11. E-government and petty corruption in public sector service delivery.

The present inquiry addresses the nexus between the development of electronic government and corruption in the provision of public sector services in developing and transition economies. The study analyzes the potential contribution of electronic government in combating petty corruption within the framework of two superimposed principal-agent model and show that electronic government could potentially limit bureaucratic corruption. To address the research question empirically, the study applies random tobit and linear random effects panel estimators to a dataset made of 121 countries, which covers the time period between 2008 and 2018. Estimations reveal that the adoption of electronic government in the delivery of public sector services has been the central factor that contributed to the reduction of petty corruption in developing and transition economies. The level of per capita income, political rights, civil liberties and share of natural resources in gross exports also correspond with less bribery in the public sector service delivery. Furthermore, the study finds that a lower level of socio-economic development corresponds with a greater level of petty corruption. Hence, e-government presents one of the utmost opportunities for socio-economic development and offers solutions for the improvement of the efficiency and effectiveness of public administration. 12. Digitally vulnerable populations' use of e-government services: inclusivity and access.

- Abstract
This study explores the utilisation of e-government services by digitally vulnerable individuals in South Korea. The research questions focus on understanding the current status of e-government use among digitally vulnerable populations, including the elderly, low-income, the disabled, and multi-cultural families, the level of inclusivity of e-government services for them, and the policy implications for improving access to these services. Using data from the 2021 National E-government Survey (NES) in South Korea, the study found that only a small percentage of digitally vulnerable populations are aware of e-government services and that most web-based and app-based information transaction, financial transaction, e-participation, and social welfare services are not inclusive for age and income level. However, the study also revealed that most web-based and app-based e-government services examined, except e-business services, provide inclusive services to the disabled and multi-cultural families. The study concludes with recommendations for policy makers to improve inclusivity and access to e-government services for digitally vulnerable populations. [ABSTRACT FROM AUTHOR]

The article is based on the methodological assumptions of political science and administration. In response to the research questions, it can be observed that Poland is a country where the government endeavors to comprehensively implement solutions in the field of e-administration. This includes aspects related to the legal system, e-administration services for citizens, recognition of cyber threats, and a comprehensive counteraction strategy (through training systems and normative solutions), acknowledging the necessity of implementing AI in public administration. The article provides a comparative perspective on the development of e-administration in Poland as a part of Central and Eastern Europe. It analyzes Poland as a country that, while not a leader in the digitization of public administration, is not lagging behind in the implementation of new technologies in the public sector. The article substantiates the presence of correlation dependence of such processes as the growth of digital literacy and legal awareness, and also reveals other factors of legal capacity in the era of digital transformation. It has been proven that understanding this essential interdependence provides answers to a number of questions regarding the priority ways of developing the legal system of Ukraine. Increasing digital and legal awareness is depicted as a logical step towards active participation in the management of public affairs. Online deliberation is depicted as a means of positive influence on the perception of the relevant tools of democracy. In this context, political crowdsourcing is defined as a way of finding effective solutions and a positive impact on civic cohesion. It has been demonstrated that the era of digital technologies provides wider opportunities for the realization of human and citizen rights and freedoms, but at the same time creates new challenges and threats to ensure these rights and freedoms. Legislation regulating relations in the field of digitization is also becoming less transparent. It is noted that virtual space opens up new opportunities for manipulating public opinion, and deliberate functioning in the conditions of new threats of instrumentalization of virtual communication depends on the appropriate configuration of communication platforms. With this in mind, priority issues of scientific discourse and regulatory improvement are highlighted, namely: political crowdsourcing and participatory democracy, online deliberation and principles of cooperation with stakeholders, dissemination and support of fact-checking initiatives to verify the reliability of information, legal status of bloggers, fixers and other media participants as opinion leaders. It is concluded that a certain level of legal literacy, together with digital competence, is a prerequisite for effective participation in modern democratic practices, but this participation can also increase the level of legal awareness of citizens, in particular due to the fact that the Internet plays an important role in shaping the agenda and developing the critical potential of the public. Administrative and financial corruption constitutes one of the most important challenges that face public institutions, especially in developing countries such as Jordan. It negatively affects their reputation towards people that they control over ways which may lead to erosion and cessation of legitimacy. Such issue has even been exacerbated with the propagation of e-government initiatives as well as ICT-based public services. In the fight against corruption, effective governance with a focus on transparency and accountability are critical in tandem with adherence to the rule of law. Jordan anti-corruption activities here range from institutional reform to capacity building and enforcement of anticorruption measures. This article takes a closer look at how governance, supported by cyber security mechanisms is able to reduce corruption within the public sector in Jordan. It checks if auditors are aware of contemporary control systems and evaluates the influence cybersecurity has on improving internal controls and audit activities. This reveals the endemic corruption in Jordan and identifies some of the root causes: weak internal controls, deficient accounting systems, inadequate penalties, low salaries and waste. 18. Accessibility Design Issues beyond the Standards of Government e-Services for People with Low Vision.

