The Simons Observatory (SO) is a cosmic microwave background (CMB) survey experiment that includes small-aperture telescopes (SATs) observing from an altitude of 5,200 m in the Atacama Desert in Chile. The SO SATs will cover six spectral bands between 27 and 280 GHz to search for primordial B-modes to a sensitivity of $\sigma(r)=0.002$, with quantified systematic errors well below this value. Each SAT is a self-contained cryogenic telescope with a 35$^\circ$ field of view, 42 cm diameter optical aperture, 40 K half-wave plate, 1 K refractive optics, and $<0.1$ K focal plane that holds $>12,000$ TES detectors. We describe the nominal design of the SATs and present details about the integration and testing for one operating at 93 and 145 GHz.

Ground-based 21-cm experiments targeting the global signal from the periods of Cosmic Dawn (CD) and Epoch of Reionization (EoR) are susceptible to adverse effects presented by i) the ionosphere ii) antenna chromaticity induced by objects in its vicinity iii) terrestrial radio frequency interference (RFI). Terrestrial RFI is particularly challenging as the FM radio band spanning over 88-108 MHz lies entirely within the frequency range of the CD/EoR experiments ($\sim 40-200$ MHz). Multiple space-based experiments have been proposed to operate in the radio-quiet zone on the lunar farside. An intermediate option in cost and complexity is an experiment operating in space in an orbit around Earth, which readily alleviates the first two challenges. However, the effect of RFI in Earth's orbit on the detection of global signal needs to be quantitatively evaluated. We present STARFIRE -- Simulation of TerrestriAl Radio Frequency Interference in oRbits around Earth -- an algorithm that provides an expectation of FM seeded RFI at different altitudes over Earth. Using a limited set of publicly available FM transmitter databases, which can be extended by the user community, we demonstrate the use of the STARFIRE framework to generate a three-dimensional spatio-spectral cube of RFI as would be measured in Earth orbit. Applications of STARFIRE include identifying minimum RFI orbits around Earth, producing RFI spectra over a particular location, and generating RFI heatmaps at specific frequencies for a range of altitudes. STARFIRE can be easily adapted for different frequencies, altitudes, antenna properties, RFI databases, and combined with astrophysical sky-models. This can be used to estimate the effect of RFI on the detection of global 21-cm signal from Earth-orbit, and hence for sensitivity estimates and experiment design of an Earth orbiting CD/EoR detection experiment., Comment: 15 pages, 15 figures, 2 tables. Detection of the redshifted 21-cm signal of neutral hydrogen from the Cosmic Dawn and the Epoch of Reionization is one of the final frontiers of modern observational cosmology. The inherently faint signal makes it susceptible to contamination by several sources like astrophysical foregrounds and instrumental systematics. Nevertheless, developments achieved in the recent times will combine to make signal detection possible with the upcoming Square Kilometer Array (SKA), both statistically and via tomography. This review describes an indigenously developed end-to-end pipeline that simulates sensitive interferometric observations. It mainly focuses on the requirements for \hi detection in interferometers. In its present form, it can mimic the effects of realistic point source foregrounds and systematics- calibration error and position error on 21-cm observations. The performance of the pipeline is demonstrated for test cases with 0.01\% calibration error and position error. Its performance is consistent across telescope, foreground, and signal models. The focus of the simulation pipeline during the initial stages was for EoR science. The astrophysics of cosmic dawn, when star formation commenced in the first collapsed objects, is predicted to be revealed as spectral and spatial signatures in the cosmic radio background at long wavelengths. The sky-averaged redshifted 21-cm absorption line of neutral hydrogen is a probe of cosmic dawn. The line profile is determined by the evolving thermal state of the gas, radiation background, Lyman-$\alpha$ radiation from stars scattering off cold primordial gas and the relative populations of the hyperfine spin levels in neutral hydrogen atoms. We report a radiometer measurement of the spectrum of the radio sky in the 55--85~MHz band, which shows that the profile found by Bowman et al. in data taken with the Experiment to Detect the Global Epoch of Reionization Signature (EDGES) low-band instrument is not of astrophysical origin; their best-fitting profile is rejected with 95.3\% confidence. The profile was interpreted to be a signature of cosmic dawn; however, its amplitude was substantially higher than that predicted by standard cosmological models. Explanations for the amplitude of the profile included non-standard cosmology, additional mechanisms for cooling the baryons, perhaps via interactions with millicharged dark matter and an excess radio background at redshifts beyond 17. Our non-detection bears out earlier concerns and suggests that the profile found by Bowman et al. is not evidence for new astrophysics or non-standard cosmology., Comment: Accepted in principle

