In keeping with the Luxembourg government's initiative to support the future use of space resources, ASIME 2018 was held in Belval, Luxembourg on April 16-17, 2018. The goal of ASIME 2018: Asteroid Intersections with Mine Engineering, was to focus on asteroid composition for advancing the asteroid in-space resource utilisation domain. What do we know about asteroid composition from remote-sensing observations? What are the potential caveats in the interpretation of Earth-based spectral observations? What are the next steps to improve our knowledge on asteroid composition by means of ground-based and space-based observations and asteroid rendez-vous and sample return missions? How can asteroid mining companies use this knowledge? ASIME 2018 was a two-day workshop of almost 70 scientists and engineers in the context of the engineering needs of space missions with in-space asteroid utilisation. The 21 Questions from the asteroid mining companies were sorted into the four asteroid science themes: 1) Potential Targets, 2) Asteroid-Meteorite Links, 3) In-Situ Measurements and 4) Laboratory Measurements. The Answers to those Questions were provided by the scientists with their conference presentations and collected by A. Graps or edited directly into an open-access collaborative Google document or inserted by A. Graps using additional reference materials. During the ASIME 2018, first day and second day Wrap-Ups, the answers to the questions were discussed further. The aim of the Asteroid Science Intersections with In-Space Mine Engineering (ASIME) 2016 conference on September 21-22, 2016 in Luxembourg City was to provide an environment for the detailed discussion of the specific properties of asteroids, with the engineering needs of space missions that utilize asteroids. The ASIME 2016 Conference produced a layered record of discussions from the asteroid scientists and the asteroid miners to understand each other's key concerns and to address key scientific questions from the asteroid mining companies: Planetary Resources, Deep Space Industries and TransAstra. These Questions were the focus of the two day conference, were addressed by scientists inside and outside of the ASIME Conference and are the focus of this White Paper. The Questions from the asteroid mining companies have been sorted into the three asteroid science themes: 1) survey, 2) surface and 3) subsurface and 4) Other. The answers to those Questions have been provided by the scientists with their conference presentations or edited directly into an early open-access collaborative Google document (August 2016-October 2016), or inserted by A. Graps using additional reference materials. There are three primary reasons why it is important for NASA to develop better ways to locate and characterize Near Earth Objects (NEOs). First, NEOs are an impact hazard to the Earth and congress has mandated that NASA find 90 percent of all the Potentially Hazardous Objects (PHOs) over 140 meters by the end of 2020. NASA will fail to meet this mandate due to funding limitations and the cost and technical performance of current asteroid survey approaches. The Sutter Survey will solve this problem. Second, measuring NEO population distributions will unlock the answers to critical questions dealing with the formation and evolution of the solar system. Finally, NEOs are important targets for human exploration and they represent a virtually unlimited long term resource of valuable material for radiation shielding, propellant, and life support consumables that could make NASA'splanned deep space human exploration program affordable.

This report shows how solar power could enable robotic operations in permanently shaded regions at lunar poles, to extract water ice and further produce liquid hydrogen and oxygen (LH2/LO2) propellant. The power needs are derived from an Architecture for Human Exploration of Mars based entirely on lunar propellant. The extraction of 10 metric tons of water per day (at 10% water in regolith) requires approx. 0.6 MW thermal power. Additional approx. 2 MW electric power are required to produce 7.5 metric tons of LH2/LO2 propellant per day, as needed by the architecture. To provide power to processing equipment inside Shackleton Crater, optimal locations are determined on the crater rim, from which several reflecting TransFormers (TFs) would redirect sunlight, achieving a combined period of illumination of approx. 99% of the year. A single 40-m diameter reflector could provide up to 1 MW solar power. Inflatable rigidizable tower support structures raise reflectors above ground for better solar exposure. There are trade-offs: e.g., two reflectors at ground level would provide the same combined total illumination as a single tower approx. 100-m tall. Such a TF based on a 100-m tower made with inflatable 2-m beams and 40-m diameter reflectors would be of similar dimensions as an MSL-class rover (approx. 1000 kg, 10 m(exp 3)). A TF-prospector rover combo could be designed and deployed in a Discovery-class mission searching for water. The TransFormers would be nodes of a Lunar Utilities Infrastructure that provides solar power year-round in the proximity of the pole, as well as local data transmission andintermittent direct to earth communications. This infrastructure would be instrumental infacilitating the development of a lunar economy.