Governments have been investing considerable resources into making their services to citizens available through the Internet. However, people face barriers when accessing these e-services. Barriers affect people with disabilities to a greater extent. Taking into account the accessibility-in-use in addition to the required standards while designing these services would mitigate some of these issues. In this work, five e-services from the Spanish government were selected from among the most used ones and tested with fifteen participants, of whom ten participants belong to the group of people with low vision. Different qualitative and quantitative measures were analyzed to determine whether participants with low vision had more difficulties performing the tasks and to identify the design issues required to achieve improvement. The results highlighted some issues to be incorporated into the complexity and cognitive accessibility evaluations of e-services to anticipate difficulties (e.g., error prompting/prevention mechanisms). Digital transformation has become a topic of interest since public institutions digitalize their processes to improve efficiency, while citizens wish to solve their issues through online platforms. Even if this topic is a priority, the Digital Economy and Society Index reveals that digital public services from UE are under 30% development and implementation. This paper presents the current research made on digital public services and the perspective of Romanian citizens on the adoption of these platforms. The authors conduct bibliometric research to highlight the current progress and concerns. Furthermore, a quantitative analysis is made to determine the perception of Romanian citizens on digital public services and the factors that influence their decision to use them instead of traditional methods. According to the bibliometric analysis, 23 countries showed a raised interest for digital public services after 2020, which was a crucial moment that pushed digitalization among public institutions. Although Romanian citizens are aware of the benefits brought by digital public services, they encounter issues in terms of lack of information and technical support, knowledge, data security, and the complexity of these platforms. 20. The contingent role of state capacity on the impact of e-government on environmental sustainability in developing countries.