Observing in six frequency bands from 27 to 280 GHz over a large sky area, the Simons Observatory (SO) is poised to address many questions in Galactic astrophysics in addition to its principal cosmological goals. In this work, we provide quantitative forecasts on astrophysical parameters of interest for a range of Galactic science cases. We find that SO can: constrain the frequency spectrum of polarized dust emission at a level of $\Delta\beta_d \lesssim 0.01$ and thus test models of dust composition that predict that $\beta_d$ in polarization differs from that measured in total intensity; measure the correlation coefficient between polarized dust and synchrotron emission with a factor of two greater precision than current constraints; exclude the non-existence of exo-Oort clouds at roughly 2.9$\sigma$ if the true fraction is similar to the detection rate of giant planets; map more than 850 molecular clouds with at least 50 independent polarization measurements at 1 pc resolution; detect or place upper limits on the polarization fractions of CO(2-1) emission and anomalous microwave emission at the 0.1% level in select regions; and measure the correlation coefficient between optical starlight polarization and microwave polarized dust emission in $1^\circ$ patches for all lines of sight with $N_{\rm H} \gtrsim 2\times10^{20}$ cm$^{-2}$. SARAS is an ongoing experiment aiming to detect the redshifted global 21-cm signal expected from Cosmic Dawn (CD) and the Epoch of Reionization (EoR). Standard cosmological models predict the signal to be present in the redshift range $z \sim $6--35, corresponding to a frequency range 40--200~MHz, as a spectral distortion of amplitude 20--200~mK in the 3~K cosmic microwave background. Since the signal might span multiple octaves in frequency, and this frequency range is dominated by strong terrestrial Radio Frequency Interference (RFI) and astrophysical foregrounds of Galactic and Extragalactic origin that are several orders of magnitude greater in brightness temperature, design of a radiometer for measurement of this faint signal is a challenging task. It is critical that the instrumental systematics do not result in additive or multiplicative confusing spectral structures in the measured sky spectrum and thus preclude detection of the weak 21-cm signal. Here we present the system design of the SARAS~3 version of the receiver. New features in the evolved design include Dicke switching, double differencing and optical isolation for improved accuracy in calibration and rejection of additive and multiplicative systematics. We derive and present the measurement equations for the SARAS~3 receiver configuration and calibration scheme, and provide results of laboratory tests performed using various precision terminations that qualify the performance of the radiometer receiver for the science goal., Comment: This is a pre-print of an article published in Experimental Astronomy. In the currently accepted model for cosmic baryon evolution, Cosmic Dawn and the Epoch of Reionization are significant times when first light from the first luminous objects emerged, transformed and subsequently ionized the primordial gas. The 21 cm hyperfine transition of neutral hydrogen, redshifted from these cosmic times to a frequency range of 40 to 200 MHz, has been recognized as an important probe of the physics of CD/EoR. The global 21-cm signal is predicted to be a spectral distortion of a few 10's to a few 100's of mK, which is expected to be present in the cosmic radio background as a trace additive component. SARAS, Shaped Antenna measurement of the background RAdio Spectrum, is a spectral radiometer purpose designed to detect the weak 21-cm signal from CD/EoR. An important subsystem of the radiometer, the digital correlation spectrometer, is developed around a high speed digital signal processing platform called pSPEC. pSPEC is built around two quad 10 bit analog-to-digital converters and a Virtex 6 field programmable gate array, with provision for multiple Gigabit Ethernet and 4.5 Gbps fibre optic interfaces. Here we describe the system design of the digital spectrometer, the pSPEC board, and the adaptation of pSPEC to implement a high spectral resolution of about 61 kHz, high dynamic range correlation spectrometer covering the entire CD/EoR band. As the SARAS radiometer is required to be deployed in remote locations where terrestrial radio frequency interference is a minimum, the spectrometer is designed to be compact, portable and operating off internal batteries. The Simons Observatory (SO) is a cosmic microwave background (CMB) experiment from the Atacama Desert in Chile comprising three small-aperture telescopes (SATs) and one large-aperture telescope (LAT). In total, SO will field over 60,000 transition-edge sensor (TES) bolometers