OVERGRAZING , *VEGETATION greenness , *PROTECTED areas , *LAND degradation , *REMOTE-sensing images , *RANGELANDS - Abstract
As land use intensifies globally, it increasingly exerts pressure on protected areas. Despite open, nonforested landscapes comprising up to 40% of protected areas globally, assessments have predominately focused on forests, overlooking the major pressures on rangelands from livestock overgrazing and land conversion. Across the southern Caucasus, a biodiversity hotspot extending over 5 countries, we conducted a broadscale assessment of the extent to which protected areas mitigate land‐use pressure on rangelands in them. Using satellite‐based indicators of rangeland vegetation greenness from 1988 to 2019, we assessed the effectiveness of 52 protected areas. This period encompassed the collapse of the Soviet Union, economic crises, armed conflicts, and a major expansion of the protected area network. We applied matching statistics combined with fixed‐effects panel regressions to quantify the effectiveness of protected areas in curbing degradation as indicated by green vegetation loss. Protected areas were, overall, largely ineffective. Green vegetation loss was higher inside than outside protected areas in most countries, except for Georgia and Turkey. Multiple‐use protected areas (IUCN categories IV–VI) were even more ineffective in reducing vegetation loss than strictly protected areas (I & II), highlighting the need for better aligning conservation and development targets in these areas. Mapping >10,000 livestock corrals from satellite images showed that protected areas with a relatively high density of livestock corrals had markedly high green vegetation loss. Ineffectiveness appeared driven by livestock overgrazing. Our key finding was that protected areas did not curb rangeland degradation in the Caucasus. This situation is likely emblematic of many regions worldwide, which highlights the need to incorporate degradation and nonforest ecosystems into effectiveness assessments. [ABSTRACT FROM AUTHOR]

ABSTRACT: Introduction / Objective: Educational funding in Venezuela is limited, especially in private higher education institutions, due to existing budget constraints. Despite these limitations, some grant programmes manage to serve a significant proportion of students. The purpose of this research was to evaluate the impact of a financial aid programme at a Latin American university by analysing the probability of employment and remuneration at three key points in time: during the degree programme, upon graduation, and three years after graduation. Methodology: A sample of graduates from various programmes was used, and information about their career paths was collected by means of a follow-up survey. The analysis was conducted using propensity score matching through the Average Treatment Effect on the Treated (ATT) estimator, employing both parametric and non-parametric methods. Results: The results indicate an inverse relationship between the financial aid received and the salary earned during the evaluation periods, alongside a positive relationship with the probability of being employed. However, none of the estimated coefficients were significant, whether for the nearest neighbour, the 5 or 10 nearest neighbours, the Kernel estimation, or the local linear estimation, taking into account the common support and the 20% trimming. Conclusions: It cannot be concluded that the grant received during the degree programme significantly improves employment and remuneration outcomes. This suggests the need for a comprehensive programme that includes support in job placement processes in order to enhance these outcomes.

The study conducted stands out for its focus on the implementation of a neurodidactic strategy for the development of mathematical logical thinking in seventh-grade students, thus addressing a topic of relevance in the current educational environment. The main objective was to evaluate the impact of this strategy on the development of specific cognitive skills. The sample consisted of 24 seventh-grade students from the El Angel Educational Unit, selected by simple random sampling. A pretest-posttest design with a single group was applied to evaluate the effect of the strategy, collecting data through exploratory surveys, pretest and posttest tests, and evaluations of the implemented strategy. A mixed research approach was used to obtain a complete understanding of the phenomenon studied. The results revealed significant progress in several dimensions of mathematical logical thinking after the implementation of the strategy, supporting its effectiveness. Evaluation of the strategy by experts in the educational field also highlighted its value in promoting meaningful learning and the development of cognitive skills in students. This study contributes to the body of knowledge on the integration of neuroscience in education and highlights the importance of adopting evidence-based pedagogical approaches to improve academic achievement in mathematics. SHORE birds , *MIGRATORY animals , *TREATMENT effect heterogeneity - Abstract
We evaluated the impact of a philanthropic program investing in the conservation of sites along the Pacific Americas Flyway, which spans >16,000 km of coastline and is used by millions of shorebirds. Using a quasi‐experimental, mixed methods approach, we estimated what would have happened to shorebird populations at 17 wintering sites without the sustained and additional investment they received. We modeled shorebird populations across the entire flyway and at sites with and without investment. Combining shorebird abundance estimates with a land‐cover classification model, we used the synthetic control method to create counterfactuals for shorebird trends at the treatment sites. We found no evidence of an overall effect across three outcome variables. Species‐ and site‐level treatment effects were heterogeneous, with a few cases showing evidence of a positive effect, including a site with a high level of overall investment. Results suggest six shorebirds declined across the entire flyway, including at many Latin American sites. However, the percentage of flyway populations present at the sites remained stable, and the percentage at the treatment sites was higher (i.e., investment sites) than at control sites. Multiple mechanisms behind our results are possible, including that investments have yet to mitigate impacts and negative impacts at other sites are driving declines at the treatment sites. A limitation of our evaluation is the sole focus on shorebird abundance and the lack of data that prohibits the inclusion of other outcome variables. Monitoring infrastructure is now in place to design a more robust and a priori shorebird evaluation framework across the entire flyway. With this framework, it will prove easier to prioritize limited dollars to result in the most positive conservation outcomes. [ABSTRACT FROM AUTHOR]

