3. The Decentralization of Poland 1989-2018: From Partisan Disagreement to a Vehicle for Successful Absorption of EU Cohesion Funding

This article draws the main lines of development of the territoriality of the Polish state, taking into account the divergent dynamics of its regional evolution. Building on a historical account, it describes how the decentralization process unfolded, leading to the reform in 1998/1999, which administratively decentralized the state without, however, changing its unitary nature. By analysing the complexity and diversity of the EU’s cohesion policy, the paper also addresses questions that are central to theoretical arguments about EU influence on the divergence of regions. It concludes that even if the EU cohesion policy can be seen as a success in Poland, the amount of funding was not sufficient to reduce the differences between the Polish voivodships, which have been growing in recent decades. Paradoxically, the successful use of EU funding did not prevent the massive electoral wins of an EU-sceptic party in the poorer eastern regions, which were supported by a special EU fund.

The urban space, constituted through a space-time relationship as a product of socio-spatial processes, presents itself as dynamic and multifaceted due to the capitalist production model that imposes on society transformations from global to local. Nevertheless, spatial processes are observed that, from the point of view of the internal structure of cities, confer changes in the production of space, especially with regard to commercial and service activities. In this sense, the present study was developed from observations of the transformations that occurred in the intra-urban space of Uberlândia (MG). Among the recent dynamics that occurred in the city, it was observed the consolidation of new centralities, especially Avenida João Naves de Ávila, considered a commercial axis, through the analysis and identification of spatial patterns resulting from the densification of commercial and service activities, as a reflection of the spatial process of decentralization. Based on this assumption, the research has as main objective to analyze the process of decentralization and the formation of new centralities from the commercial axes of the city of Uberlândia, having as a cutout Avenida João Naves de Ávila and using the methodology of Ribeiro Filho (2004), from which 129 blocks could be identified in their entirety, with different and large numbers of tertiary activities. After analyzing the data, it was observed that the decentralization of tertiary activities is still in progress on the avenue, resulting in different degrees of functional intensity, as well as in the establishment of distinct patterns of location of commercial and service activities. In this sense, six sectors were classified: Central I, Central II, Special, East I, East II and Far East, being heterogeneous among themselves, but with characteristics that make them singular. 5. A treinta años de la descentralización: Análisis de la asignación presupuestal para el IMSS en las entidades federativas 2010-2017.

This paper analyses the validity of descentralisation objectives in health sector in Mexico. Although descentralisation in practice was really operational and and administrative, resource allocation remained centralized in the Upper Chamber of Congress under the argument of more equity, transparency and efficiency in assignation. The paper however, limits the validity of the argument through the analysis of the way resources are distributed for programs and investment proyects among IMSS and localities between 2010 and 2017. In these eight years, resources are not allocated in more quantity to localities with less life expectancy, or less satisfaction with services or marginality levels. In addition, since 2014, the possibility of tracking the money towards localities has been affected precisely by the way that de Upper Chamber of the Congress desagregates the Federal Budget. 6. Towards the decentralisation of food manufacture: effect of scale production on economics, carbon footprint and energy demand.

Abstract Most food products are currently processed in large, centralised factories with delocalised retail systems, which allows food processors benefit from economies of scale. This is efficient in terms of production, but can involve lengthy and rigid supply chains, with higher transport costs and environmental impacts. Decentralised manufacturing, based on local production at small scale, has risen recently as an alternative that could provide flexibility to the food supply chain. In this work we present a modelling tool for the design, evaluation and comparison of food manufacturing processes that considers economic, environmental and social factors. The proposed method can be applied to a wide range of food products and is illustrated here using cereal porridge and sandwich bread production. We have assessed and compared three decentralised scenarios: "Home Manufacturing" (HM), "Food Incubator" (FI) and "Distributed Manufacturing" (DM) to centralised production –i.e. Single Plant (SP) and Multi Plant (MP) scenarios. Based on UK demand, SP is the most energy efficient and cheapest scenario in both cases, closely followed by HM and FI in cereal porridge production. DM could compete with SP assuming low management costs and savings on transportation/storage along the supply chain. For the case study on bread, the shorter margin of profit per unit makes decentralised scenarios less advantageous. [ABSTRACT FROM AUTHOR]

This research studies the 1891' United States of Brazil Constitution and coronelismo, from the classic book “São Bernardo”, written by Graciliano Ramos. This article makes a counterpoint between the work’s narrative and Brazilian history, by focusing on the influence of landowning colonels from the Brazilian Empire until the Revolution of 30. The colonel was the traditional figure of the region, who exercised influence and dominion over all by charisma, economic, technical or intellectual power, and often out of fear, since it resorted to political violence in order to intimidate and manipulate the population. Brazilian history shows that the adoption of foreign constitutional models, as occurred in 1891, ended up strengthening the de facto power of local colonels, to the detriment of the rule of law and democratic and republican institutions., Este artículo trata sobre la Constitución de los Estados Unidos de Brasil de 1891 y el coronelismo, desde la obra literaria clásica “São Bernardo”, escrita por el escritor brasileño Graciliano Ramos. Se hace un contrapunto entre la narrativa de la obra con la historia de Brasil, centrándose en el poder de los coroneles desde el Imperio hasta la Revolución de los años 1930. El coronel era la figura tradicional de la región, que ejercía influencia y dominio a todos por carisma, poder económico, técnico o intelectual y, a menudo, por miedo. Además, se utilizaba la violencia política para intimidar y manipular a la población. La historia brasileña muestra que la adopción de modelos constitucionales extranjeros, como ocurrió en 1891, terminó fortaleciendo el poder de facto de los coroneles locales, a expensas del estado de derecho y de instituciones democráticas y republicanas.

