Aim: The aim of the research was to identify and evaluate the features of place marketing strategies of Almaty (Kazakhstan), Belo Horizonte (Brazil) and Wroclaw (Poland), as methods of stimulating sustainable economic development. Methodology: The research employed a comparative case study methodology. Results: The research showed that although all the place marketing strategies studied are aimed at stimulating local economic processes, they lack features that ensure the sustainability of these processes. Implications and recommendations: The results indicate limitations and tensions in the area of place branding strategies in the scope of their impact on sustainable economic development thus motivate representative research and the search for more sustainable solutions. Originality/value: The literature query did not reveal any previous examples of such research, and the methodology was partly original. The article provides new information on the place marketing strategies used in different countries and evaluate them in relation to the paradigm of sustainable development.

The relationship between the state and informal land development in Global South metropolises has yet not received much attention in urban studies. Concerning that knowledge gap, this paper investigates how the state regulates and inspects irregular and clandestine land subdivisions in the Metropolitan Region of Belo Horizonte (MRBH). A mixed-methods approach, focused on the inner workings of the land development control policy led by the MRBH Agency between 2009 and 2018, provides new evidence of the relationships between inspectors, developers, and prosecutors, among other actors. By delving deep into the intricate nexus between a changing regulatory landscape and the bureaucratic, street-level, and everyday enforcement practices by officials, the paper reveals how land development control, directly and indirectly, shapes informal land development in the MRBH. Particularly, it sheds light on how land development control unrolls through a contradictory combination of overregulation on one side and tolerance on the other. In light of this, I argue that, as land development control evolves without effectively tackling the land question and the structural drivers of informality, the state becomes paradoxically entangled in the production of the same forms of informality it is expected to curb. Therefore, land development control is better understood as a fragile and ambivalent state compromise between the need to regulate urban expansion and market-driven informal urbanisation. By creating opportunities for rent extraction and capital accumulation which are explored by informal land developers, the state has been crucial for property-led informal urbanisation in metropolitan Brazil. Essa pesquisa foi construída com o objetivo de analisar as representações de lazer e gênero na revista Bello Horizonte ao longo da década de 1930. Este estudo foi desenvolvido a partir das considerações teóricas e metodológicas da Nova História Cultural e dos Estudos de Gênero. A revista foi fundada pelo seu primeiro diretor, Augusto Siqueira em 1933 se estendendo até 1953. Essa pesquisa se concentrou nos anos de 1933 a 1939. Esse recorte temporal foi definido ao considerar que a partir da década de 1940 os lugares de sociabilidade da cidade mudaram significativamente com a inauguração da Lagoa da Pampulha, fazendo surgir na cidade lazeres como esportes aquáticos, cassino, casa de baile e diversos restaurantes. As análises identificaram seis grandes variações de lazer: as festas, o footing, os esportes, o rádio, o teatro e o cinema. As festas ocorriam em diferentes ambientes, como em associações, bares e também em festas de aniversários e demais comemorações veiculadas em casa. O footing foi divulgado em uma seção específica, na qual homens comentavam “o vai e vem” das moças pela Avenida com detalhadas descrições de roupas e comportamentos, moldando o ser feminino e masculino que deveria circular pela cidade moderna. Em relação aos esportes, o futebol já estava consolidado na capital, galgando no período em tela seus traços profissionais; o vôlei e o basquete estavam acontecendo em quadras escolares e times femininos disputavam campeonatos, mas foi a natação o esporte de maior investimento gráfico da revista, com fotos dos espelhos d’água no clube do Atlético e do Minas Tênis Clube, com grande destaque da participação feminina. Na década de 1930, a cidade de Belo Horizonte estava se transformando em uma cidade ouvinte, o rádio foi divulgado como como instrumento de adorno, educação e diversão. O teatro surgiu com a proposta de ser um lugar de consumo e formação das famílias endinheiradas, mas que também acolheu noites de apresentação dos artistas da rádio promovido pela prefeitura para a população. Finalmente, o cinema, veiculado em seções específicas e também em outras páginas da revista, divulgando as sessões, bem como colunas de opinião sobre as condições e desejos do consumo cinematográfico na cidade e, também, fotos e reportagens a respeito dos bastidores de Hollywood, destacando o protagonismo e ousadia das atrizes frente às determinações de gênero da época. Ao final, concluiu-se que essa revista é potencialmente relevante para diversos outros estudos sobre a cidade de Belo Horizonte e no que diz respeito ao lazer, as vivências construídas nesse material expressam os ideais de modernidade, construindo uma cidade, bem como mulheres e homens modernos.

