Kelp gulls (Larus dominicanus) commonly feed on the skin and blubber of surfacing southern right whales (SRW, Eubalaena australis) in the near shore waters of Península Valdés (PV), Argentina. Mothers and especially calves respond to gull attacks by changing their swimming speeds, resting postures and overall behaviour. Gull-inflicted wounds per calf have increased markedly since the mid-1990s. Unusually high mortality of young calves occurred locally after 2003, and increasing evidence points to gull harassment as a factor contributing to the excess deaths. After leaving PV, calves undertake a long migration with their mothers to summer feeding areas; their health during this strenuous exertion is likely to affect their probabilities of first-year survival. To explore the effects of gull-inflicted wounds on calf survival, we analysed 44 capture–recapture observations between 1974 and 2017, for 597 whales photo-identified in their years of birth between 1974 and 2011. We found a marked decrease in first-year survival associated with an increase in wound severity over time. Our analysis supports recent studies indicating that gull harassment at PV may impact SRW population dynamics. Postprint

Southern right whales (SRW) are capital breeders that use stored energy reserves to sustain themselves and their calves on nursery areas. With successful calving events declining in some SRW populations, it has been hypothesized that nutritional stress in adult females causes reproductive failure or death of calves shortly after birth. Here we compared offsets in carbon and nitrogen isotope values of mothers and their offspring (Δ13Ccalf-cow and Δ15Ncalf-cow) among three SRW populations. SRW from Aotearoa New Zealand, with high population growth rates and body conditions scores, have negative Δ13Ccalf-cow suggesting calves are utilizing 13C-depleted lipid carbon in milk to fuel the synthesis of nonessential amino acids used to build new tissues and rapidly grow. In contrast, a significantly positive Δ13Ccalf-cow offset previously reported for SRW from Argentina during a mass die-off event was hypothesized to be due to calves consuming milk with low lipid content. Patterns in Δ15Ncalf-cow were more difficult to interpret and highlight the complexity in nitrogen transfer between mother and offspring. When combined with similar data collected from Brazil and during a low mortality year in Argentina, we hypothesize this approach provides a way to retrospectively compare nutritional condition of breeding adult female SRW across nursery areas. Southern right whales (Eubalaena australis) in South Africa have been extensively studied since 1979 through annual photo-identification surveys. The resulting database revealed an increased rate of reproductive failure in the last decade. As reproductive success is mediated through body condition, this study aimed to assess the body condition and physiological indicators of stress of southern right whales on the South Africa breeding ground at present, and compare it to historical data and other populations. For this, aerial photographs of southern right whales were collected using an unmanned aerial vehicle in September 2019 from which body condition was assessed. Additionally, blubber biopsy samples were collected for glucocorticoid (GC) analysis and compared to the body condition estimates of individual whales. To assess temporal change, analogue aerial photographs taken in coastal South Africa in 1988 and 1989 were selected and digitized for body condition measurements, and compared to the 2019 data set. To determine population differences in body condition, the 2019 data set was compared to body condition data from breeding grounds in Argentina and Australia collected the same year. We found a positive relationship between body condition of lactating southern right whales of the South African population and their blubber GC levels, albeit in a small sample size. The temporal comparison revealed a 24% (SE=5.31) decrease in body condition between 2019 and 1988/1989. Furthermore, lactating females in South Africa were in significantly poorer condition compared to those in Australia and Argentina, at a magnitude of -8.1% (SE=3.07) and -7.1% (SE=3.31), respectively. The reduced maternal body condition in the South African population of southern right whales is of grave concern, as it is likely the main reason behind the reduced reproductive success that is decelerating population recovery.