El gran objetivo que planteó la Asamblea de Montecristi de impulsar un avanzado proceso de autonomía y descentralización dentro de un marco de equidad social, económico y territorial, debe generar en los gobiernos autónomos descentralizados una visión de oportunidad y desarrollo, entendiendo principalmente que ambos conceptos buscan ampliar la democracia y viabilizar a un país productivo, igualitario y territorialmente justo. Ideales que se alejan de cualquier improvisación y clientelismo, y que, por el contrario, requieren de políticas públicas serias, de un marco jurídico claro y unificado, y de readecuaciones e innovaciones institucionales. The great objective proposed by the Assembly of Montecristi in promoting a progressive process of autonomy and decentralization within a framework of social equity, economic and regional fairness, should generate in decentralized self-governments a vision of opportunity and development, understanding that both concepts seek primarily to extend democracy and make a productive, egalitarian and territorially fair country a viable option. Ideals that are far from any improvisation and patronage, but on the contrary, require serious public policy, of a clear and unified legal framework, as well as rearrangements and institutional innovations.

In Portugal, decentralization is a theme that has already been worked on several times from the most different points of view. Decentralization, from the perspective of the education sector, is one of the areas that has provoked the most debate in public opinion, given the impact it has on the daily life of institutions and families. This article aims to relate the opinion of today's academics in the field of education, with the knowledge produced over the last five decades, exposing certain issues that have been raised. In this sense, a framework on decentralization and decentralization in terms of education is presented, followed by the methodology adopted and the results obtained. In short, and in general, it is possible to say that it is still necessary to go a long way to designate what happens in Portugal as decentralization. Em Portugal, a descentralização é uma temática já diversas vezes trabalhada sobre os mais diferentes pontos de vista. A descentralização na ótica do setor da educação, é uma das áreas que mais tem suscitado debate na opinião pública, dado o impacto que tem na vida quotidiana das instituições e famílias. O presente artigo, pretende relacionar a opinião dos académicos de hoje da área da educação, com o conhecimento produzido ao longo das últimas cinco décadas, expondo determinadas problemáticas que têm vindo a ser levantadas. Nesse sentido, é apresentado um enquadramento sobre a descentralização, e a descentralização em matéria de educação, seguido da metodologia adotada e os resultados obtidos. Em suma e de uma maneira geral é possível afirmar que ainda é necessário percorrer um longo caminho para se designar como descentralização o que ocorre em Portugal.

Through the management of the human resources it is provided the necessity of the workforce in an institution, on staff categories with the view of achieving the activities and the obtaining of the expected results. The descentralization of the budget institutions makes the obtaining of some principles of the human resources management to be essential so that they create the conditions of involving and participating in the institution activity, as we wish to live in a society where the fundamental values are creativity, liberty, pluralism and tolerance. The pre-university education institution(kindergartens, schools and high schools) are not provided with a human resources manager. The descentralized management of the human resources level of the School County Inspectorate, the lack of a clear policy in the domain of the human resources ( at the level of the School County Inspectorate even if there is a management department of the human resources, those who work in this department do not have the necessary qualification, being selected teaching staff on certain criteria, and the unprofessional involvement of the local authorities, these being disruptive factors of the training-educational process.

