The study focuses on the impact of the COVID-19 pandemic on ICT-related travel policy, based on a statistical analysis of the uptake and use of smart mobility services by the Algerian population before and during the crisis. A questionnaire distributed via the internet on social networks was used to assess ICT use and evaluate the influence of personal factors on the choice and frequency of use of technologies in mobility. The sample consisted of 368 valid individuals. Several parametric and non-parametric tests were performed to address the hypotheses posed. The results suggest that the diffusion of COVID-19 would influence Algerian citizens' mobility, which differs by gender, age group, location, and status. This work also examines the effectiveness of restrictions and tests ICT services in the face of the COVID-19 pandemic. Although mobility changes according to need, some modes of transport adapt to circumstances and others do not. Policymakers should therefore consider these changes in travel policy to develop adequate services for future disasters.

In recent years and within the framework of its project “Algiers the metropolis”, Algiers has classified its transport network among its first concerns in order to compete with the other Mediterranean metropolises. However, the complexity of its territory, which is of a particular geological and geomorphological nature, represents a constraint for the proper distribution and management of its transport network. The complexity of its territory and of its transport network, leads us towards the systemic approach for the search of an adequacy between these two complex urban realities in order to find an effective and efficient tool of management and urban planning. The development of a set of indicators of sustainable mobility, as a result of this work, allowed us to find through an epistemological study of the literature on the two complex concepts to select and develop a list of Input and Output Indicators that are related to both territory and transport. Indeed, this list of sustainable mobility indicators will allow, on the one hand, in urban planning, a better match of the transport network to the Algerian territory and, on the other hand, the study of the effectiveness and efficiency of the present and future transport network.

The Paris agreement nominates cities as a core element to set climate mitigation actions so humanity does not exceed the global climate budget fixed at 1170 (Gt) and eventually remains on track with the 2 °C guard rail. Current carbon footprint literature provides a deep analysis of cities belonging to high-income countries, but it is extremely limited when it comes to cities belonging to middle-income and low-income countries regardless of their global significance. This research bridges this gap through the computation of the carbon footprints of 252 cities located in middle-income countries. Results show that the average carbon footprint across all the urban areas of upper middle-income countries is estimated to 5.31 t CO2 and 3.41 t CO2 in the rural areas. Our research highlights that embodied carbon emissions are important in developing cities as in developed cities and that local authorities must take into account upstream emissions at city scale to move forward their second-generation environmental challenges within their climate-friendly portfolio.

The Algerian Government has recently promoted transportation projects such as the Algiers metro and tramway services that represent a key part of its political and financial effort to improve mobility in the country. However, public transport systems' profitability requires a thorough diagnosis of the services provided based on users' perceptions and expectations. That is, to invest money according to users' requirements. A methodological approach, which combines an Importance-Performance Analysis and a decision tree model, is proposed as means of analyzing rail services performance in Algiers and identifying the aspects that should be prioritized for improvement actions. Three railway transit services were analyzed in Algiers: the tramway, the metro and the commuter rail. More than 450 surveys were collected per mode. After applying the proposed methodology, results show that there are lines of action common to the three services, and specific strategies that may improve customer satisfaction and customer loyalty with the three railway transit services in Algiers. This is the first full experience analysis about service quality in Algiers' railways transit modes. The proposed two-step methodology is, for the first time, applied for analyzing service quality in public transport.

