e infra-entre los años 1100-2004 a través del estudio de los derivados documentados en los corpus CORDE y CREA. Se establece, en primer lugar, cuáles son los significados creados por estos dos prefijos, diferenciando tres significados fundamentales: 'locativo', 'jerarquía' e 'intensivo', con algunas subespecificaciones en cada uno de ellos; se centra después en el estudio de su evolución a lo largo del tiempo y de su relación con la categoría de la base de derivación y la tipología textual en la que aparecen.