in six spectral bands centered between 27 and 280 GHz in order to achieve the sensitivity necessary to measure or constrain numerous cosmological quantities. In this work, we focus on the SATs which are optimized to search for primordial gravitational waves that are detected as parity-odd polarization patterns called a B-modes on degree scales in the CMB. Each SAT employs a single optics tube with TES arrays operating at 100 mK. The high throughput optics system has a 42 cm aperture and a 35-degree field of view coupled to a 36 cm diameter focal plane. The optics consist of three metamaterial anti-re ection coated silicon lenses. Cryogenic ring baffles with engineered blackbody absorbers are installed in the optics tube to minimize the stray light. The entire optics tube is cooled to 1 K. A cryogenic continuously rotating half-wave plate near the sky side of the aperture stop helps to minimize the effect of atmospheric uctuations. The telescope warm baffling consists of a forebaffle, an elevation stage mounted co-moving shield, and a fixed ground shield that together control the far side-lobes and mitigates ground-synchronous systematics. CMB-S4---the next-generation ground-based cosmic microwave background (CMB) experiment---is set to significantly advance the sensitivity of CMB measurements and enhance our understanding of the origin and evolution of the Universe, from the highest energies at the dawn of time through the growth of structure to the present day. Among the science cases pursued with CMB-S4, the quest for detecting primordial gravitational waves is a central driver of the experimental design. This work details the development of a forecasting framework that includes a power-spectrum-based semi-analytic projection tool, targeted explicitly towards optimizing constraints on the tensor-to-scalar ratio, $r$, in the presence of Galactic foregrounds and gravitational lensing of the CMB. This framework is unique in its direct use of information from the achieved performance of current Stage 2--3 CMB experiments to robustly forecast the science reach of upcoming CMB-polarization endeavors. The methodology allows for rapid iteration over experimental configurations and offers a flexible way to optimize the design of future experiments given a desired scientific goal. To form a closed-loop process, we couple this semi-analytic tool with map-based validation studies, which allow for the injection of additional complexity and verification of our forecasts with several independent analysis methods. We document multiple rounds of forecasts for CMB-S4 using this process and the resulting establishment of the current reference design of the primordial gravitational-wave component of the Stage-4 experiment, optimized to achieve our science goals of detecting primordial gravitational waves for $r > 0.003$ at greater than $5\sigma$, or, in the absence of a detection, of reaching an upper limit of $r < 0.001$ at $95\%$ CL., Comment: 24 pages, 8 figures, 9 tables, submitted to ApJ. arXiv admin note: text overlap with arXiv:1907.04473

The Simons Observatory (SO) is an upcoming polarization-sensitive Cosmic Microwave Background (CMB) experiment on the Cerro Toco Plateau (Chile) with large overlap with other optical and infrared surveys (e.g., DESI, LSST, HSC). To enable the readout of \bigO(10,000) detectors in each of the four telescopes of SO, we will employ the microwave SQUID multiplexing technology. With a targeted multiplexing factor of \bigO{(1,000)}, microwave SQUID multiplexing has never been deployed on the scale needed for SO. Here we present the design of the cryogenic coaxial cable and RF component chain that connects room temperature readout electronics to superconducting resonators that are coupled to Transition Edge Sensor bolometers operating at sub-Kelvin temperatures. The Simons Observatory (SO) is an upcoming cosmic microwave background (CMB) experiment located on Cerro Toco, Chile, that will map the microwave sky in temperature and polarization in six frequency bands spanning 27 to 285 GHz. SO will consist of one 6-meter Large Aperture Telescope (LAT) fielding $\sim$30,000 detectors and an array of three 0.42-meter Small Aperture Telescopes (SATs) fielding an additional 30,000 detectors. This synergy will allow for the extremely sensitive characterization of the CMB over angular scales ranging from an arcmin to tens of degrees, enabling a wide range of scientific output. Here we focus on the SATs targeting degree angular scales with successive dichroic instruments observing at Mid-Frequency (MF: 93/145 GHz), Ultra-High-Frequency (UHF: 225/285 GHz), and Low-Frequency (LF: 27/39 GHz). The three SATs will be able to map $\sim$10% of the sky to a noise level of 2 $\mu$K-arcmin when combining 93 and 145 GHz. The multiple frequency bands will allow the CMB to be separated from galactic foregrounds (primarily synchrotron and dust), with the primary science goal of characterizing the primordial tensor-to-scalar ratio, $r$, at a target level of $\sigma \left(r\right) \approx 0.003$.