In the context of sustainable urban development, the promotion of alternative means of transport is essential. Assuming that in the Algerian context, that pedestrian mobility is discouraged by the state of the urban space. We want to discover how to encourage pedestrian eco-mobility, how this mobility is influenced by the physical characteristics of the urban environment. For this, we investigate the resident population in several neighbourhoods of the Algerian capital via a survey to establish the link between mobility behaviour, opinions and socio-economic characteristics. This work tries to put under the light through the case of the Algerian cities, the means to promote and manage the pedestrian mobility by the register of the visual sensory of the urban frame. This work tries to have as an implication the promotion of the pedestrian sustainable mobility to improve the health of the inhabitants, to develop the urbanity of our cities and to moderate the use of motorized transport means strongly polluting for the environment and economically viable. Le développement rapide du tissu urbain de l’agglomération d’Alger a entraîné des besoins de déplacements de plus en plus importants, et une mobilité aussi bien croissante que diversifiée. Or, le développement durable de l’agglomération d’Alger impose de rationaliser les déplacements, et de mieux canaliser les choix des usagers quant aux moyens de transport de masse à utiliser. Réconcilier la flexibilité offerte par la voiture et les avantages d’un transport collectif efficace passe par un changement de culture, tant chez les usagers, les transporteurs et les entreprises que chez les pouvoirs publics. Le présent article traite de la question de la multi-modalité à Alger, et ses effets sur la mobilité des usagers et les choix qu’ils seront désormais appelés à faire quant à la nouvelle stratégie de déplacements. Ces nouveaux comportements s’imposent dorénavant face à l’émergence des nouveaux modes de Transport Collectifs en Site Propre (TCSP), en l’occurrence le métro, le tramway et le train de banlieue modernisé. The fast development of the urban tissue of the agglomeration of Algiers has drawn more and more important displacement needs and a growing and as well as diverse mobility. However, the sustainable development of the agglomeration of Algiers requires to rationalize the displacements and to better channel the users ‘choices regarding the means of the mass transportation in use. Reconciling the flexibility offered by the car and the benefits of an efficient public transport imposes a change of culture among the users, the carriers and the businesses as well as the government. This article discusses the multi-modality issue in Algiers, and its effects on the mobility of the users and the choices which they, from now, will have to make as for the strategy of displacement. These new behaviors are essential now vis-à-vis the emergence of new Collective modes of Transport in Clean Site (TCSP), namely the metro, the tramway and the modernized suburban train. El rápido desarrollo del tejido urbano de la ciudad de Argel ha causado necesidades de traslado cada vez más importantes y cada vez con mayor diversa y movilidad. Sin embargo, el desarrollo sostenible de la ciudad de Argel impone racionalizar los traslados y la mejor elección de los usuarios en cuanto a la canalización de la forma de utilizar el transporte público. Conciliar la flexibilidad que ofrece el coche y los beneficios de un transporte público eficiente requiere un cambio de cultura, tanto entre los usuarios, transportistas y empresas como en los poderes públicos.Este artículo aborda el tema de la multi-modalidad en Argel, y sus efectos sobre la movilidad de los usuarios y de las decisiones que ahora tienen que llevar a cabo acerca de la nueva estrategia de los desplazamientos. Estos nuevos comportamientos son necesarios ahora con la aparición de nuevos modos de Transportes Colectivos en Sitio Limpio (TCSP), a saber, el metro, el tranvía y el tren modernizado de cercanías. أدى التطور السريع للنسيج العمراني لمدينة الجزائر العاصمة إلى تزايد الحاجة للتنقل، كما ساهم في ظهور حركية متنامية ومتنوعة في الآن ذاته. في المقابل، فرضت التنمية المستدامة للمدينة إلى عقلنة التنقل وترشيد اختيارات المستعملين بخصوص وسائل النقل الجماعية. بالتالي أضحى التوفيق بين السهولة التي تمنحها السيارة والفوائد المتوخاة من وسائل النقل الجماعية، يمر حتما عبر تغيير في ثقافة المجتمع، لدى المستعملين، الناقلين، المؤسسات والسلطات العمومية على حد سواء. يتناول المقال الذي بين أيدينا مسألة تعدد وسائل النقل في مدينة الجزائر العاصمة وآثار ذلك على حراك المستعملين واختياراتهم بشأن الاستراتيجية الجديدة للتنقل. من هنا أصبح انتهاج سلوكات جديدة من قبل مستعمل وسائل النقل أمرا مفروضا في ظل انتشار وسائل نقل جماعية جديدة محددة المسارات مثل المترو، الترامواي وقطار الضواحي الحديث.

