Military training areas (MTAs) are special spatial units. Closed and inaccessible for the general public, they have been shaped by long-term military use of various potential type and intensity. Following the suspension of operation, some MTAs fell derelict and buildings and infrastructures on it become brownfields. Local municipalities will have strong interests and will care about the re-development options – either in utilising potentials or in preventing competitions. We take a Czech example and use in-depth semi-structured interviews to investigate the how local actors perceived and influenced the re-development perspectives of the former MTA Brdy, Czech Republic. This case is interesting, because international and national politics in as much as different groups of local stakeholders played significant roles in creating opportunities and for holding or pushing a re- or new development on the military brownfield land. Next to the results of the qualitative interviews with local stakeholders, we include analysis of available statistical data and information about the case study municipalities. Our contribution gives an insightful investigation about the role that local actors played in determining new uses of the former MTA in uncertain and unstable socio-economic and political conditions typical for post-communist and developing countries.

Governance of natural resources is inherently complex and requires navigating trade-offs at multiple dimensions. In this paper, we present and operationalize the Governance Disruptions Framework (GDF) as a tool for holistic analysis of natural resource governance systems. For each of the four dimensions of the framework (target adequacy, object adequacy, instrument adequacy, and behavioural adequacy) we formulate guiding questions, to be used when applying the framework to particular governance systems. We then demonstrate the use of GDF by applying it to the core of German agricultural soil policy. We show that for each framework dimension, the governance system exhibits deficits, particularly with respect to object adequacy and instrument adequacy. Furthermore, we use the GDF-based analysis to highlight research gaps. We find that stakeholder analyses are a central gap across GDF dimensions.

Land and soil are critically impacted by multiple use requirements. It is increasingly understood that the urban-rural metabolism and relationships are critically determining the in-/efficiency of land use practices. Thus, the following question has been emphasized: How can improved urban-rural linkages contribute to sustainable territorial development, including sustainable land management?

Rapid expansion of settlements and related infrastructures is a global trend that comes with severe environmental, economic, and social costs. Steering urbanization toward well-balanced compactness is thus acknowledged as an important strategic orientation in UN Sustainable Development Goal 11 (SDG-11) via the SDG-indicator &ldquo, Ratio of land consumption rate to population growth rate.&rdquo, The EU&rsquo, s simultaneous commitment to being &ldquo, a frontrunner in implementing [&hellip, ] the SDGs&rdquo, and to striving for &ldquo, no net land take until 2050&rdquo, calls for relating the concepts of land consumption and land take to each other. Drawing on an EU-centred questionnaire study, a focus group and a literature review, we scrutinize definitions of land consumption and land take, seeking to show how they are interrelated, and questioning the comparability of respective indicators. We argue that conceptual clarifications and a bridging of the two notions are much needed, and that the precision required for definitions and applications is context-dependent. While approximate understandings may suffice for general communication and dissemination objectives, accurate and consistent interpretations of the discussed concepts seem indispensable for monitoring and reporting purposes. We propose ways of addressing existing ambiguities and suggest prioritizing the term land take in the EU context. Thereby, we aim to enhance conceptual clarity around land consumption and land take&mdash, a precondition for solidly informing respective policies and decisions.

The ecosystem services (ES) concept has been increasingly considered in science and policy making. However, its consideration in agricultural management by farmers has not yet been fully investigated. This paper presents a theoretical framework based on available literature on how the concept of ES is likely established in agricultural practices and policies. We refine this framework based on a case study from Saxony, Germany. First, semi-qualitative interviews with farmers were conducted and a qualitative content analysis with a combination of a deductive and inductive category system executed. The results show that knowledge about the concept of ES is inherent in agriculture and that farmers implement various ES in agricultural management decisions even though their terminology may differ from ES definitions in research. Second, the paper evaluates existing agricultural policy instruments within the case study region related to their potential to enhance the provision of ES by asking which governance instruments are familiar with and would be accepted by the farmers for incorporating ES more prominently as a criterion in their management decisions. The paper concludes with an enriched conceptual framework about ES in farmers’ decision making and on policy recommendations.