En razón de un fenómeno generalizado de corrupción administrativa, se tiende a poner en entredicho la idoneidad y eficacia de las contralorías municipales, departamentales o distritales frente a su ejercicio de control fiscal sobre los servidores públicos o privados que administran fondos de la nación. Sin que medie un análisis sesudo del asunto, ciertos sectores políticos se aventuran en proponer la supresión de las contralorías territoriales. No cabe duda que la eliminación de dichas entidades redundaría en un recogimiento centralizador del Estado colombiano, cuestión que a todas luces vulnera principios constitucionales de descentralización administrativa, autonomía territorial, democracia y participación ciudadana. En lo concerniente la presente investigación se pregunta ¿De qué manera la supresión de las contralorías territoriales puede afectar el principio de autonomía administrativa de Departamentos-Municipios o Distritos? En perspectiva de responder dicha interpelación, se traza el objetivo general de analizar si la supresión de las contralorías territoriales limita el alcance de la autonomía administrativa de municipios, departamentos y distritos. Due to a widespread phenomenon of administrative corruption, there is a tendency to question the suitability and effectiveness of municipal comptrollers, departmental or district authorities against their exercise of fiscal control over the public or private servants who manage the nation's funds. Without a thoughtful analysis of the matter, certain political sectors venture to propose the suppression of the territorial comptrollerships. There is no doubt that the elimination of these entities would result in a centralizing recollection of the Colombian State, issue that clearly violates constitutional principles of administrative decentralization, territorial autonomy, democracy and citizen participation. Regarding this research, it is asked ¿How can the suppression of territorial comptrollerships affect the principle of administrative autonomy of Departments-Municipalities or Districts? In the perspective of answering this question, the general objective of analyzing whether the suppression of territorial comptrollerships limits the scope of the administrative autonomy of municipalities, departments and districts is outlined. This article aims to clearly describe the elementary characteristics of swiss federalism, in view of the prior knowledge of basic aspects of this State, especially its high human development index and its position as an advanced industrial society. Important historical aspects stand out in order to visualize the current context, the reasons for the adopted decentralization, as well as the constitutional reform of 1999, responsible - together with the loyalty of the swiss people - for the configuration of this authentic federation. For this, methodologically, it uses the literature review consecrated by the scientific community in the scope of studies on federalism in the world, including the comparative one, and, in due course, data and rankings to understand the current context and the challenges of the Swiss State. Este artículo tiene como objetivo describir con claridad las características elementales del federalismo suizo, en vista del conocimiento previo de los aspectos básicos de este Estado, especialmente su alto índice de desarrollo humano y su posición como sociedad industrial avanzada. Destacan importantes aspectos históricos para visualizar el contexto actual, los motivos de la descentralización adoptada, así como la reforma constitucional de 1999, responsables -junto a la lealtad del pueblo suizo- por la configuración de esta auténtica federación. Para ello, metodológicamente, utiliza la revisión de literatura consagrada por la comunidad científica en el ámbito de los estudios sobre federalismo en el mundo, incluido el comparativo, y, en su momento, datos y rankings para comprender el contexto actual y los desafíos del Estado suizo. Este artigo objetiva descrever com clareza as características elementares do federalismo suíço, tendo em vista o conhecimento prévio de aspectos básicos deste Estado, mormente seu alto índice de desenvolvimento humano e sua posição de sociedade industrial avançada. Destacam-se aspectos históricos imprescindíveis para a visualização do contexto atual, os porquês da descentralização adotada, assim como a reforma constitucional de 1999, responsável - juntamente à lealdade do povo suíço – pela configuração desta autêntica federação. Para isso, metodologicamente, utiliza-se da revisão de literatura consagrada pela comunidade científica no âmbito dos estudos sobre o federalismo no mundo, inclusive o comparado, e, oportunamente, dados e rankings para a compreensão do contexto atual e dos desafios do Estado Suíço.

A presente pesquisa tem por escopo analisar as origens e bases do Federalismo no Canadá e a influência dessa forma de Estado na atual conjuntura canadense. Observou-se que a estrutura federal adotada no Canadá foi adaptada à realidade do país, moldando-se às suas necessidades sociais e políticas específicas. Tal implementação da Federação não permitiu que as divergências e conflitos internos inerentes à sua formação pusessem em risco a integridade e estabilidade nacionais. O presente artigo foi desenvolvido a partir de levantamento bibliográfico em artigos obtidos em diferentes bancos de dados e indexadores, publicados na integra em português e inglês, acessados de forma gratuita, bem como livros específicos sobre a temática. Foram selecionadas revistas científicas na área do Direito Constitucional Comparado com extratos elevados, qualis A e B. Ademais, foram utilizados dados presentes em documentos oficiais e na legislação pertinente com recorte epistemológico e científico fundado na construção teórica contemporânea do Federalismo.

Este artículo revisa algunos aspectos vinculados a la descentralización en América Latina, desde un enfoque conceptual más que empírico. Una primera sección observa la ambigüedad del concepto de descentralización, a menudo confundido con desconcentración y/o deslocalización. Una segunda sección sostiene que el centralismo es, en América Latina, un fenómeno "dependiente de la trayectoria", muy ligado a la cultura de nuestros países. Una tercera sección comenta la dinámica de la descentralización en la actualidad, asociándola a cuatro fuerzas: la Revolución Científica y Tecnológica, la reforma del Estado, las demandas de la sociedad civil y las tendencias privatizadoras del neo-liberalismo. La cuarta sección discurre acerca de la necesidad de estructurar un nuevo cuerpo cognitivo para usar con eficacia los espacios abiertos por el proceso descentralizador en el fomento del crecimiento y del desarrollo en el territorio. La quinta y última sección previene acerca de la necesidad de modernizar la gestión social del territorio sin volver a caer en el iluminismo racionalista de los ‘60.This article offers a review of some decentralization related topics in Latin America, using a more conceptual than empirical approach. In the first section, the ambiguity of the concept of decentralization, often confused with desconcentration and/or delocalization, is described. The second section argues that centralism in Latin America is a path dependent phenomenon, very related to our countries’ culture. The third section comments current decentralization dynamics, linking them to four forces: Scientific and Technological Revolution, State reform, civil society demands and neoliberalism privatization trends. The fourth section discuss the need of structurating a new cognitive corp, in order to use efficiently the spaces opened by decentralization process, improving territorial growth and development. The last section claims that the modernization of social management of the territory must avoid 60s’ rationalist enlightenment