E-government is a prominent approach in environmental sustainability as it brings various arrangements that allow for the mitigation of greenhouse gas emissions. The article explores two main objectives. Firstly, the direct impact of e-government on ecological sustainability and secondly, whether e-government enhances environmental sustainability indirectly by improving state capacity. By understanding this nexus, we believe that states in LDCs will seek to explore the maximum potential benefits of ICTs in government operations to establish a more responsive, open, and people-oriented government. The paper utilizes a balanced macro-panel sample of 45 United Nations classified least developed countries from 2003 to 2022. To ensure the reliability of empirical findings, three econometric methods--system generalized methods of moments (GMM), instrumental variable GMM (IV-GMM), and bootstrap ordinary least squares (BOLS) are employed. The results of the entire sample model reveal several key findings. These findings are that e-government development has a direct and positive impact on environmental sustainability, secondly state capacity negatively influences ecological sustainability, and lastly e-government development indirectly affects environmental sustainability by enhancing state capacity. Additionally, intriguing sub-sample findings for least developed countries in Africa and Asia are observed, with notable lessons from the latter, where environmental performance is improving at the expense of a high volume of carbon emissions. However, these overall findings underscore the importance of considering how governments can address environmental sustainability requirements by managing e-government programs and enacting responsible ICT-enabled transformations. El proceso de transformación tecnológica está provocando la necesidad de redirigir la gestión interna de las Administraciones públicas y sus relaciones con la ciudadanía, atendiendo en todo caso a los principios de seguridad, interoperabilidad y accesibilidad a nivel global, donde la verdadera calidad de las Administraciones públicas radica en la gestión del conocimiento para la mejora de los servicios electrónicos y en la alfabetización de la ciudadanía para hacer un buen uso de ellos. En este trabajo se describe un método basado en modelos integradores y una encuesta realizada a 630 ciudadanos/as, que ha servido para identificar el grado de conocimiento, percepción y uso que la ciudadanía tiene de la Administración electrónica frente a la tramitación de un proceso administrativo por medios electrónicos. Los datos se analizan mediante el método de análisis de correlación para establecer relaciones entre variables, aplicando el coeficiente de correlación Chi-cuadrado de Pearson y el análisis de estadísticos descriptivos. El modelo proporciona mecanismos de ajuste para mejorar su alineación con las directivas nacionales e internacionales sobre Administración electrónica y gobierno electrónico = The process of technological transformation is driving the need to redirect the internal management of public administrations and their interactions with citizens, while adhering to the principles of security, interoperability, and accessibility on a global scale. The true quality of public administrations, in this context, resides in the management of knowledge to enhance electronic services and in fostering citizens’ literacy to ensure their effective use. This paper presents a method based on integrative models and a survey of 630 citizens, which has been employed to assess the level of knowledge, perception and usage that citizens have regarding e-Government, specifically in relation to the electronic processing of administrative procedures. The data are analysed using the correlation analysis method to establish relationships between variables, applying Pearson’s chi-square correlation coefficient and the analysis of descriptive statistics. The model provides adjustment mechanisms to improve its alignment with national and international directives on eGovernment and eAdministration.

The present study aimed to provide a model of E-Human Resources Management in the context of E-Government requirements while analyzing the state of E- Urban services. This research، which was conducted in a mixed method، while defining the problematic situation that included the identification and application of role-playing requirements in the field of e-human resources management, e-government, e- urban services،e- municipality، requirements، meta-synthesis of modern scientific research was conducted based on the Sandelowski and Barroso method during 2023 to 2024 in the qualitative part of the research. The conceptual model was designed based on the thematic analysis. In the quantitative part of the research، human resources specialists as a statistical population were surveyed. For this purpose، a researcher-made questionnaire was used. Based on the Kaiser-Meyer-Olkin Measure of Sampling Adequacy at a significance level of zero and degree of freedom of one، the correlations among the data were obtained for factor analysis at the %99 confidence level. As a result, the research hypotheses were confirmed. Based on the results of Friedman's test, the most influential was related to electronic participation. Then، the practical suggestions of the research were presented. This study also concentrates on the good practices to overcome the challenges. Furthermore، this study can be used in future research for solving real-time challenges of e-government.

Artificial intelligence systems are being used in various areas such as e-commerce, e-government and e-advertising, mainly because of their efficiency and ability to provide fast access to services. However, AI uses a massive amount of data, raising concerns about the privacy and control of this data held by large corporations or government entities. Although there are some risks associated with AI, such as discrimination in AI algorithms and over-reliance on technology, there are also many benefits to be gained from using these systems: automating administrative processes, providing assistance and support to citizens, data analysis and personalised decision-making etc. To maximise benefits and minimise risks, responsible control and management of AI data and systems is required. The integration of artificial intelligence in e-government and in the detection of breaches of the integrity of public functions may prove useful, but it must be accompanied by measures to ensure respect for human rights, data protection, discrimination and the avoidance of violations.

