Abstract

Knowing and analyzing the effect of the successful implementation of forest management policies mediated by community empowerment by moderating a network of actors and stakeholder collaborations. This study uses a quantitative approach to examine specific populations and samples. The research instrument is a questionnaire. The sample in this study were 100 people around the KPHP Model Yogjakarta. The analytical tool used Structural Equation Modeling (SEM) WarpPLS and IPA approaches. Communication, resources, environmental conditions, and relationships between organizations have a direct and significant effect on community empowerment, and the empowerment variable has a direct and significant effect on the successful implementation of forest management policies. The variables that do not directly affect the disposition and organizational structure variables do not significantly influence community empowerment. The influence of actor-networks and stakeholder collaborations as moderation which strengthens implementation of community empowerment and successful implementation is a novelty in research.

Abstract

Effective coordination and cooperation between corporate actors and local leadership is one of the success factors for creating a tourist town, in addition to the availability of tourism infrastructure [19]. Establishing tourist infrastructure in Malang Regency is a requirement of both local tourism business owners and the local government [7]. Gubugklakah Village, a part of the National Tourism Strategic Area, Bromo Tengger Semeru, was declared in 2010 and has since worked to prepare its tourism infrastructure (KSPN-BTS). Public involvement is necessary to fulfill the needs of the tourism entrepreneurs represented by the Tourism Village Institute in creating tourism infrastructure for sustainable tourism. This study tries to understand how citizen engagement works. Lack of knowledge of the technical and non - technical aspects of tourism infrastructure can hinder sustainable tourism development. A homestay facility's structure offers occupants at least some hope that they will recover when the pandemic strikes. Even though they have been building the tourist town in a participatory manner for almost ten years, difficult circumstances during a pandemic necessitate a higher level of participation. What part does the community play in building a tourist village with public involvement? The primary issue that needs to be answered is what kind of participation will be generated. The nature of the involvement is influenced by internal factors and features of local individuals regarding their cultural, religious, and demographic backgrounds, as well as by external elements of the local environment. The provision of tourism infrastructure was clarified by using the explanatory approach in in-depth interviews with local organizations, local government, community leaders, and stakeholders from the housing sector. Abstract

This study aims to implement government efforts in direct and simultaneous regional head elections by building a balance between politics and managerial in Indonesia. The case studies in this study used direct and simultaneous elections in 2015, 2017, and 2018. Direct and simultaneous regional elections in 2015, 2017, and 2018 were the population in this study, while samples were obtained from primary data and secondary data. There were six observations which included grant funds, voter data, voter participation, SCA neutrality, security and order, and acting for regional head preparation. The policies regarding the regional government law and the election law as well as building the political and managerial balance of the government are expected to be able to anticipate and overcome problems that arise in direct and simultaneous regional head elections. Originality in this study is a new approach in building balance with a managerial approach to governance and the decentralization approach. Abstract

The occurrence of accidents, chemical fuels and cargo carried by ships, garbage, and oil spills from ships because of marine transportation activities causes environmental problems whose impact can threaten environmental sustainability. Studies have shown that the role of the human factor is 70-80% in the occurrence of environmental sustainability threats. Some literature on green human resource management has examined that the role of green competencies is the main requirement in improving one's performance in the environmental field. In order to support sustainable shipping management, there needs to be a study on green competencies. However, studies on construct development and validation of green competencies measurements in the shipping industry have not been widely conducted. This study aims to develop a scale of green competencies measuring instruments referring to the view of maintaining the marine environment in the shipping industry. Empirical studies have been conducted based on a quantitative approach, with survey methods conducted on 333 crew (seafarers) who have been employees in the shipping industry. The analysis of green competency measuring instrument development model has been done by using Confirmatory Factor Analysis (CFA) by SEM PLS 4.0 software. The findings of this study show that green competencies is a multidimensional reflective scale consisting of dimensions of green knowledge, green skills, green attitude, green awareness and green ability that have been tested for validity and reliability. The implication of these findings is to contribute to a literature review on green competencies, especially in the shipping industry. In addition, the results of the analysis on the green competencies construct model can be used as the basis for the preparation of a green competencies model for the benefit of green human resource management in the shipping industry. Abstract