En muchos países latinoamericanos, la combinación entre políticas de ajuste neoliberal, apertura económica y transformaciones a los regímenes políticos, modifican tanto la geografía económica como la conformación espacial de las instituciones, los sistemas políticos, los actores empresariales y sociales. Colombia no es ajena a tal rediseño, que compromete el funcionamiento de sus políticas externas e internas. Los efectos espaciales de la apertura económica se combinan con los del proceso de descentralización política, fiscal y administrativa, generando una tensión sobre la unidad geográfica del Estado. La consideración de estas tendencias que desde hace veinte años han marcado los senderos de las transformaciones sociales, políticas, institucionales y económicas, indican un camino probable hacia la regionalización del país. ¿Será ésta conveniente para un desarrollo interno más equilibrado y un escenario propicio para un acuerdo de paz con base en una distribución territorial del poder, o por el contrario, el camino más expedito para abandonar cada territorio a su suerte en la competencia mundial y romper la unidad territorial del Estado colombiano? Tal es la inquietud que se deja aquí planteadaIn many Latin-American countries, the combination among neoliberal politics of adjustment, economic opening and transformations to political regimes, modify both economic geography and spatial conformation of institutions, political systems, social and corporative actors. Colombia has also been affected by this redesign, that compromises the operation of its external and internal politics. The spatial effects of the economic opening combine with those of administrative, fiscal, and political process of decentralization, generating a tension on the geographical unit of the State. The consideration of these tendencies that have marked the paths of the economic, institutional, political, and social transformations since twenty years ago, indicate a probable way toward the regionalization of the country. Will this regionalization be convenient for a more stable internal development and a favorable setting for a peace agreement based on a territorial distribution of the power, or will it be the promptest way to abandon each territory to its luck in the world competence, and to break the territorial unit of the Colombian State? This is the question that is presented here

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) In this work, we analyze the constitucional process of the period 1933-34, questioning whether federalism was in fact a central dispute in the National Constituent Assembly and in the 1934 Constitution itself. Therefore, we have reconstructed the Brazilian constitutional trajectory and the period before the summoning of the constituent, examining the players and interests in dispute at those times, especially in the period immediately after the 1930’s Revolution when the conflict between the São Paulo primary-exporting elites and the Vargas project engaged together, more directly in conflict. In the first group, the emphasis was on the defense of decentralization and regionalism, while for the Government the post-1930 modernization process of the Brazilian State would require centralization, which brought with it expansion of state power, increase of industrialization, guarantee from labor rights to urban masses, institutional renewal, need for economic regulation and, above all, defense of a national project. The constituent process of 1933-34 amplified the debate, since it involved political players from all Brazilian states, getting close to the Government's arguments, sometimes to the São Paulo primary-exporting group. Given this context, the 1934 Constitution was the first one to deal with the Modern, dealing with themes that had not previously been discussed in the previous constituents. However, it did not last a long period, since it was soon replaced by the 1937 Constitution that inaugurated the authoritarian period of the Estado Novo. Based on this, our hypothesis is that the unresolved tensions in the constituent process of 1933-34 between the groups in favor of decentralization and the centralizing project may be the key to explain the brief decline of the 1934 Act, the twenty-two volumes of the Annals of the National Constituent Assembly of 1933-34, the Electoral Code of 1932, the preliminary draft of the Itamaraty Commission, the substitute of the Committee of 26 and the 1934 Constitution, mapping how the debate about federalism occurred in that period. Through this mapping, we highlight players, groups and speeches, concluding that, in fact, federalism was central to that constituent and that the contest between federalists and centralizers is structural to understand both the 1930-1934 context and the Constitution itself. Nesta dissertação, analisamos o processo constituinte de 1933-34, questionando se o federalismo de fato foi uma disputa central na Assembleia Nacional Constituinte e na própria Constituição de 1934. Reconstruímos, portanto, a trajetória constitucional brasileira e o período que antecedeu a convocação da constituinte, examinando os atores e os interesses em disputa naquele momento, principalmente no período imediatamente posterior à Revolução de 1930 em que o conflito entre as elites primário-exportadoras paulistas e o projeto varguista se entrechocaram mais diretamente. No primeiro grupo, a tônica era a defesa da descentralização e do regionalismo, enquanto para o Governo Provisório o processo de modernização do Estado brasileiro pós-1930 exigiria a centralização, que trazia consigo a ampliação do poder estatal, o incremento da industrialização, a garantia de direitos trabalhistas às massas urbanas, a renovação institucional, a necessidade de regulação econômica e, sobretudo, a defesa de um projeto nacional. O processo constituinte de 1933-34 amplificou o debate, já que nele estavam envolvidos atores políticos de todos as regiões brasileiras, aproximando-se ora da argumentação do Governo Provisório, ora do grupo primário-exportador paulista. Dado este contexto, a Constituição de 1934 foi a primeira a lidar com o Moderno, tratando de temas que antes não haviam sido discutidos nas constituintes anteriores. Todavia, a sua duração foi curta, já que ela foi logo substituída pela Constituição de 1937 que inaugurou o período autoritário do Estado Novo. Com base nisso, a nossa hipótese é a de que as tensões mal resolvidas no processo constituinte de 1933-34 entre os grupos a favor da descentralização e o projeto centralizador pode ser a chave explicativa do breve declínio da Carta de 1934. Analisamos os vinte e dois volumes dos Annais da Assembleia Nacional Constituinte de 1933-34, o Código Eleitoral de 1932, o anteprojeto da Comissão do Itamaraty (1932), o substitutivo da Comissão dos 26 (1933) e a Constituição de 1934, mapeando como o debate sobre o federalismo ocorreu naquele momento. Por meio desse mapeamento, evidenciamos os atores, os grupos e os discursos, concluindo que de fato o federalismo foi central naquela constituinte e que o certame entre federalistas e centralizadores é estrutural para compreender tanto o contexto de 1930-1934, quanto a própria Constituição. Neste trabalho são relatadas as experiências do Município de Fortaleza na busca da resolutividade para os problemas de saúde da população, desde o processo de municipalização ocorrido em 1990, até a mudança organizacional iniciada em 1997. A descentralização e a intersetorialidade são destacadas como fundamentais na construção de um novo modelo que visa à "saúde como melhoria de qualidade de vida" rumo a um Município Saudável.This work relates the attempt to reach the solutions for the health problems of the population of Fortaleza in the period between the Municipalization of the Public Health Assistance in 1990, and the reform of the City Administration started in 1997. The descentralization and intersectoriality are distinguished as basic fundamentals for building a new pattern wich aims at "Health as means of improvement of quality of life" towards a healthy city.

