The "Comprehensive Policy Brief to the EU Commission - Roadmap to Decolonial Arctic Research" is an evidence-based tool for achieving decolonial innovation in methodology and funding mechanisms in the Arctic research landscape, including the natural and social sciences and the humanities. In four concise chapters, the group of experts, consisting of Indigenous and non-Indigenous researchers and Indigenous rights holders, 1) guide the readership through the legal and political dimensions as well as that of research innovation and paradigmatic shifts in Arctic research; 2) it offers concrete methodological considerations in carrying out projects; 3) it elaborates on the participation of Indigenous rights holders in the EU research funding structures from a practice perspective. 4) it outlines the benefits of Indigenous-led Arctic research and of funding co-creative projects. This Roadmap can support the mainstreaming of co-creative and collaborative principles and equal partnership by Indigenous and non-Indigenous actors in 1) large-scale research projects, 2) calls for projects, 3) proposal design and project evaluation, and 4) in the implementation of the European Polar Research Program. At the international level, the rights of Indigenous Peoples have been receiving increasing legal recognition. Similarly, EU calls-for-proposals ask nowadays increasingly for a ‘co-design approach’ in research (e.g., in the past Horizon 2020, and the current Horizon Europe funding schemes). Arctic researchers are increasingly adopting decolonial research approaches. Yet implementing decolonial research practices as new standards and taking initiative that supports Indigenous sovereignty in the Arctic is often still lacking. Therefore, theoretical and methodological expertise about co-creation of knowledge, as offered in this Roadmap, can help to foster capacity among researchers in all disciplines (natural and social sciences, the humanities) and among the relevant funding bodies such as the EU Commission and the large variety of international and national funding organisations.

Verkhnemarkovo, a small Siberian town located on an oil field in Russia’s Irkutsk region, is plagued by bad roads and limited mobility. This article explores the relationship between corporate social responsibility and the wellbeing of individuals and communities, with a focus on transport and mobility infrastructure. Some oil companies, such as Irkutsk Oil Company, are tied to the sustainability standards of international financial institutions. The article addresses the question of why people are in limbo between the state and local operating oil companies. Contemporary life in Verkhnemarkovo is characterized by so-called infrastructural violence, which results from the lack of state support—or false promises made by the state— and relates to good transport infrastructure. In their complaints, local people recall the Soviet past and expect support from the state or industry.

In this paper, we explore the methodical, methodological, epistemological and outreach potential – and related challenges – of cartographic storytelling in ethnographic research, based on the online portal Life of BAM. Our extensive literature review highlights the need for deep self-reflection in the cartographic production of manifold realities and the way in which visualised stories can be co-produced by local people and researchers. It also describes cartography’s conceptual turns and its role in anthropology and ethnography. As an outreach tool, the Life of BAM portal conveys knowledge about social and infrastructural configurations in the greater area of the Baikal-Amur Mainline (BAM) and Amur-Yakutsk Mainline (AYaM) railroads in Eastern Siberia, through a series of lay-language and visualised ‘episodes’ built into the ArcGIS StoryMaps online tool. Interlinking qualitative and quantitative data in the cartographic visualisation of manifold realities can trigger better comprehension of complex matters, through multimodal forms of representing stories in space. Cartographic storytelling, as a means of knowledge and science communication, supports – in our case – civil society, education, heritage work and policy making, and is a way of making local concerns more tangible for state officials and corporate actors. By engaging with cartographic storytelling and building the Life of BAM portal, we affirm that a reflective attitude towards the multiplicity of stories’ ontologies in narration, collection, comprehension and representation is of key importance if we want to do justice to a decolonial approach towards Indigenous and non-Indigenous people and research partners in the field.

In this chapter we ask in which ways the planning of the Living Culture House by the First Nation of Nacho Nyäk Dun (FN NND) in the village of Mayo, Yukon Territory in Canada, corresponds to ideas of Indigenous planning. We highlight the importance of community-led, participatory planning for the creation of cultural infrastructure aiming at overcoming a colonial past and to indigenize the present while moving toward a future of collective well-being, cultural vitality, and self-determination. We highlight the inclusive and participatory planning approach, which seeks to minimize the division between decision-makers and the community, and the fact that the FN NND has actively engaged in learning lessons from other examples while at the same time adhering to their own cultural protocols of consultation with Elders and the wider community.

Polar stakeholders include both Arctic and Antarctic stakeholders. However, while including both, the White Paper focuses more on the Arctic, as it is inhabited, and hence higher on the European agenda. This white paper is targeted to support researchers and aims to serve as both as an eye-opener and as a tool for planning the next research projects and funding calls for funders. This White paper includes set of recommendations and way forward for achieving successful stakeholder engagement for including the society and its challenges into the research.

