Depuis quelque temps, notre partenaire privilégié dans l'Union européenne nous fascine et nous irrite à la fois. Première puissance économique européenne, l'Allemagne semble aujourd'hui abandonner cette retenue qui caractérisait jusqu'ici sa politique extérieure et européenne pour exercer un leadership politique de fait dans une Europe qui se cherche. Il est vrai qu'en cela l'Allemagne défend désormais, plus que par le passé, ses intérêts nationaux légitimes. Cette évolution ne traduit pas tant la volonté d'affirmer une quelconque suprématie politique puisque la République fédérale, qui n'a reconquis sa pleine souveraineté qu'en 1990 avec l'Unité allemande, en a alors immédiatement rétrocédé une grande partie à l'UE dans des domaines vitaux, au premier rang desquels celui de la monnaie. Le fait qu'elle tienne désormais à jouer pleinement son rôle dans le gouvernement partagé de l'Union procède plutôt d'une nouvelle identité qui a émergé au fil des générations. Cette identité se nourrit de l'expérience des épreuves surmontées, et surtout de la confiance acquise dans la capacité des décideurs publics et privés, comme de la société dans son ensemble, à édifier un système démocratique, économique, social et monétaire durable qui résiste aux chocs d'un monde imprévisible et instable. Assumant pleinement leur passé, les Allemands ont en même temps acquis la conscience du chemin parcouru, de la stabilité de ce qu'ils ont reconstruit, et aussi de la nécessité de le préserver en affrontant courageusement l'avenir. C'est cette identité collective qui explique que l'Allemagne se présente, aujourd'hui, pleinement souveraine en elle-même, c'est-à-dire consciente de ses acquis et de son expérience, fière de ses principes et de ses valeurs, confiante dans sa capacité à proposer des choix aux Européens et à en assumer les responsabilités. Comment cette nouvelle Allemagne « souveraine » s'est-elle construite, et sur quels fondements ? C'est ce cheminement, à trajectoires multiples et imbriquées, que tentent de retracer et d'éclairer les contributions de cet ouvrage. En douze tableaux, les auteurs, spécialistes éminents ou experts confirmés associés au « réseau de compétences » du CIRAC, présentent la (re)construction patiente et raisonnée des fondations, le séisme libérateur et créateur que fut la réunification allemande et européenne, et les perplexités d'un pilotage à plusieurs dans un monde tout à la fois global et multipolaire. À la lecture de ces tableaux, il apparaît surtout que ce qui fait l'unité de l'Allemagne d'aujourd'hui, et en même temps sa réussite, c'est en réalité une dynamique : celle de la quête permanente d'un équilibre durable dans l'acceptation et la gestion collectivement assumées du changement. En France comme en Allemagne, les dispositifs d'aide aux personnes durablement privées d'emploi et de revenu d'activité ont fait l'objet d'une réforme ces dernières années, avec pour ambition d'inciter les bénéficiaires à rechercher activement un emploi. En France, le revenu de solidarité active (RSA), généralisé en juin 2009, a fusionné le revenu minimum d'insertion (RMI) et l'allocation de parent isolé (API). Visant à réduire la pauvreté et à faire en sorte que le retour à l'emploi soit financièrement attractif, il s'inscrit dans une démarche d'accompagnement des allocataires. En Allemagne, la réforme Hartz IV de 2005 a aligné le montant de base de l'assistance-chômage (ALG II) sur celui de l'aide sociale. Mesure phare de l'Agenda 2010 du gouvernement Schröder, ce nouveau régime a vocation à encourager les allocataires à rechercher activement un travail, au moyen notamment d'une politique suivie d'aide à la requalification et à la réinsertion de la part des services de l'emploi. Le présent ouvrage a pour ambition de mettre en évidence la logique spécifique de fonctionnement des deux dispositifs et d'en mesurer l'efficacité en termes de retour à l'emploi, tout en comparant plus précisément l'ampleur et la structure des groupes cibles et bénéficiaires concernés. Il permet en outre d'étudier les enjeux sociaux de la réinsertion des chômeurs en situation d'exclusion, sous l'angle de la précarité et du maintien de l'employabilité. Les résultats ainsi obtenus sont replacés dans le contexte de la stratégie d'inclusion active de la Commission européenne, puis confrontés, à titre de comparaison, aux expériences danoise, finlandaise, anglaise et australienne.

"After looking back at the development of the economy and the labour market over the past few years, a prediction regarding the trends in 2003 and 2004 is made based on alternative assumptions of overall economic growth. After this, selected topics are dealt with in more detail (foreign trade developments, labour market dynamics and labour market policy in Germany). The continuing weakness of the global economy since 2001 has placed a burden on the German economy because of its close external links. In spite of that, the relatively stable development of exports has prevented an even weaker overall economic result. So far, a self-sustaining momentum of the German domestic economy has not developed. At present, any substantial economic impetus of the global economy can be expected almost only from the US economy. The prospects for the German labour market in 2003 have not brightened up after two years of economic stagnation. A fast and strong economic recovery cannot be reckoned with at the moment. Employment will tend to decline further and underemployment rise again significantly. It is true that the traditional measures of employment promotion provided by the Federal Employment Services avoid open unemployment and thus ease the burden on the labour market to a considerable extent, but with a declining tendency. On the other hand the measures aimed at direct integration into the primary labour market are increasing considerably. But considering the prevailing economic conditions, their effectiveness could be modest. Finally, important steps aimed at reforming the labour market have been taken. However, noticeable effects can only be expected gradually. Stabilisation on the labour market can only be reckoned with towards the end of 2003, even if the economy recovers in the second half of 2003 and grows by 0.5 per cent in 2003. In the annual average, 4.4 million unemployed would be recorded, that is 340,000 more than in the previous year. The analysis shows that even in times of high and rising underemployment, there are considerable movements on the labour market, especially between employment and unemployment. This proves the fundamental functionality of the labour market. In 2004, a considerable improvement on the labour market could be expected resulting from a recovery in foreign trade combined with the labour market reforms. Even if the economy grows by 2 per cent, however, 4.35 million unemployed in the annual average will have to be reckoned with from today's standpoint." (Author's abstract, IAB-Doku) ((en))