The central importance of soil for the functioning of terrestrial systems is increasingly recognized. Critically relevant for water quality, climate control, nutrient cycling and biodiversity, soil provides more functions than just the basis for agricultural production. Nowadays, soil is increasingly under pressure as a limited resource for the production of food, energy and raw materials. This has led to an increasing demand for concepts assessing soil functions so that they can be adequately considered in decision-making aimed at sustainable soil management. The various soil science disciplines have progressively developed highly sophisticated methods to explore the multitude of physical, chemical and biological processes in soil. It is not obvious, however, how the steadily improving insight into soil processes may contribute to the evaluation of soil functions. Here, we present to a new systemic modeling framework that allows for a consistent coupling between reductionist yet observable indicators for soil functions with detailed process understanding. It is based on the mechanistic relationships between soil functional attributes, each explained by a network of interacting processes as derived from scientific evidence. The non-linear character of these interactions produces stability and resilience of soil with respect to functional characteristics. We anticipate that this new conceptional framework will integrate the various soil science disciplines and help identify important future research questions at the interface between disciplines. It allows the overwhelming complexity of soil systems to be adequately coped with and paves the way for steadily improving our capability to assess soil functions based on scientific understanding.

In the light of global urbanization and biodiversity loss, ecosystem services provided by urban green spaces (UGS) are becoming increasingly important, not least as a recovery and recreation opportunity for citizens. The valuation of UGS is significant for urban planners, who make decisions on the creation or removal of UGS. We analysed the influence of UGS on residential property prices in Leipzig, Germany, by applying a hedonic pricing analysis. This analysis complements the existing literature by considering both sale and rental prices for flats and houses; moreover, the shape of UGS is taken into account explicitly; finally, it is the first study in Germany to analyse UGS in hedonic studies to such an extent. The results demonstrate that the size of the nearest UGS has a stronger impact on prices compared to the distance from it. With respect to shape, we found that the simpler the UGS shape, the higher the prices. Although we find an impact of UGS on prices, the impact is smaller than that of other characteristics. The proposed valuation approach and obtained results inform urban planners regarding the design of new UGS and raise awareness about potential intended and unintended economic and social effects.

Agricultural management is a key force affecting soil processes and functions. Triggered by biophysical constraints as well as rapid structural and technological developments, new management practices are emerging with largely unknown impacts on soil processes and functions. This impedes assessments of the potential of such emerging practices for sustainable intensification, a paradigm coined to address the growing demand for food and nonfood products. In terms of soil management, sustainable intensification means that soil productivity is increased while other soil functions and services, such as carbon storage and habitat for organisms, are simultaneously maintained or even improved. In this paper we provide an overview of research challenges to better understand how emerging soil management practices affect soil processes and functions. We distinguish four categories of soil management practices: spatial arrangements of cropping systems, crops and rotations, mechanical pressures, and inputs into the soil. Key research needs identified for each include nutrient efficiency in agroforestry versus conventional cropping systems, soil-rhizosphere microbiome elucidation to understand the interacting roles of crops and rotations, the effects of soil compaction on soil–plant–atmosphere interactions, and the ecotoxicity of plastics, pharmaceuticals and other pollutants that are introduced into the soil. We establish an interdisciplinary, systemic approach to soil science and include cross-cutting research activities related to process modeling, data management, stakeholder interaction, sustainability assessment and governance. The identification of soil research challenges from the perspective of agricultural management facilitates cooperation between different scientific disciplines in the field of sustainable agricultural production.