This book was put together thanks to the following participants who shared their stories: Frank Patterson, Betty Lucas, Jimmy Johnny, Walter Peter, Rose Lemieux, Catherine Germaine, the late Helen Buyck, Lena Malcolm, Donnie (Donald) Germaine, Bella Peter, Simon Mervyn, Nancy Hager and Margaret Ball. All thirteen participants are First Nation of Nacho Nyäk Dun citizens and residents of the small town of Mayo, in the Yukon Territory. First Nation of Nacho Nyäk Dun is the name people gave themselves at the time of the land claims and Self-Government processes. Roughly translated it means ‘Big River People’. Before contact with Europeans, First Nations referred to themselves as Dän, meaning ‘people’. When a reference to this time is made the term Hude Dän, meaning ‘Old people’, is used. The book is based on an oral history study conducted between 2015 and 2019. The main purpose of the study is to shed light on how Elders understand the influence of the extractive industry, settlers, and other mining related newcomers on their personal lives and the community in the present and the past. Their stories provide information of approximately one hundred years of interaction with and involvement in the mining industry. The time period covered in these accounts ranges from roughly 1915, the time of the relocation to the so-called ‘Old Village’ or ‘Dän Kų’, until life today. Gold and silver mining on the Traditional Territory of the First Nation of Nacho Nyäk Dun brought along massive changes and was accompanied by the introduction of the colonial Indian affairs system, western style governance, and the Canadian residential school system. Elders’ memories of mining are therefore not separated from memories of loss, fear, and pain related to colonialism. This book also refers to the intimate relationship to nature – reflected in the photographs – and to concerns about environmental change and how to protect the land as the backbone of First Nation cultures.

The “Mobile Workers Guide – Fly-in/Fly-out and Rotational Shift Work in Mining. Yukon Experiences” presents a wide range of insights into a work life that is characterised by mobility, living in camps and being on scheduled times away from home. In it, experienced workers – men and women alike – from a variety of professions in the exploration and mining sector provide insight for those who are new to this industry. They share stories, experiences, strategies for coping with potential difficulties and tips for how to benefit from this traveling lifestyle. The sections of the guide introduce the readers to topics, such as, coping with boom and bust cycles, specifics of mining communities, First Nation employment, women in mining, family life and private relationships, income management and career development.

Die sich stets weiter in den arktischen Norden verlagernden Abbaugebiete von Erdöl und Erdgas erfordern die zunehmende Anwendung des Fernpendelns zur Arbeitskräftebereitstellung in abgelegenen Ressourcenperipherien in Russland. Die vorliegende Dissertation ist eine explorative Forschung, die zur Schließung einer beachtlichen Lücke in der internationalen Erforschung des Fernpendelns beitragen soll. In öffentlichen Diskursen sowie teilweise auch im akademischen Bereich wird Fernpendeln vielfach als eine nur schwer erträgliche und sozial problematische Form des Erwerbslebens konzipiert. Insbesondere ist dies der Fall hinsichtlich der Bereiche von Interaktion der FernpendlerInnen mit den Anrainergesellschaften in den Rohstoffregionen sowie hinsichtlich des Bereiches Familienleben. Daraus resultiert, dass das Leben als FernpendlerIn oftmals als abnormal verstanden wird. Meine Forschung bei mobil und multilokal lebenden FernpendlerInnen im west-sibirischen, subarktischen Norden Russlands zeigt allerdings, dass diese Gruppe sich aus den unterschiedlichsten Typen von Menschen zusammensetzt, die aufgrund von Gender, Alter und beruflichen Positionen sowie hinsichtlich ihrer Vorstellungen, Werte und Ideen different sind. Im Zentrum der vorliegenden Arbeit stehen die diversifizierten Konzeptionen von Normalität und Normalisierung dieses Lebensstiles, welcher sich durch die Formen der sozialen Gestaltung der Sphären des Zuhause – der Reise – der Schicht begründet. Im Fokus des Forschungsinteresses stehen die Wege der Bewerkstelligung der Integration und Verhandlung dieser divergierenden, getrennten, aber ebenso stets verbundenen bedeutungsvollen Lebenssphären. Die empirische Forschung basiert auf qualitativer Ethnographie in einem mobilen und multiplen Feld, das die Zentralregionen und den Norden Russlands umschließt. Die theoretische Einbettung kreist um Themen der Mobilität und Multilokalität, des sozialen Raumes, des sich Orte Schaffens, der sozialer Differenz, der Normalisierung und der Interaktion von Menschen mit ihrer materiellen Welt. Basierend auf Forschung auf der Mikroebene und ihrer Einbettung in ein globales politisches und ökonomisches Gefüge zeigt die Arbeit Einsichten in die heutige Gesellschaft in Russland. Die Ergebnisse zeigen, dass FernpendlerInnen nicht in einem sozialen Vakuum leben, sondern so different sind, wie es die Mehrheitsgesellschaft ist. Daher sollten mobile Beschäftigte weniger als statische Humanressource betrachtet werden, sondern vielmehr als aktive, reflektierte TeilhaberInnen der Petroleumindustrie, die klare Vorstellungen von der Ausgestaltung des Fernpendelns und eines solchen Lebens haben. Nur so können sie als GesprächspartnerInnen wertvolle Beiträge zur Weiterentwicklung dieser Arbeitskräftebereitstellungsmethode liefern., Long-distance commute work (LDC) and so called fly-in/fly-out (FIFO) operations are essential methods for the provision of labour force for the extractive industries in the remote Arctic and Subarctic. So far little research is available on this particular section of the mobile workforce. In public discourses as well as partly in academia, LDC workers are constructed as being problematic in their interactions with resource communities as well as in the context of their family life. Consequently, the mobile lifestyle is connoted with leading to abnormal behaviour. However, my research among mobile and multi-locally living workers in the Subarctic north of Western Siberia (the North) has shown that this group consists of a variety of people in terms of social characteristics such as gender, age and professions as well as in terms of values and ideas. The conception of normality and normalization of this particular life-style which is defined by the socially constructed spheres of Home – Journey – on Duty lies at the heart of this dissertation; as well as ways of negotiating and integrating the multiple meaningful spheres of life of long-distance commuters. While using ethnographic methodology in a mobile and multi-site field that connects the North with the southern and central regions of Russia, the theoretical framework comprises aspects of social space, place making, social differences and conceptions of normality. Departing from the micro-level, this study aims to deliver insights on a broader societal level of contemporary Russia. This research has shown that LDC workers do not live in a social vacuum while on-site and therefore, should be seen not solely as human resources but as partners and stakeholders when it comes to the facilitation of LDC operations in general or to negotiations with communities near the extraction sites. Seeing LDC workers as mature stakeholders with specific needs and clear ideas about their way of life can foster the improvement of LDC as method for labour force provision for remote resource extraction sites. This dissertation contributes to LDC studies in the extractive industries, to circumpolar studies and to Russian studies from an anthropological angle.

