New rollover pension regulations that take effect Jan 1, 1993, require a 20% withholding tax placed on pension plan distributions such as lump sum distributions and in-service withdrawals. The tax is waived if the employer or employee puts the money into the employee's individual retirement account or the new employer's pension plan. These withholding regulations were passed by Congress Jul 3, 1992, in the Unemployment Compensation Amendments of 1992 and will pay part of the increased unemployment benefits for the jobless. Employers are afraid that Hawaii may not be able to repay its loans to the federal government and sustain the state's unemployment benefits.
