2. Compilation a Model of Professional Competencies of Educational Managers of Iran Program and Budget Organization.

Objective: The primary aim of the present investigation was to establish a model delineating the professional competencies exhibited by educational managers within the program and budget organization of Iran. Methods: The research employed a systematic methodology via grounded theory, with the statistical population consisting of 16 experts or focal circles specializing in professional competencies. Data was gathered through interviews as the primary qualitative data collection method, and triangulation method (methods, theories, and investigators) was utilized to validate and ensure the reliability of the measurement tool. To dissect the qualitative data, a systematic approach based on foundational data theory (Strauss and Corbin) was implemented through three phases of open, axial and selective coding. Results: The outcomes reveal that the principal dimensions of professional competencies among educational managers in the Iran program and budget organization encompass six dimensions: causal conditions, contextual conditions, intervening conditions, strategies, consequences, and central categories. Conclusions: The distinctive aspect of the current study lies in its development of a model illustrating the professional competencies of educational managers within Iran's program and budget organization through a qualitative lens. - Abstract
Background and Aim: Technological education is considered a new model in the development of education, especially higher education, to promote cybernetic management and strategic intelligence of training managers, and can help the organizations to implement programs well. The purpose of this research was to develop a structural model of technological education for development of strategic intelligence and cybernetic management in managers of higher education centers in Kermanshah Province, Iran. Materials and Methods: This study was a quantitative-qualitative research. In the qualitative section, saturation was achieved by 15 interviews, and in quantitative section 281 questionnaires were completed and returned to the researcher. The measurement tools used in the qualitative part were semi-structured questionnaires, based on which two researcher-made questionnaires were extracted, while in the quantitative part, theMcCobe's strategic intelligence questionnaire (2007) and researcher-made technological education and cybernetic management questionnaires were used. Data were analyzed by SPSS24 and Amos software. Results: The results of confirmatory factor analysis indicated appropriateness of the measurement models obtained from constructed questionnaires. The structural equational model showed that technological education has a significant positive effect on cybernetic management and strategic intelligence. Conclusion: Development of strategic intelligence in higher education centers leads to more interactions between managers and the faculty members and personnel, as well as constructive relationships between faculty members and students. Furthermore, strategic intelligence is a proactive approach that can be beneficial in all sections of higher education centers. Considering the relationships between the variables studied, it is suggested that the aforementioned results be used to reduce the challenges in the programs and activities of educational managers of education centers. Background: Today, the discussion of ethical behavior and ethical values is a prerequisite for management, and all managers and employees of organizations must respect these principles. The purpose of this study was identifying the dimensions and components of ethical leadership in educational managers of Mashhad University of Medical Sciences with competency approachMethod: In this research, a qualitative method and the grounded theory approach were employed. The population of the study was educational managers and educational assistants of Mashhad University of Medical Sciences in the academic year 2019-2020 among whom sixteen were selected through theoretical sampling method. The data collection method was a semi-structured interview. The information obtained from the interview was analyzed using content analysis technique in data theory using MAXqda10 software.Results: From the initial analysis of qualitative research data 513 codes were identified. In the next step, using axial coding, the identified codes were classified into 17 subcategories. Analysis of qualitative data showed that the component of ethical competence with sub-components (ethical knowledge, ethical attitude, and ethical skills) and technical competence with sub-components (technical knowledge, technical attitude, and technical skills) are the main components of ethical leadership in educational administrators of the University of Mashhad Medical Sciences.Conclusion: According to the dimensions of competency identified in the educational managers, it can be said when a training manager has the characteristic of ethical leadership he also knows what is morally right (ethical competence) and how to do it (Technical competence).

