Cadastral boundaries are often demarcated by objects that are visible in remote sensing imagery. Indirect surveying relies on the delineation of visible parcel boundaries from such images. Despite advances in automated detection and localization of objects from images, indirect surveying is rarely automated and relies on manual on-screen delineation. We have previously introduced a boundary delineation workflow, comprising image segmentation, boundary classification and interactive delineation that we applied on Unmanned Aerial Vehicle (UAV) data to delineate roads. In this study, we improve each of these steps. For image segmentation, we remove the need to reduce the image resolution and we limit over-segmentation by reducing the number of segment lines by 80% through filtering. For boundary classification, we show how Convolutional Neural Networks (CNN) can be used for boundary line classification, thereby eliminating the previous need for Random Forest (RF) feature generation and thus achieving 71% accuracy. For interactive delineation, we develop additional and more intuitive delineation functionalities that cover more application cases. We test our approach on more varied and larger data sets by applying it to UAV and aerial imagery of 0.02–0.25 m resolution from Kenya, Rwanda and Ethiopia. We show that it is more effective in terms of clicks and time compared to manual delineation for parcels surrounded by visible boundaries. Strongest advantages are obtained for rural scenes delineated from aerial imagery, where the delineation effort per parcel requires 38% less time and 80% fewer clicks compared to manual delineation.

The well-recognized and extensive task of mapping unrecorded land rights across sub-Saharan Africa demands innovative solutions. In response, the consortia of “its4land”, a European Commission Horizon 2020 project, developed, adapted, and tested innovative geospatial tools including (1) software underpinned by the smart Sketch maps concept, called SmartSkeMa, (2) a workflow for applying unmanned aerial vehicles (UAV), and (3) a boundary delineator tool based on the UAV images. Additionally, the consortium developed (4) a platform called Publish and Share (PaS), enabling integration of all the outputs of tool sharing and publishing of land information through geocloud web services. The individual tools were developed, tested, and demonstrated based on requirements from Rwanda, Kenya, Ethiopia, and Zanzibar. The platform was further tested by key informants and experts in a workshop in Rwanda after the AfricaGIS conference in 2019. With the project concluding in 2020, this paper seeks to undertake an assessment of the tools and the PaS platform against the elements of fit-for-purpose land administration. The results show that while the tools can function and deliver outputs independently and reliably, PaS enables interoperability by allowing them to be combined and integrated into land administration workflows. This feature is useful for tailoring approaches for specific country contexts. In this regard, developers of technical approaches tackling land administration issues are further encouraged to include interoperability and the use of recognized standards in designs.

There are millions of unrecorded land rights in sub-Saharan Africa, which are still not mapped. Therefore, there is a clear demand for innovative solutions for land tenure recording, as also written in the target 1.4 of UN Sustainable Development Goals (SDGs). In response to this need, the consortia of “its4land” European Commission Horizon 2020 project developed the “its4land toolbox” based on the continuum of land rights and fit-for-purpose approach. The advanced technological solutions of the toolbox include smart sketch maps, Unmanned Aerial Vehicles (UAVs), interactive boundary delineator, as well as sharing and publishing land information via geocloud services. The solutions are based on specific needs, market opportunities, and readiness of end-users. Moreover, aiming in scaling up broader governance implications are examined. During the project lifetime, the main technical tasks included tool development, prototyping, and demonstration of the tools to local, regional, national, and international users and stakeholders. Furthermore, equal emphasis was placed on needs assessment, governance, capacity, and business modeling. The current paper presents the unique its4land land administration toolbox in which the key exploitable results of the project are integrated in a joint used case in Rwanda. Unmanned aerial vehicles (UAVs) provide a flexible and low-cost solution for the acquisition of high-resolution data. The potential of high-resolution UAV imagery to create and update cadastral maps is being increasingly investigated. Existing procedures generally involve substantial fieldwork and many manual processes. Arguably, multiple parts of UAV-based cadastral mapping workflows could be automated. Specifically, as many cadastral boundaries coincide with visible boundaries, they could be extracted automatically using image analysis methods. This study investigates the transferability of gPb contour detection, a state-of-the-art computer vision method, to remotely sensed UAV images and UAV-based cadastral mapping. Results show that the approach is transferable to UAV data and automated cadastral mapping: object contours are comprehensively detected at completeness and correctness rates of up to 80%. The detection quality is optimal when the entire scene is covered with one orthoimage, due to the global optimization of gPb contour detection. However, a balance between high completeness and correctness is hard to achieve, so a combination with area-based segmentation and further object knowledge is proposed. The localization quality exhibits the usual dependency on ground resolution. The approach has the potential to accelerate the process of general boundary delineation during the creation and updating of cadastral maps.