RESUMO No presente estudo, apresenta-se uma análise comparativa da toponímia do primeiro trintênio da Cidade de Belo Horizonte com base em plantas de dois períodos: o conjunto documental cartográfico relativo a 1895-1897, composto de quatro plantas, e a planta geral da Cidade de Belo Horizonte organizada pela 1ª Seção da Subdiretoria de Obras em 1928-1929. Do ponto de vista teórico, este estudo se baseou fundamentalmente nos trabalhos de toponímia de Dick (1990a, 1990b e 1996) e Seabra (2016). Testou-se a hipótese de que houve mudanças relevantes nos princípios de estruturação da toponímia da Cidade de Belo Horizonte durante seu primeiro trintênio. A hipótese foi confirmada, uma vez que se constataram como mudanças relevantes, em termos de princípios, a relativização do Princípio da Unicidade e a emergência do Princípio da Supletividade, do Vetor Antropotoponímico, da Relação Biotópica e da Resiliência. Atestaram-se também certas constantes, como a atuação do Princípio da Extensão Limitada, da Unidade Temática, da Continuidade e da Legibilidade e a relativização do Princípio da Impessoalidade.

Neste artigo, são abordados os discursos e concepções acerca da qualidade, potabilidade e dos métodos de tratamento das águas de Belo Horizonte, desde a escolha da localidade para sede da nova capital de Minas Gerais nos anos 1890, até 1917, quando a cidade completava duas décadas de sua inauguração. Foram analisados diversos documentos a fim de encontrar menções à qualidade das águas e os parâmetros utilizados para esta classificação, bem como os métodos utilizados ou indicados para o seu tratamento. Investigou-se o relatório da Comissão de Estudo das Localidades Indicadas para a Nova Capital, o acervo da Comissão Construtora da Nova Capital, os relatórios dos prefeitos e alguns relatos da imprensa. A partir de 1911, com a instalação do Laboratório de Análises Químicas do Estado, atentou-se para os resultados das análises de água potável da capital e as recomendações para a melhoria de sua qualidade, feitas pelo químico alemão Alfred Schaeffer, contratado em seu país pelo governo estadual para dirigir o laboratório. Constatou-se que à época da construção de Belo Horizonte e da implantação e desenvolvimento do seu sistema de abastecimento d’água, já havia evidências científicas a favor do uso de filtros, de substâncias floculantes para a decantação de sólidos em suspensão e até mesmo do uso de ozônio para o tratamento das águas, mas que não foram utilizadas no período analisado.

Food and agriculture have become topics of great interest in the 21st century. The urbanization of societies, threats to production caused by global warming and the intensification of inequality and nutritional food insecurity are some of today's challenges. This article analyzes and compares the State capabilities of two Brazilian metropolises in conducting food policies, Curitiba and Belo Horizonte. Both were pioneers in the creation of food policies in the mid-1980s, which persist to this day. The methodology used a bibliographic and documentary review and 23 semi-structured interviews with (former) secretaries, (former) managers and civil society representatives working in the two municipalities, between the months of March and August 2021. It is concluded that several factors contributed to the construction and continuity of food policies in the cities studied, especially institutional activism and bureaucratic structuring, in addition to training in food and nutritional security and the incorporation of the principles of efficiency and public innovation, as well as the recognition of food policies by the population local and national and international recognition of food themes.