The economic dynamics deteriorated considerably throughout the world in 2001. The German economy, too, was seized by this. The dampening effects of the world economy were intensified by the consequences of the animal epidemics and a rather restrictive monetary policy. In addition economic growth was curbed by the persistent crisis in the construction industry. As a consequence of the cyclical weakness the strong growth of employment in Germany came to a standstill. On the whole in the annual average for 2001 the employment figure stood slightly (+0.2% or +70,000) above that of the previous year. This only applies to western Germany (+0.5% or +180,000), however, since in eastern Germany the employment figures fell once again (-1.7% or -110,000). In 2001 the labour force potential exceeded the level of the previous year by 120,000 persons (western Germany +180,000, eastern Germany -60,000) since the decreases associated with demography were more than offset above all by the labour force participation of women, which continued to increase strongly. As a result of the weakness in economic growth and employment dynamics, the development of unemployment fell short of expectations. In the course of 2002 the German economy is likely to recover gradually, but nevertheless at present no really good prospects are emerging for the further development. If the basic conditions in the world economy and in Germany's economy gradually improve, an economic growth of approx. 21/2% can be expected in 2003. The number of employed would then increase in the annual average by 210,000 persons or 0.5% and the unemployment figure would fall by about 100,000 to just under 3.9 million persons. (IAB2)

