The literature on metropolitan governance is replete with examples of collaborative efforts that have fallen short of expectations and grim prognoses of the potential for voluntary forms of regional governance. This article analyzes something often sought, and rarely found, in American metropolitan politics: successful, effective, and sustained interjurisdictional and interagency cooperation. TRANSCOM, a non-profit transportation organization, stands out as an instance of successful collective cooperation. Operating behind the scenes in one of the world’s most politically fragmented metropolitan areas, its secret has been (a) engaging and building upon a clear and focused mission; (b) demonstrating organizational legitimacy by providing tangible benefits to members; (c) executing its mission without impinging on members’ organizational autonomy; (d) creatively tapping into available resources; (e) sustaining buy-in by developing strong relationships with members; and (f) seeking out champions and empowering decisive and strategic leadership.

Carbon dioxide (CO2) fluxes over the temperate Eura-sian region have been estimated robustly for the period 2006-2008 using the time-dependent inversion com-ponent of the TRANSCOM protocol. Data from six CO2 measuring stations in temperate Eurasia, includ-ing the Indian station at Hanle along with 75 others from different parts of the world have been used. A careful analysis of a posteriori errors and model reso-lution shows that temperate Eurasia is a major resid-ual sink of CO2 with a value of 1.5 Gigatonnes of carbon/year. [ABSTRACT FROM AUTHOR]

TRANSCOM's system for managing incidents and traffic (TRANSMIT) is a traffic surveillance and incident detection system that is based on traffic probes equipped with the E-ZPass electronic toll collection tags. The evaluation has been carried out to assess its communication system performance, its incident detection capability, and the traffic-flow parameters estimation, and to identify its current and potential benefits. The TRANSMIT communication system exhibited excellent performance in terms of the transmission rates system wide. The TRANSMIT incident detection algorithm performed very favorably in comparison to the results of the best incident detection algorithms reported in the literature. The link travel time estimates were found to be within the 95% confidence interval.