The concept of ecosystem services, especially in combination with economic valuation, can illuminate trade-offs involved in soil management, policy and governance, and thus support decision making. In this paper, we investigate and highlight the potential and limitations of the economic valuation of soil-based ecosystem services to inform sustainable soil management and policy. We formulate a definition of soil-based ecosystem services as basis for conducting a review of existing soil valuation studies with a focus on the inclusion of ecosystem services and the choice of valuation methods. We find that, so far, the economic valuation of soil-based ecosystem services has covered only a small number of such services and most studies have employed cost-based methods rather than state-of-the-art preference-based valuation methods, even though the latter would better acknowledge the public good character of soil related services. Therefore, the relevance of existing valuation studies for political processes is low. Broadening the spectrum of analyzed ecosystem services as well as using preference-based methods would likely increase the informational quality and policy relevance of valuation results. We point out options for improvement based on recent advances in economic valuation theory and practice. We conclude by investigating the specific roles economic valuation results can play in different phases of the policy-making process, and the specific requirements for its usefulness in this context.

Urban green spaces (UGS) are essential components of sustainable cities that provide many benefits to urban residents, such as recreation or aesthetics. Urban residents may be willing to pay for some of these ecosystem services. Indeed, studies investigating the formation of housing prices through hedonic pricing analysis have shown that UGS can influence housing prices. Hedonic pricing analysis puts housing units at the center of analysis. In this study, we investigate whether an alternative perspective provides additional insights into the effects of UGS on pricing. The proposed approach puts UGS into the center of analysis by applying an analysis of buffer zones to housing prices, thus, linking approaches from urban economics and landscape ecology. Such an analysis could deepen our understanding of the effects of UGS on housing prices by analyzing price&ndash, distance slopes around UGS-thus supporting more informed decisions on efficient UGS management and urban planning. Our results using a case study on Leipzig, Germany, demonstrate that the size of UGS affects price&ndash, distance slopes around them. We conclude that further investigations should be fathomed to unleash the potential of applying the analysis of buffer zones around UGS as a method to inform sustainable UGS design in cities.

What drives farmers’ decision-making? To inform effective, efficient, and legitimate governance of agricultural soils, it is important to understand the behaviour of those who manage the fields. This article contributes to the assessment and development of innovative soil governance instruments by outlining a comprehensive understanding of the determinants of farmers’ behaviour and decision-making. Our analysis synthesises empirical literature from different disciplines spanning the last four decades on various farm-level decision-making problems. Based on a conceptual framework that links objective characteristics of the farm and the farmer with behavioural characteristics, social-institutional environment, economic constraints, and decision characteristics, empirical findings from 87 European studies are presented and discussed. We point out that economic constraints and incentives are very important, but that other factors also have significant effects, in particular pro-environmental attitudes, goodness of fit, and past experience. Conversely, we find mixed results for demographic factors and symbolic capital. A number of potentially highly relevant yet understudied factors for soil governance are identified, including adoption of technologies, advisory services, bureaucratic load, risk aversion and social capital, social norms, and peer orientation. Our results emphasise the importance of a broad behavioural perspective to improve the efficiency, effectiveness, and legitimacy of soil governance.

The regeneration of brownfields has been increasingly recognized as a key instrument in sustainable land management, since free developable land (or so called "greenfields") has become a scare and more expensive resource, especially in densely populated areas. However, the complexity of these sites requires considerable efforts to successfully complete their revitalization projects, thus requiring the development and application of appropriate tools to support decision makers in the selection of promising sites where efficiently allocate the limited financial resources. The design of effective prioritization tools is a complex process, which requires the analysis and consideration of critical points of attention (PoAs) which has been identified considering the state of the art in literature, and lessons learned from previous developments of regional brownfield (BF) prioritization processes, frameworks and tools. Accordingly, we identified 5 PoAs, namely 1) Assessing end user needs and orientation discussions, 2) Availability and quality of the data needed for the BF prioritization tool, 3) Communication and stakeholder engagement 4) Drivers of regeneration success, and 5) Financing and application costs. To deepen and collate the most recent knowledge on the topics from scientists and practitioners, we organized a focus group discussion within a special session at the AquaConSoil (ACS) conference 2017, where participants were asked to add their experience and thoughts to the discussion in order to identify the most significant and urgent points of attention in BF prioritization tool design. The result of this assessment is a comprehensive table (Table 2), which can support problem owners, investors, service providers, regulators, public and private land managers, decision makers etc. in the identification of the main aspects (sub-topics) to be considered and their relative influences and in the comprehension of the general patterns and challenges to be faced when dealing with the development of BF prioritization tools.