O artigo analisa as percepções dos agentes das forças públicas de segurança sobre os indivíduos em situação de rua em uma metrópole brasileira. Tal análise mostra-se essencial para verificar a adequação/inadequação dos parâmetros de atuação do Estado em relação a essa população vulnerável. Realizou-se pesquisa qualitativa, descritiva por meio de estudo de caso com a Guarda Civil Municipal de Belo Horizonte (GMBH) e a Polícia Militar de Minas Gerais (PMMG), Belo Horizonte, Minas Gerais, Brasil, utilizando-se 18 entrevistas semiestruturadas. Os achados de pesquisa reforçam a discricionariedade como núcleo inerente à atividade das forças públicas de segurança na lide com as pessoas em situação de rua, a partir de um viés preconceituoso e estigmatizante, centrado em um policiamento de cunho tradicional, estruturado a partir de práticas repressivas e de sujeição criminal. O estudo evidenciou ainda uma atuação de cunho “higienista” por parte dos agentes públicos de segurança, de fiscalização e controle das pessoas e do espaço urbano, geralmente voltados para interesses de atores com maior voz no contexto social (comerciantes, agentes imobiliários, residentes etc.) e não às necessidades das populações vulneráveis. Por sua vez, enquanto os agentes da GMBH denotam maior grau de imersão e apreensão do contexto urbano, os policiais militares atuam visando a persecução do “inimigo”, não obstante o ethos policial guerreiro permear a ação de ambas as forças públicas de segurança. O estudo contribui para desvendar a ação policial no trato com populações vulneráveis em um contexto urbano marcado por desigualdades apontando para a necessidade de aprimoramento na formação policial. The article examines the public security officers’ perceptions of homeless individuals in a Brazilian metropolis. Such analysis is essential to verify the adequacy/inadequacy of the State's parameters of action about this vulnerable population. The authors performed a qualitative and descriptive research through a case study, with the Municipal Civil Guard of Belo Horizonte (GMBH) and the Military Police of Minas Gerais (PMMG), Belo Horizonte, Minas Gerais, Brazil, using 18 semi-structured interviews. Research findings reinforce discretion as a core inherent in the activity of public security forces when dealing with homeless people, from a prejudiced and stigmatizing bias centered on traditional policing, based on repressive practices and criminal subjection. The study also highlighted a “hygienist” approach by the public security, inspection and control officers on people and urban space, usually focused on the interests of agents with a greater voice in the social context (traders, real estate agents, residents etc.) and not on the needs of vulnerable populations. On the other hand, while GMBH agents denote a greater degree of immersion and concern for the urban context, military police act to pursue the “enemy”, despite the warlike police ethos permeating the action of both security forces. The study contributes to uncovering police action needs when dealing with vulnerable populations in an urban context marked by inequalities, showing the need for improvement in police formation.

The paper proposes a methodology of spatialized socioeconomic and demographic data representation that minimizes the effects of scale and zoning and allows greater spatial resolution and temporal detailing and guarantees the confidentiality of information. The data was processed at the scale of public places (streets and avenues) based on their Postal Address Code - CEP. Subsequently, an interpolated grid representing densities was developed, with fixed spatial resolution. As an example of this methodology, two indicators were used for the years 2016, 2019 and 2021 obtained from the Single Registry for Social Programs (CadÚnico) of Belo Horizonte, MG: number of registered families and the percentage of families paying more than 30% of their total family income with rent. The results point out to the feasibility of intertemporal monitoring of information, in defining zoning, in identifying intra-urban phenomena, among other possibilities. [ABSTRACT FROM AUTHOR]

This article aims to analyze changes in the residential and commercial dynamics of a neighborhood in the south of Belo Horizonte. Using the Urban Property and Territorial Property Tax register and the Real Estate Transfer Tax register, it was possible, not only to identify and map the new residential and commercial properties built in the neighborhood in the last decade, but to outline the profile of its new residents and consumers. The concept of gentrification is taken into account as a process of replacing a social class with a lower status by another with a higher status, to examine the results found. The data point to a process of physical change, marked by the greater supply of buildings with a high standard of finishing and high value, aimed at a social group with a higher status than the previous residents. In this study, a comparative analysis of the toponymy of the first thirty years of the city of Belo Horizonte is presented based on plans from two periods: the cartographic documental set of 1895-1897, composed of four plans, and the general plan of the city of Belo Horizonte organized by the 1st Section of the Sub-Directorate of Works in 1928-1929. From a theoretical point of view, this study was fundamentally based on the toponymy work of Dick (1990a, 1990b and 1996) and Seabra (2016). It was tested the hypothesis that there were relevant changes in the principles of structuring the toponymy of the city of Belo Horizonte during its first thirty years. The hypothesis was confirmed, since changes were found, in terms of principles, to be the relativization of the Principle of Uniqueness and the emergence of the Principle of Supletivity, Anthropotoponymic Vector, Biotopic Relationship and Resilience. Certain constants were also attested, such as the operation of the Principle of Limited Extension, Thematic Unity, Continuity and Legibility and the relativization of the Principle of Impersonality. Recent decades have seen a rising interest in the peripheral nature of urbanization processes. While research has put the spotlight on large‐scale, transnational and financialized real estate actors, less attention has been paid to informal land developers. Addressing that knowledge gap, this article underscores the key role of land developers in informal urbanization through a case study of Belo Horizonte, Brazil. A mixed‐methods approach provides new evidence of the widespread, variegated and spatially uneven development of irregular and clandestine subdivisions over the last two decades, revealing a heterogeneous landscape of informal developers. The study shows that informal development has been shifting from the typical popular and peripheral subdivision, which provided precarious yet affordable housing for working‐class families, to new forms of speculative investment for the middle and upper classes, such as country homes and gated communities in peri‐urban and rural areas. I argue that this shift is explained by both national and local changing regulatory frameworks and processes of economic restructuring, urban neoliberalism and housing financialization in the periphery. In light of this, I propose the notion of 'property‐led informality' to refer to a regime of informal urbanization increasingly dominated by commodified, rentiership and speculative land dynamics in the sprawling metropolises of the global South. Public policies on urban agriculture and food in the metropolises of São Paulo and Belo Horizonte are faced with a major challenge: that of considering a territory that is constantly changing with regard to the process of metropolization that is taking place. Urban agriculture, as a practice that disrupts the disjointed notions of city and countryside, is the practical extension of this theory through concrete actions. The implementation of actions to cultivate the soil is therefore a political practice that renews our view of the metropolis and encourages the emergence of new practices of resistance. We will show that urban agriculture has a political position in the city which encourages the alliance between the metropolitan scale, the municipal scale and the local scale, i.e. that of the urban garden.