10. The effect Between Emotional Intelligence and Communicational Skills with Tension Management Strategies in Educational Managers

The present study was conducted with the aim of investigating the effect of emotional intelligence and communication skills of Ardakan educational managers, in three levels; primary, junior high, and high schools, in the 2019-2020 academic year, in predicting stress management practices by descriptive method. To this end, all the 98 managers of the above-mentioned community were selected as a sample group and responded to valid questionnaires of Sibria Shring's emotional intelligence (1998) with 0.84 Krunbach Alpha, Barton communication Skills with 0744 Krunbach Alpha, and Robins Stress Management Scale, after the administrative and initial briefing Session. Multivariate regression analysis methods were used in inferential analysis of data, to determine the predictive power of stress management practices by emotional intelligence, communication skills and their components. The findings indicated that emotional intelligence and communication skills and all its components had a significant power of prediction for the criterion variable (stress management) (p>0.05). Based on these results, apparently reinforcement of emotional intelligence and communication skills of managers can play a significant role in promoting the level of stress management practices in educational managers.

11. Designing a conceptual model for dynamic empowerment of medical science education managers

BACKGROUND: Educational managers at universities of medical sciences are the suppliers of human resources to the healthcare system. Thus, attention to their professional empowerment can play a prominent role in improving the quality of medical science education. MATERIALS AND METHODS: The present study was implemented through the method of modeling and in the three stages of conceptual, modeling, and validation. The research environment was the medical science universities of Iran and the sampling method was purposive. The two qualitative approaches of literature review and semi-structured interview were used to develop the components of the model. The results were then integrated, the relationships between the components were investigated, and the model was eventually finalized. The resulting scores were analyzed using MicMac software. RESULTS: Twelve categories and 20 subcategories were identified in the first micro-study (desk research). Qualitative analysis of the interviews in the second stage led to the identification of 21 subcategories and seven categories. Components of the conceptual model were extracted from the results of the two first stages, both of which were aimed at the extraction of concepts relevant to dynamic empowerment of medical science educational managers, and the conceptual model for dynamic empowerment of medical science education managers was designed in the six categories of education, decision-making, organization, belief, dynamic capabilities, and environment after the interactions between the components were studied. CONCLUSIONS: Results of the present study revealed that dynamic empowerment of the managers is a multifaceted and multidimensional concept, and all of the factors incorporated in the conceptual model for dynamic empowerment of managers must receive special attention.

Conflict is inevitable in life and the challenge is how leaders can precisely manage it. In this respect, for pragmatic and academic purposes and to provide useful information on conflict management styles for the harmonious and globalized working environment this study determined the appropriate conflict management styles to address specific organizational related conflicts in HEIs of Sulu. To obtain the needed data, the researcher employed the purposive random sampling method, using twenty-five (25) educational managers in Higher Educational Institutions (HEIs) of Sulu includes 230 faculty members to determine the most common organizational-related conflict and the most effective management styles. Employed descriptive- survey method 0.192 is greater than 0.05 confidence levels that provide evidence to say conflict management styles of educational managers are not significant predictor to the teaching performance of the faculty in HEIs. Educational managers in HEIs should initiate an action plan to improve the programs of managing conflict to approximately make these styles uniform in HEIs being the people belong to common tribe and lifestyles. Moreover, mentoring the workers through the experience managers should be encouraged at the workplace. Finally, the study on conflict is highly recommended to scrutinize the effect on the faculty.

