Bu çalışmada tarım iletişimi kavramı, önemi, tarım iletişimi çalışmaları tanımlanmıştır. Global ölçekte ve bölgemizde yaşanan salgın hastalık, kuraklık ve savaşlar insanların açlıkla mücadele etmek için tarımı yeniden gündeme taşımıştır. Tarım son yılların en önemli konu başlığı olmuştur. Bu çalışmanın amacı; tarım iletişimini sağlamaya dönük faaliyetler yürüten Agricities’i ele almaktır. Agricities, merkezi Konya’da olan Dünya çapında uluslararası bir birlik olup Türkiye’nin bu alanda ilk ve tek kuruluşu olarak dikkatleri çekmektedir. Bu araştırma, tarım iletişimi, önemi ve çerçevesi konuları bağlamında hazırlanmış bir makale olup araştırmada içerik analizi yöntemi kullanılmıştır. Araştırma sonucunda Agricities’in tarım iletişiminin merkezinde yer alan yeni kurulmuş bir kurum olması dolayısıyla sosyal medya kanallarında aktif olduğu görülmüştür. Agricities’e üye olan belediyeler arasında 11 yurt dışı 11 de yurt içinden belediyenin örnekleminde yapılan araştırma ile Türkiye belediyelerinin Instagram, Twitter ve Facebook sosyal medya organlarını yurt dışında üye belediyelerine nazaran daha aktif kullandıkları; Afrika belediyelerinin ise ekonomik sebeplere bağlı olarak dijital altyapının yetersiz olması ile ilişkili olarak sosyal medyayı aktif kullanmadıkları ortaya çıkmıştır. En çok kullanılan uygulamanın video ve fotoğraf paylaşımına imkan sağlayan ilk sosyal medya kanalı olması dolayısıyla Facebook olduğu ortaya çıkmış olup burada tarım iletişimi başlığı altında yapılan paylaşımların toplam paylaşımların yaklaşık yüzde 3’ünü oluşturduğu gözlenmiştir. Sosyal medyada tarım iletişimi paylaşımlarının yurt dışı belediyelerinde daha yoğun olduğu ortaya çıkmıştır. Birliğe üye belediyelerin paylaşımlarında Agricities vurgusu yapmadıkları görülmüştür.

The first emergence of direct democracy at the local level dates back to the majority of city-states. In this case, cells where a city's connection with democracy is very strong. When compared to central government, it can be stated that citizen participation is easier in local governments. Experimenting with regime methods in local governments is possible through active participation in the decision-making parts of the distribution of a program. Citizens' opinions and suggestions about the city should be shared with all subscribers, and for this purpose, participation such as city council, beyaz masa and headman meetings should be improved in every city. It can be seen how ignoring the requests and suggestions of this organic matter can affect decision-making. The reason why the beyaz masa was chosen among many participatory mechanisms in the study is that it serves as a bridge between citizens and municipal administrators. In this study, it was aimed to learn how much the applications made by citizens applying to the Beyaz masa were taken into consideration and the level of citizen participation in the decisions taken by the municipal administration. The subject of the research is how citizens participate in decision-making mechanisms through the Sakarya Metropolitan Municipality beyaz masa. Based on this issue, the main question to be answered in the study is "How is the participation of the public in decisionmaking mechanisms in Sakarya through the Beyaz Masa?" It is in the form. In this study, the interview technique, one of the qualitative research methods, was preferred. A semi-structured interview questionnaire consisting of 13 questions was prepared and one-on-one interviews were held with 12 Beyaz masa personnel. The interview data were analyzed according to the participation model consisting of 5 stages prepared by the International Public Participation Association. As a result of the research, it was seen that the Beyaz masa was successful in the information, consultation and inclusion stages, but the collaboration and authorization stages needed to be improved. It is aimed to examine the pre-service and in-service vocational training processes of firefighters in order to carry out services more effectively and efficiently in municipal and metropolitan municipality fire brigade organisations, and to determine the areas that fail and need to be improved. This research was designed according to case analysis from qualitative research designs. Interview technique was used to collect the data. The data obtained from 6 managers and 6 firefighters from 6 different metropolitan fire departments were analysed according to the content analysis technique. MAXQDA 22 package programme was used to analyse the data. It is seen that the employment of instructors