The concept of Special Educational Needs (SEN), introduced by UNESCO in the '90s, determined the development of a constant concern of the specialists in physical education and sport to specify the special educational needs that require to be respected when addressing children presenting peculiarities of growth and development. Peculiarities of people with special educational needs in physical exercise practice require additional measures to those in general education. Through sport, children with special educational needs have the opportunity to experiment unprecedented life situations, to acquire a high degree of autonomy and have access to new cultural activities that encourage social integration.

For the campaign against Sasanian Persia (March 5 - June 26, 363), Emperor Julian mobilized, in addition to ground forces, a large fleet. The number of vessels in its composition was from 1,100 to 1,250 units. The fleet was estimated by Ammianus Marcellinus at almost 20,000 people. The role of the fleet was limited almost exclusively to the supply of troops with food and logistical support. Sometimes, with the help of the fleet, cavalry and infantry units of the army were transported. Groups of ships took part in the siege of Anatha and Maiozamalcha. Large transport ships supported the landing of ground forces on the left bank of the Tigris, near the Ctesiphon.

On May 18, 536, Emperor Justinian I created a military-administrative formation called Quaestura Iustiniana exercitus. The new structure included five provinces of the Prefecture of the East: Moesia Secunda and Scythia Minor (from the Diocese of Thrace), Cyprus (from the Diocese of the East), Caria and the Cyclades Islands (from the Diocese of Asia). Justinian's Quaestura exercitus was ruled by a quaestor exercitus, who had both civil and military powers. A possible quaestor exercitus was General Germanus, son of Dorotheus. In the spring of 559, he ensured the defense of Chersonesus of Thrace against the attacks of the Kutrigur Huns.

In the spring-summer of 971, after the victories over the Grand Prince of Kiev Svyatoslav I who seized Bulgaria, the Byzantine Emperor John I Tzimisces conquered the territories of Eastern Bulgaria and the Lower Danube. The main cities of the region, Preslav and Dristra, under Byzantine rule have been renamed Ioannoupolis şi Theodoroupolis. The Bulgarian political formation maintained in Macedonia during the reign of Cometopuli brothers led the policy of restoration of the Bulgarian Tsardom. In the conquered territories John I Tzimisces has organized new Byzantine themes: the Strategy of Ioannoupolis in Eastern Bulgaria (spring 971) and the Catepanate of The- odoroupolis on the Lower Danube (summer 971). But soon the Catepanate of Theodoroupolis was replaced with the Strategy of Dristra or Dorostolon (971 or 972). Due to the intensification of the Bulgarian threat the Strategy of Dristra (Dorostolon) was replaced with the Catepanate of Western Mesopotamia (before 975).

The reign of Tsar Boril Asen (1207-1218) represents a crucial stage in the development of relations between the Bulgarian-Wallachian Empire and the Catholic powers, supporters of the crusades: The Latin Empire of Constantinople, the Kingdom of Thessalonica, Hungary and the Holy See. Under the pressure of a difficult international environment, these relationships have changed from a political dispute and armed conflict to the military-political alliance. In the relationship between the Second Bulgarian Empire and Crusader States there are two distinct periods: a) 1208-1213/1214, a stage of the conflict, marked by strong political tensions and military confrontation; b) 1213/1214-1218, a period of collaboration, marked by the entry of the State of Asens into the camp of Catholic powers and the conclusion of the military-political alliances.

In 1197 Ionitsa (Kaloyan) Asen came to the throne of the Second Bulgarian (or the Vlach-Bulgarian) Tsardom. Having ascended to the throne, he inherited strained relations with the Byzantine Empire. During the first two years of reign the new tsar did not engage in military actions against Byzantium. In this period of time he consolidated his internal positions, strengthened the relations with the Cumans and had made alliances with two other Vlach rulers, Dobromir Chrysos from Macedonia and Ivanko from Thrace, who rebelled against Byzantium. Around 1199 Ionitsa Asen resumed the war with the Empire, opposing her possessions in the north-west of the Balkan Peninsula, the Middle Danube and northern Macedonia. During these campaigns the Vlach-Bulgarian sovereign attached to his possessions lands lying between Vidin and Belgrade. Along with the resumption of hostilities against Byzantium in the north-west of the Balkan Peninsula, the allies of the ruler of Tarnovo – the Vlachs and the Cumans from Northern Danube attacked the Byzantine possessions in Thrace. Between 1199 and 1200/1201 they attacked this region for several times. In the spring of 1201 Ionitsa Asen started his own military campaign against Byzantine possessions in Thrace, during which he conquered the strongholds of Konstanteia and Varna. In March-April 1201 he signed a peace treaty with the Emperor Alexios III Angelos. Under this treaty, both sides defined the boundaries of their possessions. The treaty did not normalize relations between Tarnovo and Constantinople and they continued to be strained. Both sides violated it on various occasions.

Au début du XV-ème siècle, à une date étenu entre 1401 et avant le septembre de 1405, s'est achevé aussi le gouvernement du troisième métropolite connu de la Hungrovalachie, Anthimos. Son successeur dans le siège métropolitaine de l' Argeş a été le métropolite Jerémias, l'ancien prélat de Mitylène. Son gouvernement à la tête de l'Église de la Valachie pourait être dateé aproximativement entre avant le septembre 1405 et avant le mai 1412.