A oferta de serviços hospitalares diante do recente processo político-administrativo de descentralização e municipalização da saúde no Brasil surge como um desafio à gestão local. Produzir respostas imediatas, num contexto dinâmico, acelerado e não linear de incorporação política dos direitos sociais, associado à complexidade que envolve a assistência médico-hospitalar, conduz a uma necessária reflexão acerca das potencialidades e limites das diretrizes da atual política de saúde. As diferentes trajetórias do desenvolvimento dos projetos para a gestão de serviços hospitalares nos municípios de Santo André e Diadema inovam, diante dos aspectos conceituais e políticos da descentralização, as responsabilidade do poder local, apesar da complexidade da questão.The offering of hospital services in face of the recent politico-administrative decentralisation and municipalization of health process on Brazil comes up as a challenge to local management. The production of immediate responses within a dynamic accelerated non-linear context of political incorporation of social rights given the complexity involving medico-hospital assistance leads to a necessary reflection on the potentialities and limits of the directives of the current health policy. Despite the complexity of the issue the different trajectories of the hospital services management project development in the municipalities of Santo André and Diadema innovate the responsibilities of local power to meet the conceptual and political aspects of decentralisation.

The article analyzes the recent articulations between State and federal decentralization actions in the planning and execution of rural development public policies in different institutions of the Meio Oeste Contestado Territory. The research was based on official documents, scientific literature and 125 interviews carried out between 2014 and 2016 on municipal, State and inter-municipal managers, in addition on civil society. According to the typology of administrative decentralization of the State, it was evidenced that the federal and State initiatives were restricted to a territorial and functional (sectoral), facing resistance to be implemented. Furthermore, there is little institutional articulation between the federal territorialization policy and the agencies responsible for the State decentralization process. O artigo analisa as articulações recentes entre as ações de descentralização estadual e federal no planejamento e na execução de políticas públicas de desenvolvimento rural em diferentes institucionalidades do Território Meio Oeste Contestado. A pesquisa se pautou em documentos oficiais, na literatura científica e em 125 entrevistas efetuadas entre 2014 e 2016 com administradores municipais e estaduais, gestores de órgãos intermunicipais, e sociedade civil. Com base na tipologia de descentralização administrativa do Estado, evidenciou-se que as iniciativas federal e estadual se restringiram a uma descentralização de tipo territorial e funcional (setorial), enfrentando resistências para serem implementadas. Ademais, há pouca articulação institucional entre a política federal de territorialização e os órgãos responsáveis pelo processo de descentralização estadual.