We introduce the INSPIRATION bottom-up approach for the development of a strategic research agenda for spatial planning, land use and soil-sediment-water-system management in Europe. Research and innovation needs were identified by more than 500 European funders, endusers, scientists, policy makers, public administrators and consultants. We report both on the concept and on the implementation of the bottom-up approach, provide a critique of the process and draw key lessons for the development of research agendas in the future. Based on identified strengths and weaknesses we identified as key opportunities and threats 1) a high ranking and attentiveness for the research topics on the political agenda, in press and media or in public awareness, 2) availability of funding for research, 3) the resources available for creating the agenda itself, 4) the role of the sponsor of the agenda development, and 5) the continuity of stakeholder engagement as bases for identification of windows of opportunity, creating ownership for the agenda and facilitating its implementation. Our derived key recommendations are 1) a clear definition of the area for which the agenda is to be developed and for the targeted user, 2) a conceptual model to structure the agenda, 3) making clear the expected roles, tasks, input formats regarding the involvement and communication with the stakeholders and project partners, 4) a sufficient number of iterations and checks of the agenda with stakeholders to insure completeness, relevance and creation of co-ownership for the agenda, and 5) from the beginning prepare the infrastructure for the network to implement the agenda.

The EU Soil Thematic Strategy calls for the application of sustainability concepts and methods as part of an integrated policy to prevent soil degradation and to increase the re-use of brownfields. Although certain general principles have been proposed for the evaluation of sustainable development, the practical application of sustainability assessment tools (SATs) is contingent on the actual requirements of tool users, e.g. planners or investors, to pick up such instruments in actual decision making. We examine the normative sustainability principles that need to be taken into account in order to make sound land-use decisions between new development on greenfield sites and the regeneration of brownfields – and relate these principles to empirically observed user requirements and the properties of available SATs. In this way we provide an overview of approaches to sustainability assessment. Three stylized approaches, represented in each case by a typical tool selected from the literature, are presented and contrasted with (1) the norm-oriented Bellagio sustainability principles and (2) the requirements of three different stakeholder groups: decision makers, scientists/experts and representatives of the general public. The paper disentangles some of the inevitable trade-offs involved in seeking to implement sustainable land-use planning, i.e. between norm orientation and holism, broad participation and effective communication. It concludes with the controversial assessment that there are no perfect tools and that to be meaningful the user requirements of decision makers must take precedence over those of other interest groups in the design of SATs.

Transaction costs (TCs) are often claimed to be a key determinant of how policies are actually implemented on the ground and what effect they ultimately deliver on soil quality and functions. Focusing on agriculture-related soil protection policies in Eastern Germany, we analyse data from key informant interviews in two case study areas (Brandenburg and Saxony-Anhalt) in order to provide new evidence that TCs do indeed matter for policy implementation. We systematically map TCs that occur at the policy implementation and operation stages and their drivers. Our data showed that in addition to TCs for ‘information management’ and ‘coordination’, existing frameworks need to be extended to explicitly consider TCs for ‘enforcement’. Results illustrate that there is a broad range of TCs that are due to the complexity of soils and their management, property rights assignment and administrative processes. A deliberate expert-based scenario approach is applied to better understand the likely determinants of the evolution of the market for nanoparticles use in remediation in Europe until 2025. An initial set of factors had been obtained from a literature review and was complemented by a workshop and key-informant interviews. In further expert engaging formats - focus groups, workshops, conferences, surveys - this initial set of factors was condensed and engaged experts scored the factors regarding their importance for being likely to influence the market development. An interaction matrix was obtained identifying the factors being most active in shaping the market development in Europe by 2025, namely "Science-Policy-Interface" and "Validated information on nanoparticle application potential". Based on these, potential scenarios were determined and development of factors discussed. Conclusions are offered on achievable interventions to enhance nanoremediation deployment.