New business creation leads to commercialization of high-quality innovations, economic growth, and job creation. Therefore, government's decisions to support entry of new firms in the economy through the development of e-government can have a significant impact on economic growth and business dynamics. EU Single Digital Market Initiative fosters the implementation of digital technologies in all aspects of the economy. Many EU countries have developed national e-government strategies that outline their goals, priorities, and actions for the digitalization of public services. E-government development index confirms that efforts showing the constant increase in digitalization across EU countries. From the standpoint of the entrepreneur, starting a business in a digital environment should be easier, faster, and cheaper. Contemporary research is increasingly focusing on the connection between changes in the market environment and the application of digital technologies. However, there is a lack of research focused on the relationship between the impacts of e-government development and business dynamics. In this paper, we attempt to fill this gap and investigate the influence of the development of e-government on the dynamics of the birth and death rates of firms in manufacturing. We use a panel data structure comprising 18 countries for the period from 2015 to 2021 with data taken from Eurostat, OECD, and UN databases. Given the structure of the available macroeconomic data, we apply panel data modelling. The results suggest that e-government development has a positive impact on the firms' birth rate, but no influence on the death rate. [ABSTRACT FROM AUTHOR]

Modern çağın, “dijital ekonomi”ye dönüşmeye başlayan ekonomilerde, devletlerin işleyişini de değiştirmedeki etkisinin, dikkat çekici bir katkıya sahip olduğunu söylemek gerekir. Siyasi ve sosyal gücün e-Devlet imkanlarıyla, adeta bir devrimle, dijital yapıya dönüşmesi ifadesi bütüyle bir hayal veya abartı değildir. Gözetim, yüzyıllardan bu yana farklı yöntemler ile toplumlar üzerinde uygulanan pratikleri kapsamaktadır. Bu deneyimlerin temel amacı, mevcut otoritenin toplumu kontrol etme güdüsünden gelmektedir. Gelişen teknolojinin sağlamış olduğu imkanlar bu arzuyu daha da güçlü kılabilmiştir.Bu çalışmada gözetimin tarihsel akış içinde aldığı biçimlere değinildikten sonra, XX. yüzyılın son çeyreğinden itibaren ortaya çıkmaya başlayan dijital teknolojinin özellikle son 20 yılda gözetimin de dijitalleşmesine yol açtığına işaret edilmiştir. The objective of this study is to analyze the impact of local revenue, e-government, and capital expenditure on the financial performance of local government and how e-government mediates the effect of local revenue on financial performance. The population of this study includes 29 regencies and 6 cities in the Central Java Province, Indonesia. The purposive sampling technique was utilized to compile 76 samples. Descriptive statistical analysis and partial least squares testing with structural equation modeling were used for data analysis. The results indicate that local revenue has no significant impact on financial performance, while e-government has a positive effect, and capital expenditure has a negative effect. Moreover, local revenue has a positive impact on e-government, and e-government mediates the effect of local revenue on local government financial performance. In conclusion, this study emphasizes the importance of establishing effective budgets to improve regional revenue and invest in e-government for local governments.

Tax reporting is a manifestation of the obligations of citizens and the participation of taxpayers to directly and jointly carry out tax obligations for state financing and national development. The purpose of this study is to find out and understand how the application of information technology bases in government services (Electronic Government) is primarily in the use of e-Filing in the annual reporting of individual taxpayers in the Society of Lampung Province, Indonesia. The data analysis technique used in this study is a qualitative descriptive data analysis technique, namely a data analysis technique by describing the data obtained in its entirety, starting from the procedures for registration, reporting and electronic reporting proof documents at the Lampung Provincial Tax Office. The results of this study indicate the effectiveness of the use of e-Filing in the annual reporting of individual taxpayers, namely by system, tax reporting is more effective in terms of annual tax reporting and is more accurate because the technology system guides taxpayers in filling out Annual Tax Returns. Procedurally, tax reporting is easier because it fills in the Annual Tax Return in the form of a wizard and is faster because it can be done anywhere and anytime, namely 24 hours a day, 7 days a week because it utilizes the internet network.

E-government plays a vital part in the progress of countries in the European Union, especially in Eastern European Member States. It facilitates citizens, irrespective of their geographic location or socioeconomic status, in accessing government services and information, as well as participating in digital interactions with public authorities. The current paper analyses the evolution of e-government in Eastern European Member States in terms of the general populations’ ability to utilize the internet for downloading and submitting government official forms. Also, the current research paper aims to provide a predictive model of the evolution of digital interactions with public authorities in Romania by using time series data, specific statistical tests, and Holt's additive double exponential smoothing model for forecasting. The results suggest that Romania has potential for growth in digital interactions with public authorities and acknowledge the need for investments in digital literacy programs, simplification of administrative procedures, and improvement of regional digital infrastructure.