Mapping the extent and location of field boundaries is critical to food security analysis but remains problematic in the Global South where such information is needed the most. The difficulty is due primarily to fragmentation in the landscape, small farm sizes, and irregular farm boundaries. Very high-resolution satellite imagery affords an opportunity to delineate such fields, but the challenge remains of determining such boundaries in a systematic and accurate way. In this paper, we compare a new crowd-driven manual digitization tool (Crop Land Extent) with two semi-automated methods (contour detection and multi-resolution segmentation) to determine farm boundaries from WorldView imagery in highly fragmented agricultural landscapes of Ethiopia. More than 7000 one square-kilometer image tiles were used for the analysis. The three methods were assessed using quantitative completeness and spatial correctness. Contour detection tended to under-segment when compared to manual digitization, resulting in better performance for larger (approaching 1 ha) sized fields. Multi-resolution segmentation on the other hand, tended to over-segment, resulting in better performance for small fields. Neither semi-automated method in their current realizations however are suitable for field boundary mapping in highly fragmented landscapes. Crowd-driven manual digitization is promising, but requires more oversight, quality control, and training than the current workflow could allow.

In order to optimize agricultural processes, near real-time spatial information about in-field variations, such as crop height development (i.e., changes over time), is indispensable. This development can be captured with a LiDAR system. However, its applicability in precision agriculture is often hindered due to high costs and unstandardized processing methods. This study investigates the potential of an autonomously operating low-cost static terrestrial laser scanner (TLS) for multitemporal height monitoring of maize crops. A low-cost system is simulated by artificially reducing the point density of data captured during eight different campaigns. The data were used to derive and assess crop height models (CHM). Results show that heights calculated with CHM based on the unreduced point cloud are accurate when compared to manually measured heights (mean deviation = 0.02 m, standard deviation = 0.15 m, root mean square error (RMSE) = 0.16 m). When reducing the point cloud to 2% of its original size to simulate a low-cost system, this difference increases (mean deviation = 0.12 m, standard deviation = 0.19 m, RMSE = 0.22 m). We found that applying the simulated low-cost TLS system in precision agriculture is possible with acceptable accuracy up to an angular scan resolution of 8 mrad (i.e., point spacing of 80 mm at 10 m distance). General guidelines for the measurement set-up and an automatically executable method for CHM generation and assessment are provided and deserve consideration in further studies.

There exists a demand for effective land administration systems that can support the protection of unrecorded land rights, thereby assisting to reduce poverty and support national development—in alignment with target 1.4 of UN Sustainable Development Goals (SDGs). It is estimated that only 30% of the world’s population has documented land rights recorded within a formal land administration system. In response, we developed, adapted, applied, and tested innovative remote sensing methodologies to support land rights mapping, including (1) a unique ontological analysis approach using smart sketch maps (SmartSkeMa); (2) unmanned aerial vehicle application (UAV); and (3) automatic boundary extraction (ABE) techniques, based on the acquired UAV images. To assess the applicability of the remote sensing methodologies several aspects were studied: (1) user needs, (2) the proposed methodologies responses to those needs, and (3) examine broader governance implications related to scaling the suggested approaches. The case location of Kajiado, Kenya is selected. A combination of quantitative and qualitative results resulted from fieldwork and workshops, taking into account both social and technical aspects. The results show that SmartSkeMa was potentially a versatile and community-responsive land data acquisition tool requiring little expertise to be used, UAVs were identified as having a high potential for creating up-to-date base maps able to support the current land administration system, and automatic boundary extraction is an effective method to demarcate physical and visible boundaries compared to traditional methodologies and manual delineation for land tenure mapping activities.