The Asteroid Redirect Mission (ARM) Formulation Assessment and Support Team (FAST) was a two-month effort, chartered by NASA, to provide timely inputs for mission requirement formulation in support of the Asteroid Redirect Robotic Mission (ARRM) Requirements Closure Technical Interchange Meeting held December 15-16, 2015, to assist in developing an initial list of potential mission investigations, and to provide input on potential hosted payloads and partnerships. The FAST explored several aspects of potential science benefits and knowledge gain from the ARM. Expertise from the science, engineering, and technology communities was represented in exploring lines of inquiry related to key characteristics of the ARRM reference target asteroid (2008 EV5) for engineering design purposes. Specific areas of interest included target origin, spatial distribution and size of boulders, surface geotechnical properties, boulder physical properties, and considerations for boulder handling, crew safety, and containment. In order to increase knowledge gain potential from the mission, opportunities for partnerships and accompanying payloads were also investigated. Potential investigations could be conducted to reduce mission risks and increase knowledge return in the areas of science, planetary defense, asteroid resources and in-situ resource utilization, and capability and technology demonstrations. This report represents the FASTâ€"TM"s final product for the ARM.

NASA's vision for science exploration in the next century is based on frequent, affordable missions enabled by small, low-cost autonomous spacecraft.

Report proposes installation of lightweight inflatable reflector structure aboard spacecraft required to both derive power from sunlight and communicate with Earth by radio when apparent position of Earth is at manageably small angle from line of sight to Sun. Structure contains large-aperture paraboloidal reflector aimed toward Sun and concentrates sunlight onto photovoltaic power converter and acts as main reflector of spacecraft radio-communication system.

Pulsed-microwave electrothermal thrustors investigated as alternatives to continuous-microwave electrothermal thrustors. Intended for use in spacecraft propulsion systems, also prove useful on Earth in some material-processing and manufacturing applications.

Low-field electromagnet coils placed downstream of plasma engine, polarized oppositely to higher-field but smaller radius coil in nozzle of engine, reduces divergence of plasma jet, thereby increasing efficiency of engine. Concept tested by computer simulation based on simplified mathematical model of plasma, engine, and coils.

NASA Advanced Propulsion Concepts (APC) program for the development of long-term space propulsion system schemes is managed by both NASA-Lewis and the JPL and is tasked with the identification and conceptual development of high-risk/high-payoff configurations. Both theoretical and experimental investigations have been undertaken in technology areas deemed essential to the implementation of candidate concepts. These APC candidates encompass very high energy density chemical propulsion systems, advanced electric propulsion systems, and an antiproton-catalyzed nuclear propulsion concept. A development status evaluation is presented for these systems.

The topics presented are covered in viewgraph form. The programmatic objective is to establish the feasibility of propulsion technologies for vastly expanded space activity. The technical objective is a revolutionary performance sought, such as: (1) about 1 kg/kW specific mass; (2) specific impulse tailored to mission requirements; (3) ability to use in-situ resources; (4) round-trips to Mars in months; (5) round-trips to outer planets in 1 to 2 years; and (6) the capability for robotic mission beyond the solar system.

Three types of electric thrusters currently under development at JPL have potential to support future missions which utilize multimegawatt nuclear electric propulsion. These electric thrusters are the electron bombardment ion thruster, the magnetoplasmadynamic (MPD) thruster, and the electron-cyclotron-resonance (ECR) thruster. The electron bombardment ion thruster is a relatively mature technology which has been developed for operation at kilowatt power levels but will require new development for application in the multimegawatt regime. The MPD engine represents a technology which may be very well suited to steady-state multimegawatt applications but which has been limited to sub-scale (100's of kW) and pulsed (MW) testing thus far. The ECR plasma engine represents a class of very promising new concepts which are still in the basic research phase of development, but which may possess important fundamental advantages over other electric thruster technologies. Models of these thrusters are described and used to make projections of thrusters specific mass, efficiency, and power handling capacity for operation in the multimegawatt regime.