„Ich möchte einfach leben wie ein Mensch, ein ganz normales Leben haben, eine glückliche Familie gründen und ein bisschen Wohlstand“, erzählt Lena. Sveta will nach Moskau ziehen, weil sie dort Designerin werden möchte: „Ich komme vom Land. Hast du schon eine Designerin am Land gesehen? Selbstverständlich will ich in Moskau wohnen, hier ist das Leben einfach viel interessanter und das Dorf kann mir ohnehin keinen Job bieten“. Jevgenij meint dass es ganz egal wäre, wenn er mit seiner Spezialausbildung für Erdölmanagement in dieser Branche - in der die Eltern Karriere für die Kinder machen, wie seine Studienkollegin Katja einwirft - keinen Job bekommen kann. Er weiß, dass er mit seinem Universitätsdiplom mit Sicherheit sehr gute Chancen in vielen Bereichen der Privatwirtschaft haben wird. Er und seine StudienkollegInnen brauchen diese Chancen auch dringend, weil ohne Geld eine Heirat und eine eigene Wohnung, welche sie sich wünschen, nicht denkbar wären. Moskau konnte sich zu einem prosperierenden Wirtschaftszentrum entwickeln und während monoindustrielle Städte in den Regionen mit Massenarbeitslosigkeit durch Betriebsschließungen kämpfen, sind ländliche Gebiete mit sehr niedrigem Lohnniveau und einer unzulänglichen Infrastruktur in den Bereichen der medizinischen Versorgung oder der Bildung konfrontiert. Das Einkommensgefälle verschärfte sich in den letzen fünfzehn Jahren. Das Durchschnittseinkommen liegt abgesehen von den unterschiedlichen offiziellen Angaben bei etwa 200 US Dollar (alle Daten Stand 2004). Das Existenzminimum beträgt keine 70 US Dollar und etwa 31 Millionen Menschen in Russland müssen mit weniger Geld als diesem Existenzminimum auskommen. Russland konnte im Jahr 2003 ein Wirtschaftswachstum von 7 % verzeichnen, was den aufsteigenden Trend der letzten drei Jahre fortsetzte. Davon profitieren vor allem die Zentren Moskau und St. Petersburg, welche zum beliebten Migrationsziel der abwandernden Bevölkerung aus der Provinz werden. Wachsende Branchen wie Public Relations, Marketing oder Informationstechnologie bieten hochqualifizierten AbsolventInnen von Hochschuleinrichtungen lukrative Arbeitsplätze. Der Bildungssektor, ein wichtiger Arbeitsmarkt für UniversitätsabsolventInnen, wird aufgrund des niedrigen Lohnniveaus zusehends uninteressanter, und bleibt aber für AbsolventInnen von wirtschaftlich weniger gefragten Studienrichtungen oft die einzige Berufschance. Nur die gleichzeitige Beschäftigung bei mehreren Arbeitgebern kann das Überleben sichern. Andererseits sind IT SpezialistInnen international gefragt, was die Abwanderung ins Ausland für Hochqualifizierte interessant macht. Die Benachteiligung von Frauen am Arbeitsmarkt durch die Segregation in weniger prestigereiche Jobs für Frauen und besser bezahlte Berufsfelder für Männer, paart sich mit der Doppelbelastung von Frauen, weil sie neben der Berufstätigkeit noch für die Haushaltsführung und die Kinderbetreuung zuständig sind. Die Einführung von Studiengebühren und die informellen Zugangsbeschränkungen zu Hochschuleinrichtungen durch das etablierte Bestechungs- und Beziehungssystem, machen die Universitätsausbildung zu einem Luxusgut. Die postsowjetischen Transformationsprozesse in Russland sind mitunter dafür ausschlaggebend, dass