INCOME , *PROPENSITY score matching , *HOUSEHOLD surveys , *INFORMATION resources , *GEOGRAPHY - Abstract
This paper performs an impact evaluation on the income in rural households in the regions in different regions of Mexico, considering the Bienestar's programs. To carry out this evaluation, the realization of Kernel Matching is considered to calculate the Average Treatment Effects. The source of information for obtaining data is the National Household Income-Expenditure Survey (ENIGH) for the year 2020, which is published by the National Institute of Statistics and Geography (INEGI). From the results it is found that there are differences in the benefits, considering that they are not always statistically significant, in addition to the fact that the impacts of these policies vary according to the area that is analyzed. PRECAUTIONARY principle , *INTRODUCED species , *ENVIRONMENTAL degradation , *BIOLOGICAL invasions , *DECISION making , *ECOSYSTEMS , *CLASSIFICATION - Abstract
The Environmental Impact Classification for Alien Taxa (EICAT) is an important tool for biological invasion policy and management and has been adopted as an International Union for Conservation of Nature (IUCN) standard to measure the severity of environmental impacts caused by organisms living outside their native ranges. EICAT has already been incorporated into some national and local decision‐making procedures, making it a particularly relevant resource for addressing the impact of non‐native species. Recently, some of the underlying conceptual principles of EICAT, particularly those related to the use of the precautionary approach, have been challenged. Although still relatively new, guidelines for the application and interpretation of EICAT will be periodically revisited by the IUCN community, based on scientific evidence, to improve the process. Some of the criticisms recently raised are based on subjectively selected assumptions that cannot be generalized and may harm global efforts to manage biological invasions. EICAT adopts a precautionary principle by considering a species' impact history elsewhere because some taxa have traits that can make them inherently more harmful. Furthermore, non‐native species are often important drivers of biodiversity loss even in the presence of other pressures. Ignoring the precautionary principle when tackling the impacts of non‐native species has led to devastating consequences for human well‐being, biodiversity, and ecosystems, as well as poor management outcomes, and thus to significant economic costs. EICAT is a relevant tool because it supports prioritization and management of non‐native species and meeting and monitoring progress toward the Kunming–Montreal Global Biodiversity Framework (GBF) Target 6.

Programs to protect biodiversity on private land are increasingly being used worldwide. To understand the efficacy of such programs, it is important to determine their impact: the difference between the program's outcome and what would have happened without the program. Typically, these programs are evaluated by estimating the average program‐level impact, which readily allows comparisons between programs or regions, but masks important heterogeneity in impact across the individual conservation interventions. We used synthetic control design, statistical matching, and time‐series data to estimate the impact of individual protected areas over time and combined individual‐level impacts to estimate program‐level impact with a meta‐analytic approach. We applied the method to private protected areas governed by conservation covenants (legally binding on‐title agreements to protect biodiversity) in the Goldfields region of Victoria, Australia using woody vegetation cover as our outcome variable. We compared our results with traditional approaches to estimating program‐level impact based on a subset of covenants that were the same age. Our results showed an overall program‐level impact of a 0.3–0.8% increase in woody vegetation cover per year. However, there was significant heterogeneity in the temporal pattern of impact for individual covenants, ranging from −4 to +7% change in woody vegetation cover per year. Results of our approach were consistent with results based on traditional approaches to estimating program‐level impact. Our study provides a transparent and robust workflow to estimate individual and program‐level impacts of private protected areas. [ABSTRACT FROM AUTHOR]