This article deals with experiences acquired during the process of developing the Timbre Brownfield Prioritization Tool (TBPT). Developing a decision support tool that takes into account the expectations and experiences of its potential users is similar to creating applicable knowledge by the joint action of scientists and heterogeneous actors. Actor network theory is used to explore the construction of this form of applicable knowledge as a process of actor network creation. Following the French sociologist Callon, networks are seen to be initiated and carried out by a group of scientists (tool developers) via four moments of translation, called problematization, interessement, enrolment and mobilization. Each step in the construction of the TBPT—from the initial research question to the final model—can be linked in retrospect to changing configurations of actor networks. Based on the experiences of the tool developers in the Czech Republic, Poland, Germany and Romania, we illustrate how these configurations varied across space and time. This contribution emphasizes the ability to correlate gains in knowledge with the more visible changes in the scope of actor networks in order to highlight achievements but also limitations in acquiring applicable knowledge.

International audience; Brownfield reuse is increasingly advocated as an alternative to sealing so far undeveloped land. Several European companies, communities and regions have built brownfield registers to steer brownfield investments. Having different brownfield redevelopment options, a proper selection of most promising sites is a pre-requisite to efficiently allocate the limited financial resources. Authorities are in need of strategies and tools to screen wide areas with a large number of brownfields to identify locations with best potentials for redevelopment. The French Alsace regional authorities and the Auvergne Rhone Alpes Regional Council are strongly supporting prioritisation approaches by being involved in brownfield redevelopment initiatives.Only a few tools supporting “regional brownfield prioritisation” strategies already exist or are in the process of being developed for administrations and brownfield portfolio managers. These are mainly spatial decision support tools based on multi-criteria analysis (MCA). Noteworthy is the Timbre Brownfield Prioritization Tool (TBPT), a freely available web-based tool assisting stakeholders in brownfield reuse. It was developed under the TIMBRE FP7 R&I project. A similar prioritisation tool relying on a MCA is being developed and tested for the French Alsace Regional authority. This tool is required as part of a regional strategy to encourage transparent decision-making process in sites prioritisation and selection, especially for those where groundwater is potentially contaminated and would benefit from state funding for remediation. The Auvergne-Rhone Alpes region, through its regional brownfield initiative called “ID Friche”, is developing an approach to provide tools to inform decision makers in how to improve efficiency of brownfields redevelopment. The aims of the session are to share knowledge and experience on prioritisation approaches and to discuss best ways to develop prioritisation tools being sensitive for different spatial dimensions, e.g. the national and regional context.Part 1 Presentations on existing prioritisation approaches state-of-art:-Development of a brownfield prioritisation tools for the French Alsacian local authority based on available data (E. Die energetische Sanierung von Wohnhäusern wird in vielen Städten vorangetrieben. Was im Hinblick auf Energieeffizienz sinnvoll ist, kann aufgrund steigender Mietkosten zu einer Verdrängung der alteingesessenen Bewohner(innen) führen. Damit energetische Sanierung nicht dazu beiträgt, soziale Ungleichheiten auf Stadt- und Quartiersebene zu erhöhen, bedarf es sozialpolitischer Regelungen und Förderinstrumente. Doch fehlt noch eine fundierte Datenbasis, die es erlaubt, entsprechende Empfehlungen zu geben.