Desde fines de diciembre de 2019, pero, dramáticamente desde febrero de 2020, el mundo ha comenzado a transcurrir un escenario de incertidumbre total, generado por la posibilidad de contagio y la reproducción exponencial del COVID-19.12 Esta Pandemia ha puesto en el tapete dos fenómenos que parecen dialécticos y contradictorios entre sí. Por un lado, la globalización- proceso del cual esta pandemia es producto- y, por el otro, el cierre de fronteras y la aparición de un estado que debe mostrar autoridad para administrar el riesgo. En estos términos, la pandemia vino a ratificar uno de los desafíos que enfrentan nuestros sociedades a inicios del siglo XXI, las tensiones entre lo global y lo estatal, pero también entre la universalización de la democracia y su realización, así como el imperativo de una necesaria colaboración a nivel subnacional, estatal, regional, internacional y global ante temas que afectan a nuestras sociedades sin reconocimiento de niveles de desarrollo, creencias o condición sociocultural. Este libro se enmarca dentro del Programa “Problemáticas contemporáneas en Psicoanálisis, Ciencia y Ciencia Cognitiva” del CEI-UNR. El mismo ha tenido como idea prínceps fomentar el intercambio, reconocer las diferencias, pero también las similitudes que pueden existir en los diversos abordajes teórico-clínicos existentes entre los docentes de la Facultad de Psicología de la UNR, enriquecido también con la participación de algunos docentes invitados de otras casas de estudio. Cabe destacar que la multiplicidad de enfoques teóricos se ha potenciado con la diversidad de prácticas que competen este campo, tales como investigación, intervenciones preventivas, atención primaria en salud, acompañamiento terapéutico y dispositivos de supervisión, entre otras. El presente constituye una apuesta a pensar el tránsito por los distintos espacios académicos en un clima de intercambio y respeto de las diferencias. El presente trabajo tiene como objetivos describir las características de la descentralización educativa en Brasil y Argentina y la relación con el Banco Mundial y presentar la necesidad de llevar adelante estudios sobre la implementación de políticas educativas a nivel subnacional desde enfoques y categorías provenientes de la corriente teórica neo-institucionalista de la ciencia política para el campo de la Educación comparada. Para ello, presenta la relación del Banco Mundial en materia educativa con Brasil y Argentina en tanto países federales y dialoga con análisis de la Educación comparada y la Ciencia Política sobre los procesos de descentralización educativa. Finalmente el trabajo propone partir del supuesto de que las propuestas de descentralización educativa en ambos casos han sido anteriores a las recomendaciones del Banco Mundial y fueron promovidas por actores nacionales con intereses, recursos y capacidades que se ensamblarían con las propuestas de los años 90, This paper aims to describe the characteristics of educational decentralization in Brazil and Argentina and the relationship with the World Bank and present the need to conduct research on the implementation of educational policies at the subnational level since approaches and theoretical categories from the current neo-institutionalist political science to the field of comparative education. To do this, presents the relationship of the World Bank in education with Brazil and Argentina in both federal countries and dialogue with comparative analysis of Education and Political Science on educational decentralization processes. Finally, the paper proposes the assumption that proposals for educational decentralization in both cases have been before the recommendations of the World Bank and were promoted by national actors with interest, resources and capabilities to be assembled with the proposals of the ‘90s

El presente estudio contempla el abordaje histórico de las normas y regulaciones del sistema educativo santafesino relativas al gobierno de la educación en el marco del proceso más amplio de construcción y desarrollo del sistema educativo nacional argentino. Desde un enfoque analítico planteado por el Institucionalismo Histórico, se toma como referencia el concepto de coyunturas críticas. El trabajo postula que las normativas que han regulado las instituciones socio-educativas de la provincia de Santa Fe (1930-1976) han sido atravesadas y condicionadas/determinadas por sujetos sociales, agendas políticas y procesos históricos nacionales e internacionales que han configurado el campo de la Historia Político-Educativa de dicha provincia. The present article includes the historical approach to the rules and regulations of the Santa Fe education system relating to the Government of education within the framework of the wider process of construction and development of the national educational system in Argentina. From an analytical approach raised by the historical institutionalism, the concept of critical junctures is taken as a reference. The work postulates that regulations that have regulated the socio-educational institutions in the