The purpose of this paper is to provide another perspective on the problematic nature of the concept of skill and in particular a tendency to place a lower value on certain types of job in the service sector than those in other industries. Qualitative research was conducted in three service industries in Australia, comprising interviews with key industry stakeholders, case studies in two companies for each of four occupations, and validation by a forum of industry experts. We present evidence of the existence of substantial levels of skill in occupations which are traditionally considered low-skilled. The data are utilised to create a new model which represents factors which contribute to perceptions of skill in occupations. The analysis extends and deepens current understanding of aspects of skill, primarily, but not only, building on social construction theory to posit a new model for analysing skill. New factors are added to the analysis of skill in occupations. The project was exploratory and covered only four occupations in three industry areas. The method could be utilised in a broader-scale project. The paper is designed to contribute to debates on the nature of skill and also has policy and practical implications in the fields of human resource practice and training.

In this study, we examine the effects of two key variables associated with union effectiveness on the job performance of employees, and the mechanisms that explain such effects. More specifically, we investigate whether employees' perceptions that their union has a constructive relationship with management (industrial relations climate) and is able to act as an agent for their concerns (union instrumentality) promotes their job performance by enhancing their perceived job security and trust in management. Drawing on three waves of data from 303 employees and their immediate supervisors within 17 private enterprises in China, we find employees' perceptions of union effectiveness influence their job performance by enhancing both their perceived job security and trust in management. These findings are consistent with social exchange theory and conservation of resources theory. This article contributes to the literature by improving our understanding of how unions influence employees' work performance and by explaining how employees' perceptions of the industrial relations climate and union instrumentality influence their job performance. It also sheds light on the important issue of the effectiveness of unions in China, a country where the centrality of the Chinese Communist Party is often considered to have reduced the instrumentality of unions. We situate public sector leaders as actors who deal with competing institutional demands, and examine how public sector leaders can facilitate reform implementation in the face of institutional inertia in a transitional setting, Bangladesh public administration. Based on 32 interviews with current and former Bangladeshi civil servants and local public administration experts supported by secondary analysis of government documents, our evidence shows that public sector leaders operating within multiple logics are agentic in contributing to reform. However, these leaders also become constrained by institutional pressures that threaten their legitimacy and may face sanctions for pursuing local changes. Although public sector leaders typically engage in resistance to reform, our evidence shows that public sector leaders can create enterprising avenues of change, adeptly exercising agency and utilizing existing institutional logics as a conduit to introducing a new institutional order. Our principal contribution is to identify slipstreaming as a means by which institutional actors negotiate institutional logics and facilitate change despite institutional inertia. An ideological restructuring of the public sector in Victoria, Australia, has resulted in significant economic and social changes. Privatization, downsizing and free markets have altered employer-employee relations, with jurisdiction turned over to the Commonwealth. Despite a few small victories, labor unions have been unsuccessful in maintaining traditional industrial relations structures.

Australia is now suffering the consequences of neo-liberal policies that have dominated its economy for 13 years. These neo-liberal economic policies were implemented by two successive Labor governments in 1983-1991 under the leadership of Bob Hawke and in 1991-1996 led by Paul Keating. The continuation of the neo-liberal economic agenda under the new Coalition government headed by John Howard is discussed.

This study examines the relationship between employee voice and job satisfaction using data from the 2007 Australian Workplace Representation Survey (AWRPS) of 1,022 employees. Drawing on human resource management and industrial relations literature, we test hypotheses concerning the relationship between direct and union voice arrangements and job satisfaction. This relationship represents a gap in the literature, which is important from both theoretical and practical perspectives. Controlling for a range of personal, job, and workplace characteristics, regression analyses suggest that although evidence of voice complementarity exists, direct voice appears to be the central voice arrangement underpinning employees' job satisfaction.