according to merit, the presence of equipment and practice areas, cooperation with the fire brigade and internship training positively affect the quality of pre-service training. Along with the improvement of inadequate legislation and standards, the existence of training centres where qualified trainers are employed, up-to-date and scientific training materials are provided and fully equipped in terms of tools, equipment and equipment also positively affects in-service training. Trainings for candidate and firefighter personnel, trainings for technical and administrative personnel, preparation for higher positions and executive trainings and national or international exchange programmes also have positive effects in terms of rapid adaptation of personnel to the profession, development of work discipline and increase in internal communication. It is considered that this study will contribute to the field of firefighter training in municipal fire brigades by revealing the current situation and weaknesses in firefighter training and making suggestions on the issues that need to be improved. Birbiriyle çekişmeli bir mücadele yürüten devlet ve toplumsal hareketler uzun süre ayrı iki alan olarak incelenmiştir. Literatürde yoğunlukla toplumsal hareketlerin devleti ve onun kurumlarını şekillendirmesi ele alınırken devletin bazı unsurlarının da toplumsal hareketler gibi davranması gündeme gelmektedir. Özellikle yerel yönetimlerin tepeden inmeci politikaları/projeleri kabul etmeyerek kent hareketleri ile eşgüdüm halinde, protesto dahil çeşitli toplumsal hareket yöntemlerini kullanarak hak aradıkları çekişmeli bir mücadele yöntemini benimsedikleri gözlemlenmektedir. Yerel Yönetimler bünyelerinde toplumsal hareketlerde kısıtlı olan bazı kaynakları da barındırabilmektedirler. Bu makalede Kamu Yönetimi, Yerel Yönetimler ve Toplumsal Hareketler literatürlerini kesen bir araştırma alanı olarak aktivist belediyeciliğin Türkiye’deki tarihsel arka planı, hangi siyasi, ekonomik ve toplumsal koşullarda şekillendiği ve güncel dinamikleri incelenecektir. Yerel yönetimlerin neden aktivizme yöneldiği, bu tür bir aktivizmin hangi konularda yoğunlaştığı ve hangi eylem repertuarlarına başvurduğu ve hangi devlet kurumlarını neden muhatap aldığı incelenecektir. Aktivist belediyeciliğin merkeziyetçi ve kalkınmacı eğilimlerden, yerel demokrasinin yükselişinden ve son olarak da toplumsal hareketlerin sonuç alıcı etkinliğinden kaynaklandığı öne sürülecektir.

The home township phenomenon, which is the output of a process that starts with internal migration movements and continues with informal relations, has reflections on administrative structures as well as political, social, economic, demographic, cultural, and psychological effects. The purpose of this examination is to explain the interaction between the phenomenon of home township and personnel recruitment in local governments. With this scope of the central problem, the examination is to how the perceptions of municipal bureaucrats, local political elites, and home township association managers between personnel recruitment in municipalities and the phenomenon of the home township are grasped. The examination was conducted via in-depth interviews with 27 diverse ones in the district municipalities of Beşiktaş, Üsküdar, Ataşehir, Sancaktepe, Büyükçekmece and Esenler, which are affiliated to the Istanbul Metropolitan Municipality. As a result of the paper, it has been determined that there is an administrative main dimension related to the phenomenon of home township and six sub-dimensions under it. Additionally, in addition, the main findings and determinations of the study are that the principle of merit is rendered dysfunctional by the intense pressure of fellow citizens and political pressure in the recruitment of personnel to municipalities; that there is a problem of representative bureaucracy, and that this leads to a kind of municipal oligarchy. Ülkemizde, diğer devlet kurumlarında olduğu gibi, yerel yönetimlerde de her türlü mal ve hizmet alımı yöntemlerinde de yapılan ihaleler için, Türkiye Elektronik Kamu Alımları Platformu (EKAP) adı verilen bir uygulama kullanılmaktadır. Özellikle yerel yönetimlerde hizmet çeşitliliğinin tek bir kurumda toplanması ve söz konusu taleplere hızlı bir şekilde cevap verilmesi zorunluluğu ortaya çıkması sonucu bu süreçlerin hızlı ve sağlıklı bir şekilde çözülmesi gerekmektedir. Yapılan bu çalışma kapsamında da EKAP konusunda uzmanların yapmış olduğu çalışmalar incelenmiş, yapılan literatür araştırması sonucu bunlara örnek verilmiştir. Yerel yönetimlerde yapılan çalışmaların ise daha çok geleneksel yöntemler ile yürütüldüğü gözlemlenmiş, özellikle belediyelerde EKAP sistemi ile entegre edilebilecek bir YBM uygulaması ile öncelikle proje yönetimlerinin daha profesyonel yapılacağı görülmüştür. Bu uygulamaların sağlıklı bir şekilde entegre edilebilmesi durumunda, sonuçlarının nasıl olacağına dair örnekler çalışma içerisinde paylaşılmıştır. Ayrıca pilot bir uygulama ile söz konusu çalışmaların desteklenebileceği ve sahadaki uygulama sonuçları ile yapılan akademik açıklamaların birbiri ile örtüşeceği görülmüştür.