province of Santa Fe (1930-1976) have been flowed through and conditioned/certain social subjects, political agendas and national and international historical processes that have shaped the field of Politico-educational history of the province. La presente investigación se desarrolló en un ambiente característico de las sierras Chicas de Córdoba, la Reserva La Quebrada. El objetivo del estudio fue describir la composición y diversidad de la comunidad herpetofaunística, sus cambios estacionales, y estudiar si existen comunidades diferentes asociadas a los ecosistemas de pastizal, bosque y borde de arroyo. También se analizó su relación con las variables ambientales climáticas. Se instalaron de una a tres líneas de muestreo por ambiente, cada una con 15 trampas de caída separadas por una distancia de 10 m, que se revisaron mensualmente entre febrero de 1991 y mayo de 1994. Se capturaron 147 especímenes distribuidos entre 21 especies: 8 anfibios (n= 114), 8 ofidios (n= 9) y 5 saurios (n= 24). Odontophrynus occidentalis e Hyla pulchella cordobae sumaron alrededor del 60% de la abundancia total. H. p. cordobae fue la especie de distribución más amplia. Las especies más abundantes en los diferentes ambientes fueron Odontophrynus americanus y Leptodactylus gracilis en pastizal, O. occidentalis y Mabuya dorsivittata en bosque, O. occidentalis e H. p. cordobae en bordes de arroyo. Los ambientes estudiados no mostraron diferencias en cuanto a la riqueza o abundancia de individuos, pero sí en relación a la composición de las comunidades y los cambios estacionales en abundancias. La diversidad fue mayor en el pastizal (H'=1,93) con respecto al bosque (H'=1,41) y al borde de arroyo (H'=1,19). Abundancia, riqueza y diversidad para la Reserva en su conjunto correlacionaron en forma directa con temperatura y precipitación. Se comprobó la existencia de dos comunidades diferentes, una relacionada al ambiente de pastizal y otra a la unidad formada por el bosque y el borde de arroyo. The aim of the present study was to describe the composition and diversity of the herpetofaunal community, its seasonal changes, and to test the differences in composition among herpetofaunal assemblages in highland pastures, forest and stream borders. The relationship between abundance, diversity and climatic variables was also tested. One to three sampling lines with 15 pitfall traps 10 m apart from each other were set in each environment. The traps were monthly checked between February 1991 and May 1994. The total number of trapped animals was 147, distributed among 21 species: 8 amphibians (n= 114), 8 snakes and 5 lizards. Odontophrynus occidentalis and Hyla pulchella cordobae comprised 60% of the total abundance. H. p. cordobae was the only species found in all environments. The species with the highest abundance were Odontophrynus americanus and Leptodactylus gracilis in highland pastures, O. occidentalis and Mabuya dorsivittata in forest and O. occidentalis and H. p. cordobae in stream borders. Neither of the 3 studied environments showed differences in both species abundance and richness, but in each environment the herpetofaunal community had different structural and functional features. The highland pastures had the highest diversity (H´= 1,93) followed by forest (H´= 1,41) and stream borders (H´= 1,19). Abundance, richness and diversity of the herpetofaunal community as a whole were related directly with temperature and rainfall. Two different communities were detected, one related to the grassland habitat and the other to the forest-stream border unity. Hundreds of southern right whale calves Eubalaena australis died on their calving ground at Península Valdés, Argentina from 2003 through 2011. During this period, the number of dead calves increased at a much greater rate than that of living calves over the preceding 32 yr, and with greater inter-annual variation. High mortality events occurred late in the calving seasons of 2005 and 2007, early in the seasons of 2008 and 2009, and were equally divided between early and late in 2010 and 2011. Calves that died late in the seasons of 2005 and 2007 were at least a meter longer (mean 7.3 m) than newborns, indicating that they had grown and presumably were healthy before dying. An unusual number of large calves (>6 m) died early in the seasons of 2008 and 2009, suggesting that a population-wide process (e.g. nutritional stress) affected many mothers including older, larger mothers that tend to give birth to larger calves early in the season. Many tissue samples have been collected and analyzed, but no consistent lesions, pathologic processes or elevated levels of algal biotoxins have been identified to explain these recent mortality events. Here, we document the high mortality events, place them in historical context and describe ongoing efforts to identify their causes. As of 2010, the southern right whale sub-population that calves off Península Valdés was estimated to be less than 20% of its initial size before whaling; the ongoing high mortality of calves will significantly affect its recovery.