Europeanization research dealing with the environmental transition in Eastern Europe has focused on the roles of state actors in adopting European regulations. Less well understood are the framings and roles of public administration actors when European Union regulations do not prescribe specific institutional changes. This article offers a micro perspective on the framings and roles of such actors in several cases of brownfield regeneration. Actors can play a proactive role, thereby fostering change, or they can play a moderately active or a passive role. We identify three moments—defining brownfield problems, mobilizing networks, and leading by example—which together define an entrepreneurial path. Along this path, actors can evolve from passivity toward entrepreneurship, but stasis and regression are also possible. Using qualitative data from the project TIMBRE (Tailored Improvement of Brownfield Regeneration in Europe), we illustrate different moments along this path for public sector actors in the Czech Republic, Poland, and Romania.

In many European countries, rising energy prices and depleting resources decrease the affordability of electric and heat energy for poor households (e.g. Scarpellini et al. 2015; Kolokotsa and Santamouris 2014)). The topic has been taken up in parts of the political arena in Europe following the UK’s example (Bouzarovski et al. 2012),especially in those countries where the affordability of energy has decreased drastically, such as in Greece (see Vatavali and Chatzikonstantinou in this volume) or Bulgaria, where skyrocketing energy prizes contributed to the fall of the government in 2013 (Parkinson, 2013). As Grosmann et al. (2014) and Haas (in this volume) show, the political debate in other countries such as Germany did not focus on the problems of households being overburdened by energy costs.

Redevelopment of large contaminated brownfields (megasites) is often hampered by a lack of communication and harmonization among diverse stakeholders with potentially conflicting interests. Decision support is required to provide integrative yet transparent evaluation of often complex spatial information to stakeholders with different areas of expertise. It is considered crucial for successful redevelopment to identify a shared vision of how the respective contaminated site could be remediated and redeveloped. We describe a framework of assessment methods and models that analyzes and visualizes site- and land use-specific spatial information at the screening level, with the aim to support the derivation of recommendable land use layouts and to initiate further and more detailed planning. The framework integrates a GIS-based identification of areas to be remediated, an estimation of associated clean-up costs, a spatially explicit market value appraisal, and an assessment of the planned future land use's contribution to sustainable urban and regional development. Case study results show that derived options are potentially favorable in both a sustainability and an economic sense and that iterative re-planning is facilitated by the evaluation and visualization of economic, ecological and socio-economic aspects. The framework supports an efficient early judgment about whether and how abandoned land may be assigned a sustainable and marketable land use.

We describe the development of an integrated assessment model which evaluates redevelopment options of large contaminated brownfields and we present the application of the model in a case study. Aiming to support efficient and sustainable revitalization and communication between stakeholders, the presented assessment model integrates three pinnacles of brownfield revitalization: (i) subsurface remediation and site preparation costs, (ii) market-oriented economic appraisal, and (iii) the expected contribution of planned future land use to sustainable community and regional development. For the assessment, focus is set on the early stage of the brownfield redevelopment process, which is characterized by limited data availability and by flexibility in land use planning and development scope. At this stage, revealing the consequences of adjustments and alterations in planning options can foster efficiency in communication between the involved parties and thereby facilitates the brownfield revitalization process. Results from the case-study application indicate that the integrated assessment provides help in the identification of land use options beneficial in both a sustainable and an economical sense. For the study site it is shown on one hand that brownfield redevelopment is not automatically in line with sustainable regional development, and on the other hand it is demonstrated that additional contributions to sustainability are not intrinsically tied to increased costs.

