In recent years, as an important force in building rural areas,new rural talents have been continuously embedded in the field of rural grassroots governance. Especially since the successful completion of the poverty alleviation campaign, rural revitalization has been deeply promoted, and rural areas require a group of educated, capable, and skilled new people to participate in rural construction. This article further defines the group of new rural elites sages by clarifying their boundaries. Sort out the feasibility and significance of the participation of new rural elites in rural construction, and clarify the important position of new rural elites in grassroots governance. At the same time, analyze the practical difficulties of new rural elites entering the field of rural governance, and propose targeted path optimization for new rural elites to participate in rural grassroots governance. This research examines the importance of effective public governance in maximising the well-being of citizens in EU member states. Our research strategy used an integrated modelling framework involving data mapping and an autoregressive model with distributed lags (ARDL) for 2012–2022 in the EU member countries. The results demonstrated that the World Governance Indicator (WGI) has a mixed impact on Quality of Life (QL). In the short term, the impact is positive if there is an increase in the level of the public governance indicator, and in the long term, the effect of public governance on the quality of life is negative due to the challenges associated with implementing reforms. Additionally, our results highlighted that, to improve citizens' quality of life, policies should focus on increasing the Purchasing Power (PP) and Safety of Society (SS) as well as on issues related to Pollution (P) and the Cost of Living (CL). There are similarities between the long-term ARDL analysis estimate and the short-term one, with the latter pointing out that they will be able to have quick positive effects, while pollution and increased living costs have immediate adverse effects on quality of life. The purpose of this work is to investigate novel determinant factors of environmental performance such as press freedom and voice and accountability. Having reviewed the specialized literature in this field, one can observe and analyse the differentiated magnitude of the impact press freedom imprints on the Environmental Performance Index and the greenhouse gas emissions on the other, for a generous sample of countries, according to their development levels: high income, upper middle income, lower-middle income and low-income countries. The results support the positive effect of press freedom upon lowering greenhouse gas emissions and improving the overall environmental performance of nations, particularly for the subsample of low-income countries. In 2020, the municipality of Caxambu-MG came 10th in the Municipal Governance Index Ranking prepared by the Federal Council of Administration among Brazilian municipalities with similar characteristics. As it is a fundamentally quantitative analysis, this indicator was unable to point out which practices are developed by municipal management, nor the impacts that the process has on municipal public policies. The aim of this study was therefore to analyze governance in public social assistance and health policies in the municipality of Caxambu-MG, through documentary and field research. The main results were the perception that the governance process in the municipality of Caxambu is not uniform and is at different levels of maturity between the two public policies, indicating that the strategic process of implementation, control, evaluation and monitoring of targets is still incipient, especially in the social assistance policy. The attainment of public organization goals is closely related to the organizational governance. Good public governance can be realised through the beneficial organizational culture. Therefore, the organizational members’ share values and the nature of relationships network are pertinent to determine the availability of organizational culture practices that supports good public governance among public officers involved in the delivery of public services operations. The study's objective is to analyse the relationships and influence of organizational culture dimensions which are shared values and relationship networks towards good public governance organizational culture. This study employs quantitative approach which is the survey technique to obtain data. A total of 169 civil servants consisting of Management and Professional Group officers served in a government ministry were selected as the sample through the systematic random sampling technique. The multiple linear regression analysis is used to test the relationship and influence between the two dimensions of organizational culture with the organizational culture practices. The study results show significant influence was found between shared values and relationship network with good public governance orientation. Comparatively, the sharing value dimension has more influence than the network of relationships. The theoretical implication is the study proved the relevance of shared values and network of relationships dimensions in supporting the public organization culture oriented at good governance. Thus, public agencies should pay attention to organizational culture based on value sharing and a network of relationships so that organizational culture which support good public governance can be instilled throughout the entire organization. As a research domain, the smart city keeps growing, despite the remaining contradictions and ambiguity related to its conceptual aspects. We propose to dig deeper into the complex socio-technical nature of the smart city and examine the concept through the lens of different public governance paradigms, therefore aligning it with the sustainability outcomes. Embracing interrelated dimensions of humans, technologies and organisations, the smart city can be viewed through the intersection of public governance paradigms (digital