Moskau oder das Ausland zu bevorzugten Wohnorten und Migrationsszielen für junge, angehende AkademikerInnen werden. Die Ablöse der Planwirtschaft durch die Einführung der Marktwirtschaft war ein erklärtes Ziel der neu formierten Russischen Föderation, und Demokratie sollte die Geschichte des autoritären sowjetischen Regimes ablösen. Den politischen Intentionen und den wirtschafts- und sozialwissenschaftlichen Konzepten einer linearen Transition - von einem als ausgedient begriffenen System zur einem neuen System - stehen die unterschiedlichen Pfade dieses gesellschaftlichen Wandels gegenüber, sowie die ungleichen Auswirkungen der Reformmaßnahmen auf die verschiedenen Bevölkerungs- und Altersgruppen in Russland. Genauso steht der Annahme einer linearen Transition die Realität von kulturellen und sozialen Erscheinungen gegenüber, die sich aus Elementen der Vergangenheit und den Möglichkeiten der neuen wirtschaftlichen und politischen Umstände heraus entwickelt haben. Deshalb kann dieser postsowjetische Wandlungsprozess vielmehr als Transformation mit offenem Ausgang, denn als lineare Transition, verstanden werden (vgl. Verdery 1996; Hann 2002; Ledeneva 1998). Die vorliegende Diplomarbeit bezieht sich auf Forschungsfelder wie Lebenslaufforschung, Gender Studies, Ungleichheitsforschung und Postsozialismusforschung. Es werden Fragen nach Inklusion und Exklusion in jene gesellschaftlichen Sphären gestellt, die ohne prestigereiche Universitätsdiplome nicht möglich wären. Korruption und informelle Netzwerke bilden eine der Ausgangsbasen zur Bestandsaufnahme von Potentialen sozialer Mobilität der in Moskau geborenen StudentInnen und jenen, die aus den russischen Provinzen an Moskauer Universtäten kommen. Damit werden Bezüge zu Migrationsverhalten und -möglichkeiten sowie zu den Umsetzungsvorstellungen der erzählten Lebensentwürfe hergestellt. Die Arbeit konzentriert sich auf die Analyse der subjektiven Lebensplanung und der Handlungsstrategien von weiblichen und männlichen Studierenden in Moskau, die aus der Hauptstadt oder aus der Provinz stammen und sich der russischen oder einer der anderen Ethnien der Russischen Föderation zuzählen. Die untersuchte Gruppe studiert technische, geisteswissenschaftliche, wirtschaftliche und naturwissenschaftliche Disziplinen an staatlichen und privaten Universitäten in Moskau

В брошюре представлены материалы об истории и современной жизни небольшого села Токма, расположенного в труднодоступном районе на севере Иркутской области. Основной акцент сделан на изучении транспортной составляющей в формировании и сохранении традиционного образа жизни местного населения под влиянием различных обстоятельств, обусловленных трансформациями государственной системы и глобаль- ным спросом на сырьевые ресурсы токминской территории и других таких же северных регионов. Брошюра является результатом научно-исследовательских работ по между- народному австрийско-российскому проекту «Конфигурации отдаленности: взаимо- отношение человека и транспортной инфраструктуры в регионе Байкало-Амурской магистрали (БАМ)». Исследования проведены в рамках сотрудничества между Инсти- тутом культурной и социальной антропологии Венского университета и Институтом географии им. В.Б. Сочавы СО РАН.
