First, the correlation between per capita GDP and infrastructural endowment is investigated, at the national level, at the regional level and at the provincial level. A simple regression is then set up at the provincial level in Italy: the role of the highway index is confirmed as significant in explaining economic growth. A case study is then presented: the development of the Brescia-Padua A4 highway in the last 70 years, in parallel with the socio-economic evolution of the provinces where the highway was built (“Alta Padana”). A counterfactual exercise is carried out: the same analysis is undertaken on “Bassa Padana”, a neighboring area where no highway was built. Several themes are analyzed: demography, the value of production, the dynamics of enterprises, tourist attractiveness, quality of life and the environmental sys-tem. It is concluded that the A4 highway has “accompanied” development of the “Alta Padana” area, by fostering its physical and economic interconnec-tion

La ricerca analizza i flussi di emigrazione in particolare giovanile degli ultimi anni. Attraverso una survey su un campione di giovani emigrati dalla regione Emilia Romagna, il lavoro descrive motivazioni, risultati e problemi dei fenomeni di emigrazione contemporanei

Il contributo sintetizza gli esiti di una serie di progetti di accompagnamento al lavoro promossi da Caritas italiana, al fine di supportare soggetti in condizione di esclusione economica e sociale. Dopo aver definito i concetti di accompagnamento e autonomia dei destinatari, l’analisi evidenzia i fattori che più incidono sull’esito positivo dell’accompagnamento, volto al reinserimento lavorativo.

The circular economy is considered by international institutions such as the United Nations and the European Union as the most urgent strategy to orient the economic development model towards sustainability. To find concrete applications, the circular economy requires greater awareness in consumers and businesses The Italian paper industry, which boasts high levels of competitiveness at an international level, has initiated important restructuring and rationalization processes over the last decade with a view to recycling and sustainability. Only the final phase of the production process is yet to comply with all circular economy criteria, that is, the recovery of production waste (pulper). Hence, the actual technological and strategic challenge of the paper industry is to phase out landfilling of recyclable waste and implement energy recovery strategies, as well as promoting the use of renewable sources

La situazione economica attuale presenta fortissimi elementi di discontinuità, come quelli causati nel 2020 dalla pandemia da Coronavirus, ma l’evoluzione del “pensiero strategico” che governa le scelte macroeconomiche e microeconomiche trae origine dal primo dopoguerra. E quindi occorre descrivere ed analizzare questa evoluzione, per comprendere proprio le fasi di passaggio, i mutamenti dei quadri valoriali e analitici, le innovazioni di pensiero e azione collettiva che hanno caratterizzato gli ultimi settant’anni di sviluppo economico in Italia e in Europa. Benché l’oggetto di questo lavoro sia soprattutto il caso italiano, va notato che le riflessioni di carattere teorico sui modelli interpretativi e sul loro rapporto con le politiche sono in larga misura applicabili alla maggior parte dei paesi occidentali, specialmente europei. Lo scopo del capitolo è quello di comprendere l'evoluzione del pensiero strategico sottostante gli sviluppi teorici e le politiche territoriali degli ultimi decenni.

Il contributo riflette sul cambiamento in atto a livello economico a partire dalla transizione energetica e propone alcune piste di lavoro sul tema della cittadinanza attiva

L’indagine si è posta tre obiettivi prioritari: verificare la pratica sportiva dei giovani del territorio; analizzare i comportamenti ed i valori dei ragazzi; verificare l’offerta sportiva dal lato delle associazioni dilettantistiche locali Sono stati a tal scopo predisposti due questionari, uno destinato agli studenti degli istituti scolastici e delle università locali ed uno alle società/associazioni sportive. Il primo prevedeva domande riprese dalla indagine periodica dell’Istat sulla pratica sportiva. Sono stati raccolti 1740 questionari di giovani di età compresa tra gli 11 ed i 30 anni, per elaborare le relazioni tra attività dei ragazzi, valori e benessere percepito.

The paper sets out to analyse the relation between military spending, Warfare and some measures of Well-being, in the current context of globalisation and convergence processes. On the one hand, growth drivers are attributable to gross fixed capital formation, attraction of foreign direct investment and ability to export. On the other hand, military expenditures, once again rising in the Middle East, North Africa and Central Europe, have negative effects on economic growth paths. The aim of the current paper is to verify such trends with economic development as well as indicators of subjective Well-being and institutional development, through analyses of bivariate correlations and some econometric models. The effects of displacement of public welfare in relation to productive investment or social and educational expenditure represent clear constraints that hamper a balanced and sustainable development and, in general, the social Well-being, as measured by new indicators of democracy level and happiness.

Negli ultimi decenni la nozione e gli effetti del capitale sociale sono stati oggetto di ampie discussioni teoriche e verifiche empiriche. Il concetto si qualifica per la caratteristica della multidimensionalità, che non ne permette una definizione precisa. L’obbiettivo del presente studio è quello di individuare, dopo una rassegna della letteratura e dei principali orientamenti di ricerca, la presenza e l’intensità del capitale sociale nei paesi e nelle regioni Europee, a partire da un questionario somministrato ad un campione significativo di cittadini europei, sugli aspetti valoriali ed immateriali della vita economica e sociale (European Value Survey). Grazie all’Analisi delle Componenti Principali è possibile osservare la presenza di distinte dimensioni di capitale sociale, definendone il posizionamento nei diversi paesi e nelle regioni europee. Nel tentativo di operazionalizzare il concetto, è emersa una tassonomia relativamente innovativa rispetto alla letteratura esistente.