The Simons Observatory (SO) is a ground-based cosmic microwave background (CMB) experiment sited on Cerro Toco in the Atacama Desert in Chile that promises to provide breakthrough discoveries in fundamental physics, cosmology, and astrophysics. Supported by the Simons Foundation, the Heising-Simons Foundation, and with contributions from collaborating institutions, SO will see first light in 2021 and start a five year survey in 2022. SO has 287 collaborators from 12 countries and 53 institutions, including 85 students and 90 postdocs. The SO experiment in its currently funded form ('SO-Nominal') consists of three 0.4 m Small Aperture Telescopes (SATs) and one 6 m Large Aperture Telescope (LAT). Optimized for minimizing systematic errors in polarization measurements at large angular scales, the SATs will perform a deep, degree-scale survey of 10% of the sky to search for the signature of primordial gravitational waves. The LAT will survey 40% of the sky with arc-minute resolution. These observations will measure (or limit) the sum of neutrino masses, search for light relics, measure the early behavior of Dark Energy, and refine our understanding of the intergalactic medium, clusters and the role of feedback in galaxy formation. With up to ten times the sensitivity and five times the angular resolution of the Planck satellite, and roughly an order of magnitude increase in mapping speed over currently operating ("Stage 3") experiments, SO will measure the CMB temperature and polarization fluctuations to exquisite precision in six frequency bands from 27 to 280 GHz. In this proceeding, we present studies of instrumental systematic effects for the Simons Obsevatory (SO) that are associated with the detector system and its interaction with the full SO experimental systems. SO will measure the Cosmic Microwave Background (CMB) temperature and polarization anisotropies over a wide range of angular scales in six bands with bandcenters spanning from 27 GHz to 270 GHz. We explore effects including intensity-to-polarization leakage due to coupling optics, bolometer nonlinearity, uncalibrated gain variations of bolometers, and readout crosstalk. The Simons Observatory (SO) will make precision temperature and polarization measurements of the cosmic microwave background (CMB) using a series of telescopes which will cover angular scales between one arcminute and tens of degrees and sample frequencies between 27 and 270 GHz. Here we present the current design of the large aperture telescope receiver (LATR), a 2.4 m diameter cryostat that will be mounted on the SO 6 m telescope and will be the largest CMB receiver to date. The cryostat size was chosen to take advantage of the large focal plane area having high Strehl ratios, which is inherent to the Cross-Dragone telescope design. The LATR will be able to accommodate thirteen optics tubes, each having a 36 cm diameter aperture and illuminating several thousand transition-edge sensor (TES) bolometers. This set of equipment will provide an opportunity to make measurements with unparalleled sensitivity. However, the size and complexity of the LATR also pose numerous technical challenges. In the following paper, we present the design of the LATR and include how we address these challenges. The solutions we develop in the process of designing the LATR will be informative for the general CMB community, and for future CMB experiments like CMB-S4.