Prioritizing brownfields for redevelopment in real estate portfolios can contribute to more sustainable regeneration and land management. Owners of large real estate and brownfield portfolios are challenged to allocate their limited resources to the development of the most critical or promising sites, in terms of time and cost efficiency. Authorities worried about the negative impacts of brownfields – in particular in the case of potential contamination – on the environment and society also need to prioritize their resources to those brownfields that most urgently deserve attention and intervention. Yet, numerous factors have to be considered for prioritizing actions, in particular when adhering to sustainability principles. Several multiple-criteria decision analysis (MCDA) approaches and tools have been suggested in order to support these actors in managing their brownfield portfolios. Based on lessons learned from the literature on success factors, sustainability assessment and MCDA approaches, researchers from a recent EU project have developed the web-based Timbre Brownfield Prioritization Tool (TBPT). It facilitates assessment and prioritization of a portfolio of sites on the basis of the probability of successful and sustainable regeneration or according to individually specified objectives. This paper introduces the challenges of brownfield portfolio management in general and reports about the application of the TBPT in five cases: practical test-uses by two large institutional land owners from Germany, a local and a regional administrative body from the Czech Republic, and an expert from a national environmental authority from Romania. Based on literature requirements for sustainability assessment tools and on the end-users’ feedbacks from the practical tests, we discuss the TBPT's strengths and weaknesses in order to inform and give recommendations for future development of prioritization tools.

As described in the introductory chapter, this book is concerned with the ways that actors in particular policy formulation venues gather and apply knowledge derived from using particular policy formulation tools. This chapter examines the venue of policy appraisal, which has received widespread attention from both policy formulation researchers and practitioners in the past two decades (Turnpenny et al. 2009; Adelle et al. 2012). As a formalized venue in which analysis is undertaken when formulating policy, it corresponds to the ‘InternalOfficial’ type as defined in Chapter 1. Indeed, the use of policy appraisal is often required by law: by 2008, all 31 OECD countries had either adopted, or were in the process of adopting, a formal system of policy appraisal (OECD 2009). Policy appraisal systems may in turn harness a wide range of policy formulation tools to carry out the analysis (Carley 1980; De Ridder et al. 2007; Nilsson et al. 2008). All these elements mean that the study of policy appraisal can yield revealing insights into policy formulation as a whole, since it covers, often mandatorily, the key ‘tasks’ of policy formulation noted in Chapter 1, namely: characterization of the current situation; problem conceptualization; identification of policy options; assessment of potential policy options and recommending and/or proposing a specific policy design. This chapter uses policy appraisal as a window into policy formulation activities as a whole.

In the last decade, the regeneration of derelict or underused sites, fully or partly located in urban areas (or so called “brownfields”), has become more common, since free developable land (or so called “greenfields”) has more and more become a scare and, hence, more expensive resource, especially in densely populated areas. Although the regeneration of brownfield sites can offer development potentials, the complexity of these sites requires considerable efforts to successfully complete their revitalization projects and the proper selection of promising sites is a pre-requisite to efficiently allocate the limited financial resources. The identification and analysis of success factors for brownfield sites regeneration can support investors and decision makers in selecting those sites which are the most advantageous for successful regeneration. The objective of this paper is to present the Timbre Brownfield Prioritization Tool (TBPT), developed as a web-based solution to assist stakeholders responsible for wider territories or clusters of brownfield sites (portfolios) to identify which brownfield sites should be preferably considered for redevelopment or further investigation. The prioritization approach is based on a set of success factors properly identified through a systematic stakeholder engagement procedure. Within the TBPT these success factors are integrated by means of a Multi Criteria Decision Analysis (MCDA) methodology, which includes stakeholders' requalification objectives and perspectives related to the brownfield regeneration process and takes into account the three pillars of sustainability (economic, social and environmental dimensions). The tool has been applied to the South Moravia case study (Czech Republic), considering two different requalification objectives identified by local stakeholders, namely the selection of suitable locations for the development of a shopping centre and a solar power plant, respectively. The application of the TBPT to the case study showed that it is flexible and easy to adapt to different local contexts, allowing the assessors to introduce locally relevant parameters identified according to their expertise and considering the availability of local data.