Este trabalho teve por objetivo investigar o processo de implantação de gestões compartilhadas entre o poder público e organizações sociais na esfera educacional e, de maneira mais específica, a pesquisa procurou verificar em qual momento histórico e a partir de qual ideologia, tais parcerias tornaram-se possíveis no país. Para tanto, foram necessários estudos bibliográficos para compreender em que circunstâncias o processo de descentralização educacional foi proposto para América Latina, e a partir de quando os serviços de responsabilidade do poder público passaram a ser geridos pelo terceiro setor, e suas múltiplas organizações sociais. Este processo, denominado também de publicização, designa a transferência de competências da esfera pública-estatal para a pública não-estatal e pode ser compreendida como uma maneira radical de descentralização. A partir da pesquisa os resultados indicam que tal processo tornou-se possível no Brasil a partir da Reforma Gerencial do Aparelho do Estado, durante o governo de Fernando Henrique Cardoso (1995-2003), que investiu na sistematização e aprofundamento das políticas neoliberais no Brasil, políticas estas, sistematizadas no Consenso de Washington, que consistia, basicamente, em uma lista com recomendações aos países da América Latina, dispostos a reformar seus sistemas econômicos. This work aimed to investigate the process of implementation of shared management between public authorities and social organizations in the educational sphere and, more specifically, the research sought to verify at which historical moment and from which ideology, such partnerships became possible in the country. To this end, bibliographic studies were needed to understand under what circumstances the process of educational decentralization was proposed for Latin America, and from when services under the responsibility of public authorities began to be managed by the third sector, and its multiple social organizations. This process, also called publicization, designates the transfer of competencies from the public-state to the public-non-state sphere and can be understood as a radical form of decentralization. Based on this research, the results indicate that such a process became possible in Brazil after the Managerial Reform of the State Apparatus, during the government of Fernando Henrique Cardoso (1995-2003), who invested in the systematization and deepening of neoliberal policies in Brazil, policies that were systematized in the Washington Consensus, which basically consisted of a list of recommendations to Latin American countries that were willing to reform their economic systems. O fato de não existir uma solução integrada de gerenciamento dos dados dos pacientes no Brasil, torna o controle dos seus prontuários um grande desafio ao sistema público e privado de saúde. Assim, a dificuldade com esse controle leva à perda de informações no histórico clínico do paciente, o que impacta diretamente no tratamento, diagnósticos e prevenção, pois gera atrasos e retrabalho. Obstáculos como esses são impeditivos para a melhora dos quadros clínicos dos pacientes e também prejudicam qualquer iniciativa de programas de prevenção, diagnóstico precoce e a condução de pesquisa científica nesta área. Este artigo tem como objetivo apresentar um sistema baseado em blockchain voltado para o gerenciamento de prontuário pelos próprios pacientes. Ele está voltado, inicialmente, para prontuários de pacientes que estão em processo de reabilitação física ou neurofuncional. O uso das novas tecnologias da comunicação pode ser considerado o novo modelo de produção e distribuição de conteúdos dos media. Portanto, aplicativos de mensagens, redes sociais e novos formatos de produções, como os podcasts, usados pelos media alternativos/ comunitários, são capazes de abrir espaços ao público, seja por meio da participação como sujeitos produtores, pela interação para dar respostas aos conteúdos ou pela receção crítica das mensagens. Assim, a democratização da informação pode ser fortalecida. Esta pesquisa avalia o uso dos podcasts pelo “Jornal Mapa” para permitir a descentralização da informação. Por meio da observação de podcasts e de entrevista com produtores do medium, conclui-se que os conteúdos estão descentralizados, em vista da diversidade de temas e dos modos de divulgação das mensagens., The use of new communication technologies can be con-sidered the new model of production and distribution of media content. Therefore, messaging applications, social networks and new production formats such as podcasts used by alternative / community media are able to open spaces to the public, either through participation as producer subjects, through interaction to respond to content or for the critical reception of messages. Thus, the democratization of information can be strengthened. This research evaluates the use of podcasts by “Jornal Mapa” to allow decentralization of information. The aim of this study was to evaluate strategies by the Brazilian Ministry of Health to expand the municipal response to AIDS. Cities "included" and "not included" in Federal strategies for "municipalization" of the response were compared according to the response profile and trends in the epidemic. Multinomial logistic regression was used, among other statistical procedures. Municipalities included from 1994 to 1998 showed higher chances of providing HIV diagnostic testing [OR = 15.0; 95%CI: 5.6-40.1], of having AIDS services [OR = 18.4; 95%CI: 8.4-40.5], and reducing cases involving heterosexual [OR = 3.1; 95%CI: 1.4-7.3], homosexual/bisexual [OR = 3.0; 95%CI: 1.4-6.2], and IDU transmission [OR = 6.6; 95%CI: 2.9-14.9] as compared to those "included in 2003" and "not included". There were no associations between the included Municipalities, greater coverage in prevention, the reduction in cases due to vertical transmission or blood transfusion, or mortality rates. Municipalities with a more structured response were associated with better results. The findings suggest that the municipalization policy contributed to improvement in the local response to AIDS.Avaliar as estratégias do Ministério da Saúde para ampliar a resposta municipal a AIDS. Cidades "incluídas" e "não incluídas" nas estratégias federais de municipalização foram comparadas segundo perfil da resposta e da epidemia. Regressão logística multinomial foi usada, entre outros procedimentos estatísticos. Municípios incluídos entre 1994/98 apresentaram maior chance de ofertar o diagnóstico do HIV [OR = 15,0; IC95%: 5,6-40,1], possuir serviços de AIDS [OR = 18,4; IC95%: 8,4-40,5] e reduzir casos por transmissão heterossexual [OR = 3,1; IC95%: 1,4-7,3], homo/bissexual [OR = 3,0; IC95%: 1,4-6,2] e uso de drogas injetáveis [OR = 6,6; IC95%: 2,9-14,9] do que os "incluídos em 2003" e os "não incluídos". Não houve associações entre municípios incluídos, a maior cobertura de prevenção e a redução de casos por transmissão vertical, transfusão de sangue e taxas de mortalidade. Municípios com resposta mais estruturada associam-se a melhores resultados. Os achados sugerem que a política de municipalização contribuiu para aprimorar a resposta.