The evaluation of the impact of training is an aspect of great importance not only for the organizations that receive the training, but also for the institutions that provide it, as a way of evaluating the quality of the training process. The objective of this work is to develop an impact assessment system for the Doctoral Program in Chemical Engineering at the Universidad de Oriente, which contributes to the continuous improvement of its quality. Theoretical level methods were used: historical-logical, systemic and modeling. For the implementation of the system, the application of techniques is proposed, such as surveys and interviews with doctoral students, graduates, faculty, employers and managers of the area to which the Doctoral Program belongs. The proposed system is made up of six components, which together will contribute to the continuous improvement of the quality of the Program in question. The dimensions for the evaluation of the impact of the Doctoral Program in Chemical Engineering of the Universidad de Oriente are: impact of individual growth that includes doctoral students and faculty, impact on the organizational growth of the Doctoral Program and the University, and socioeconomic impact that includes: country, sector/branch and business focus. Small-scale fisheries are an important livelihood and primary protein source for coastal communities in many of the poorest regions in the world, yet many are overfished and thus require effective and scalable management solutions. Positive ecological and socioeconomic responses to management typically lag behind immediate costs borne by fishers from fishing pressure reductions necessary for fisheries recovery. These short-term costs challenge the long-term success of these interventions. However, social marketing may increase perceptions of management benefits before ecological and socioeconomic benefits are fully realized, driving new social norms and ultimately long-term sustainable behavior change. By conducting underwater visual surveys to quantify ecological conditions and by conducting household surveys with community members to quantify their perceptions of management support and socioeconomic conditions, we assessed the impact of a standardized small-scale fisheries management intervention that was implemented across 41 sites in Brazil, Indonesia, and the Philippines. The intervention combines TURF reserves (community-based territorial use rights for fishing coupled with no-take marine reserves) with locally tailored social-marketing behavior change campaigns. Leveraging data across 22 indicators and 4 survey types, along with data from 3 control sites, we found that ecological and socioeconomic impacts varied and that communities supported the intervention and were already changing their fishing practices. These results suggest that communities were developing new social norms and fishing more sustainably before long-term ecological and socioeconomic benefits of fisheries management materialized.

Development banking experience was an inescapable reference in the macroeconomic evolution of Latin America and contributed to the recognition of the need for an active presence in the credit market. Public banks contributed to this agenda, in parallel with their commercial activity. Over the past few years, Banco de la Provincia de Buenos Aires has supported the productive activity ofMSMEs (micro, small and medium-sized firms) financing for strengthening of working capital, investment, the production of goods and services, and employment. Within this framework, it has financed the industrial and agricultural sectors through different strategies, including "soft" financial lines (with "softened" interest rates). The bank has also introduced innovations, deepened its traditional fonction of proximity banking, and broadened the scope of financial inclusion in the Province of Buenos Aires. Chronic child undernutrition is inadequate food intake, has negative consequences on child development in the short and long term, and as intergenerational consequences affects social welfare. Therefore, the objective was to analyze the impact of the Vaso de Leche and Qali Warma social food programs on chronic child undernutrition in children under 3 to 5 years of age in the Puno region. The Logit model and the Average Treatment Effect on the Treated Population (ATET) method were used to evaluate the impact, 3482 observations were used, the data came from the Demographic and Family Health Survey (ENDES). The results show that the social food program Qali Warma would not have an impact on the reduction of chronic child undernutrition in the Puno region, but Vaso de leche did have a significant impact of minus 1.4%. Finally, the lack of impact of Qali Warma on undernutrition shows that deficiencies persist in the design and management of its operation, while the assistance of Vaso de Leche, breastfeeding, drinking water and educational level of the mother determine the reduction of chronic undernutrition and the severity of anemia increases undernutrition. PROTECTED areas , *CHANGE theory - Abstract
Antarctic specially protected areas (ASPAs) are a key regulatory mechanism for protecting Antarctic environmental values. Previous evaluations of the effectiveness of the ASPA system focused on its representativeness and design characteristics, presenting a compelling rationale for its systematic revision. Upgrading the system could increase the representation of values within ASPAs, but representation alone does not guarantee the avoided loss or improvement of those values. Identifying factors that influence the effectiveness of ASPAs would inform the design and management of an ASPA system with the greatest capacity to deliver its intended conservation outcomes. To facilitate evaluations of ASPA effectiveness, we devised a research and policy agenda that includes articulating a theory of change for what outcomes ASPAs generate and how; building evaluation principles into ASPA design and designation processes; employing complementary approaches to evaluate multiple dimensions of effectiveness; and extending evaluation findings to identify and exploit drivers of positive conservation impact. Implementing these approaches will enhance the efficacy of ASPAs as a management tool, potentially leading to improved outcomes for Antarctic natural values in an era of rapid global change. The COVID-19 pandemic, since March 2020, had a strong influence on the Cuban educational system in general and on the higher education subsystem, in particular. At the University of Pinar del Río "Hermanos Saíz Montes de Oca" there were important transformations in all its substantive processes, which raised the need to draw up a POSCOVID recovery strategy. The purpose of this work is to validate the indicators designed to evaluate the impact of said strategy. For the validation, from the empirical point of view, experts were consulted, for which a sample of 32 experts was taken, to whom an initial survey was applied, selected by calculating the Expert Competence Coefficient. Their answers were analyzed through the Content Validity Coefficient of Hernández-Nieto (2002), through which it was possible to establish the degree of agreement and validity of the indicators among the experts. After the analysis of the experts, an "acceptable" Content Validity Coefficient was obtained for all the indicators. According to the data obtained, it is shown that all the indicators are valid to evaluate the impact of the designed POSCOVID strategy.