Objectives: To study the effect of emotional intelligence on the job performance of high school principals in the municipality of Shendi, River Nile State, Sudan. Methods: This study was conducted using Dalip Singh's model of emotional intelligence in the managerial environment. The levels of emotional intelligence of managers have been studied in terms of the three components of the model (emotional sensitivity, emotional maturity, and emotional competence) and their impact on managers' ability to lead (work teams, relationship management, and the ability to motivate workers morally), as well as their ability to manage and resolve conflict. Methods: The researcher adopted the descriptive and analytical approach that relies on collecting data on the phenomenon and its interpretation using the SPSS statistical program for data analysis (2018-2020). questionnaire was used to obtain the opinions of the study sample consisting of (20) secondary education managers, using the comprehensive survey method. Findings: The most important finding, emotional sensitivity comes in the first place in terms of influencing job performance effectiveness (leadership, relationship management, ability to motivate, as well as conflict management and resolution); Moreover, 91% of the respondents considered to have a very high level of emotional sensitivity. Improvements/ Applications: The study concluded that managers have the ability to manage the current environment, work in harmony with others and achieve interest in them: the reason for this is that they have this advantage. Education is the most basic institution in the development process in each country. In other words, if education is dynamic, active, and vibrant in a country, the country will naturally be a growing and developed country. Professional and effective training of professional and effective managers is one of the basic problems, whose successful and effective implementation in an organization requires a set of competencies, skills, abilities, and special characteristics. Competence is a special tool for workforce planning and management. In this regard, much attention to the competency approach stems from the capabilities of the organization. In other words, a successful and effective organization creates and maintains its competitive advantage by developing individuals' competencies. On the other hand, the competency approach is of great importance in the development of managers as they can develop and improve their performance by adopting such an approach. Accordingly, the present study aimed to investigate the components and characteristics of the professional competency model among educational administrators. The study findings revealed that the most prominent management dimension encompasses supervision and guidance, knowledge management, evaluation, decision-making, and planning. Personality dimension includes ethics, creativity and innovation, communication skills, and negotiation skills. Technological dimension consists of information literacy, application of new technologies in teaching, the use of information and communication technology, and the ability to work in a virtual environment. Educational-research dimension addresses research orientation, applied scientific research, familiarity with teaching methods and techniques, and incentives for employees to teach effectively. 15. Evaluation of the status of ethical leadership among educational managers of Kurdistan University of Medical sciences from the viewpoint of managers and faculty members

Background and Aim: One of the most important characteristics of a leader is the ability to understand the ethical concepts and standards of management. The aim of this study was to evaluate the status of ethical leadership among the educational managers in Kurdistan University of Medical Sciences. Material and Method: In this descriptive-analytical study, we evaluated the viewpoints of 92 faculty members and 26 directors of educational departments and educational deputies of hospitals and schools by using two standard questionnaires. Using SPSS Ver.19 software, data were analyzed by chi-square and t-tests. Results: The results related to the ethical leadership domains from the viewpoints of the participants in this study (faculty members and educational staff) showed that 69.28%, 69.8% and 73.98% of the managers respected ethical principles, ethics in decision making and ethical behavior, respectively. There was a significant relationship between academic level and ethics in decision making (p < 0.005). Also, 71.54% of educational managers believed that they have demanded justice in their decision-making. Conclusion: The results of this study suggested that although the status of the university is relatively appropriate in the domains of ethical management, but its effect on labor productivity and other communication variables is not clear. Today, optimism is one of the important factors in organization success, positive managers increase their employee motivation. And with a brighter landscape, it provides a platform for the growth and excellence of the organization. Positive organizational behavior and positive thought, increases employee`s performance, efficiency and productivity improvements, satisfaction, social economic development and welfare level. The purpose of the study was determining the positivism factors in training group managers in the universities of the country. The study was a survey type. The research participants were composed of educational groups as studied cases Guilan province. Participation in this study were chosen by using census selected and it includes 150 training group managers from the Guilan province universities. Initially, 139 positive components were extracted through the literature review and limited to 69 components through Delphi process. Finally, after incorporation and removing repetitive cases, 49 extracted components were set in 8 dimensional format and the research questionnaire was set based on it. Then, the questionnaire was given to the educational training managers, after completing and collecting, they were analyzed based on Friedman test and Hierarchical Cluster Analysis (cluster). Finally, 8 components (hope, glow, quality of life, happiness, forgiveness, self efficacy, psychological capital, optimism) were identified and among given components, happiness, self efficacy and psychological capital that had the highest priority and effect on managers positivity were introduced.