Changing in governance practices from centralized to decentralize and shifting from uniformity to diversity in village governance do not necessarily mean customary values that are owned and maintained can be used in the administration of customary (adat) village governance. The problem of the customary village governance arises from the uniformity of villages, the lack of recognition of customary values and the number of customary villages that have been declared during the New Order government. However, the issuance of Law No. 6 of 2014 concerning villages at this time is expected that the customary values can be accommodated to strengthen the course of customary village governance. This study aims to describe and analyze the application of traditional values (local wisdom) used in the administration of Nagari Kapau Government. This study used a qualitative approach whose data collection methods were in the form of in-depth interviews, observation and data triangulation that was carried out to increase credibility. The results of the study revealed that the uniformity of villages in the New Order era apparently was not able to eliminate the traditional values that are owned directly; even the traditional values were still maintained and used in the practice of governing the Nagari Kapau government in Agam Regency, West Sumatera Province. The customary values (local wisdom) used in the task of organizing governance will be described as follows (1) the Kalarasan Koto Philiang Chaniago is used in the decision-making process of the Minangkabau indigenous people, (2) the Adat Basandi Syarak, Syarak Basandi Kitabullah (ABSSBK) is used as a philosophy live in the Minangkabau Indigenous people, (3) the Penghulu (Ninik Mamak) is used as the Nagari owner in the Minangkabau indigenous people, (4) Wali Nagari (the Head of the Customary Village) is used as the Head of Government in the Minangkabau Indigenous Community, (5) Harta Pusaka (Sako Pusako) is used as a legacy system in the Minangkabau Indigenous people, (6) Suku is used as a condition for the establishment of Nagari in the Minangkabau Indigenous people, (7) Tungku Tigo Sajarangan (the three Sajarangan Stove) and Tali Tigo Sapilin as a pattern of Leadership in Minangkabau Indigenous people.

Abstract

This paper elaborates on the collaborative management model for disaster relief by using systematic reviews. The focus point in humanitarian aids actors who collaborate in disaster relief approach. It does not focus on the collaborative management model in the subdivision of one organization. The authors’ review based on a disaster event or relevant activities. The result shows that most of the collaborative management in this approach work with state level, representative of the international organization located in the affected country and international level. Less of the case that society gets involved. Some case they work with the military in term of logistics that outstanding case. This approach can explain by the umbrella’s model of Proulx et al. (2014) that all actors make strategic direction and operate under an umbrella organization. The importance of obstacles is communication and networking.

Abstract

This scientific journal research analyzes a public policy on regulatory inconsistencies made by public officials that cause social conflict in society. The research problem focuses on PM 12/2019 regulations with UULLAJ/2009. The research approach method was qualitative. Creswell defines the qualitative method as a research method based on a constructive perspective, that is various meanings; meanings that are constructed socially and historically to develop a theory or pattern. The researchers collected and developed open data, intending to develop themes from the data obtained. This research aims to describe in depth the facts related to the inconsistency of regulations made by public officials which have an impact on the conflicts between the riders of online-based motorcycle taxi and conventional motorcycle taxi as land transportation in Indonesia. The data collection technique used document study. The observations carried out were passive participatory observations because the researchers only visited the research location and observed any events that occurred related to the conflict between online GOJEK riders and conventional OJEK riders in the research site. The research used interactive data analysis technique. Activities in data analysis consisted of: (1) data reduction; (2) data presentation; and (3) conclusion/verification. Based on the research data, it could be concluded that there were inconsistencies of public policy regulations regarding motorcycles (two-wheeled vehicles), as online-based public transportation vehicles based on PM 12/2019 with UULLAJ/2009, Article 47. In this case, motorcycles are not included in the category of public transportation types. The immediate solution should be made based on the results of research on online-based land transportation to date in Indonesia, since it has not been regulated by regulations on public transportation. Abstract

Research on this journal ontology that many private higher education institutions in Jakarta cover the impact of the policies of the Ministry of Research, Technology and Higher Education of the Republic of Indonesia as public officials to make and issue regulations that are very burdensome for the management of private higher education institutions. The purpose of this research is to criticize for improvement to the government of the Republic of Indonesia. This research used a qualitative method, while the research object was private universities in Jakarta that lack resources. The research subjects were resource persons who were aware of the constraints of the bankruptcy of private universities in Jakarta. The results of the study show that it has been proven that the state, in this case, the Ministry of Research, Technology and Higher Education of the Republic of Indonesia, makes and issues regulations that are very detrimental to the management of private higher education which is minimal in resources. The suggestion from this research shows that the government, by the constitution of the Republic of Indonesia, must be able to provide resource assistance efforts for private universities that are deficient.