Objective: To analyze the implementation of the European Strategy on Drugs 2013-2020 on the Spanish Action Plan on Drugs 2017-2020, especially the role of Civil Society Organizations, considering the perceived strengths and proposals for improvement. Methodology: The study was carried out using qualitative methodology. The focus group technique was used, formed by a panel of seven experts working in Civil Society Organizations. For this purpose, a grounded analysis was carried out, the main results of which revolve around a scheme of six themes, made up of sub-themes and codes. The selected themes were, firstly, a general approach; availability, accessibility and quality of interventions; harm reduction; alternative sanctions; research and evaluation; and finally, civil society participation. Results: The participants referred to an adequate design of the National Drug Plan, however, they detected a disconnection with practice in the different thematic areas. Among the points mentioned, the lack of economic resources is perceived as the main obstacle to implementation. Conclusions: The participation of civil society is necessary for the adaptation and implementation of public policies. [ABSTRACT FROM AUTHOR]

Maintaining some productivity of the Creole yam (Dioscorea alata L.), affected by anthracnose (Colletotrichum gloeosporioides), from agrochemicals, generates changes in soil fertility, water quality and in the agricultural ecosystem of peasant agri-food production, but the proportion in which the management of an endemic fungus impacts and therefore persistent over time is unknown. This situation leads to investigate the environmental, economic, and social impact caused by the management of anthracnose in the cultivation of yam in the municipality of Colosó, department of Sucre, Colombia. A descriptive quantitative methodology was followed; A sample of 135 producers participated from techniques such as direct observation, interviews, surveys, focus groups and for the trade-off analysis of environmental, economic and social impacts the Leopold matrix. The results show a peasant production composed mainly of men (96%), of mestizo origin (91.6%), aged 41 to 60 years (55%); level of education in primary (56.5%) and baccalaureate (20.6%); They plant areas of 1.0 to 1.75 hectares (60.1%) and little technical assistance. Soil (47.3%) was impacted by accumulation of agrochemicals and water when contaminated (71.7%). Leopold's matrix considered the transformation of the territory around tutoring, soil loss, contamination of water bodies and burning of crop residues. In conclusion, maintaining the productivity of the Creole yam cultivar involves establishing the trade-off of the relationship between the planned solutions and the impacts on ecosystems in terms of environmental costs. - Abstract
Better statistical geodata mean better policies and the experience of the Andalusian Ministry of Health makes a good example about it. Uncertainty in the availability of accurate information on the number and characteristics of populations potentially affected by an intervention is often the major limiting factor in the effectiveness of any impact assessment. One of the keys to the successful implementation of the Health Impact Assessment (HIA) in Andalusia has been the availability of georeferenced population data in grids disseminated by the Institute of Statistics and Cartography of Andalusia. These data allow the administration and the economic and social agents to face the great challenges posed by the HIA: Identification and characterization of vulnerable population. Technology and free software enabled to go a step further, providing tools for citizens to facilitate the characterization and spatial representation of the indicators necessary for the preparation of assessment reports. It is in this context where a QGIS plugin has been developed using the Python programming language that facilitates accessibility to the geospatial data indicated and its subsequent processing. Reducing emissions from deforestation and forest degradation (REDD+) projects aim to contribute to climate change mitigation by protecting and enhancing carbon stocks in tropical forests, but there have been no systematic global evaluations of their impact. We used a new data set for tropical humid forests and a standardized evaluation approach (based on pixel matching) to quantify the performance of a representative sample of 40 voluntary REDD+ projects in 9 countries certified under the Verified Carbon Standard (VCS). In the first 5 years of implementation, deforestation within project areas was reduced by 47% (95% confidence interval [CI]: 24–68) compared with matched counterfactual pixels, and degradation rates were 58% lower (95% CI: 49–63). Reductions were small in absolute terms but greater in sites located in high‐deforestation settings and did not appear to be substantially undermined by leakage activities in forested areas within 10 km of project boundaries. At the 26th Conference of the Parties of the United Nations Framework Convention on Climate Change, the international community renewed its commitment to tackling tropical deforestation as a nature‐based solution to climate change. Our results indicate that incentivizing forest conservation through voluntary site‐based projects can slow tropical deforestation and highlight the particular importance of prioritizing financing for areas at greater risk of deforestation.