This paper explores critical aspects of a modular and reproducible architecture based on Retrieval-Augmented Generation (RAG) for deploying LLM-based assistants within e-government systems. By examining current practices and challenges, we propose a framework ensuring that Artificial Intelligence (AI) systems are modular and reproducible, essential for maintaining scalability, transparency, and ethical standards. Our approach utilizing Haystack demonstrates a complete multi-agent Generative AI (GAI) virtual assistant that facilitates scalability and reproducibility by allowing individual components to be independently scaled. This research focuses on a comprehensive review of the existing literature and presents case study examples to demonstrate how such an architecture can enhance public service operations. This framework provides a valuable case study for researchers, policymakers, and practitioners interested in exploring the integration of advanced computational linguistics and LLMs into e-government services, although it could benefit from further empirical validation. The goal of this study was to check the direct and moderating effects of the dimensions of the national culture, based on the Cultural Dimensions Theory, about the offer of E-Government services. Data from 55 countries were analyzed and indicated technological infrastructure and individualism are direct antecedents of E-Government. This paper investigates the impact of organizational culture on cybersecurity in the Jordanian e-government, using the Ministry of Justice as a model. A questionnaire was distributed to 118 employees to evaluate perceptions of cultural dimensions like values, norms, and empowerment as well as cybersecurity factors like confidentiality, privacy, and enforcement. The Statistical Package for the Social Sciences (SPSS26) software was used for data analysis. Results from 97 valid responses showed a significant positive effect of organizational culture on cybersecurity. All cultural dimensions positively influenced cybersecurity, supporting a relationship between shared values/behaviors and cybersecurity policies and procedures. The findings provide insights for practitioners on leveraging organizational culture to improve cyber readiness in government contexts. This contributes new empirical evidence on connections between culture and cybersecurity in public sector organizations. It also suggests enhancing transparency, accountability, respect, and credibility among employees of Jordanian government departments. Furthermore, the study highlights the importance of leadership in encouraging and supporting an organizational culture that focuses on cybersecurity, through prioritizing roles, providing resources, and promoting awareness and training. The primary aim of this article is to assess the E-Government Development Index (EGDI) of Arab Gulf countries, and it elucidates the key obstacles impeding the progress of the Gulf countries in the e-government sector. The EGDI data for the Gulf countries have been obtained from the United Nations, and an online business intelligence tool has been utilized for visualization purposes to facilitate comprehension. The levels of indicators within EGDI have been examined upon effectively retrieving data and presenting it appropriately. The article discusses the key areas of improvement that require governments' attention in the Gulf countries to enhance their EGDI score. This can be leveraged to advance to global standards, offering their citizens optimal governance. Countries in the Gulf region must recognize that the e-government effort encompasses more than simply the transformation of governance and the provision of high-quality services. Instead, it entails aligning with global trends and effectively competing with other nations regarding developmental advancements. This research is quantitative research. The results of this research can provide input in efforts to prevent corruption in Indonesia. E-Government leverages these technologies to deliver efficient and secure services to citizens, particularly at the local government level. However, existing literature lacks comprehensive exploration into citizen preferences for utilizing e-government services, especially those offered by local governments. Addressing this gap, this study investigates citizen intentions to use e-government, focusing on the application system provided by local governments. Our research framework integrates three established models (UTAUT, TAM, and TPB) and employs empirical validation through a structured questionnaire. Data collection involved 97 respondents from diverse cities/regencies. Rigorous reliability and validity assessments were conducted on the questionnaire, with analysis performed using structural equation modeling (SEM). The findings underscore the significant influence of citizens' attitudes toward egovernment, shaped by factors such as effort expectancy, facilitating conditions, and perceived risk. Furthermore, a positive and significant relationship between attitude and Intention to use revealed. This research contributes to a deeper understanding of citizen behavior towards egovernment services, offering