"In 2000 Germany experienced a strong economic upswing. The engine driving this development was the vigorous foreign demand. In total a 3.1% growth in real gross domestic product could be recorded. The number of employed persons rose in the annual average for 2000 by almost 600,000. Marginal part-time jobs account for about half of the increase. In the annual average for 2000 the unemployment figure in western Germany amounted to about 2.53 million; that was 225,000 fewer than in the previous year. The imbalance on the labour market in eastern Germany remained almost unchanged at a high level. With 1.36 million registered unemployed in the annual average for 2000, the level of the previous year was exceeded slightly. The economic trend in Germany will probably slow down in 2001, mainly owing to weaker foreign demand. The chances of the economic upswing continuing beyond the year 2001 are high. Nevertheless risks should not be ignored. Starting out from cautious assumptions, first, preliminary thoughts are made concerning the labour market development in 2002. With a 2.5 % increase in real gross domestic product, we reckon with a further strengthening of demand for labour: the number of employed could rise by approx. 240,000 (+ 0.6 %) in the annual average. The labour force potential will decrease by about 30,000 persons. The labour market balance in Germany could then continue to improve clearly: we expect 3.5 million unemployed in the annual average for 2002. However, this improvement again concerns western Germany in particular. But in eastern Germany, too, the expansionary forces on the labour market should increasingly gain the upper hand." "The prospects for Germany's economic development are good at present. Nonetheless there are also uncertainties and downsides. For this reason our labour market forecast for 2000 is based on a range of assumptions for the actual economic growth. The overview includes the basic data of these alternative calculations. Today we consider the middle variant (GDP +2.5%) the most likely to come true. This should bring about a change in the previous employment trend. The gradual, accelerated increase in the number of people in employment is supported by the reduction in annual working time. We reckon with an increase in the employment figure of 0.4% or +160,000 in the annual average. Unlike in the previous year, when employment stagnated over the year and the increase in the annual average had resulted from a statistical surplus alone, the increase in 2000 follows entirely from the dynamics in the course of the year. The stimulation of labour demand is, however, concentrated on the old Länder. The labour market policy measures should level off at a somewhat lower level. They continue to constitute a strong support of the eastern German labour market, though. In eastern and western Germany the tension on the labour market is easing once again on the supply side, since the labour force potential decreases by a total of 0.2 million people. There should be a further decreasing trend in the number unemployed in the course of the year 2000 and it should fall by 225,000 to about 3.88 million in the annual average. A provisional outlook at the year 2001 leads us to expect this trend to continue. A look across the national borders shows that positive impulses for the economy and labour demand should result once again from the improved world economy. A deeper component analysis of the labour force potential underlines the fact that demographic changes on the supply side are easing the tension on the labour market. "Against the background of overall fiscal costs of registered unemployment amounting to DM 150 billion in 1999 this paper deals with the function of active labour market policy measures in accordance with the Social Code III in easing this situation. The paper is intended to examine the extent to which labour market policy can support employment in the economy as a whole and ease unemployment and to look into how the individual measures can be assessed under economic aspects. Here the net costs of labour market policy are decisive (gross costs of the measures minus decreases in expenditure and additional income as a result of avoided unemployment). The calculations of this relief for the labour market and the cost-benefit considerations can only provide elements of efficiency considerations. They are partial analyses which contain uncertainties as a result of existing method problems. There is still a lot of work to be done in the fields of aggregate impact analysis. The overall self-financing rates of employment-creation measures for 1999 amount to between 66% and 89%, depending on whether indirect relief effects are excluded or included. For the budget of the Federal Employment Services itself they are estimated at 20% to 30%. In the case of measures to promote further vocational training the overall self-financing rate is estimated at 60%. For the budget of the Federal Employment Services the figure is 31%. The strain on the national budget is eased considerably in each case, as there is lower expenditure on both unemployment assistance and tax revenue. "The prospects for economic development in 1999 are not bad. There is, however, an unusually large degree of uncertainty concerning the future development of the economy and the labour market. In view of this we are basing our alternative projection on a broad range of variation in the assumptions for real economic growth: it rules out neither the possibility of a slight setback in economic activity (gross domestic product: +1 %) nor a continuation of the economic upturn with further strong growth (+3 %). Today we consider the middle variant (+2 %) to be most likely to occur, however. Even this variant casts more of a shadow than light on the labour market in Germany, since employment will then no longer continue to develop in the same direction as so far, but will fall once more in the course of the year. Nevertheless the number of registered unemployed continues to fall because the drop in the labour force potential by about 0.2 million persons relieves the labour market balance on the supply side. In the annual average we then expect just under 4.1 million unemployed, some 200,000 less than the previous year. A pessimistic scenario forms the basis of Variant I. The assumed annual average economic growth of 1 % results from the favourable development of the previous year alone: if the production in the economy as a whole (seasonally adjusted) first fell slightly and then increased again, the result would be this slight increase in the annual average. This is therefore not a marked crisis scenario. For the labour market, however, this would be a painful setback as it would be necessary to reckon with a strong decline in employment (-0.3 % or 100,000 in the annual average). Although the relief on the supply side of the labour market balance would compensate for this, no further fall in the unemployment figure - apart from seasonal fluctuations - could be expected in the annual average. The drop in the annual average calculation (by about -120,000 to just under 4.2 million) would then result from the relatively low position at the beginning of the year alone. Variant III is based on an optimistic scenario: if export demand proved to be robust and tended to be weak only temporarily, then - seen for the whole year - an economic upturn could become established on a broad basis (GDP: + 3%). Under such favourable conditions we expect an increase in employment of 0.5 % or 160,000 to 34.1 million persons in the annual average for 1999. "The strong external demand, combined with favourable supply conditions in Germany, has set in motion an economic recovery. There is reason to believe that the upswing will become stronger and more widespread in 1998. For this reason in the middle Variant II of the IAB alterna-tive calculations of labour market development a real growth of 2 3/4 % was assumed. In 1998 the economic development is gradually spreading to the demand for labour and is beginning, at least in western Germany, to have an effect on employment. The season-related strong increase in annual working time is, however, temporarily pushing up the current employment threshold. Nonetheless, in the middle variant of the IAB alternative calculations the employment figures in Germany as a whole will be lower than in the previous year in the annual average, with 165,000 fewer persons (-0.5%). The employment losses of 1997 constitute a handicap for 1998. The decrease is concentrated in the new federal Länder, where economic development is again lagging behind western Germany, as it was in 1997. Nevertheless the fundamental imbalance of labour supply and labour demand is not increa-sing further in western Germany because the labour force potential is decreasing at roughly the same level (-170,000) and is easing the strain on the labour market. Shifts within the labour market balance, however, - from concealed to open underemployment - result in a new peak of registered unemployment: in the annual average for 1998 we reckon with 4.46 million unemployed in the middle variant. This increase by 75,000 is a burden resulting from the poor de-velopment in the previous year, which has yet to be gradually levelled off. Over the course of the year we reckon with a turnaround in registered unemployment. Towards the end of the year the level could fall some 90,000 below that recorded last year. It is necessary, however, to take into consideration risks which are for example inherent in ex-ternal trade development. Thus, with a weaker economic growth (+2 1/4 %) we would have to reckon with a further increase in unemployment (Variant I: 4.52 million in the annual average). Opportunities are also opening up, however. Under particularly favourable conditions a real economic growth of 3 3/4 % would be conceivable (Variant III*). This growth impulse could - supported by additional employment and training measures - bring about an early turnaround and a stronger increase in employment in the course of the year. Then we can expect there to be some 200,000 more jobs and some 300,000 fewer unemployed people at the end of the year. In view of the continuing job deficit, however, it would be premature to see this so soon as a breakthrough on the labour market. This report also deals with the thesis of a disassociation of economic and labour market development and reaches the conclusion that the connection between economic growth and the employment trend has not changed fundamentally.This refutes the widely held ideas of the de-velopment of production and employment becoming disassociated. In addition to this, selected aspects of the labour market development (employment in the construction industry and the service sector; the extent, structure and development of overtime and of work lost due to sickness) are dealt with in more detail. Neben den Kernbereichen der aktiven Arbeitsmarktpolitik (Kurzarbeitergeld, Beschäftigungsschaffende Maßnahmen und Vollzeitmaßnahmen zur beruflichen Bildung) schließen sie auch arbeitsmarktpolitische Maßnahmen im weiteren Sinne ein: Winterausfallgeld, Maßnahmen zur beruflichen Rehabilitation, Sprachlehrgänge für Aussiedler, Asylbewerber und Kontingentflüchtlinge sowie Regelungen nach § 105c AFG, wonach Bezieher von Arbeitslosenunterstützung ab dem vollendeten 58. Lebensjahr nicht mehr der Arbeitsvermittlung verfügbar sein müssen und deshalb nicht mehr als Arbeitslose gezählt werden. Durch all diese arbeitsmarktpolitischen Maßnahmen der Bundesanstalt für Arbeit wird die registrierte Arbeitslosigkeit 1997 in Westdeutschland voraussichtlich um rund 590 000 Personen und in Ostdeutschland um knapp 760 000 Personen entlastet. "More flexible and shorter working hours have helped relieve the labour market by increasing employment prospects since 1960 and even more noticeably since the employment crisis of the mid-70s. The advantages of creating part-time work for employees and for firms are now undisputed. Hence, the number of wage and salary earners increased from 1960 to 1994 by about 5,5 million persons. 4 million persons alone, or almost three-fourths, resulted from the expansion of part-time employment. The rate of part-time work in the overall economy increased in the same period from 3% (1960) to almost 18% in 1994. Because even today part-time work is still the domain of women (about 90%), their corresponding rate of part-time work climbed in the same time period from 6% to almost 37%. The share of the part-time hours worked in the total number of hours worked (employees) increased by much less than the rate of part-time work from 1960 (1.6%) to 1994 (12.7%). From this fact alone can be seen that the number of hours worked in the overall economy is increasingly being distributed amongst more persons and hence more employees who are availing themselves of part-time work.Although the increase in the rate of part-time work applies to all branches of industry, the strongest development and the highest level of part-time work is found in the service sector. Of the total increase of 15 percentage points in the rate of part-time work from 1960 to 1994, 11 percentage points are derived from the general tendency to more part-time work and 4% from the intra-sectoral structural change to more services. In the new Federal states part-time employment is much less wide-spread. The results of the micro-census from 1994 showed that it lay at 10,7% (West Germany 17,1%). However, accelerated adaptation is being seen. Although, internationally speaking, the level of the overall rate of part-time work in Germany (16,0%), lay somewhat above the average for Europe (14,7%) in 1992, it was much lower than the rate of the leading nation, the Netherlands (34,2%). In assessing part-time work, the quality of the part-time jobs must also be taken into consideration. Hence, part-time jobs for skilled workers and those in management positions are still underrepresented. The share of low-paid employment (often unprotected by social legislation) is also still too high. Large firms in manufacturing industry, in particular, have a 'lot to catch up on' in the way of part-time jobs. In this situation it would be desirable for additional part-time jobs to be set up in the first place or to break down full-time jobs into two or more part-time jobs. Up to now, the majority of firms have transformed one full-time job into one part-time job. If these factors were also to be taken into greater consideration in the future, along with the generally positive attitude of firms and employees towards setting up and filling new part-time jobs, a further (accelerated) increase in the number of part-time jobs could be reckoned with in the next few years. Further assuming an accommodating attitude in respect to the location and the length of part-time work as well as a willingness to accept correspondingly lower earnings, all the present studies now predict that there is currently a high potential of the least 2 million persons seeking part-time jobs in the Federal Republic of Germany. The part-time job offensive which has been started could lead to increasingly more part-time work being realized from the perspective of employees as well as employers in the next few years." Die Arbeitslosigkeit kommt den Staat teuer zu stehen. In allen öffentlichen Haushalten führt sie zu Ausgaben und es fallen Einnahmen weg. Im Vergleich zu einer Situation ohne Arbeitslosigkeit entstanden so im Jahr 2011 gesamtfiskalische Kosten in Höhe von rd. 56 Mrd. Euro. Davon waren 55 Prozent Ausgaben, vor allem für Arbeitslosengeld I und II; 45 Prozent resultierten aus Mindereinnahmen bei Sozialbeiträgen und Steuern.

