Abstract

European society and its food system are facing a triple challenge: 1) guaranteeing a healthy diet for all, 2) mitigating and adapting to climate change, as well as 3) protecting and restoring habitats for their biodiversity and ecosystems services. Although the European food system is robust, it does not deliver sustainable diets, defined by FAO as those with low environmental impacts which contribute to food and nutrition security and to a healthy life for present and future generations.To tackle the triple challenge in a complex network like the food system, a system approach is needed. At present, there is too much focus on the actors where the problems are observed, but as consumers and farmers are in a dependent position and not able to transform the food system, rethinking the roles of all the actors has to be addressed. Therefore, a Framework Law on Sustainable Food Systems, as proposed in the EU’s Farm-to-Fork Strategy, is required. This could make the system more resilient.A just transition towards sustainable diets is key. To the extent that healthy diets are not affordable for consumers or a sustainable food policy would result in higher prices for food, compensation should be given by changes in income taxes, minimum wages or social security. Similarly, environmental regulations in the food industry and agriculture should not be shunned for the income effects, which could be compensated by direct support for farms with low incomes and payments for public services. This calls for coherence between the EU’s sustainable food system policy in the Common Market and (social and fiscal) policies in the Member States.

Abstract

Bij de ingrijpende transformatie die ons land op dit moment doormaakt wordt van boeren opnieuw een hoofdrol gevraagd. De nieuwe context vraagt nieuwe keuzes. Van hen wordt gevraagd verschillende maatschappelijke opgaven met elkaar te verbinden en te vertalen in voedsel en tal van diensten voor de samenleving van de 21e eeuw. Om boeren daartoe in staat te stellen moeten overheden, ketenpartijen, dienstverleners en kennisinstellingen maximaal inzetten op het scheppen van nieuwe randvoorwaarden en adequate ondersteuning om de transitie ook daadwerkelijk mogelijk te maken. In het verleden is bewezen dat we hier in Nederland goed in zijn. Door onze sterke uitgangspositie is er alle reden om erop te vertrouwen dat ons dat nu opnieuw zal lukken. Alle ingrediënten zijn daarvoor aanwezig, maar vanzelf zal het niet gaan.

Abstract

Background: A better understanding of food-related behaviour and its determinants can be achieved through harmonisation and linking of the various data-sources and knowledge platforms. Scope: We describe the key decision-making in the development of a prototype of the Determinants and Intake Platform (DI Platform), a data platform that aims to harmonise and link data on consumer food behaviour. It will be part of the Food Nutrition Health Research Infrastructure (FNH-RI) that will facilitate health, social and food sciences. Approach: The decision-making was based on the evidence of user needs and data characteristics that guided the specification of the key building blocks of the DI Platform. Eight studies were carried out, including consumer online survey; interview studies of key DI Platform stakeholders; desk research and workshops. Key findings: Consumers were most willing to share data with universities, then industry and government. Trust, risk perception and altruism predicted willingness to share. For most other stakeholders non-proprietary data was most likely to be shared. Lack of data standards, and incentives for sharing were the main barriers for sharing data among the key stakeholders. The value of various data types would hugely increase if linked with other sources. Finding the right balance between optimizing data sharing and minimizing ethical and legal risks was considered a key challenge. Conclusions: The development of DI Platform is based on careful balancing of the user, technical, business, legal and ethical requirements, following the FAIR principles and the need for financial sustainability, technical flexibility, transparency and multi-layered organisational governance.

Abstract

In de politiek en de pers wordt veel gesproken over eerlijke prijzen voor voedsel en eerlijke prijzen voor boeren. In dit white paper behandelen we de economische aspecten van eerlijke prijzen. Daarnaast gaan we kort in op de ethische aspecten, die ook een rol spelen het begrip eerlijkheid. Belangrijke conclusies zijn dat we niet lichtvaardig moeten denken over ingrijpen in de prijsvorming, maar dat er mogelijkheden zijn om overheden en consumenten beter te informeren over ‘negatieve externe effecten’ of het ontbreken van bepaalde markten. Met gerichte heffingen in de prijs kan de overheid negatieve externe effecten verkleinen.