- Abstract
Professional standards for educational managers establish the compliance of a person with the professional requirements; therefore, it is important to study them in order to develop the content of university training programs for school principals. The aim of the present research is to examine the experience of standardization of educational managers’ professional activity in the countries of different socio-economic development and various degrees of participation in the global educational integration processes, as well as to highlight the possible use of best practices to develop and implement the most effective university training programs for educational managers. We conducted the study during 2018 – 2020 according to the methodology of the aspect analysis, having distinguished two aspects: functional and behavioural. We analysed the professional standards within the framework of regional clusters taking as a basis the mutual convergence and interaction of their educational systems, namely regions that are the generators of integration processes; regions that respond positively to integration processes but do not initiate them; regions that are inert to the integration of educational processes. Furthermore, we chose a few countries from each cluster, which adopted the standards at the state level or at the level of individual administrative units within a particular country. The results of the analysis made it possible to identify general and special trends, peculiar to certain groups of countries. The results obtained within the framework of the study made it possible for us to develop the construct of the standard that takes into account the particular features of socio-economic development of Ukraine.

18. Barriers to Implementation of Team Care and Interprofessional Education: the Viewpoints of Educational Managers of Iranian Health System

Introduction: Today, interprofessional collaboration and team care as well as interprofessional education are inevitable necessities for addressing healthcare needs of societies. Due to a contradiction between the need to provide team care at health centers and the lack of prioritization and implementation of team-based and interprofessional approaches to education in the health system, this study was conducted to explain the barriers to implementation of team care and interprofessional education in Iran from the viewpoints of educational managers of the health system. Methods: This qualitative content analysis study with a conventional approach was carried out from August 2013 to Jul 2014. The data were collected through semi–structured individual interviews with 16 educational managers and researchers in universities of medical sciences and medical education development centers who were selected by purposive sampling. All interviews were transcribed word by word and then analyzed using MAXQD software. Results:Two categories and eight subcategories were identified explaining the barriers to implementation of team care and interprofessional education from educational managers’ viewpoints. The two main categories included cultural-attitudinal barriers and structural-functional barriers. The first category consisted of subcategories such as weakness of systemic thinking, individualistic culture, profession-orientedness, physicians’ predominance, and role models. The second category included subcategories of management structure, stunted growth of educational management, inadequate understanding and weak evidence. Conclusion:Existent barriers and their influence on each other have prevented the implementation of team care and interprofessional education by creating a vicious cycle. Since the cultural and attitudinal changes occur over a long period, it is necessary to move towards changing the culture and attitudes and implementing team care and interprofessional education through restructuring the educational management as well as implementation of interprofessional education pilot programs and developing research and evidence accordingly.

The objective of this study is to analyze the possible relationship between educational administration and teacher performance. The proposed methodology was quantitative; the population was made up of 7 schools with 315 teachers; the sample consisted of 4 schools with 123 education professionals; the online survey methodology was used due to the quarantine and closure of the institutions. Statistically, Spearman's correlation coefficient was used, a non-parametric measure of rank correlation between two variables. The main result of this research reveals that, if there is a relationship between educational administration and teaching performance, it is also concluded that there is a need to train teachers with knowledge in the administrative field, this to favor the achievement of significant learning; In this pandemic, teaching staff have had to get involved in administrative issues to carry out their professional work., El objetivo del presente estudio es analizar la posible relación entre la administración educativa y el desempeño docente. La metodología propuesta fue la cuantitativa; la población estuvo conformada por 7 escuelas con 315 docentes; la muestra estuvo constituida por 4 escuelas con 123 profesionales de la educación; se usó la metodología de encuestas en línea debido a la cuarentena y el cierre de las instituciones. Estadísticamente se empleó el coeficiente de correlación de Spearman, medida no paramétrica de correlación de rango entre dos variables. El principal resultado de esta investigación revela que, si existe relación entre la administración educativa con el desempeño docente, asimismo, se concluye en la necesidad de formar docentes con conocimiento en el campo administrativo, esto para favorecer al logro de los aprendizajes significativos; en esta pandemia, el personal docente ha tenido que involucrarse en temas administrativos para llevar adelante su labor profesional.