Brownfield areas are a major concern in Europe because they are often extensive, persistent in time and compromise stakeholders’ interests. Moreover, due to their complex nature, from the decision-making point of view, the regeneration of brownfields is a challenging problem requiring the involvement of the whole range of stakeholders. Many studies, projects and organisations have recognised the importance of stakeholder involvement and have promoted public participation. However, comprehensive studies providing an overview of stakeholders’ perceptions, concerns, attitudes and information needs when dealing with brownfield regeneration are still missing. This paper presents and discusses a participatory methodology applied to stakeholders from five European countries to fill this research gap, to develop a system to support the categorisation of the needed information and to support the understanding of which typology of information is the most relevant for specific categories of stakeholders also in relation with their concerns. The engagement process consists of five phases: (i) planning and preparatory work, (ii) identification of stakeholder categories, (iii) engagement activities (e.g. focus groups and workshops), (iv) submission of a questionnaire and (v) provision of feedback to the involved stakeholders. Thanks to this process, appropriate stakeholders have been identified as well as their perceptions, concerns, attitudes and information needs. Stakeholders’ perceptions proved to be different according to the country: German and Italian stakeholders perceive brownfields as complex systems, where several issues need to be addressed, while Romanian stakeholders consider contamination as almost the only issue to be addressed; Czech and Polish stakeholders address an intermediate number of issues. Attitudes and concerns seemed to be quite similar between countries. As far as information needs are concerned, similarities between some groups of stakeholders have been noticed: site owners and problem holders are primarily interested in information on planning and financing, while authorities and services providers are interested in more technical aspects like investigation, planning and risk assessment. Some outstanding outcomes emerged from the scientific community and research group, which showed an interest for remediation strategies and options and socio-economic aspects. The research outcomes allowed to create a knowledge base for the future development of tailored and customised approaches and tools for stakeholders working in the brownfield regeneration field.

In the general public, there is a widely held notion that individuals of certain nationalities tend to hold certain typical risk preferences. Furthermore, religious beliefs are thought to explain differences in risk-preparedness on the individual level. We analyze these two possible determinants of individual risk attitudes: nationality and religion. First addressing the study of risk attitudes in a literature review, we then test our hypotheses empirically using the large, representative German Socio-Economic Panel (SOEP). To understand the importance of nationality, we focus on emigrants to Germany. The key findings are: (1) Nationality is not a valid determinant of risk attitudes. It can be broken down into several constituent factors including religion. (2) Religiousness is a significant determinant of risk attitudes. Religious persons are less risk-tolerant than atheists. Moreover, religious affiliation matters: Muslims are less risk-tolerant than Christians.

This paper illustrates the usefulness of pre-screening methods for an effective characterization of polluted sites. We applied a sequence of site characterization methods to a former Soviet military airbase with likely fuel and benzene, toluene, ethylbenzene, and xylene (BTEX) contamination in shallow groundwater and subsoil. The methods were (i) phytoscreening with tree cores; (ii) soil gas measurements for CH4, O2, and photoionization detector (PID); (iii) direct-push with membrane interface probe (MIP) and laser-induced fluorescence (LIF) sensors; (iv) direct-push sampling; and (v) sampling from soil and from groundwater monitoring wells. Phytoscreening and soil gas measurements are rapid and inexpensive pre-screening methods. Both indicated subsurface pollution and hot spots successfully. The direct-push sensors yielded 3D information about the extension and the volume of the subsurface plume. This study also expanded the applicability of tree coring to BTEX compounds and tested the use of high-resolution direct-push sensors for light hydrocarbons. Comparison of screening results to results from conventional soil and groundwater sampling yielded in most cases high rank correlation and confirmed the findings. The large-scale application of non- or low-invasive pre-screening can be of help in directing and focusing the subsequent, more expensive investigation methods. The rapid pre-screening methods also yielded useful information about potential remediation methods. Overall, we see several benefits of a stepwise screening and site characterization scheme, which we propose in conclusion.
