Police encounters with suspects may produce unfortunate outcomes, particularly when defiance of authority leads to usage of force. Application of excessive force may be interrupted, or obviated by the actions of bystander officers who become intervening officers. This study evaluated officer and supervisor perceptions of a training program which taught intervention strategies and tactics to help officers intervene with other officers to prevent harm. Data were collected very early in program implementation and approximately one year later. Survey data were collected with officers and qualitative focus groups were conducted with officers and supervisors. Findings indicate a marked change in perceptions by officers. Both quantitative and qualitative findings collected in early phase indicate a high degree of officer resistance. Late phase data indicate significantly higher endorsement of officer intervention strategies and participants reported higher frequencies of intervening with other officers. Findings suggest officer-based de-escalation and intervention training warrants implementation consideration from agency decision makers. [ABSTRACT FROM AUTHOR]

Guided by the propositions of general strain theory, this study examines the impact of experienced and anticipated strains on the delinquent coping of adolescents while accounting for the usage of social networking sites. Specifically, this study uses self-report survey data collected from 3,195 middle and high school students in a single Midwest city in the United States to explore the effect of experiencing the strains of traditional bullying victimization and cyberbullying victimization on adolescents self-reported soft drug use, hard drug use, and weapon carrying behavior. These relationships are explored among both frequent and infrequent users of social networking sites. Results indicate that cyberbullying victimization and the anticipated strain of feeling unsafe at or on the way to or from school are significantly and positively associated with all three mechanisms of delinquent coping among both frequent and infrequent social network users. The article discusses the Cynefin framework, a type of sensemaking approach to develop invasion or post-invasion strategies, and its potential to guide decision markers at the U.S. Homeland Security. It defines sensemaking and its uses at the Department of Defense. A look at the Cynefin framework and its use in knowledge management is given. The five domains of the Cynefin framework are cited. An overview of the graduate curriculum in Homeland Security at the Naval Postgraduate School is given.

Although most academic disciplines evolve at a measured pace, the emerging field of homeland security must, for reasons of safety and security, evolve rapidly. The Department of Homeland Security sponsored the establishment of a graduate educational program for key officials holding homeland security roles. Because homeland security is a nascent field, the establishment of a program curriculum was forced to draw from a variety of disciplines. Curriculum evaluation was complicated by the rapid changes occurring in the emerging discipline, producing response shift bias, and interfering with the pre-post assessments. To compensate for the validity threat associated with response shift bias, a retrospective pretest-posttest evaluative methodology was used. Data indicate the program has evolved in a significant and orderly fashion and these data support the use of this innovative evaluation approach in the development of any discipline. Over the past 20 years, police departments across America have adopted a community--or problem-oriented--policing philosophy. Community policing has not been implemented wholesale, however. Most departments have assigned some officers to community policing roles but kept the majority in traditional motorized patrol assignments. Pertinent literature suggests that these two groups do not see eye to eye on their respective roles and duties. In this study, work-redesign theory is used as a conceptual framework to explain officer functioning in both community policing and traditional motorized policing settings. Findings indicate key similarities between community policing officers and officers assigned to traditional motorized patrol, despite differences in job satisfaction, perception of impact, and policing style.