The levels of emotional intelligence of managers have been studied in terms of the three components of the model (emotional sensitivity, emotional maturity, and emotional competence) and their impact on managers' ability to lead (work teams, relationship management, and the ability to motivate workers morally), as well as their ability to manage and resolve conflict. Methods: The researcher adopted the descriptive and analytical approach that relies on collecting data on the phenomenon and its interpretation using the SPSS statistical program for data analysis (2018-2020). questionnaire was used to obtain the opinions of the study sample consisting of (20) secondary education managers, using the comprehensive survey method. Findings: The most important finding, emotional sensitivity comes in the first place in terms of influencing job performance effectiveness (leadership, relationship management, ability to motivate, as well as conflict management and resolution); Moreover, 91% of the respondents considered to have a very high level of emotional sensitivity. Improvements/ Applications: The study concluded that managers have the ability to manage the current environment, work in harmony with others and achieve interest in them: the reason for this is that they have this advantage. Value: This is one of the first studies to be conducted in this region to analyze the impact of emotional intelligence on education managers.

21. Designing a conceptual model for dynamic empowerment of medical science education managers.

- Abstract
Background: Educational managers at universities of medical sciences are the suppliers of human resources to the healthcare system. Thus, attention to their professional empowerment can play a prominent role in improving the quality of medical science education., Materials and Methods: The present study was implemented through the method of modeling and in the three stages of conceptual, modeling, and validation. The research environment was the medical science universities of Iran and the sampling method was purposive. The two qualitative approaches of literature review and semi-structured interview were used to develop the components of the model. The results were then integrated, the relationships between the components were investigated, and the model was eventually finalized. The resulting scores were analyzed using MicMac software., Results: Twelve categories and 20 subcategories were identified in the first micro-study (desk research). Qualitative analysis of the interviews in the second stage led to the identification of 21 subcategories and seven categories. Components of the conceptual model were extracted from the results of the two first stages, both of which were aimed at the extraction of concepts relevant to dynamic empowerment of medical science educational managers, and the conceptual model for dynamic empowerment of medical science education managers was designed in the six categories of education, decision-making, organization, belief, dynamic capabilities, and environment after the interactions between the components were studied., Conclusions: Results of the present study revealed that dynamic empowerment of the managers is a multifaceted and multidimensional concept, and all of the factors incorporated in the conceptual model for dynamic empowerment of managers must receive special attention., Competing Interests: There are no conflicts of interest., (Copyright: © 2023 Journal of Education and Health Promotion.)

Background and aims: The PAEI model of Adizes is a new pattern in the decision maker's direction. The aim of this study was to investigate the adherence of decision making methods of educational and research managers in Shahrekord University of Medical Sciences using Adis model. Methods: This research was a descriptive study and population of the study was faculty members of Shahrekord University of Medical Sciences in year 2013 that were 176 people (57 women and 119 men) and 116 people (38 females and 78 males) with stratified random sampling have been considered. The instruments that used in this research were two questionnaires including decision-making questionnaires of educational and research managers. For analyzing of the data, descriptive and inferential statistics (ANOVA and Tukey test) were used using SPSS. Results: The rate of adherence of educational and research managers from the Adizes model including administrative model, the pattern of implementation, organization and leadership, creativity, and entrepreneurship was significant (P>0.01). According to the degree of respondents, there was a significant difference between the leadership style of the educational managers and the administrative staffs of the research directors (P>0.01). Also, based on the work experience, there was a significant difference between the follow-up of the executive and administrative model of educational managers and also the adherence of executive model, administrative, creativity and leadership of research directors(P