governance, collaborative governance and networks). The case of the smart city initiative of Tampere in Finland serves as an empirical illustration of how the proposed conceptual model might be applied in practice. Providing a novel approach to the smart city from a public management perspective, this model would allow policymakers to acquire a more comprehensive understanding of smart city governance and its multi-dimensional outcomes, in terms of social, environmental and economic sustainability. This approach enables the unlocking of the potential to generate multiple values for each group of actors and ensure more effective integration of smart initiatives, policies and projects, based on the public governance paradigms. This article qualitatively investigates the new attributes necessary for leveling interagency relations in the public arena. Our approach focuses on political effectiveness, based on new roles for the State, for society, and for the market. As a result, institutional leadership gains centrality in the new context, moving from the procedural view to an approach of simultaneous and interdependent systems. The research aims to contribute to advancing of debates in the area by offering an analytical model that subsidizes the implementation of governance mechanisms aligned with contemporary public management. Purpose: The article aims to analyze the perception of Internal Auditors of Federal Educational Institutions regarding the contributions of Internal Control to Public Governance. Methodology: Regarding the technical procedures for collecting research data, a structured questionnaire (Survey) with multiple choices was used, on a 10 (ten) point scale with alternatives of no agreement/a lot of agreement, with 1 being no agreement and 10 being very agreement. The analysis was carried out using Factor Analysis. Results: As a result of the research, it was identified that the factors: Risk-Based Audit Planning, Transparency, Public Integrity and Accountability, obtained the highest averages as contributions of internal control to public governance in the perception of the responding auditors. Factors such as the Provision of Consulting Services and Society Participation presented the lowest averages among the factors analyzed. After the factor analysis, it was found that the first factor, Adherence to International Auditing Standards, presents approximately 59.7% of the explanatory power of the variances contained in the sample. According to the auditors' perception, adherence or alignment with international auditing standards is representative of the evolution of the governance process in federal public administration. Contributions of the Study: The study contributes to the discussion on public governance regarding the contributions of internal control to its development. The results suggest that the process of adhering to international auditing standards is an irreversible process and recognized as necessary for the development of governance in the federal public sector, given that this adherence to international auditing standards presents itself as a factor with greater explanatory power in the analysis, signaling that for public administration to follow the evolution of its governance, it must remain integrated with international standards and best practices. Research in comparative politics on informal institutions can be grouped into analysis of norms and values within government institutions and studies of self-governance in communities that are relatively isolated from states. Three recent books by Nadya Hajj, Shelby Grossman, and David Skarbek advance this research agenda by showing that self-governance can be significant even in contexts where the state is present, including refugee camps, markets in urban settings, and in prisons. They also offer abundant insights into how to overcome challenges with measuring and analyzing informal institutions. Rather than prioritize private or public governance, the authors see these as imperfect alternatives that invite analysis of why private governance works better in some contexts than in others for communities seeking to improve their lives in challenging circumstances. Objective: to identify research on public governance during the period from 2019 to 2023 through research in the Scopus and Web of Science databases. Methodology: this is a systematic literature review, using a quantitative approach. Results: it was evident that, in relation to the methodological approach, a certain equivalence was observed between quantitative and qualitative approaches, as well as between theoretical and empirical models, and that only one study dealt with public governance under the context of Covid-19. The scientific production related to the aforementioned theme did not reflect the diversity of Brazilian states, given that 65% of the selected works came from authors from the Rio de Janeiro and Paraná axis. Of the 20 (twenty) articles researched, the authors cover only eight Brazilian states. Conclusions: this article makes important contributions regarding the systematization of robust and updated literature on the topic, which can serve as guidance for future research. Should a social program be run at a higher or lower level of government? We consider a government-run program supplying a private good to consumers. We focus on a tradeoff between the advantage of a high level of government in resource allocation and its disadvantage in consumer information. We look into the effect of differences in income levels, marginal costs, and preferences on the organization of public governance. The complexity of taxes has been widely discussed in the literature and can be defined and measured in various ways depending on one’s perspective. Institutions play a crucial role in shaping the strategic environment and understanding them is crucial in understanding the policy process. When designing taxes, it is vital to consider how institutions influence tax complexity. In this empirical study, we take an institutional approach to examine what extent the institutional quality supports the tax simplification process. Using the system generalised method of moments (system GMM) for a dynamic panel of 88 countries, we show that higher institutional quality seems to be associated with a lower degree of tax complexity, regardless of income levels and legal origins. These findings are robustly consistent across a variety of specifications and institutional measurements. To that end, we make policy recommendations on tax administration. [ABSTRACT FROM AUTHOR]