This study explains the importance of the institutionalization and sustainability of e-participation initiatives in municipalities. The literature mainly focuses on the e-participation success in a specific time period but not evaluates the sustainability of this achievement. The main contribution of this research is exploring the importance of the sustainability and institutionalization of e-participation initiatives rather the success of e-participation. This study evaluates the changes in the position of municipalities' e-participation initiatives over time in terms of sustainability and institutionalization comparing six local municipalities' situation between 2011 and 2016. These six municipalities had the best scores in terms of e-participation in 2011 among 25 municipalities in Ankara. This study analyzes the websites because they are simple technologies not requiring much investment by municipalities for sharing information and setting communication with citizens. Covid-19 pandemic first broke out in December 2019 in China and since then it has caused global crises all over the world. Therefore, most countries of the world have been struggling to meet current pandemic-based problems in many areas first in health, economy, education and to stop any other potential crisis with more effects. Both central and municipalities have fought against corona virus with their means and sources because quick and efficient measures taken against the rapid growth of the global crisis have made the countries deal with the period more effectively. With globalization systems which we apply in management have given its place to new in the research. In the research, it is seen that research on local managements which prioritize the factors of participation and citizenship have increased. In our country in the frame of the new public management perception, focal spots are the productivity, variety, accountability, and supervision. One of the applications which will bring these criterions into our management is "participatory budgeting". In our study we want to show the process of participatory budgeting applied in a lot of countries with different methods and based on this its applications or application trials in our municipalities. In the research, firstly, there are basic concepts in the public budget, then there are some statements about budgeting process in local managements within the limits of law. Concept of participated and approaches towards participation have been studied. Second, it includes the concept of participatory budgeting, and it has been evaluated within the frame of world applications. Finally, interviews were held with Nilüfer, Osmangazi, Tepebaşı, Yıldırım, Altındağ municipalities which has participated in the participatory budget module within the framework of the Turkish Swedish local government partnership program in 2006, and also with Çanakkale Municipality which implements participant budget due to the result its own research. In our thesis, combined method has been used, we have evaluated the participatory budgeting mechanisms in our municipalities with rate weight as a result of the contacts. Findings of the research show that our country has been experiencing the participatory budgeting recently and it has started to apply participatory budgeting mechanisms in the new public management. Factors such as the perspective of managers and personnel in the municipalities, citizens' awareness level and legal infrastructure are the basis of participatory budget implementations. In addition to municipalities applying participatory budgeting, it has been seen that there are some municipalities assert that they don't apply the participatory budgeting, but they have also some participatory mechanisms. The term 'urban diplomacy' is used to describe the various activities performed that pertain to international relations between cities. The aim of this study is to evaluate the urban diplomacy of the city of Ankara