This paper aims to evaluate the way in which the educational decentralization process was conducted in Argentina during the 1990s. The educational decentralization reform constituted a discontinuity within the traditional form the educational system was organised in the country. In the first part of this article we will look in detail at the educational decentralization policy from a genealogical perspective in order to account for a certain historical continuity. In the second part, we will turn to examine how the urgency of the national State to diminish the national cost in education was one of the central variables that influenced in the definition of the decentralization strategy. Finally, we will discuss some of the main critics and current debates on the results of this policy in Argentina.

The paths followed by the decentralization and its outcomes have varied according to contexts. In the health sector, the relationship between sub-sectors, the financing problem and the challenge of keeping the logic of "system", were issues that challenged particularly to the experiences that resulted from the decentralization process. This article focuses on health policy in a municipality of Buenos Aires (Malvinas Argentinas) in the period from the start of the crisis 2001 to 2007, when it seems to have consolidated a local model based on the development of the second level health care and high complexity, which shows the margins of local-level action since decentralization. With features that approaches the nineties, the route taken by the municipal management shows flexibility and autonomy to adapt to changing contexts and skipping the local jurisdiction's own borders in the public sector. The descentralizing desires of Cuba and Puerto Rico were demostrated for the first time in the origins of the constitutional Spanish State, specially in the constituent processes of 1812 and 1836. Later, fron the second half of the XIX century, to the same ones will join the aim of an administrative and political autonomy, specially in case of Cuba. The response of the Spanish State, always late, will lead to Autonomous Letters that will know their publication when the development of the events make an impossible solution. Anyway, such a statutory grant or of «Autonomous Constitution » will supose the first precedent of the above mentioned model regarding organization of the State, the only original aspect of the spanish constitutionalism. In the period 2000 - 2006, municipal or public schools reduced its enrollment in 186,000 students (13%) in Chile. Meanwhile, privately subsidized schools, receiving the same type of funding, increased their enrollment in 386,000 students (38%). In this paper we distinguish demand factors, associated with parents' decisions, and supply factors, those associated with owners' decisions, to explain the change in the education structure in Chile. We found evidence that the asymmetry in the institutional constraints explain only part of the evolution. Other factors, associated with municipal decisions, which in turn are explained by the asymmetric financing of different schools, explain the main part of the change. [ABSTRACT FROM AUTHOR]