A collisionless, steady-state, cold-plasma model is used to calculate the three-dimensional trajectory of a plasma as it is accelerated through a diverging magnetic field. The magnetic field is assumed to be axisymmetric with nonzero radial and axial components and zero azimuthal component. Although random thermal motion of plasma species is neglected in the cold plasma approximation, an important effect of plasma thermal energy is accounted for in the model as the kinetic energy of electrons in their Larmor motion about magnetic field lines. Calculations based on this model confirm previous studies which suggested that plasma separation from the field of a magnetic nozzle can take place even in the absence of collisional diffusion. It is shown that plasma divergence in a magnetic nozzle can be controlled by tailoring the field geometry.

Several advanced propulsion options for a split-mission piloted Mars exploration scenario are presented. The primary study focus is on identifying concepts that can reduce total initial mass in low earth orbit (IMLEO) for the cargo delivery portion of the mission; in addition, concepts that can reduce the trip time of the piloted option are assessed. The propulsion options considered are nuclear thermal propulsion, solar sails, multimegawatt-class nuclear electric propulsion, solar electric propulsion, magnetic sails, mass drivers, rail guns, solar thermal rockets, beamed-energy propulsion systems, and tethers. For the cargo mission, solar sails are found to provide the greatest mass savings over the baseline chemical system, although they suffer from having very long trip times; a good performance compromise between a low IMLEO and a short trip time can be obtained using multimegawatt-class nuclear electric propulsion systems.

The use of solar system resources for human industry can be viewed as a natural extension of the continual growth of our species' habitat. Motivations for human activities in space can be discussed in terms of five distinct areas: (1) information processing and collection; (2) materials processing; (3) energy production to meet terrestrial power needs; (4) the use of extraterrestrial materials; and (5) disaster avoidance. When considering 21st-Century activities in space, each of these basic motivations must be treated in light of issues likely to be relevant to the 21st-Century earth. Many of the problems facing 21st-Century earth may stem from the need to maintain the world population of 8 to 10 billion people as is projected from expected growth rates. These problems are likely to include managing the impact of industrial processes on the terrestrial biosphere while providing adequate energy production and material goods for the growing population. The most important human activities in space in the latter half of the 21st Century may be associated with harnessing the resources of the near-earth asteroids for industrial processes. These above topics are discussed with an emphasis on space industrialization.

Near-term objectives and recent technological progress of JPL's electric propulsion program are discussed. Particular attention is given to accomplishments for ion, magnetoplasmadynamic (MPD), electron-cyclotron resonance (ECR), and arcjet thrusters. Xenon ion thruster erosion tests indicate a 15-fold reduction in tantalum baffle erosion when nitrogen is added to the xenon propellant and steady-state cylindrical MPD thruster tests at powers up to 72 kW show distinct self-constricted and diffuse discharge modes. An ECR thruster was operated at up to 7 kW with plasma acceleration at energies up to 7 kW; there was plasma acceleration at energies approaching 100 electron volts.

A preliminary theory of the operation of the electron-cyclotron-resonance (ECR) plasma thruster is described along with an outline of recent experiments. This work is presented to communicate the status of an ongoing research effort directed at developing a unified theory to quantitatively describe the operation of the ECR plasma thruster. The theory is presented as a set of nonlinear ordinary differential equations and boundary conditions which describe the plasma density, velocity, and electron temperature. Diagnostic tools developed to measure plasma conditions in the existing research device are described.