This dissertation demonstrates the student financing fund (FIES) and its impact on a private institution in the interior of Rio Grande do Sul, and it should be remembered that FIES is a public financing policy focused on private higher education. The lack or reduction of this policy implies directly in the institutional rates, among them, the number of students and the financial flow of the institution. As a temporal cut for the research, the period from 2012 to 2018 was used. The choice is justified by the large number of contracts of that time, as well as the changes that occurred during this period, allied to the political and economic crisis experienced in that period. These aspects reaffirmed the importance of this research for notes on the impact that policy exerted within the institution of private higher education, as will be demonstrated in what educational managers think and what strategies they used, both during this period of great growth of the program, and its decline. With the analysis of the results obtained in the research, an intervention plan was designed to optimize the decision-making processes and also to avoid the evasion of the students during the period they will spend in the institution. The results found in this research pointed to the decline in the number of students and, consequently, in financing contracts, challenging managers to develop strategies to guarantee results that maintain the Institution's sustainability. O presente trabalho, desenvolvido no Programa de Pós-Graduação em políticas públicas e gestão educacional – PPPG, busca compreender o fundo de financiamento estudantil (FIES) e seu impacto em uma instituição privada do interior do Rio grande do Sul, cabendo lembrar que o FIES é uma política pública de financiamento voltada para o ensino superior privado. A falta ou redução dessa política implica diretamente nos índices institucionais, dentre eles, o número de alunos e o fluxo financeiro da instituição. Como recorte temporal para a pesquisa, foi utilizado o período de 2012 á 2018. A escolha se justifica pelo grande número de contratos dessa época, bem como as mudanças que ocorreram ao longo desse período, aliada à crise política e econômica vivenciada no país. Tais aspectos ratificaram a importância dessa pesquisa para apontamentos sobre o impacto que a política exerceu dentro da instituição de ensino superior privada, como será demonstrado no que pensam os gestores educacionais bem como o uso de estratégias os mesmos utilizaram, tanto no período de grande crescente do programa, quanto em seu declínio. Com a análise dos resultados obtidos na pesquisa foi desenhado um plano de intervenção para otimizar os processos decisórios que incidam sobre a evasão dos acadêmicos ao longo do período que os mesmos irão passar na instituição. Os resultados encontrados na pesquisa apontaram para o declínio no número de estudantes e, consequentemente, de contratos de financiamento, desafiando os gestores a desenvolverem estratégias para a garantia de resultados que mantenham a sustentabilidade da Instituição.

In order to have problem solving skills educational managers should cany some attributes. These skills include, effective communication, hardworking, intelligence, sociability, decent physical appearance, knowledgeable, self-esteem, having responsibility and effectiveness of decision making mechanism. An effective manager, should be able to define the problem before finding a solution to the problems encountered. The large part of the school principals functions are related to problem solving issue. Therefore School principals should analyse the problems faced at the school, and in the light of these analysis they should develop ways of new solutions. The main objective of the study is to examine the studies conducted related to problem solving skills of school principals. Considering the problems faced in educational institutions, and to understand the positions of administrators on problem solving, and to evaluate the positive and negative factors, how important this issue for the educational managers emerges clearly. Lack of resources and to be ignored in the literature on the subject has also provided enough evidence for the importance of the issue and creating awareness have led to problems of this research. The problem statement of the study is defined as “what are the findings of the study conducted on problem solving skills of educational administrators”.? When gathering the data literature review (document review) were conducted. Thesis in the Higher Education Council, the Centre for National Thesis Review, manusepripts in google academic articles were examined. The findings are discussed and suggestions were made accordingly.

The Present research has been done to Study the Total Quality Management (TQM) status and presenting a proper procedure to improve it in TabrizMedicalSciencesUniversity. The methodology of the research is descriptive-survey and its aim is functional. The statistical population included all manager in the Educational & Research department, Treatment Department, Faculties & educational hospitals of MedicalSciencesUniversity which added to 300 people. The statistical sample size according to Morgan table, was 169 people. Gathering information was done by researcher- made questionnaire. The validity of questionnaire, confirmed by the ideas of supervisor and advisor professor, the reliability was calculated using cronbach’s alpha () was 0.96. Factor analysis was also used to classify the questions and the amount of KMO = 0.91 was greater than 0.5, so the number of samples were good to perform factor analysis. Descriptive statistics was used. To respond the questions and inferential statistics t-test, one-way (ANOVA) and Pearson correlation was used to test hypotheses. The results showed that the status of components of total quality management at the University of Medical Sciences is moderate. The results of tests also, showed that among the educational administrators in terms of gender, degree, field of study, work experience, management experience, and academic rank and position there wasn’t significant relationship. But TQM regarding the managers, work position showed significant difference. As TQM in Education Development Centre (EDC) got the highest value