Abstract

This paper aims to evaluate the implementation of Maritime Security Policy in Indonesia. While the issues of maritime security are varied, this paper focuses only on three issues in maritime security, which include maritime delimitation, Illegal Unreported and Unregulated (IUU Fishing) and Piracy. It is argued that IUU Fishing as well as piracy and any other maritime security threats emerged due to unclear maritime delimitation. Indonesia is the biggest archipelagic state in the world neighboring with ten coastal states, which each of them needs clear maritime delimitation. While Indonesia has done much in fixing its maritime delimitation, yet much remain to be done. Furthermore, while various international legal framework has been established relating to IUU Fishing, unfortunately, national laws concerning IUU Fishing still recall for never ending debates. Similar to this, national laws in piracy is still out of date since such laws still regulated under Criminal Laws Code/ Kitab Undang-Undang Hukum Pidana (KUHP), which was adopted from Dutch laws many decades ago. Such conditions leads to insufficient policy implementation. This paper adopts a qualitative research method. Data collected from relevant informant and analysed using policy implementation theory. It is submitted that in ensuring policy implementation, existing policies relating to maritime security, especially IUU Fishing as well as piracy needs to be revisited and revised to be in accordance with international policies and legal framework

Abstract

Engagement culture is very common in our society, especially in the Pandalungan community. Through engagement can trigger early marriage for both brides. For prospective brides, if it is still too early, generally they get married after graduating elementary school, around the age of 12-13 years, then pregnancy occurs, then this can lead to the next problem. Often expectant mothers are pregnant and too young. They will have a high risk of being unable to give birth normally and safely. Many high-risk birth events trigger the death of both the mother and the baby. Through social capital analysis, this research explores the details of the problem of maternal and infant mortality rates, where there are norms, trust and networks formed in the engagement culture of the Pandalungan community in Jember.

Abstract

This paper discusses the analysis of local government financial capacity for equitable development in its territory. Autonomy requires local governments to improve their abilities in various matters, such as organizational, financial, and political. Financial capacity is the key to achieving local government performance. Limited financial capacity results in an imbalance in the distribution of development. Budget allocations meet complicated conditions to maintain equitable development in all territories. The local government within the Indonesian archipelago faces great challenges to minimize regional disparities. “Success to the successful” (Kim & Anderson, 1998) is an archetype that illustrates this reality. Local government budgets behave in trade-offs, between the mainland and the islands area negating each other in their allocations. Affirmations in one area result in weaker allocations in other areas. The dilemma is that local governments are committed to eliminating regional disparities but are not supported by adequate financial capacity. Low financial capacity causes a monopolistic pattern. If an entity leads, then the entity will be easier to continue to lead and improve its performance, while other entities remain underdeveloped.

Abstract

This study aimed to describe case study of people’s mining in Muara Enim Regency, South Sumatera, Indonesia. This was a case study research with descriptive method to explain the decentralization in mining affair located in Muara Enim regency. Data were collected from resources in the form of documents, archives, and phenomena whilst secondary data were collected from academic articles, Youtube, and online news. The positive impact of decentralization in people’s mining in Muara Enim Regency can be seen in economical aspect. Whereas the negative impact of decentralization in people’s mining are wider in three aspects, namely social, environmental, and human safety aspects. Government revisiting the mining regulations is needed to avoid further conflicts. Research on the key parameter on why a nation should do decentralization is still debated. The implementation of asymmetric decentralization in Indonesia since the new order era until after reform era brings an impact on how the quality of local governance may affect the result. While research on asymmetric decentralization has developed very significantly, only limited attention has been paid to the determinants of success, especially the role governance plays.