Nach der raschen Erholung von der internationalen Rezession 2008/2009 ließ vor allem die europäische Schuldenkrise den Aufschwung Ende 2011 stoppen. Der Rückgang der Wirtschaftstätigkeit blieb jedoch begrenzt, Frühindikatoren deuten bereits wieder auf eine Verbesserung hin. Der Arbeitsmarkt wurde bisher wenig von der konjunkturellen Schwächephase beeinträchtigt. Die Beschäftigung erreichte Rekordstände, die Arbeitslosigkeit ging weiter zurück. Der Trend wird sich in dieser Stärke allerdings nicht fortsetzen, wie die IAB-Prognose zeigt.

Mit der verbesserten Lage am Arbeitsmarkt und dem aus demografischen Gründen zu erwartenden Rückgang des Erwerbspersonenpotenzials gewinnt auch das Thema Fachkräftesicherung immer mehr an Bedeutung. Dieses Thema wird in Kapitel D ("Fachkräftebedarf: Analyse und Handlungsstrategien") eingehend behandelt. Dabei wird deutlich: Die Folgen des demografischen Wandels für den Arbeitsmarkt sind erheblich und es muss an vielen Stellschrauben gedreht werden, um diese abzumildern. Sowohl die Mobilisierung inländischer Potenziale als auch die verstärkte Zuwanderung von Fachkräften ist notwendig, um den Rückgang des Erwerbspotenzials spürbar abzufedern.

Den Ursachen des auch im Ausland als solchem wahrgenommenen "Deutschen Beschäftigungswunders" gehen die Autorinnen und Autoren von Kapitel A ("Entwicklung und Perspektiven des deutschen Arbeitsmarktes") auf den Grund. Sie analysieren detailliert die Strategien und Instrumente, die den Arbeitsmarkt während der Krise stabilisieren sollten und - wie sich im Rückblick zeigt - in ihrer Gesamtheit auch stabilisiert haben. Das Kapitel bietet insgesamt einen detaillierten Überblick über das Arbeitsmarktgeschehen zwischen 2006 und 2011.