in the context of bilateral cooperation. Qualitative research is used to determine the nature of measures related to bilateral cooperation and obtain relevant quantitative data. The department archives of the Department of Foreign Relations and the Directorate of Foreign Relations of Ankara Metropolitan Municipality were used for research purposes during March 8-9, 2022. The study concludes that diplomatic bilateral cooperation within the city of Ankara was conducted according to the parameters of Turkish foreign diplomacy and in harmony with national diplomacy. It was also concluded that the relationship between urban politics and bilateral cooperation was influenced by the same political party controlling both central and local governments. In terms of the relationship with urban policies, activities related to bilateral cooperation are determined as a means of promoting the city, rather than providing urban services for Ankara. Although public administration consists of a fragmented organizational structure, the integrity of the administration is essential. Therefore, there is a relationship between the central administration and local administrations organized outside the central administration. Pursuant to Article 127 of the Constitution, the relationship between the central administration and local administrations must be regulated by law. For this reason, the framework of this relationship is tried to be specified by the laws related to local administrations. However, there may be problems in this relationship, sometimes due to the shortcomings of regulations in the laws and sometimes due to the ambiguities in the regulations, and central administration and local administrations may confront each other. One of the issues that give rise to problems in the relationship between the central administration and local administrations can be said to be the authority of the central administration to terminate mayorship, which is the elected body of municipalities. The main subject of the study is the relationship between the central administration and local administrations. However, in the study, this relationship is discussed from a different point of view instead of the general perspective and over the termination of mayorship, which sometimes leads to confrontation between the central administration and municipalities and often causes disputes in public opinion. This study aims to analyze how mayorship is terminated, how the new mayor or deputy mayor is selected, and what the powers of the central administration in this whole process are. Türk kamu yönetiminde belediyeler, toplumsal hayatın gelişmesine ve değişmesine paralel bir şekilde örgütsel yapılarında ve toplumsal hayat içerisindeki yerlerinde çeşitli değişimler yaşamıştır. Vatandaş ve belediyeler arasındaki mekânsal ve toplumsal yakınlık, belediyeleri merkezi yönetim içerisinde tamamlayıcı bir unsur olarak konumlandırmaktadır. Yaşanan bu gelişmeler bilgi ve iletişim teknolojilerinin de gelişmesiyle beraber yönetimsel anlamda çeşitli sorunları beraberinde getirmiştir. Türk kamu yönetiminde, yönetim ve ilgili kamuları arasındaki etkileşimi ve iletişimi olumsuz yönde etkileyen en önemli sebepler olarak geleneksel yönetim anlayışının doğasında var olan kağıt temelli, formalitelere dayanan ağır işleyen bürokratik yapı olarak ön plana çıkmaktadır. Özellikle 1980’li yıllardan itibaren bilgi ve iletişim teknolojilerinde yaşanan gelişmeler kamu yönetimindeki hizmet sunumunda radikal değişimlere yol açmıştır. Bu doğrultuda ulusal anlamda e-devlet; yerel anlamda ise e-belediye uygulaması etkin ve verimli hizmet amacıyla modern yönetim anlayışını gerçekleştirmede hayati bir rol üstlenmektedir.Araştırma kapsamında Türkiye sınırları içerisinde bulunan 30 büyükşehir belediyesinin sunduğu “e-hizmetler” 02 Aralık 2020- 08 Aralık 2020 tarihleri arasında hem kurumsal web sayfaları üzerinden hem e-devlet platformu üzerinden içerik analizi yöntemine tabi tutularak literatürde e-devlet olgunluk modeli/gelişim aşamaları olarak adlandırılan bilgilendirme, etkileşim, işlem ve bütünleşme aşamaları kapsamında incelenmiştir. Elde edilen sonuçlara göre belediyeler ilgili paydaşlarına yönelik çeşitli uygulamalar sunmakta ve bu uygulamalara kurumsal web sayfalarında birbirine benzer isimlerle yer vermektedir. Ek olarak belediyeler bilgilendirme, etkileşim ve işlem aşamalarına yönelik hizmetleri kurumsal web sayfalarında büyük oranda sunduğu görülürken; e-devlet platformu üzerinde etkileşim ve işleme yönelik hizmet sunan belediyelerin az sayıda olması dikkat çekmektedir.

