The present study aims to investigate whether the institute of technological orders, introduced in the Brazilian legal system through Law n. 10.973/2004, are viable alternatives for solving complex public problems of smart cities. At first, the international modalities that served as inspiration for this innovation will be analyzed, and later, they will be examined in the light of the national legal system. At this point, practical challenges involving the theme will be developed, as well as objective parameters to establish limits in their respective application. O presente trabalho busca investigar se o instituto das encomendas tecnológicas, introduzidas no sistema jurídico pátrio por meio da Lei n. 10.973/2004, é alternativa viável para a solução de problemas públicos complexos de cidades inteligentes. Em um primeiro momento, serão analisadas as modalidades internacionais que serviram como inspiração a essa inovação para, posteriormente, examiná-las à luz do ordenamento jurídico brasileiro. Nesse ponto, serão desenvolvidos os desafios práticos que envolvem o tema, bem como os parâmetros objetivos para estabelecer limites em sua respectiva aplicação.&nbsp

Статья посвящена вопросам необходимости формирования информационного национального сознания и правосознания для обеспечения глобальной безопасности в условиях информационной войны и перехода к новому технологическому укладу и цифровой экономике. Проанализирована структура правосознания с использованием теории Р. Докинза. Структура национального сознания и правосознания представлена как совокупность мемов, представляющих собой некую единицу культурной информации, например, неких установок. Также структура правосознания была рассмотрена с использованием теории П. Бурдье и дано определение информационного национального сознания и его структурной части — информационного правосознания как тонкоструктурных нематериальных элементов, пронизывающих все вышеперечисленные стержневые факторы формирования цифровой экономики., The article is devoted to the problems of the necessity of develops the national information consciousness and legal awareness for ensuring global security in the conditions of the information war and the transition to a new technological order and the digital economy. The structure of legal awareness by R. Dawkins theory was analyzed. The structure of consciousness and legal awareness is presented as the complex of «memes», reflected some cultural information unit, for example, some settings. In addition, the structure of legal awareness was considered with P. Предметом рассмотрения являются идеи Йозефа Шумпетера, развиваемые в проводимых экономических исследованиях, описывающих и объясняющих процессы инновационно-технологического развития. Методологию исследования составили сравнительный и таксономический анализ, позволившие выделить основные позиции неошумпетерианской экономики, отличающие ее от неоклассической теории, и показать как эти позиции развиваются российскими исследователями. Представлены результаты анализа различных работ в рамках данного экономического направления, показывающие, что значительное место в этих работах занимает оценка режимов технологического развития и влияния структуры «старые-новые» технологии на экономическую динамику. Тем самым в неошумпетерианских исследованиях учитывается связь микро и макроуровней экономической эволюции. Рассмотрен вклад российской экономической школы в развитие неошумпетерианского направления исследований, включая доктрину технологических укладов, макрогенераций, реализующих идею созидательного разрушения, структурные модели взаимодействия новаторов и консерваторов, предполагающие реализацию взаимного влияния эффектов созидательного разрушения и комбинаторного наращения. Предложен новый подход в рамках неошумпетерианского направления анализа, позволяющий вскрыть структуру изменений, выявляя причины и изменяющиеся веса факторов, их провоцирующих, прежде всего применительно к технологическому развитию., The subject of consideration is the ideas of Joseph Schumpeter, developed in ongoing economic research, describing and explaining the processes of innovation and technological development. The research methodology was compiled by a comparative and taxonomic analysis, which made it possible to identify the main positions of neo-Schumpeterian economics that distinguish it from neoclassical theory, and to show how these positions are developed by Russian researchers. The results of the analysis of various works within the framework of this economic direction are presented, showing that a significant place in these works is occupied by the assessment of the modes of technological development and the influence of the structure of "old-new" technologies on economic dynamics. Thus, neo-Schumpeterian studies take into account the relationship between the micro and macro levels of economic evolution. The contribution of the Russian economic school to the development of the neo-Schumpeterian direction of research is considered, including the doctrine of technological orders, macrogenerations that implement the idea of creative destruction, structural models of interaction between innovators and conservatives, suggesting the implementation of the mutual influence of the effects of creative destruction and combinatorial build-up. A new approach is proposed within the framework of the neo-Schumpeterian direction of analysis, which makes it possible to reveal the structure of changes, revealing the causes and changing weights of factors that provoke them, primarily in relation to technological development.

In the article is argued that the evolution of strategic planning concept goes well together worldwide technological progress. The author reveals both origins and sources that have great influence on the initiation of strategic planning as a managerial concept and its expansion over the world. The article uncovers the chronological order in that the base terms of strategic planning had been emerged.