L’objet de cet article se propose de mettre en relief la place du transport dans les instruments d’urbanisme connus par l’agglomération algéroise. Depuis l’indépendance, la politique urbaine d’Alger était marquée par une remise en cause permanente des instruments et outils d’aménagement et de planification spatiale. Il s’agit en premier lieu de donner un aperçu général relatif aux stratégies d’urbanisation préconisées par les principaux instruments élaborés durant la période postcoloniale, en l’occurrence, le schéma de structures de 1985, le POG, le PUD, le PDAU et le GPU. Dans un deuxième temps, la réflexion menée consiste à analyser les relations de la dimension des transports avec les options d’urbanisation élaborées par les différents plans d’urbanisme. This article aims at highlighting the importance of transport as an urbanisation tool for an urbanism that the Algiers agglomeration has experienced since independence. One must emphasize that the Algiers urban policy has been influenced by a permanent questioning about tools and implements for amenities and spatial planning. Firstly it’s a matter of giving a general outline relating to urbanisation strategies recommended in the main equipment elaboration during the post colonial period, in the circumstances the1985 structural arrangement, the POG (General orientation plan), the PUD (Urban development guideline), the PDAU (Amenities and urbanism guidelines), the GPU (The greater urban project plan). Secondly, the considerations mentioned in this paper consist in analysing the relationship between transport dimension and the urbanisation options elaborated in the different urbanism plans. El objeto de este artículo propone poner de manifiesto el papel del transporte en los instrumentos de urbanismo que conoció la aglomeración de Argel desde la independencia. Subrayamos que la política urbana de Argel estaba marcada desde la independencia por un planteamiento permanente de los instrumentos y de las herramientas de disposición y planificación espacial. Se tata en primer lugar de hacer una vista previa general relativa a las estrategias de urbanización elaboradas durante el periodo post colonial, precisamente, el esquema de estructuras de 1985, el POG, PUD, PDAU y GPU. En segundo lugar, la reflexión propuesta en este artículo consiste en analizar las relaciones de la dimensión de los transportes con las opciones de urbanización elaboradas en los diferentes planos del urbanismo. الغرض من هذه الدراسة هو إبراز مكانة النقل باعتباره وسيلة من وسائل العمران التي عرفتها العاصمة منذ فترة الاستقلال. و الجدير بالذكر أن السياسة الحضرية لمدينة الجزائر قد طبعت منذ الحصول على الاستقلال بعمليات مراجعة دائمة لوسائل وآليات التهيئة و التخطيط المجالي. و يتعلق الأمر في البداية بإعطاء نظرة شاملة عن الاستراتيجيات العمرانية الممنوحة لأهم الوسائل التي تم إعدادها خلال الفترة التالية للاستقلال والمتمثلة في مخطط الهياكل التي أقيمت سنة 1985، أي (le POG, le PUD, le PDAU et le GPU) أما في الجزء الثاني من هذا البحث، فإن التفكير سيتطرق إلى تحليل العلاقات القائمة بين أبعاد النقل و بين الاختيارات العمرانية التي تم إعدادها ضمن مختلف مخططات العمران.