insights crucial for enhancing service delivery and citizen engagement at the local level. This research studied the factors accounting for Chinese citizens' behavioral adoption of mobile government services via social media platforms. Social media innovations have empowered governments to better interact and stay in touch with citizens, and thus understanding citizens' adoption of government services via social media will enable policymakers to leverage social media to better meet the service requirements of citizens. Drawing upon the Chinese mobile-government context, this research framework was made on the Technology Acceptance Model (TAM) while the analysis of data was completed with Smart PLS by the use of the SEM procedure. The analysis has surprisingly discovered that perceived usefulness (PU) does not predict the adoption of mobile government services through social media. However, perceived information quality was significant in determining both the PU and adoption behavior. It was also shown that factors such as perceived security, perceived mobility, trendiness, and interactivity were all significant determinants of both the perceived usefulness and adoption intention respectively. The purpose of this research is to analyze the application of the Next Generation Social Welfare Information System (SIKS-NG) in Gunung Gabungan Village, Gomo Sub-district, South Nias Regency, and identify the obstacles faced in its use. The research method used is qualitative, with data collection techniques through observation, interviews, library research, and documentation. This research involved village officials and users of the SIKS-NG application as key informants. The results showed that although the SIKS-NG application has the potential to improve the efficiency of community data management, various obstacles such as the lack of understanding of village officials, limited infrastructure, and human resource capacity issues hinder the optimization of application use. Direct observations and interviews with informants revealed that intensive training and improved technological infrastructure are needed to support the implementation of this application. Further discussion shows the importance of collaboration between central and local governments as well as support from educational institutions in developing the capacity of village officials. This study concludes that the implementation of SIKS-NG in Gunung Gabungan Village requires a systematic and sustainable approach to overcome various obstacles, as well as to ensure the sustainability and effectiveness of the application in improving public services. The role of e-government has been noticeable in the public sector by promoting transparency during service delivery. This paper consists of five sections: introduction, research methodology, literature review, discussion of the findings, and conclusion. The researcher used qualitative research methodology to collect data through face-to-face interviews and document analysis. Data from the interviews was analysed through discourse analysis, and secondary data was analysed through content analysis. The paper has found that transparency reduces corruption activities during service delivery in the SA municipality. Furthermore, the study found that there is a lack of capacity among municipal officials that affects the role of SA municipalities in promoting transparency through e-government. Additionally, the study findings reveal a lack of public participation by citizens in local government affairs. Lastly, the paper reveals that poor transparency led to absence or lack of trust by the citizens towards the local government municipality leadership. The transparency challenges that are facing South African municipalities during service delivery can be solved through the recommendations of this study. Many government institutions in developing countries such as the Kurdistan Region of Iraq (KRI) keep a variety of paper-based records that are available in printed or handwritten format. The need for technology that turns handwritten writing into digital text is therefore highly demanded. E-government in developed and developing countries is a crucial facilitator for the provision of such services. This paper aims to develop a deep learning model based on the mask region convolutional neural network (mask-RCNN) to effectively digitize kurdish handwritten text recognition (KHTR). In this research, typical datasets, which includes the isolated handwritten Central Kurdish character images, an extensive database of 40,410 images, and 390 native writers have been produced to determine the developed approach's performance in terms of identification rates. This approach achieves adequate outcomes in terms of training time and accuracy. The proposed model gives higher performance for detection, localization, and recognition when using a dataset containing many challenges, the results were 80%, 96%, and 87.6 for precision, recall, and F-score respectively. The findings revealed that the proposed model obtained better results compared to other similar works. The accuracy of optical character recognition (OCR) is more than 99%. [ABSTRACT FROM AUTHOR]