AbstractThis study aims to investigate the relationship between public governance and the Corruption Perception Index (CPI) while also examining the impact of national income per capita on this association. This study covers a decade-long period from 2012 to 2021 and involves 180 countries from various regions, including America, Asia Pacific, Middle East and North Africa (MENA), Sub-Saharan Africa, Europe Central Asia, and Western Europe. To analyze the extensive dataset, which comprises 1768 data points, the study used the Generalized Estimating Equations (GEE) method. The research findings suggest that all aspects of public governance, such as voice and accountability, political stability, government effectiveness, regulatory quality, the rule of law, and control of corruption, significantly influence the perception of corruption. This indicates that good governance practices can effectively reduce corruption. Interestingly, the impact of income per capita is not uniform across all dimensions of governance and the CPI. Instead, the study reveals that stricter rule of law and anti-corruption measures are more influential in wealthier nations, highlighting the importance of proper resources and infrastructure in eradicating corrupt practices. These insights are particularly valuable for policymakers, government officials, and international organizations involved in promoting good governance and fighting corruption. The results of this study can be used to formulate effective policies and strategies for strengthening governance practices, reducing corruption, and ensuring a fair and just society.

This article theorizes some consequences of skewing relational (care) labour into more transactional forms of marketized public service areas; with particular reference to contracted criminal justice services in England and Wales. The authors attribute this to an interplay of the incentives of the corporate sector and those of governments which form a collective 'artificial intelligence' promoting marketization. This creates unintended consequences. Whereas corporate incentive structures minimize transaction costs and optimize profit, recent UK governments have incentivized economic productivity over socially beneficial indicators in public services. The article finds that narrowly transactional calculations of value in the commissioning of care services may produce short-term fiscal incentives for commissioners (usually the state) and corporate suppliers and 'care resellers', but generate longer-term supply-side problems. The article concludes by signposting how more pluralistic forms of collaboration among government, commerce and third sectors can be differently—and more socially—conceived. There are lessons to be learned in the article for all capitalist economies. Governments marketize the delivery of care supposedly for reasons of economic efficiency or innovation. The authors theorize that marketization is, in fact, motivated by government incentives which increase transactional activity, creating the illusion of (economic) growth. This occurs at the cost of devaluing relational aspects of social care, with consequences for workers and users. The voluntary sector is especially construed as a domain where social productivity is supposedly reliant on strong relational values, and distanced from primarily transactional, profit-pursuant activity. Decentralisation, also referred to as administrative decentralisation, has gained wide recognition as a governance model associated with efficient use of resources and innovative public service delivery. Thus, it is no surprise that many unitary countries and transnational governments have embraced this public governance model. Most recently, the discourse on decentralisation of public governance has become intertwined with digital transformation within the public sector. The rationale is that digital transformation was found to support the decentralisation of public governance, improving overall organisational efficiency and the creation of added public value for citizens. Based on a systematic literature review and fifteen semi-structured interviews with public sector experts, the paper discusses how digital transformation enables the decentralisation of public governance. Digital transformation supports public organisations' efforts to gain the most out of public governance decentralisation as it improves the efficiency of local and federal governments, citizen participation, citizen empowerment, public trust, and continuance of public administration. Extant literature has shown that family is the first point of institutional contact for every individual to acquire knowledge on socio-political and economic reasoning. However, little or no discussion has been done on understanding how the acquired knowledge and experiences interplay with the broad reactions of individuals within the public governance space. This paper aims to fill the missing gap by providing transmutation influences of family styles and significant values of indigenous knowledge on public governance. In Africa, moral values and social rules are cardinal indices of indigenous knowledge, at first and mostly, acquired from family styles. These indices propel individuals through other societal faces, with the developed traits serving as an inherent guide. Hence, this paper attempts to investigate the congruence problem in Africa's public governance from the perspective of indigenous knowledge within the family context. It interrogates the proclaimed significance of indigenous knowledge against why most examples of bad governance, such as corruption, violent acts, and poor leadership traits, are evident in