O artigo analisa e discute aspectos da comunicação política do prefeito de Belo Horizonte, Alexandre Kalil (PSD), ex-cartola do futebol mineiro que se lançou politicamente nas eleições municipais brasileiras de 2016, alçando de candidato excêntrico a prefeito reeleito em 2020 já no primeiro turno, com ampla aprovação popular. Verifica-se uma postura ambígua por parte do prefeito que, por um lado, lança mão de traços de linguagem populista e de um discurso de negação da política. Por outro lado, adapta-se bem à lógica da política tradicional na relação partidária pragmática visando à governabilidade e à sustentação no poder. Realiza-se uma análise de conteúdo da comunicação institucional e eleitoral de Kalil, buscando compreender melhor, numa perspectiva de personificação do campo político, como se estrutura o discurso político do prefeito depois de ter ascendido ao governo. O objetivo é ensaiar uma contribuição para o estudo em torno das manifestações de um novo populismo em contextos políticos locais.

Este artigo se propõe a investigar a percepção que existe sobre a adequação do uso das ferramentas BIM de autoria para as etapas iniciais de concepção dos projetos de arquitetura. A pesquisa parte de uma análise de reflexões teóricas sobre o processo criativo e suas relações com os processos digitais de projeto, dando, em seguida, um foco mais específico à utilização do BIM. Propõe ainda uma investigação exploratória no contexto do mercado de arquitetura de Belo Horizonte (MG), colocando em pauta, por meio de entrevistas semiestruturadas com especialistas usuários do BIM, as principais questões levantadas na investigação teórica: o protagonismo dos croquis e os limites e possibilidades de exploração das ferramentas BIM para a concepção.