In dem Beitrag wird zunächst gezeigt, wie sich der Arbeitsmarkt in West- und Ostdeutschland 1994 entwickelt hat und mit welcher Arbeitskräftenachfrage, welchem Arbeitskräfteangebot und welcher Arbeitsmarktbilanz 1995 gerechnet werden kann. Danach werden Entlastungsrechnungen zur Arbeitsmarktpolitik vorgelegt. Neben den Kernbereichen der aktiven Arbeitsmarktpolitik (Kurzarbeitergeld, Arbeitsbeschaffungsmaßnahmen, Vollzeitmaßnahmen zur beruflichen Bildung) und den Vorruhestandsregelungen schließen sie auch arbeitsmarktpolitische Maßnahmen im weiteren Sinne ein: Schlechtwettergeld, Maßnahmen zur beruflichen Rehabilitation, Sprachlehrgänge für Aussiedler, Asylbewerber und Kontingentflüchtlinge sowie Regelungen nach § 105c AFG, wonach Bezieher von Arbeitslosenunterstützung ab dem vollendeten 58. Lebensjahr nicht mehr der Arbeitsvermittlung verfügbar sein müssen und deshalb nicht mehr als Arbeitslose gezählt werden. Durch all diese arbeitsmarktpolitischen Maßnahmen der Bundesanstalt für Arbeit wird die registrierte Arbeitslosigkeit 1995 in Westdeutschland voraussichtlich um rund 580 000 Personen und in Ostdeutschlund um gut 1 Mio. entlastet. Der deutsche Arbeitsmarkt hat im Laufe des Jahres 2011 die letzten Auswirkungen der internationalen Rezession 2008/2009 überwunden. In der Krise stieg die Arbeitslosigkeit nur geringfügig, Arbeitszeit und Produktivität gingen jedoch erheblich zurück. Arbeitskräfte wurden also in den Betrieben gehalten und die Produktion im Zuge der Erholung ab 2009 schnell wieder erhöht. Über diesen Aufholeffekt hinaus stieg die Beschäftigung deutlich an. Allerdings wird sich der Aufschwung spürbar abschwächen. Zudem bestehen hohe Risiken für die zukünftige wirtschaftliche Entwicklung. Die folgende IAB-Prognose untersucht die Aussichten auf dem Arbeitsmarkt für die Jahre 2011 und 2012.

Das IAB nimmt nach einer allgemeinen Einschätzung des Fachkräftebedarfs und einer Darstellung der Erwartungen für die Zukunft Stellung zu den folgenden Punkten der Anträge der Fraktionen Die Linke und Bündnis 90/Die Grünen: Ausbau von Ganztagsschulen, Konzept DualPlus, Grüner Pakt für Hochschulen, Bildungsberatung, Finanzierung der Berufsberatung durch Umlagesystem, Kürzungen bei der Förderung der beruflichen Weiterbildung, Weiterbildung Geringqualifizierter und beschäftigter älterer Arbeitnehmer in Unternehmen (WeGebAU)-Programm, Weiterbildung in Klein- und Großbetrieben, stärkere Erwerbsbeteiligung von Frauen, Erwerbsbeteiligung älterer Arbeitnehmer, Erwerbsbeteiligung von Menschen mit Behinderung, Anerkennung ausländischer Qualifikationen, Fachkräfteeinwanderung, Punktesystem, Weiterentwicklung des bisherigen Rechtssystems, Blue Card-Richtlinie, Anwerbung ausländischer Studenten, flächendeckender gesetzlicher Mindestlohn, Zurückdrängen prekärer Beschäftigungsformen, Anhebung der Hartz-IV-Regelsätze auf 500 Euro, Senkung des Renteneintrittsalters und kürzere Wochenarbeitszeiten. Aus Sicht des IAB ist derzeit eher von Fachkräfte-Engpässen zu sprechen, nicht jedoch von einem breiten Fachkräftemangel, der dazu führt, dass in vielen Tätigkeitsfeldern Einstellungen unterbleiben müssen. Es ist aber durchaus möglich, dass die Ausgleichprozesse am Arbeitsmarkt aufgrund der Verknappung des Arbeitskräfteangebots längerfristig zumindest in Teilbereichen schwieriger werden. Die Befunde legen nahe, dass neben betrieblichen oder individuellen Strategien flankierende politische Maßnahmen entwickelt werden sollten, die das Arbeitskräfteangebot qualitativ und quantitativ langfristig auf einem möglichst hohen Niveau erhalten. Preceded by a general assessment of qualified labour demand and a presentation of respective expectations for the future, the IAB comments on the following issues in the Left (Die Linke) and Green (Bündnis 90/DieGrünen) parliamentary parties' petitions: expansion of full-time schools, the concept DualPlus, the Green Pact for institutions of higher education, educational counselling, funding of vocational education and training by a pay-as-you-go scheme, cuts in the promotion of continued vocational education, continued education of low-qualified workers and older employees in private companies (WeGebAU programme), continued education in small- and large-sized establishments, increased employment participation of women, employment participation of elderly employees, employment participation of handicapped people, recognition of foreign-country qualifications, immigration of skilled labour, labour immigration credit system, further development of the current legal system, the Blue Card guideline, attracting international university students, general minimum wage, confining precarious forms of employment, raising Hartz IV unemployment benefits to 500 Euros, lowering the retirement age, and reduced weekly working hours. In the IAB's opinion, an actual problem consists in punctual shortages of skilled la-bour, rather than a general lack of skilled labour which would imply that vacancies persist in many sectors. It is, however, possible that balancing processes in the labour market are being complicated in the long run, at least in particular sectors. Findings suggest that, in addition to companies' and personal strategies, political measures should be developed to secure long-term labour supply on a level as high as possible, qualitatively and quantitatively.