Governmental public relations includes public relations strategy and practices put forward by central and local governmental institutions. Public relations practices are essential for public institutions which are established with public capital and which aims to reveal the public interest through public service provision so as to achieve the goals successfully and to fulfill their institutional missions. In recent years, sustainability, which has been on the radar of the international organizations, governments, non-governmental organizations, private sector organizations and society, attracts interest as an issue needs to be managed in the context of governmental public relations. Sustainability, which private sector organizations attach importance in the context of responsibility, is also important in terms of public relations since it has got connections with a number of objectives public policy and applications. In this study, sustainability has been discussed in the context of governmental public relations. Sustainability practices of metropolitan municipalities in Turkey have been examined by conducting content analysis on corporate web sites. The content analysis has been implemented on the basis of sustainability development goals set by the United Nations Development Program. The findings obtained from the research have indicated that municipalities carry out activities for sustainability purposes. It has been detected that the sustainability practices mostly focus on ending hunger, ending poverty, improving health, qualified living, and quality education. [ABSTRACT FROM AUTHOR]

Yaşlılık dönemi fiziksel, psikolojik, fizyolojik sorunların yaşandığı yaşam süreci içinde bir dönem olarak ifade edilmektedir. Dünya Sağlık Örgütü 26 yıl sonra orta ve düşük gelirli ülkelerin nüfus yapısında yaşlı nüfus oranının %80’lere ulaşacağı tespitinde bulunmuştur. 80 yaş üstü bireylerde ise üç kat artış olacağı beklenmektedir. Yaşlılık döneminin aktif ve sağlıklı bir şekilde geçirilmesi hem yaşlı için, varsa ailesi için hem de yaşlılık hizmetleri vermekle yükümlü olan kamu kurumları için önem arz etmektedir. Yaşlıların uluslararası ve ulusal politika belgeleri doğrultusunda korunması, izole yaşam şartlarından kurtularak bağımsız yaşayan bireyler haline gelmesi vatandaşa en yakın birimler olan belediyelerin de görev alanına girmektedir. Belediyelerin hizmet sunumunda yaşlılara yönelik olarak uygun yöntemleri kullanması kanunlarda öngörülen bir zorunluluktur. Toplumsal değerlerin kuşaktan kuşağa aktarılmasında elçilik rolünü üstlenen yaşlılarımıza birçok alanda hizmet veren belediyelerin sayısı son zamanlarda artış göstermiştir. Belediyeler genel olarak bakım, temizlik hizmetlerine yoğunlaşmıştır. Bu çalışmada yaşlı nüfus oranındaki artışa dikkat çekilerek gelecekte yaşlılara yönelik hizmetlerin çeşitlendirilerek artırılması gerektiği ortaya konulmuştur. Amaçlı örnekleme yöntemi ile yaşlılara yönelik farklı hizmet sunumlarına odaklanan, bu alanda öne çıkan belediyelerin faaliyetlerine yer verilmiştir. Bulgular belediyelerin geleneksel politikalara ek olarak proaktif ve bütüncül bir bakış açısıyla hizmet sunumunu çeşitlendirmesi ve artırması gerektiğini ortaya koymaktadır. Yaşlıların toplumsal değerlerimiz ışığında sahiplenilmesi, sosyal izolasyona maruz bırakılmaması, ihtiyaçlarının giderilmesi ve yük olarak görülmemesi gerekmektedir. Bu noktada belediyeler daha aktif çalışmalıdır.