The high levels of environmental pollution observed in urban freshwater ecosystems result in losses of ecosystem goods and services, reducing the well-being of human populations in densely populated tropical cities. The Belo Horizonte Metropolitan Region (BHMR) resembles other megacities in the Global South, with inadequate collection and treatment of domestic sewage being an important source of environmental degradation. However, urban stream rehabilitation can improve ecosystem quality and the physical and mental well-being of local citizens. Therefore, the objective of this study was to assess whether the rehabilitation of three BHMR streams and the increased provision of ecosystem goods and services for local residents were associated with environmental gentrification and public health issues. To achieve this objective, we asked three questions. (i) Was there socioeconomic improvement in the households located near the rehabilitated streams? (ii) Did property values appreciate near the rehabilitated streams? (iii) Was the relative incidence of diseases decreased in the residents living near the rehabilitated streams? We tested three hypotheses. (H1) The socioeconomic profile of the households in the areas neighboring the rehabilitated streams improved. (H2) The property values of residences in the areas neighboring the rehabilitated streams increased. (H3) The incidence of waterborne and other types of diseases in the areas neighboring the rehabilitated streams decreased. To answer the first question and hypothesis, we compared 2000 to 2010 census tracts in the areas neighboring the rehabilitated streams with others in the municipality of Belo Horizonte (BH). We observed non-significant socioeconomic and demographic differences. To answer the second question and hypothesis, we used real estate transactions between 2009 and 2018 using hedonic models. After controlling for multiple interacting variables, we observed real estate appreciation after stream rehabilitation. To answer the third question and hypothesis, we analyzed the association between the prevalence of waterborne diseases, vector-borne diseases, and other diseases in the residents living near the rehabilitated streams. To do so, we analyzed hospitalization data from 2005 to 2016 for residents neighboring the streams versus BH. We observed a significant increase in the prevalence of waterborne and vector-transmitted diseases until two years after the stream rehabilitation, followed by a decrease until 2010. Trends for other types of diseases differed from these and mostly followed the general tendencies of BH, indicating different temporal variations. Our results highlight that ecosystem goods and services fostered by urban stream rehabilitation have potential contributions to the well-being of urban populations. The economic analyses applied in the paper have clear policy implications in support of urban stream rehabilitation. Although South American countries lack mandatory rehabilitation investments, Belo Horizonte's example can inspire other interventions in tropical megacities. [ABSTRACT FROM AUTHOR]

Esta pesquisa tem como objetivos: compreender de que maneira são estabelecidas as interações de anfitriões e hóspedes em hostels de Belo Horizonte-MG, identificar as motivações e percepções desses sujeitos em relação a este meio de hospedagem e investigar de que forma as práticas de lazer se manifestam nestes contextos. A metodologia, de natureza qualitativa, envolveu pesquisa de campo em três hostels da cidade de Belo Horizonte, sendo estes selecionados por critérios previamente estipulados. Além da estratégia de observação, foram realizadas entrevistas semiestruturadas com 24 sujeitos, sendo 18 hóspedes e 6 anfitriões. Os dados coletados foram sistematizados e analisados por meio da análise de conteúdo proposta por Bardin (2011), sendo esta técnica complementada e enriquecida com o auxílio do software Nvivo. Os resultados da pesquisa evidenciaram que as interações humanas em hostel são a base mobilizadora de experiências dentro dos espaços investigados. As relações entre hóspedes e destes com anfitriões são tecidas por meio de laços afetivos, amizade, retribuições e aprendizados, disparando assim um fluxo cotidiano de novas práxis e tramas associadas ao lazer e à hospitalidade. Uma manifestação do lazer que ficou em evidência foram as conversações dos sujeitos durante a estadia no hostel, alicerçadas nas festas, celebrações e variadas formas de sociabilidade e experiências, inclusive o consumo de práticas consideradas ilícitas, como o uso da maconha. O predomínio da hospitalidade doméstica, conjugada à comercial, descortinou o hibridismo do fenômeno no contexto investigado, possibilitando ampliar as discussões sobre o tema, dado o embrionário debate no que se refere à manifestação da dádiva em contextos comerciais. Os anfitriões entrevistados acreditam que a forma de tratamento desempenhada no hostel está associada ao seu perfil hospitaleiro, seja como profissional e/ou como pessoa, revelando a predileção e vocação pelo servir, bem como traços de personalidade hospitaleira. Isso coloca em evidência o papel imprescindível de anfitriões para a concretização da hospitalidade genuína nos hostels, não se resumindo, portanto, a um mero exercício cênico nesse contexto. A percepção do hostel como “casa” é reconhecida tanto por anfitriões como hóspedes, assim como a possibilidade de conhecer e interagir com pessoas e culturas distintas, que são aspectos constituintes da motivação dos sujeitos em relação a este tipo de hospedagem. No entanto, este cenário não está isento de tensionamentos, conflitos e paradoxos, indicando que os principais se referem aos ruídos, à desordem verificada nos quartos e na cozinha, dificuldades relacionadas ao uso coletivo do banheiro, a nudez e a intimidade sexual que tensionam a privacidade, sobretudo, nos quartos compartilhados, gerando desconfortos e constrangimentos em alguns hóspedes e desafios para os anfitriões. Conclui-se que as interações humanas no contexto hosteleiro são protagonizadas por hóspedes e anfitriões, que, de maneira subjetiva, vivenciam e dão vida à dinâmica cotidiana de um hostel por meio de incontáveis práticas e infindáveis experiências.