Nach der internationalen Krise 2008/2009 hat sich die Wirtschaft in Deutschland rasch und nachhaltig erholt. Binnen anderthalb Jahren haben die wichtigsten Arbeitsmarktzahlen ihr Vorkrisenniveau erreicht. Doch auch die Risiken häufen sich, nicht nur infolge der Katastrophe in Japan: Die Finanzkrise hat immense Probleme bei der Bonität einiger EU-Mitgliedsländer verursacht oder aufgedeckt. Ebenfalls zugenommen hat die Inflationsgefahr, auch weil die Unruhen in Nordafrika Ölpreissteigerungen auslösen. Der Kurzbericht zeigt, wie sich in diesem Umfeld der Arbeitsmarkt im Jahr 2011 voraussichtlich entwickeln wird.

In dem Beitrag wird gezeigt, wie sich der Arbeitsmarkt in West- und Ostdeutschland 1993 entwickelt hat, mit welcher Arbeitskräftenachfrage, welchem Arbeitskräfteangebot und welcher Arbeitsmarktbilanz 1994 gerechnet werden kann und inwiefern arbeitsmarktpolitische Maßnahmen der Bundesanstalt für Arbeit entlastend wirken. In einem Exkurs wird überlegt, wie der § 249h AFG, der bisher nur in Ostdeutschland gilt, auch in Westdeutschland als Instrument zur Bekämpfung der Arbeitslosigkeit nutzbar gemacht werden könnte. Investitionen in die Bildung können die Arbeitsmarktchancen der Arbeitsuchenden wie der Beschäftigten verbessern. Sie stärken Produktivität und Wettbewerbsfähigkeit der Betriebe, erleichtern den Strukturwandel und sind damit eine wichtige Voraussetzung für nachhaltiges Wirtschaftswachstum. Seit dem Jahr 2006 wird die berufliche Weiterbildung im Betrieb von der Bundesagentur für Arbeit mit dem 'WeGebAU'-Programm gefördert. Das IAB hat untersucht, von welchen Betrieben es genutzt wird und wie es diese bewerten.

"Im Jahr 2009 wurde die Inanspruchnahme von konjunktureller Kurzarbeit und Saison-Kurzarbeit zeitlich befristet bis 2010 erleichtert. Die rechtlichen Änderungen erfolgten vor dem Hintergrund der damals außerordentlich schwierigen wirtschaftlichen Situation und der negativen Aussichten für den Arbeitsmarkt. Die Attraktivität von Kurzarbeit ist durch die Neuregelung deutlich gestiegen. Insgesamt wurde dadurch der Anstieg der Arbeitslosigkeit abgeschwächt. In seiner Stellungnahme äußert sich das IAB zu einem Antrag der SPD-Fraktion, die Konditionen für Kurzarbeit zu verbessern. Eine Verlängerung der Erstattung von Sozialbeiträgen für Kurzarbeiter bis Ende 2011 würde die bestehende Regelung zur erleichterten Inanspruchnahme von Kurzarbeitergeld erhalten. Insbesondere kleinere Betriebe könnten davon profitieren, da sich abzeichnet, dass sie zunehmend Unterstützung mit dem Kurzarbeitergeld benötigen. Die Remanenzkosten, die den Betrieben auch bei einer vollen Erstattung der Sozialbeiträge verbleiben, wirken weiterhin möglichen Mitnahmeeffekten und dem Risiko von Strukturverhärtungen entgegen. Die Privilegierung von Mehrbetriebsunternehmen bei der vollen Erstattung der Sozialversicherungsbeiträge sollte aus der Sicht des IAB allerdings gestrichen werden. Eine weitere Unterstützung von Qualifizierungsmaßnahmen während Kurzarbeit erscheint sinnvoll. Dabei sollte die Förderung gering qualifizierter Kurzarbeiter vereinfacht werden. Daneben wäre eine Fortsetzung der bisher nur für 2009 und 2010 gültigen Europäischen Sozialfond (ESF)-Richtlinie begrüßenswert. Ratsam wäre auch, Sozialversicherungsbeiträge weiterhin ab dem ersten Monat voll zu erstatten, wenn berücksichtigungsfähige Qualifizierungsmaßnahmen durchgeführt werden. Eine Verlängerung der maximalen Bezugsfrist des konjunkturellen Kurzarbeitergeldes auf 36 Monate zum jetzigen Zeitpunkt jedoch, könnte aus Sicht des IAB als Signal für eine mittelfristig gewährte Subvention missverstanden werden und das Risiko von Strukturverhärtungen erhöhen." The accordingly necessary legal changes took place in the light of a severe general economic situation and negative prospects for the labour market. The attractiveness of short-time work has risen considerably as a result of this re-regulation. Altogether, the increase in unemployment was thereby alleviated. In its statement, the IAB comments on a petition filed by the Social Democrat (SPD) parliamentary party that aims at improving the conditions for short-time work. A prolonged reimbursement of social security contributions for short-time workers would maintain the current regulation on the facilitated eligibility for short-time work subsidy. Small establishments in particular could profit from such a regulation, as it can be expected that they will increasingly require subsidy support. The costs that still remain for companies, even in case of a complete reimbursement of social security contributions, will further restrain possible opportunistic effects and the risks of structural rigidities. However, in the IAB's opinion, the privileged treatment of multi-establishment companies in the reimbursement of social security contributions should be abolished. Further support of qualification measures during periods of short-time work appears as an adequate political option. In particular, the support of low-skilled short-time workers' qualification should be facilitated. Additionally, it is recommendable to continue the European Social Fund's (ESF) guideline, which thus far only applies to years 2009 and 2010. Furthermore, it would be advisable in the application of appropriate qualification measures to further reimburse social security contributions entirely and from the very first month. An extension of the maximum transfer period of short-time work subsidy to 36 months, currently, however, could be misinterpreted as the signal of a medium-term subsidy and thus increase the risk of structural rigidities." Die Wirtschaftskrise hinterließ ihre Spuren am Arbeitsmarkt, aber weniger tief als erwartet. Das umfangreiche Halten der Arbeitskräfte ließ befürchten, die 2010 einsetzende konjunkturelle Erholung werde ein 'jobless growth' sein und wirkungslos am Arbeitsmarkt vorbeigehen. Dem ist nicht so, jedenfalls nicht auf gesamtwirtschaftlicher Ebene - obgleich die Beschäftigung deutlich schwächer wächst als das BIP. Im ersten Halbjahr 2010 ist die sozialversicherungspflichtige Beschäftigung saisonbereinigt um 250.000 gestiegen und die Arbeitslosigkeit um 180.000 gesunken. Dieser Kurzbericht zeigt, wie sich die Entwicklung im Jahr 2011 fortsetzen wird.