The peer-to-peer networks can present not only characteristics from the peer-to-peer model, but also characteristics from the client-server model. Depending on the level of involvement of the nodes in these two models, the networks can be classified within a spectrum that varies from a more centralizing pole, to a more decentralizing one. This article presents a new classification of the various existing architectures of peer-to-peer networks, under the perspective of the level of centralization, aiming to provide a better understanding of the relationship of these two models, as well as the possibilities of implementation of peer-to-peer applications under different approaches. On 2 July 2006, Boliva held a national referendum about departamental autonomy as part of the process of state decentralization and as an institutional response to the dire political and social crisis. The inclusion in the constitution of figures such as referendum, constitutional assembly and citizen legislative initiation was the response to the social demands and unrest given under the framework of semi-direct democracy which allowed for an institutional solution to them. Even though the law that called for the referendum defines its national character, in several articles it states that a regime of departamental autonomy will apply immediately after the new Constitution is ratified in those departments where the referendum question was approved by a simple majority of the vote. This dual interpretation with regards to the mandatory nature of the results - at the national or the departamental level - is added to the debate about the nature of the autonomies. The party of the government, whose position won in the referendum and won a majority of the constitutional assembly, sketches a proposal that includes different versions of autonomy - indigenous, regional, provincial, cantonal, communal - that run counter, in some instances, to the departamental autonomies. In sum, the referendum on departamental autonomy, far from solving the problem, has transferred it to the constitutional assembly which puts at risk the democratic legitimacy of its decisions given that the new constitution must answer the demands of diverse political and social actors. Aside from these dynamics, this experience of citizen participation in the decisiom-making process is an example of the positive impact of an institutional reform in the strengthening of the democratic legitimacy and the efficacy of political institutions. According to many analysts, the Nation-State is undergoing a deep crisis, because the effectiveness of its power is being broken up in three directions: upward, as a consequence of globalization and supranationalization; horizontally due to the dismantling of the Welfare State, privatization and deregulation; and downward, because of decentralization and the empowerment of the regional and local entities. According to these interpretations, the joint action of such trends would be eroding the traditional competences of the Nation State and determining the irrelevance of this political entity in the global dynamics of power and the economy. This paper analyses the impact of the above mentioned trends in the Andean countries. It concludes by stating that in this context the processes aimed at reducing the role of the State, have paradoxically turned into the widening of its sphere of action in other fields. Orientador: Jaqueline Vilela Bulgareli Dissertação (mestrado profissional) - Universidade Estadual de Campinas, Faculdade de Odontologia de Piracicaba Resumo: Introdução: O Estado de São Paulo tem avançado no processo de regionalização do Sistema Único de Saúde (SUS), por meio das regiões de saúde e das Redes Regionais de Atenção à Saúde (RRAS). A regionalização é uma diretriz constitucional e um eixo estruturante do pacto de gestão, já que orienta a organização do SUS e também os processos de negociação e pactuação entre os gestores. Objetivo: Investigar a eficiência da articulação das Redes Regionais de Atenção à Saúde, por meio da comparação dos indicadores de acesso aos serviços de média e alta complexidade nas diferentes regiões de saúde do Estado de São Paulo. Metodologia: Estudo longitudinal, ecológico, dos indicadores de procedimentos ambulatoriais e de internação na média, analisados por região de saúde, e de alta complexidade analisados por RRAS, obtidos por meio de Sistemas de Informação de domínio público. A razão entre leitos SUS por 1.000 habitantes também foi calculada. Os municípios foram categorizados de acordo com as 63 regiões de saúde e as 17 RRAS existentes em São Paulo. Realizou-se análise descritiva das variáveis por região de saúde. Verificou-se a diferença entre as médias dos indicadores para cada região de saúde e RRAS, utilizando-se o teste de Friedman e para verificar normalidade Kolgomorov-Smirnov com nível de significância de 5%. A partir del caso de la región del Maule en Chile se reflexiona acerca de los procesos de construcción de región. Utilizando las categorías de antiguas y nuevas regiones e identidades funcionales y profundas (Paasi, 2011; Terlouw, 2011), se revisan los efectos territoriales que tuvo el proceso de regionalización chileno iniciado en los años setenta. Utilizando diversas fuentes de información, se ponen en evidencia las desigualdades que el proceso de regionalización produjo en el territorio, proceso conceptualizado -en el caso del Maule- como de constitución de la región nueva, asentada en torno a las dos ciudades más importantes del territorio así definido; y precarización de la región antigua, representada por las antiguas provincias. La primera se consolida en desmedro de la segunda. Pese a estas diferencias, se constata, al mismo tiempo, las hibridaciones: la región nueva contiene a la región antigua, y viceversa. Se concluye que articular esta dicotomía es central para los procesos de desarrollo regional. This article reflects on the processes of región building, considering the case of the Maule region in Chile. Drawing upon the categories of old and new regions, as well as functional and deep identities (Passi, 2011; Terlouw, 2011), the territorial effects related to the Chilean process of regionalization, started in the 1970s are reviewed. Using different sources of information, the inequalities generated in the territory by this process are shown, conceptualized as the constitution of the new region, based in the two main cities of the region; and the precarization of the old region, represented by the old provinces. The first region is developed at the expense of the second one. Despite these differences, two hybridations are observed; the new region includes the old one, and vice versa. It is concluded that the management of this dichotomy is key to the processes of regional development.

This article studies the main activities of the anti-centralist and anti-neo-liberal regionalist movements in Chile from 2011, and the resistance of the bloc holding political power to the promotion of reforms aimed at the distribution of powers, increases in taxation, and the establishment of norms of self-government. The investigation refers to the co-optation of the agenda of regionalist movements by the second national government of Michelle Bachelet. The first section describes the socio-political context in Chile, characterised by an increase in social conflict starting in 2011, the rise of the Nueva Mayoría as a ruling coalition accompanied by reformist rhetoric, and the crisis of political legitimacy in Chile. The second section examines regional conflicts and the strategy of the governing bloc to deal with them. Finally, the article provides a qualitative and quantitative analysis of the transition (the strategy of the governing bloc), and the co-opting of the agendas of the regionalist movements to the governmental agenda, considering as an intermediate stage the work of the Comisión Asesora Presidencial en Descentralización y Desarrollo Regional and the processes of citizens’ participation that were developed., Este artículo está orientado a estudiar la mayor actividad de los movimientos regionalistas anticentralistas y antineoliberales en Chile desde el año 2011 y la resistencia del bloque en el poder por impulsar reformas orientadas a distribuir poder, elevar tributos y dictar normas de autogobierno. La investigación establece cómo el segundo Gobierno de Michelle Bachelet se ha hecho cargo de la agenda de los movimientos regionales. Para ello, en la primera sección se describe el escenario socio-político en Chile, caracterizado por el aumento de la conflictividad social en el año 2011; la emergencia de la coalición gobernante Nueva Mayoría con una retórica reformista, y la crisis de legitimidad política en Chile. Posteriormente, en la segunda sección se profundizará en los conflictos regionales y la estrategia del bloque en el poder para procesar esta conflictividad. Para ello se analiza cualitativa y cuantitativamente el tránsito (estrategia del bloque en el poder) mediante la agenda de los movimientos regionales a la agenda gubernamental, considerando como fase intermedia el trabajo de la Comisión Asesora Presidencial en Descentralización y Desarrollo Regional y los procesos de participación ciudadana que se desarrollaron en dicho proceso.