The Simons Observatory (SO) is a new cosmic microwave background experiment being built on Cerro Toco in Chile, due to begin observations in the early 2020s. We describe the scientific goals of the experiment, motivate the design, and forecast its performance. SO will measure the temperature and polarization anisotropy of the cosmic microwave background in six frequency bands: 27, 39, 93, 145, 225 and 280 GHz. The initial configuration of SO will have three small-aperture 0.5-m telescopes (SATs) and one large-aperture 6-m telescope (LAT), with a total of 60,000 cryogenic bolometers. Our key science goals are to characterize the primordial perturbations, measure the number of relativistic species and the mass of neutrinos, test for deviations from a cosmological constant, improve our understanding of galaxy evolution, and constrain the duration of reionization. The SATs will target the largest angular scales observable from Chile, mapping ~10% of the sky to a white noise level of 2 $\mu$K-arcmin in combined 93 and 145 GHz bands, to measure the primordial tensor-to-scalar ratio, $r$, at a target level of $\sigma(r)=0.003$. The LAT will map ~40% of the sky at arcminute angular resolution to an expected white noise level of 6 $\mu$K-arcmin in combined 93 and 145 GHz bands, overlapping with the majority of the LSST sky region and partially with DESI. With up to an order of magnitude lower polarization noise than maps from the Planck satellite, the high-resolution sky maps will constrain cosmological parameters derived from the damping tail, gravitational lensing of the microwave background, the primordial bispectrum, and the thermal and kinematic Sunyaev-Zel'dovich effects, and will aid in delensing the large-angle polarization signal to measure the tensor-to-scalar ratio. The Simons Observatory (SO) will make precise temperature and polarization measurements of the cosmic microwave background (CMB) using a set of telescopes which will cover angular scales between 1 arcminute and tens of degrees, contain over 60,000 detectors, and observe at frequencies between 27 and 270 GHz. SO will consist of a 6 m aperture telescope coupled to over 30,000 transition-edge sensor bolometers along with three 42 cm aperture refractive telescopes, coupled to an additional 30,000+ detectors, all of which will be located in the Atacama Desert at an altitude of 5190 m. The powerful combination of large and small apertures in a CMB observatory will allow us to sample a wide range of angular scales over a common survey area. SO will measure fundamental cosmological parameters of our universe, constrain primordial fluctuations, find high redshift clusters via the Sunyaev-Zel`dovich effect, constrain properties of neutrinos, and trace the density and velocity of the matter in the universe over cosmic time. The complex set of technical and science requirements for this experiment has led to innovative instrumentation solutions which we will discuss. The large aperture telescope will couple to a cryogenic receiver that is 2.4 m in diameter and nearly 3 m long, creating a number of technical challenges. Concurrently, we are designing the array of cryogenic receivers housing the 42 cm aperture telescopes. We will discuss the sensor technology SO will use and we will give an overview of the drivers for and designs of the SO telescopes and receivers, with their cold optical components and detector arrays.

The Simons Observatory (SO) is an upcoming experiment that will study temperature and polarization fluctuations in the cosmic microwave background (CMB) from the Atacama Desert in Chile. SO will field both a large aperture telescope (LAT) and an array of small aperture telescopes (SATs) that will observe in six bands with center frequencies spanning from 27 to 270~GHz. Key considerations during the SO design phase are vast, including the number of cameras per telescope, focal plane magnification and pixel density, in-band optical power and camera throughput, detector parameter tolerances, and scan strategy optimization. To inform the SO design in a rapid, organized, and traceable manner, we have created a Python-based sensitivity calculator with several state-of-the-art features, including detector-to-detector optical white-noise correlations, a handling of simulated and measured bandpasses, and propagation of low-level parameter uncertainties to uncertainty in on-sky noise performance. Spectral distortions in the cosmic microwave background over the 40--200~MHz band are imprinted by neutral hydrogen in the intergalactic medium prior to the end of reionization. This signal, produced in the redshift range $z = 6-34$ at the rest frame wavelength of 21 cm, has not been detected yet; and poor understanding of high redshift astrophysics results in a large uncertainty in the expected spectrum. The SARAS~2 radiometer was purposely designed to detect the sky-averaged 21-cm signal. The instrument, deployed at the Timbaktu Collective (Southern India) in April--June 2017, collected 63~hr of science data, which were examined for the presence of the cosmological 21-cm signal. In our previous