Il saggio espone i risultati del monitoraggio e della valutazione promossa dai tre soggetti promotori la ricerca - Ass. Papa Giovanni XXII, CSI, Azione Cattolica - realizzata attraverso una rilevazione comparativa prima e dopo il corso di formazione dedicato al personale educativo e volontario che opera nei contesti dei tre enti a favore dei minori.

The paper is aimed to discuss some of the words of the "local development" approach used by Enrico Ciciotti during his scientific work. Three are the issues raised by the author: the role played by the territorial space in promoting local development, the role played by the organization of the governance of the territory and the role played by the process of strategic evaluation in the analysis and reporting on local development policies.

The definition of wellbeing and the subsequent search for its determinants are the subject of a great deal of debate and the focus of numerous surveys at national and international level. This has led to a spread of models analyzing collective happiness, life satisfaction and quality of life. We position our paper among the studies on the role of territory on individual and community wellbeing considering the conceptual background of sustainability and, more in detail, the resilience area (OECD, 2014). In our study on the determinants of regional wellbeing, a sustainability-oriented approach- from both a subjective and an objective point of view – is proposed. Our aim is to analyze the effect of adaptation capacity on life satisfaction, studying the role played by resilience in its economic, social and environmental dimensions. The econometric analysis is applied to 238 European regions at NUTS-2 level observed over the last decade. The main empirical result is that resilience is highly significant in explaining life satisfaction: the more resilient the region is, the more satisfied its inhabitants are.

Le aree dell’Appennino sono segnate da fenomeni di declino demografico e occupazionale che determinano una crescente rarefazione sociale e produttiva e la conseguente erosione del presidio collettivo del territorio. Tuttavia molte aree appenniniche sono ricche di “patrimonio territoriale”, in cui sono sedimentate risorse materiali (agrarie, idriche, forestali, energetiche, ambientali, paesaggistiche) e cognitive (identità, relazioni, saperi contestuali) che possono offrire nuovi servizi per l’economia di prossimità (Ferlaino e Rota 2013; Poli 2014; Meloni 2015). Per favorire il passaggio da politiche assistenziali ad una strategia fondata sulla consapevolezza dell’esistenza di potenziali risorse di valore, occorrono azioni condivise che puntino al sostegno delle imprese esistenti e alla nascita di nuove iniziative imprenditoriali. Le politiche e le azioni per l’attrattività, la valorizzazione e l’animazione dei territori montani quindi devono presupporre un’attività di riscoperta e riconoscimento, necessaria per il percorso partecipativo per una rivitalizzazione del tessuto socio-economico locale (Rizzi et.al. 2008; Baldini 2015; Rizzi e Graziano 2015).

While urban regeneration through cultural events and institutions is now an accepted practice in many cities, the debate on the cycle of culture-led policies (aims, process, outcomes, evaluations) has become more and more intense. The purpose of this work is to analyse the impact of culture-led policies on urban regeneration processes, through the analysis of Piacenza’s Quartiere Roma case study. The paper is divided in two parts: the first concerns a brief overview of the theory of culture as an instrument of urban regeneration where arts can play the role of a driving force. Literature on urban studies and empirical cases demonstrate that culture-led policies can trigger successful regeneration processes. In particular the most relevant outcomes consist not only in image change but also in social cohesion and resident community engagement. The second part focuses on Piacenza’s Quartiere Roma case study. From 2008 to 2010 the Agenzia Quartiere Roma was established to provoke regeneration in a low-income neighbourhood in Piacenza (Italy) mainly through cultural actions and integrated programmes. Over three years, events and other activities were organised by the agency to improve the quality of life and address the perception of insecurity in the community. The agency identified culture and the arts as the main force to challenge the problems of the neighbourhood. In particular the programme enabled new shop openings by young artists. Partnerships were established and some actions succeeded in rebuilding a new neighbourhood identity in terms of reduction of insecurity and social exclusion particularly through the main project called MUSA (Street Art Urban Movement).

The chapter focuses on the development of cultural and religious tourism in the changing scenarios of the contemporary economy and international tourism. In the face of high growth rates worldwide, the segmentation of tourism expresses new experiential demand oriented towards culture and research of symbolic values. The Via Francigena is a paradigmatic example of these new forms of exploration of authenticity, existential and spiritual enhancement; it is capable of producing significant economic and social effects at regional level.

Il capitolo analizza il tema della sostenibilità, ed in particolare il rapporto tra sviluppo economico e equilibrio/squilibrio nelle tre sfere della sostenibilità: economia, società e ambiente. Dopo aver descritto i principali trade-off tra crescita economica, giustizia sociale e protezione dell'ambiente, l'autore si sofferma sul tema del rapporto tra natura, etica e bellezza.

Uncertainty, crisis and discontinuity induce organizations to show self-renewal and autopoietic capacity to survive and remain viable. This study is aimed at investigating the nexus eventually existing between companies’ resilience and its territory. The focus of the investigation is the field of machine manufacturing and equipment and the unit of analysis are the Italian regions.