İç kontrol sistemi, kurumların amaçları doğrultusunda belirledikleri hedeflere ulaşmalarına engel olabilecek riskleri en aza indirerek kurum yönetimine; mevzuata uygun etkili, ekonomik ve verimli bir şekilde faaliyet gösterildiği, varlık ve kaynakların uygun bir şekilde yönetildiği; düzenli, zamanında ve güvenilir bilgi ve raporlar üretildiği gibi hususlarda makul güvence sağlayan, kurumun tüm çalışanları tarafından hayata geçirilen mali ve mali olmayan bütün yöntem ve süreçleri içeren bütüncül bir yönetim aracıdır. Önemli miktarda kamu kaynağı kullanarak pek çok farklı alanda yerel hizmet sunan belediyelerin, başarılı bir şekilde yönetilebilmeleri ve hedeflerine ulaşabilmelerinde etkin bir şekilde işleyen iç kontrol sistemi yönetimin en önemli yardımcısı olacaktır.Bu çalışmanın amacı; Türkiye’deki belediyelerin iç kontrol sistemlerinin kamu iç kontrol standartlarına mevcut uyum durumlarınınbelirlenerek iç kontrol sistemlerinin eksik yönlerinin giderilmesi ve tüm belediyelerde etkin olarak faaliyet gösteren iç kontrol sistemlerinin kurulmasına katkı sağlamaktır. ÇalışmadaTürkiye’deki büyükşehir belediyelerinin kamu iç kontrol standartları uyum eylem planları analiz edilerek büyükşehir belediyelerinin iç kontrol sistemlerinin kamu iç kontrol standartlarına genel uyum durumu araştırılmıştır. Araştırmanın sonucunda, büyükşehir belediyelerinin iç kontrol sistemlerinin kamu iç kontrol standartlarına uyumlarının istenilen düzeyde olmadığı, özellikle de iç kontrol sisteminin temelini teşkil eden risk değerlendirme ve kontrol faaliyetleri unsurlarına uyum düzeylerinin oldukça düşük olduğu tespit edilmiştir.

2006-2017 dönemini kapsayan bu çalışmada Türkiye’de belediye gelirleri, gelirin bileşenleri ve belediyelerin gelirleri üzerindeki kontrol yetkisi bakımından değerlendirilmiştir. Bu değerlendirme sonucunda merkezi idareden elde edilen transfer gelirlerinin toplam gelirler içindeki payının artış eğiliminde olduğu ve belediyelerin öz gelirleri üzerindeki kontrol yetkisinin sınırlı düzeyde bulunduğu sonucuna ulaşılmıştır. Belediye öz gelirlerinin arttırılması için, mali transfer sisteminin belediye hizmet performansı ve öz gelirleri arttırma konusunda teşvik ediciliği sağlayacak şekilde yeniden düzenlenmesi, belediye meclislerine kanunda belirlenecek ölçüde tarife belirleme yetkisinin verilmesi, MTV, konakla vergisi, rant vergisi gibi alternatif vergi kaynaklarının belediyelere verilmesi, mali yönetim ve denetimde etkinliğin sağlanması önerilerinde bulunulmuştur.

The 2019 local elections in Turkey resulted in the change of the municipal administrations and the appointment of the opposition party's candidate in many cities with a path-switching fashion. Once new mayors came after the winning local elections, they initiated new strategies, workflows and policies, which created new arenas of politics in terms of corporatization. By considering the political economy of law in the corporatization process, and based on the case study and document analysis methodologies, this study consists of two cases. One of these cases includes the analysis of the resignation process of the company managers of the Istanbul Metropolitan Municipality. The other case analyzes the lawsuit process related to the authority of Ankara Metropolitan Municipality with regards to the appointment of company managers. The findings of the study can be summarized as follows. (1) Shifts in municipal administrations cause conflict of political and economic interests during the corporatization process; (2) The conflict of political interests creates a struggle for domination and control over companies; (3) It is important to restructure corporatization processes in order to reduce the negative effects of the politics of corporatization, power conflicts and party policy.