work the first-light data from SARAS~2 radiometer were analyzed with Bayesian likelihood-ratio tests using $264$ plausible astrophysical scenarios. In this paper we re-examine the data using an improved analysis based on the frequentist approach and forward modeling. We show that SARAS~2 data rejects 27 models, out of which 25 are rejected at a significance $>5\sigma$. All the rejected models share the scenario of inefficient heating of the primordial gas by the first population of X-ray sources along with rapid reionization., Comment: 7 pages, 3 figures, 1 table; submitted to ApJ. The global 21 cm signal from Cosmic Dawn (CD) and the Epoch of Reionization (EoR), at redshifts $z \sim 6-30$, probes the nature of first sources of radiation as well as physics of the Inter-Galactic Medium (IGM). Given that the signal is predicted to be extremely weak, of wide fractional bandwidth, and lies in a frequency range that is dominated by Galactic and Extragalactic foregrounds as well as Radio Frequency Interference, detection of the signal is a daunting task. Critical to the experiment is the manner in which the sky signal is represented through the instrument. It is of utmost importance to design a system whose spectral bandpass and additive spurious can be well calibrated and any calibration residual does not mimic the signal. SARAS is an ongoing experiment that aims to detect the global 21 cm signal. Here we present the design philosophy of the SARAS 2 system and discuss its performance and limitations based on laboratory and field measurements. Laboratory tests with the antenna replaced with a variety of terminations, including a network model for the antenna impedance, show that the gain calibration and modeling of internal additives leave no residuals with Fourier amplitudes exceeding 2~mK, or residual Gaussians of 25 MHz width with amplitudes exceeding 2~mK. Thus, even accounting for reflection and radiation efficiency losses in the antenna, the SARAS~2 system is capable of detection of complex 21-cm profiles at the level predicted by currently favoured models for thermal baryon evolution., Comment: 44 pages, 17 figures; comments and suggestions are welcome

We present historical VLA and Jansky Very Large Array multi-frequency multi-array radio continuum imaging of a unique sample of 100 radio sources that have been selected on the basis of low axial ratios. These observations allow us the opportunity to study radio sources with synchrotron plasma that is significantly offset from the main radio axis and therefore open a window into investigations of physical mechanisms responsible for depositing the plasma in off-axis regions. Long wavelength spectral distortions in the Cosmic Microwave Background arising from the 21-cm transition in neutral Hydrogen are a key probe of Cosmic Dawn and the Epoch of Reionization. These features may reveal the nature of the first stars and ultra-faint galaxies that transformed the spin temperature and ionization state of the primordial gas. SARAS~2 is a spectral radiometer purposely designed for precision measurement of these monopole or all-sky global 21-cm spectral distortions. We use 63~hr night time observing of the radio background in the frequency band 110-200~MHz with the radiometer deployed at the Timbaktu Collective in Southern India to derive likelihoods for plausible redshifted 21-cm signals predicted by theoretical models. Cosmic baryon evolution during the Cosmic Dawn and Reionization results in redshifted 21-cm spectral distortions in the cosmic microwave background (CMB). These encode information about the nature and timing of first sources over redshifts 30-6 and appear at meter wavelengths as a tiny CMB distortion along with the Galactic and extragalactic radio sky, which is orders of magnitude brighter. Therefore, detection requires precise methods to model foregrounds. We present a method of foreground fitting using maximally smooth (MS) functions. We demonstrate the usefulness of MS functions over traditionally used polynomials to separate foregrounds from the Epoch of Reionization (EoR) signal. We also examine the level of spectral complexity in plausible foregrounds using GMOSS, a physically motivated model of the radio sky, and find that they are indeed smooth and can be modeled by MS functions to levels sufficient to discern the vanilla model of the EoR signal. We show that MS functions are loss resistant and robustly preserve EoR signal strength and turning points in the residuals. Finally, we demonstrate that in using a well-calibrated spectral radiometer and modeling foregrounds with MS functions, the global EoR signal can be detected with a Bayesian approach with 90\% confidence in 10 minutes' integration., Comment: Published in ApJ, 31 pages, 17 figures