Im Jahr 2009 stagnierte die Erwerbstätigkeit und die Arbeitslosigkeit stieg um 'nur' 160.000 Personen - trotz des Einbruchs der wirtschaftlichen Aktivität um 5 Prozent. Inzwischen ist eine leichte wirtschaftliche Erholung eingetreten, die jedoch risikobelastet bleibt. Damit stellt sich die Herausforderung, bislang erhaltene Beschäftigung möglichst zu sichern, aber auch Anpassungen zuzulassen, damit sich weder obsolete Strukturen noch die entstandene Arbeitslosigkeit verfestigen. Die Arbeitsmarktprojektion des IAB zeigt, wie sich Arbeitsangebot, Arbeitsnachfrage und Unterbeschäftigung im Jahr 2010 voraussichtlich entwickeln.

"In diesem Beitrag werden Entwicklungen, Strukturen und Anlaufprobleme von Allgemeinen Maßnahmen zur Arbeitsbeschaffung (ABM) in den neuen Bundesländern aufgezeigt, ihre Entlastungswirkungen auf Beschäftigung und Arbeitslosigkeit abgeschätzt und die Maßnahmen nach ihren Einsatzfeldern analysiert. Dann werden mögliche Fehlentwicklungen durch Verdrängungseffekte und Wettbewerbsverzerrungen diskutiert und die längerfristigen Beschäftigungsperspektiven der Geförderten untersucht. Den Abschluß bildet die Analyse gesamtfiskalischer Budgetwirkungen von ABM. Die wichtigsten Ergebnisse sind: - In der Anlaufphase gab es vor allem bei den Trägern Probleme im Hinblick auf Motivation, Administration, Kooperation, Information und Finanzierung, die aber bald überwunden waren. - Der Arbeitsmarkt wurde schnell und in erheblicher Größenordnung entlastet - direkt wie indirekt (über zusätzliche Vorleistungs- und Verbrauchereffekte). - Investive ABM (wirtschaftsnahe Infrastruktur, Umwelt, bauliche Instandsetzung/Planung) machen zusammen gut die Hälfte aller geförderten Maßnahmen aus. - Es gibt keine Anhaltspunkte dafür, daß durch ABM bis jetzt in nennenswertem Umfang Beschäftigung im ersten Arbeitsmarkt verdrängt oder unterdrückt und der Wettbewerb verzerrt worden ist. Befragungen haben ergeben, daß die Betriebe in den neuen Bundesländern ABM nicht als unlautere Konkurrenz ansehen. - Rund die Hälfte der Geförderten mündet nach der Maßnahme in den ersten Arbeitsmarkt ein. Über die Dauerhaftigkeit der Anschlußbeschäftigung und über den arbeitsplatzgenerierenden Effekt von ABM ist allerding keine Aussage möglich. - Aus gesamtfiskalischer Perspektive finanzieren sich ABM durch vermiedene Kosten der Arbeitslosigkeit (Mindestausgaben und Mehreinnahmen) zu 60% bis 83% selbst (Haushalt der Bundesanstalt für Arbeit: 46 bis 66%)." Kurzarbeit wird grundsätzlich von der Bundesagentur für Arbeit finanziert. Aber auch die Betriebe leisten einen Beitrag: Obwohl sie für ausgefallene Stunden keine Löhne und Gehälter zahlen, bleibt ihnen ein Teil der Personalkosten, die so genannten Remanenzkosten. Diese spielen bei der Inanspruchnahme des Instruments eine wichtige Rolle. In diesem Kurzbericht wird untersucht, welche Kosten, aber auch welche Vorteile den Betrieben verbleiben, wenn sie mit Kurzarbeit Entlassungen vermeiden.

Die deutsche Wirtschaft befindet sich derzeit in der schärfsten Rezession seit Bestehen der Bundesrepublik und der rapide Rückgang der Auftragseingänge ist noch nicht zum Stillstand gekommen. Wie stehen nun die Zeichen für den Arbeitsmarkt? Die Tiefe der Krise, aber auch das Konjunkturprogramm und der demografiebedingte Rückgang des Arbeitsangebots - für die es in dieser Kumulation keine Beispiele in der jüngeren deutschen Wirtschaftsgeschichte gibt - beeinflussen das Verhalten der Wirtschaftsakteure. In dieser Zeit neuer Herausforderungen und Unsicherheiten skizziert der Kurzbericht mögliche Entwicklungen auf dem Arbeitsmarkt für das Jahr 2009. In seiner aktuellen Projektion rechnet das IAB mit einem jahresdurchschnittlichen Rückgang des realen BIP um 2 3/4 Prozent in der mittleren Variante und um 3 1/2 Prozent in der unteren Variante.