Africa. Recent contributions to the global production networks (GPN) literature delve into public governance as mediation between global networks and regional assets. They deal with the state as a buyer, producer and regulator. Further developing this line of research, the present article goes beyond inter-scalar mediation, explaining how Chile’s National Mining Company (ENAMI, by its Spanish acronym) directly ties domestic production to international markets. The authors argue that in such cases, global-to-local connections are beyond what the GPN literature explains through corporate strategies to reduce costs, become more flexible and increase the speed of operation. A corresponding adjustment of the GPN approach helps to better understand the impact of public governance. In light of severe financial constraints faced by ENAMI, the article also discusses two distinct visions for the organisation. The COVID-19 pandemic has been a major public governance issue in the United States since 2020. Public officials at all levels of government have provided important policies to control the spread of the pandemic and reduce its impact to society. This paper examines public value and ethical challenges that are related to the government's pandemic responses. The paper first provides a review of value and ethical studies in public administration and public health crisis. It then examines value concerns and ethical challenges in COVID management and policy cases and the influence of political polarization to the value challenges. The paper concludes with discussions about the pandemic's comprehensive challenges to the traditional professional management and suggestions of public value studies and trainings. Objective: this study investigates how public governance practices influence the performance of public organizations. Defined as a mix of formal and informal mechanisms shaping decision-making in the public sector and encouraging diverse societal participation, public governance aims to enhance management effectiveness and governmental results. Methods: panel data regression analysis was applied to assess higher education institutions in Brazil across 2017, 2018, and 2021. Student scores in the National Performance Exam (ENADE) and the Performance Difference Indicator (IDD) were used as performance metrics and dependent variables while governance practices and the public governance index were used as independent variables. Results: the data collected at the Federal Court of Accounts (TCU) and the National Institute of Educational Studies and Research Anísio Teixeira (Inep) revealed a positive correlation between ‘monitoring user satisfaction’ and institutional performance, whereas the public governance index presented unexpected results. Conclusions: this investigation elicits deeper inquiries on the actual impact of public governance on the performance of public organizations, potentially guiding the implementation of governance actions within them

In the course of the research, positive and negative effects of public investment management in the construction sector of low-income countries have been revealed. The negative effects of public investment management are connected with an insufficient level of public policy effectiveness and institutional capacity. In general, the lack of significant progress in all indicators of the efficiency of public governance for the period 1996?2020 was noted in low-income countries. The specified determinants of public governance have a negative impact on the ability to effectively manage investment in the process of implementing state projects in the field of construction with the involvement of international organizations in developed countries. The analysis of the efficiency components of the management of investment projects under the leadership of the public sector reveals gaps in the supervision, quality of monitoring and evaluation during the implementation of projects. Such gaps are caused by factors characteristic of low-income countries, namely: 1) little or no progress in implementing the investment budget; 2) management difficulties related to the low level of productivity of public sector personnel, shortage of personnel and the need for their training; 3) cumbersome administrative government procedures; 4) lack of planning of project maintenance processes, management training planning; 5) insufficient attention to the processes of project planning and monitoring; 6) the lack of institutional capacity for ensuring the efficiency of project implementation.

Research Purpose: This study aimed to evaluate the “Master Plan” of the city of Rio de Janeiro, RJ, Brazil, from the perspective of Urbanism, whose good practices, when applied, outline the quality of life of the population and the development of a city. Methodology: A literary review and documentary, descriptive and historical analysis were carried out in academic databases, online data from the City of Rio de Janeiro and other public bodies. The Master Plans (PD) of the city were consulted from 1992, the year of creation of the first PD of Rio de Janeiro. Only the PD that contemplated social and sustainable policies that provide an improvement in the quality of life were analyzed, using the following descriptors “Master Plan”,“Strategic Master Plan”, “Strategic Planning”, and elimination of articles that dealt with issues away from Urbanism. Findings: The research showed that although the PD of the city of Rio de Janeiro may be late or poorly managed, it still presents itself as a fair, democratic and sustainable way to conduct good practices of Municipal Public Governance, serving as a tool for planning medium and long-term goals. It is worth noting that such governance, since the 19th century, has been accumulating plans, projects and urban legislation that overlap, but do not resolve the ills of a city that has witnessed rapid and disorderly growth. Originality/Value: In order to have a Sustainable Public Governance in the city of Rio de Janeiro, it is essential to use a Master Plan, elaborated with the principles widely presented and compiled in this study.