Background: The first step in human resource development is educational need assessment. A sound knowledge of managerial roles and skills is vital for a successful management in the educational system. Purpose: To determine the educational needs of managers and directors of Mashad Medical University in filed of educational management and leadership. Method: A survey of a 40-person sample of the university managers including deans and vice deans for education of the faculties and the heads of educational groups the data were analyzed with SPSS. Results: The mean age of the sample was 47.2(±7.5) and the mean duration of serving in managerial positions were 5.4(±3.6).The most needed items to be taught were identified as strategic planning in management, setting educational goals, deciding whether the ability to be a manager is inborn or must be acquired, main problems in educational planning and surveillance techniques, educational guidance, system analysis and educational evaluation. Characteristics of educational advisors were also of great importance. Conclusion: Our study showed that educational managers were aware of their need for further development of a sound basis of managerial knowledge. 30. Perfil prosptectivo para los gerentes educativos de los institutos universitarios de tecnología

This investigation had as purpose to determine the professional characteristics and functional competitions of the prospective profile of the educational managers of the University Institutes of Technology (IUT) of the Western Region. To achieve it a study of descriptive type it was made, with a field design. He took an educational sample of 60 that they completed managerial functions to who were applied a questionnaire, composed by three parts, which picked up the data that registered the information referred to the presence of the important elements for a prospective profile. The tabulation of the data was represented in charts and the analysis it was achieved by means of the statistical frecuencial and percentage. Concluded that the manager's professional characteristics were considered in the satisfactory alternative, with a favorable tendency in the academic level, but less in connection with the professional experience and professional development. As for the functional competitions they were considered in the agreement, alternative with the functions of planning, organization, address and control; what allows to locate the current profile of the Educational Manager of the IUT like satisfactory and appropriate, not ending up reaching the categories wanted for a., Esta investigación tuvo como propósito determinar las características profesionales y competencias funcionales del perfil prospectivo de los gerentes educativos de los Institutos Universitarios de Tecnología (IUT) de la Región Occidental. Para lograrlo se efectuó un estudio de tipo descriptivo, con un diseño de campo. Se tomó una muestra de 60 docentes que cumplían funciones gerenciales en los Institutos Universitarios de Tecnología Alonso Gamero, Maracaibo y Cabimas, a quienes se les aplicó un cuestionario, compuesto por tres partes, los cuales recogieron los datos que registraron la información referida a la presencia de los elementos importantes para un perfil prospectivo. La tabulación de los datos fue representada en tablas y el análisis se logró mediante la estadística frecuencial y porcentual. Se concluyó que las características profesionales del gerente se consideraron en la alternativa satisfactoria, con una tendencia favorable en el nivel académico, pero menos en relación con la experiencia profesional y desarrollo profesional. En cuanto a las competencias funcionales se consideraron en la alternativa de acuerdo, con las funciones de planificación, organización, dirección y control; lo que permite ubicar el perfil actual del Gerente Educativo de las instituciones universitarias de tecnología como satisfactorio y adecuado, no llegando a alcanzar las categorías deseadas para un perfil prospectivo.

The purpose of the study is to identify and examine obstacles and problems of current status of high school principals in Tehran in 2009-2010. The method of study was descriptive and survey, sampling method was random and relatively stratum. Population sample was chosen 295 principals. Data were collected by the researcher-made questionnaire and analyzed by applying descriptive methods, variance analysis through SPSS Software. Results show there were positive and statistically significant differences between evaluation, participative decision making, desirable humanity relationship, instructional facilities, communications, creativity, innovation and education managers’ obstacles and problems.