Devant les disparités spatiales auxquelles étaient confrontées les villes algériennes après l’indépendance, l’État a tenté de faire face à la situation en reconsidérant le maillage territorial par quatre découpages administratifs successifs (1963, 1974, 1984 et 1997). Nous proposons, dans cet article, d’analyser les conséquences spatiales de ces politiques publiques sur le processus de développement de l’agglomération algéroise. Une réflexion profonde sur l’évolution des agglomérations à Alger (changement de statut, émergence de nouvelles agglomérations, fusion entre les agglomérations chefs-lieux et les agglomérations secondaires, etc.) nous semble une approche très intéressante. Cela, d’un côté, pour avoir une vision claire du processus d’étalement urbain et, d’un autre côté, pour mieux apprécier l’évolution morphologique à laquelle est confrontée la ville d’Alger. Dans l’article, nous analysons la dynamique des agglomérations qui a accompagné le découpage administratif à Alger. Il s’agit de donner un éclairage nouveau sur le rôle qu’ont joué l’évolution et le changement de statut des agglomérations ainsi que la promotion administrative, 1 pour mieux apprécier l’évolution morphologique qu’a connue la ville d’Alger. À travers la mise en place d’une base de données sous SIG et par une approche historique et comparative, le résultat de ce travail nous a permis une meilleure lecture spatiotemporelle des mutations qu’ont subies les différentes agglomérations à Alger, de 1966 à ce jour. En effet, cette approche n’a jamais fait l’objet d’une analyse profonde dans le cadre des différentes recherches sur la ville d’Alger., In the face of the spatial disparities that faced Algerian cities after independence, the government attempted to address this situation by redefining the territorial grid layout through four successive boundary changes to administrative divisions (1963, 1974, 1984 and 1997). Our article analyzes the spatial consequences of these public policies on the development process in the Algiers metropolitan area. We believe that careful consideration of the evolution of the urban areas comprising Algiers (changes in status, emergence of new urban areas, amalgamations between major and minor urban centres…) is an extremely valuable approach. Firstly, it provides a clear picture of the process of urban sprawl and secondly, it allows for a better understanding of the physical changes the city of Algiers is dealing with in its urban landscape. Our article analyzes the dynamics surrounding the changes to administrative division boundaries in the Algiers metropolitan area. We want to shed new light on the role played by the evolution and changes in status of particular urban agglomerations and the promotion of different administrative structures2, as a way to foster a better understanding of the physical changes undergone by the city of Algiers. The establishment of a GIS database and the adoption of a historical and comparative approach have enabled us to trace spatiotemporal changes in the different urban agglomerations of greater Algiers from 1966 to the present day. In spite of a variety of studies on the subject, this is the first time an approach such as ours has been used for an in-depth analysis of the city of Algiers., Las ciudades argelinas, después de la independencia, confrontaban desigualdades espaciales, el Estado trató de enfrentar esta situación reconsiderando las redes territoriales mediante cuatro reparticiones sucesivas (1963, 1974, 1984 y 1997). Nuestro artículo presenta las consecuencias espaciales de dichas políticas públicas sobre el proceso de desarrollo de las aglomeraciones argelinas. Una buena reflexión sobre la evolución de las aglomeraciones en Argel (cambio de estatuto, nuevas aglomeraciones, fusión entre ellas, distritos y aglomeraciones secundarias, etc.) sería un enfoque interesante. Por un lado, para tener una visión clara del proceso de expansión urbana y por el otro, para apreciar mejor la evolución morfológica que confronta la ciudad. Analizamos la dinámica de las aglomeraciones que acompañan la repartición administrativa en Argel. Presentamos un nuevo enfoque sobre el rol de la evolución y del cambio de estatuto de las aglomeraciones, así como de la promoción administrativa 3 para apreciar mejor la evolución morfológica de la ciudad. El resultado del análisis de los datos de SIG y el enfoque histórico comparativo, nos ha permitido una mejor lectura espacio-temporal de las mutaciones de las diferentes aglomeraciones en Argel, desde 1966 hasta hoy en día. Este proceso nunca fue objeto de análisis exhaustivo en las investigaciones sobre la ciudad de Argel.

During its history port and city relationship took multiple forms, frequently compatible yet sometimes divergent and even opposed, leading to inversing domination status of both actors. Algiers capital of a 40 million inhabitants state, has always been a laboratory of urban politics since the colonial era to the institutional constructions of independent Algeria, regardless of deficient statistical tools. However, the space in Algiers is confronted to great challenges due to an anarchic growth of its population, fragmented urban spaces and unbearable motion constraints. If road and collective transportation infrastructures are growingly programed and achieved by successive plans, their articulation with built-up areas and housing developments with the aim of eradicating slums does not seem to be really coherent. Furthermore, the location of communal amenities which seem to be relating to real estate opportunities, adds to the complexity of the urban fabric.However, under this apparent complexity, arise deep urban logics that should be highlighted and modeled.; Alger, ville et port doit son histoire exceptionnelle à son site remarquable sur un éperon rocheux.