Nach vergleichsweise geringen Änderungen der Erwerbstätigkeit und der Arbeitslosigkeit im Jahr 2009 wird sich die Lage auf dem Arbeitsmarkt im Jahr 2010 spürbar verschlechtern. Angesichts noch schwacher Wachstumserwartungen wird die Zahl der Entlassungen zunehmen, denn die aktuelle Unterauslastung des Personals ist kostspielig und nicht dauerhaft durchzuhalten. Dieser Kurzbericht skizziert mögliche Entwicklungen am Arbeitsmarkt für die Jahre 2009 und 2010.

Zum dritten Mal in Folge wird die deutsche Wirtschaft im Jahr 2008 um mehr als zwei Prozent wachsen. Die Konjunktur und die Reformen der Agenda 2010 haben den Arbeitsmarkt belebt: 2008 steigt die Erwerbstätigkeit um 520.000 auf 40,29 Mio. Personen, den höchsten Wert in der Geschichte der Bundesrepublik. Die Zahl der Arbeitslosen sinkt um 520.000 auf 3,26 Mio. Für 2009 wird mit einem Wirtschaftswachstum von nur einem Prozent gerechnet. Die Verbesserung am Arbeitsmarkt wird dann ins Stocken geraten: Die Erwerbstätigkeit steigt um rd. 100.000 auf 40,39 Mio. Personen, die Zahl der registrierten Arbeitslosen wird im Jahresdurchschnitt 2009 um 100.000 auf 3,16 Mio. Personen sinken. Begünstigt wird die Arbeitsmarktentwicklung durch das demografisch bedingte Schrumpfen des Arbeitsangebots - 2009 erstmals auch in Westdeutschland.

Nach dem kräftigen Wachstum der deutschen Wirtschaft im Jahr 2007 (+ 2 1/2 %) wird die konjunkturelle Dynamik im Jahr 2008 nachlassen. Der mittleren Variante seiner aktuellen Arbeitsmarktprojektion für 2008 legt das IAB ein preisbereinigtes Wirtschaftswachstum von 1 3/4 % zugrunde. Der Beschäftigungsanstieg im Vorjahr hat zu einer guten Ausgangslage für das Jahr 2008 geführt. Im konjunkturellen Aufschwung der Jahre 2006/07 wurden mehr Vollzeit-Beschäftigungsverhältnisse geschaffen und das Arbeitsvolumen nahm stärker zu als in früheren Jahren mit ähnlich kräftigem Wirtschaftswachstum. Trotz der langsameren konjunkturellen Gangart wird die Zahl der Erwerbstätigen im Jahr 2008 weiter zunehmen und im Jahresdurchschnitt um knapp 250.000 Personen über dem Vorjahr liegen. Die sozialversicherungspflichtige Beschäftigung wird um rd. 210.000 Personen steigen. Das Arbeitskräfteangebot wird 2008 um gut 90.000 Personen abnehmen, weil die potenzialmindernden Einflüsse stärker sind als die potenzialmehrenden, insbesondere in Ostdeutschland. Die Zahl der registrierten Arbeitslosen wird im Jahresdurchschnitt 2008 auf weniger als 3,5 Mio. Personen sinken. Der Rückgang wird im Verlauf des Jahres allerdings schwächer; dies betrifft vor allem Arbeitslose im Bereich der Grundsicherung.

Die Frage nach einem gesamtwirtschaftlichen bzw. branchenspezifischen Fachkräftemangel steht nach wie vor in der aktuellen wirtschafts- und arbeitsmarktpolitischen Diskussion in Deutschland. In der Presse wie in der Fachöffentlichkeit wird erörtert, ob die große Zahl offener Stellen einen Mangel anzeigt, der das wirtschaftliche Wachstum und die Beschäftigungsentwicklung bremst. Von Interesse ist auch, ob es gelingt, die offenen Stellen schnell und anforderungsgerecht zu besetzen und ob eine weitere Zunahme der Beschäftigung zu erwarten ist.

Mit der Zuspitzung der internationalen Finanzkrise stehen auf dem Arbeitsmarkt schwerere Zeiten bevor. Für das Jahr 2009 wird mit einer deutlichen Abschwächung der Konjunktur gerechnet. Während sich im Jahresdurchschnitt 2008 die Zahlen für die Erwerbstätigkeit und die Arbeitslosigkeit zum dritten Mal in Folge verbessern (die Erwerbstätigkeit steigt um 520.000 auf 40,29 Millionen Personen, die Zahl der Arbeitslosen sinkt um 520.000 auf 3,26 Millionen), werden sie im Jahresdurchschnitt 2009 bei einem allenfalls schwachen Wirtschaftswachstum in etwa stagnieren. Eine dramatische Verschlechterung der Situation ist aber erst einmal nicht zu erwarten. Bei einem Null-Wachstum der deutschen Wirtschaft sinkt die Erwerbstätigkeit um 40.000 auf 40,25 Millionen, die Zahl der Arbeitslosen wird um 30.000 auf 3,29 Millionen steigen. Im Verlauf des Jahres ist allerdings mit einem deutlichen Anstieg der Arbeitslosigkeit zu rechnen.