An experimental apparatus to scientifically investigate the process of Electron-Cyclotron-Resonance (ECR) plasma acceleration has been tested. The apparatus consists of a vacuum facility, a 20 kW microwave power supply, and an argon ECR plasma thruster. Present instrumentation allows measurement of microwave input power, reflected power, propellant flow rate, and static pressure in the vacuum tank. In initial tests, an argon ECR plasma has been initiated repeatably at power levels ranging from 0.3 to 7.0 kW. The ECR plasma appears to diverge and separate from the applied magnetic field as predicted by theory. These tests suggest that the ECR plasma acceleration concept can be studied scientifically in the new apparatus.

Inertial Confinement Fusion (ICF) is an attractive engine power source for interplanetary manned spacecraft, especially for near-term missions requiring minimum flight duration, because ICF has inherent high power-to-mass ratios and high specific impulses. We have developed a new vehicle concept called VISTA that uses ICF and is capable of round-trip manned missions to Mars in 100 days using A.D. 2020 technology. We describe VISTA's engine operation, discuss associated plasma issues, and describe the advantages of DT fuel for near-term applications. Although ICF is potentially superior to non-fusion technologies for near-term interplanetary transport, the performance capabilities of VISTA cannot be meaningfully compared with those of magnetic-fusion systems because of the lack of a comparable study of the magnetic-fusion systems. We urge that such a study be conducted.

The ballistic Mars hopper is proposed as an alternative mobility concept for unmanned exploration of the Martian surface. In the concept, oxygen and carbon monoxide produced from the Martian atmosphere are used as propellants in a rocket propulsion system for an unmanned vehicle on suborbital trajectories between landing sites separated by distances of up to 1000 km. This mobility concept is seen as uniquely capable of allowing both intensive and extensive exploration of the planet using only a single landed vehicle of mass approximately 2000 kg. The technical challenges associated with in-situ propellant production on the surface of Mars are reviewed. A rocket propulsion subsystem capable of using oxygen and carbon monoxide as propellants is described. Finally, results of mission analysis and a hopper landing hazard simulation are reported. It is concluded that an attractive Mars hopper can be developed based on relatively near-term technology.

Inertial confinement fusion (ICF) is an ideal engine power source for manned spacecraft to Mars because of its inherently high power-to-mass ratios and high specific impulses. In this paper a concept is produced for a vehicle powered by ICF and utilizing a magnetic thrust chamber to avoid plasma thermalization with wall structures and the resultant degradation of specific impulse, that are unavoidable with the use of mechanical thrust chambers. This vehicle is capable of 100-day manned Mars missions with a 100-metric-ton payload and a total vehicle launch mass near 6000 metric tons, based on advanced technology assumed to be available by A.D. 2020.

A research effort directed at analytically and experimentally investigating electron-cyclotron-resonance (ECR) plasma acceleration is outlined. In addition, relevant past research is reviewed. Also, the prospects for application of ECR plasma acceleration to spacecraft propulsion are described. It is shown that previously unexplained losses in converting microwave power to directed kinetic power via ECR plasma acceleration can be understood in terms of diffusion of energized plasma to the physical walls of the accelerator. It is also argued that line radiation losses due to electron-ion and electron-atom inelastic collisions should be less than estimated in past research. Based on this new understanding, the expectation now exists that very efficient ECR plasma accelerators can be designed for application to high-specific-impulse spacecraft propulsion.

This paper outlines the results of a brief study that sought to identify and characterize beamed energy spacecraft propulsion concepts that may have positive impact on the economics of space industrialization. It is argued that the technology of beamed energy propulsion systems may significantly improve the prospects for near-term colonization of outer space. It is tentatively concluded that, for space industrialization purposes, the most attractive near-term beamed energy propulsion systems are based on microwave technology. This conclusion is reached based on consideration of the common features that exist between beamed microwave propulsion and the Solar Power Satellite (SPS) concept. Laser power beaming also continues to be an attractive option for spacecraft propulsion due to the reduced diffraction-induced beam spread afforded by laser radiation wavelengths. The conceptual status and development potential of a variety of beamed energy propulsion concepts are presented. Several alternative space transportation system concepts based on beamed energy propulsion are described.