We present Global MOdel for the radio Sky Spectrum (GMOSS) -- a novel, physically motivated model of the low-frequency radio sky from 22 MHz to 23 GHz. GMOSS invokes different physical components and associated radiative processes to describe the sky spectrum over 3072 pixels of $5^{\circ}$ resolution. The spectra are allowed to be convex, concave or of more complex form with contributions from synchrotron emission, thermal emission and free-free absorption included. Physical parameters that describe the model are optimized to best fit four all-sky maps at 150 MHz, 408 MHz, 1420 MHz and 23 GHz and two maps at 22 MHz and 45 MHz generated using the Global Sky Model of de Oliveira-Costa et al. (2008). The fractional deviation of model to data has a median value of $6\%$ and is less than $17\%$ for $99\%$ of the pixels. Though aimed at modeling of foregrounds for the global signal arising from the redshifted 21-cm line of Hydrogen during Cosmic Dawn and Epoch of Reionization (EoR) - over redshifts $150\lesssim z \lesssim 6$, GMOSS is well suited for any application that requires simulating spectra of the low-frequency radio sky as would be observed by the beam of any instrument. The complexity in spectral structure that naturally arises from the underlying physics of the model provides a useful expectation for departures from smoothness in EoR foreground spectra and hence may guide the development of algorithms for EoR signal detection. Photons emitted during the epochs of Hydrogen ($500 \lesssim z \lesssim 1600$) and Helium recombination ($1600 \lesssim z \lesssim 3500$ for HeII $\rightarrow$ HeI, $5000 \lesssim z \lesssim 8000$ for HeIII $\rightarrow$ HeII) are predicted to appear as broad, weak spectral distortions of the Cosmic Microwave Background. We present a feasibility study for a ground-based experimental detection of these recombination lines, which would provide an observational constraint on the thermal ionization history of the Universe, uniquely probing astrophysical cosmology beyond the last scattering surface. We find that an octave band in the 2--6 GHz window is optimal for such an experiment, both maximizing signal-to-noise ratio and including sufficient line spectral structure. At these frequencies the predicted signal appears as an additive quasi-sinusoidal component with amplitude about $8$ nK that is embedded in a sky spectrum some nine orders of magnitude brighter. We discuss an algorithm to detect these tiny spectral fluctuations in the sky spectrum by foreground modeling. We introduce a \textit{Maximally Smooth} function capable of describing the foreground spectrum and distinguishing the signal of interest. With Bayesian statistical tests and mock data we estimate that a detection of the predicted distortions is possible with 90\% confidence by observing for 255 days with an array of 128 radiometers using cryogenically cooled state-of-the-art receivers. The Simons Observatory (SO) is a ground-based cosmic microwave background (CMB) experiment sited on Cerro Toco in the Atacama Desert in Chile that promises to provide breakthrough discoveries in fundamental physics, cosmology, and astrophysics. Supported by the Simons Foundation, the Heising-Simons Foundation, and with contributions from collaborating institutions, SO will see first light in 2021 and start a five year survey in 2022. SO has 287 collaborators from 12 countries and 53 institutions, including 85 students and 90 postdocs. The SO experiment in its currently funded form (‘SO-Nominal’) consists of three 0.4 m Small Aperture Telescopes (SATs) and one 6 m Large Aperture Telescope (LAT). Optimized for minimizing systematic errors in polarization measurements at large angular scales, the SATs will perform a deep, degree-scale survey of 10% of the sky to search for the signature of primordial gravitational waves. The LAT will survey 40% of the sky with arc-minute resolution. These observations will measure (or limit) the sum of neutrino masses, search for light relics, measure the early behavior of Dark Energy, and refine our understanding of the intergalactic medium, clusters and the role of feedback in galaxy formation. With up to ten times the sensitivity and five times the angular resolution of the Planck satellite, and roughly an order of magnitude increase in mapping speed over currently operating (“Stage 3”) experiments, SO will measure the CMB temperature and polarization fluctuations to exquisite precision in six frequency bands from 27 to 280 GHz. SO will rapidly advance CMB science while informing the design of future observatories such as CMB-S4. Construction of SO-Nominal is fully funded, and operations and data analysis are funded for part of the planned five-year observations. We will seek federal funding to complete the observations and analysis of SO-Nominal, at the $25M level. The SO has a low risk and cost efficient upgrade path – the 6 m LAT can accommodate almost twice the baseline number of detectors and the SATs can be duplicated at low cost. We will seek funding at the $75M level for an expansion of the SO (‘SO-Enhanced’) that fills the remaining focal plane in the LAT, adds three SATs, and extends operations by five years, substantially improving our science return. By this time SO may be operating as part of the larger CMB-S4 project. This white paper summarizes and extends material presented in, which describes the science goals of SO-Nominal, and which describe the instrument design.