The work aims to analyze the current state of e-government and determine its impact on the economic development of Ukraine. To achieve the goal, the following tasks were set: ▪ to conduct an analysis of the current state of development of e-government in Ukraine using the EGDI and EPI indices; ▪ to reveal the relationship between the e-government index and the level of income of the countries of the world; ▪ to check the assumption about whether the growth of the level of development of e-government in Ukraine will lead to an increase in GDP per capita; ▪ to propose priority measures aimed at ensuring the growth of the level of development of e-government in Ukraine to improve economic growth. The following research methods were used in the work: methods of systematization and generalization, comparative analysis, and mathematical statistics. In particular, regression analysis was used: to identify and verify the causal relationships between the variables – the values of the e-government development and e-participation indexes and the volume of gross domestic product per capita in Ukraine (based on paired linear regression); as well as for forecasting the values of EGDI (based on paired non-linear regression). The study results showed a direct linear relationship between the level of development of e-government, expressed by the e-government development index and the e-participation index, and the country's economic development level, reflected by GDP per capita. In particular, an increase in the e-government development index by 1 unit leads to a growth in real GDP per capita by 3.76 units. As for the e-participation index, there is a positive relationship between the e-participation index and GDP per capita. An increase in the e-participation index by 1 unit leads to a growth in real GDP per capita by 3.96 units. Although there is a positive correlation between the EGDI and EPI indices and the country's income level, e-government is not the only factor that increases GDP per capita. Thanks to the correct policy of the Ukrainian government regarding the expansion of the provision of electronic services, it is possible to achieve a higher level of EGDI and EPI, thereby increasing the GDP and welfare of the population. It is noted that digitalization in the management of agriculture and the agro-food sphere opens up new opportunities for increasing the efficiency, transparency, and sustainability of this industry. The main directions of implementing digitalization in the agro-food sphere have been studied, including the creation of electronic registers and databases, and the development of decision support systems. The integration of e-government services in the agro-food sphere offers significant opportunities for improving the efficiency of public administration, enhancing service delivery, improving interaction between public authorities and agricultural market entities, and ensuring sustainable agricultural development. The author has developed a methodology for the integral assessment of the level of e-government development in the country. The integral assessment is based on initial indicators, including those defined by the United Nations Department of Economic and Social Affairs. The method of the modified principal component was used to determine the weighting coefficients of these indicators in the integral assessment. Integral assessments of the components of the agro-food sphere have been determined: the food industry, retail trade in food products, and indicators related to the protection and preservation of the environment associated with the agro-food sphere. The rapid growth in the use of AI techniques, mainly machine learning (ML), is revolutionizing different industries by significantly enhancing decision-making processes through data-driven insights. This study investigates the influence of using ML, particularly supervised and unsupervised learning, on rational decision-making (RDM) within Jordanian e-government, focusing on the mediating role of trust. By analyzing the experiences of middle-level management within e-government in Jordan, the findings underscore that ML positively impacts the rational decision-making process in e-government. It enables more efficient and effective data gathering, improves the accuracy of data analysis, enhances the speed and accuracy of evaluating decision alternatives, and improves the assessment of potential risks. Additionally, this study reveals that trust plays a critical role in determining the effectiveness of ML adoption for decision-making, acting as a pivotal mediator that can either facilitate or impede the integration of these technologies. This study provides empirical evidence of how trust not only enhances the utilization of ML but also amplifies its positive impact on governance. The findings highlight the necessity of cultivating trust to ensure the successful deployment of ML in public administration, thereby enabling a more effective and sustainable digital transformation. Despite certain limitations, the outcomes of this study offer substantial insights for researchers and government policymakers alike, contributing to the advancement of sustainable practices in the e-government domain. 50. E-government, anticorruption, and citizens' use of personal connections: evidence from Chinese municipalities.

Why do citizens prefer to utilize personal connections (e.g. guanxi) with government officials to access public services? Conventional wisdom suggests that improvements in formal institutions can reduce the popularity of informal behaviors; however, limited research has explored the relevant roles of e-government and anticorruption endeavors. Thus, based on survey data from 30 Chinese municipalities and multilevel regression designs, this study shows that citizens in cities with higher e-government development levels or who perceive governments' anticorruption efforts to be effective are less likely to perform guanxi practices. The negative effect of e-government is also more salient among individuals with political connections. Therefore, this study contributes to the ongoing discussion on the relationship between formal institutions and guanxi practices by revealing the specific ways in which e-government development and anticorruption efforts lessen individuals' reliance on guanxi.
