Creating a strong clinical practice experience for every teacher at scale requires that three core actors--prep programs, school districts, and states--work together. This framework sets out the six focus areas of clinical practice backed by research and supported by the field as the most important to build a quality clinical practice experience. It further identifies the actions that these core actors can take in each area. Based on survey responses of hundreds of practitioners from teacher prep programs and school districts, the authors learned that while their programs have much to be proud of, they also recognize that they are missing opportunities to deliver an exceptional clinical practice experience. This framework can help the core actors identify the aspects of their clinical practice programs that are already aligned with the evidence and illuminate opportunities to improve.

Transforming education systems to be fit for the 21st century is the common thread for creating inclusive and equitable societies resilient to conflict, climate change and economic crises. Now is the time for increased investment in African education systems. This paper describes: (1) the state of Africa's educational landscape; (2) innovative approaches to increase education financing; and (3) what can be done to put education back at the forefront of Africa's policy agenda while sparking improved outcomes across the entire education spectrum. The STEM Transfer Partnership (STP) initiative seeks to create systemic change within STEM degree pathways in Washington through collaboration between teams of faculty and staff from nine pairs of two-year and four-year institutions across the state. These teams are supported by Community College Research Initiatives (CCRI) to work together to improve STEM transfer processes by serving as institutional context experts and determining the focus of their efforts (see Cate et al., 2022 for more details). STP teams have worked within institutional pairs for eighteen months to understand and dismantle obstacles to low-income STEM transfer students' bachelor's degree completion. This brief examines into the factors propelling their change and also highlights the tangible strides made by STP teams in their pursuit of fostering positive transformations.

Texas depends on a talented workforce to fuel its economy, and Texans depend on our public education system to prepare them for the jobs of today and tomorrow. But unfortunately, workforce and public education systems often operate independently, making innovation and improvement difficult. Between now and 2036, over 70% of the jobs in Texas will require a postsecondary credential. But far too few Texas students will possess those credentials. Only 22% of Texas eighth graders currently earn a postsecondary degree or credentials within six years of high school graduation. This article examines the Texas Tri-Agency Workforce Initiative. It brings together the Texas Education Agency (TEA), the Texas Higher Education Coordinating Board (THECB), and the Texas Workforce Commission (TWC). The Tri-Agency is focused on three priorities: (1) Pathways: Support efficient and flexible pathways to earning degrees, certificates, and other credentials linked to high-wage, in-demand jobs; (2) Support: Ensure students receive the support necessary to succeed at all stages of their education in their transitions to the workforce; and (3) Infrastructure: Create a robust infrastructure for interagency collaboration around common goals, data, and processes to ensure improved student outcomes and meet employers' needs.

While research indicates that relationship-centered environments support student learning and success, it has been difficult to redesign secondary schools based on the factory model in ways that center relationships, particularly at the secondary level. This brief to the full report focuses on efforts to advance relationship-centering schooling in high schools. It examines the Relationship Centered Schools (RCS) campaign, a youth-led effort supported by Californians for Justice (CFJ) and conducted in collaboration with educators and district leaders. The study focuses on two settings--the Long Beach Unified School District and Fresno's McLane High School--and the efforts of local actors to center relationship-building as a catalyst for change.

College costs and persistent workforce shortages have prompted educators, policymakers, and employers to shift the conversation on the transition from school from a narrow "college for all" emphasis to a broader "postsecondary education" and "career pathways" perspective. This paper describes an innovative effort to address these challenges in New Hampshire, focusing on a set of programs that follow a "hyperlocal" approach to career pathway development. Seeking to expose participants to careers in high-demand areas, the programs simultaneously address specific, local industry, community, and individual needs. Their purpose is to increase the likelihood of social mobility by using career exposure and hands-on involvement to spur interest and motivation toward additional education and training in promising fields. The research reported focused on programs that target youth approaching the secondary-postsecondary transition. The paper begins by briefly describing New Hampshire's unique demographic characteristics as they relate to the state's approach to education and workforce development. The characteristics help to understand the challenges involved in helping individuals make the transition from secondary education to postsecondary roles. The study's main findings focus on key elements of career pathway programs that align with the New Hampshire Charitable Foundation's (NHCF) hyperlocal model. Excerpts from participant interviews across six programs help to show what works in different career pathway sites, in terms of realizing effective collaboration among partners and providing learners with a positive experience. The paper concludes with a discussion about areas of ongoing need both within and outside of individual pathway programs.

According to the Commitment to Action on Foundational Learning, a global initiative launched at the 2022 Transforming Education Summit, foundational learning refers to "basic literacy, numeracy, and transferable skills such as socio-emotional skills" (World Bank 2023). This holistic vision of learning outcomes aligns with the Global Partnership for Education's (GPE) prioritization of learning in GPE 2025, which includes strong attention to foundational skills, namely literacy, numeracy, and social-emotional skills. Foundational learning is essential because it serves as the basis for all later learning. Without basic literacy and numeracy skills, the knowledge and skills of other school subjects and higher school levels will be largely inaccessible. Foundational transferable skills, including social-emotional skills, likewise, set an important groundwork for children's positive development throughout their school lives and beyond. Global interest in foundational learning has been fueled by growing attention to the learning crisis, which was exacerbated by the COVID-19 pandemic and ensuing school closures. Since there is a growing interest of this topic, this report reviews the evidence of key factors that can foster foundational learning and raises considerations for GPE and partner countries in thinking about how to support and engage with foundational learning.

Despite growing evidence on the impacts of the climate crisis on access to education and learning outcomes, there is a clear gap in identifying the additional costs the climate crisis imposes on education systems. Further, there is little evidence demonstrating the financial and socio-economic returns on specific climate-smart investment in education. To help address this research gap, Part 1 of this report explores the current data and literature with the goal of collating key findings, identifying gaps, and crowding-in further research. To support efforts to build climate-smart education systems across the world, Part 2 of this paper proposes a Climate and Environment Intervention Matrix (CEIM), a tool intended for policymakers, planners, donors, and other education stakeholders that can be used to understand the cost implications of building climate-smart education systems. Part III includes considerations for how governments and their education sector partners can advance the implementation of those systems and how the wider research community can fill the priority data gaps.

CAEL's Bridging The Talent Gap (BTTG) Employee Survey is a nationally proven powerful tool for employers who want to support the career and education aspirations of their workers. The results help employers, employees, learning providers and community stakeholders identify interest in education and training, opportunities for regional partnership, and gaps in employee knowledge of existing training programs. In fall 2020, One Acadiana, an economic development organization in South Louisiana, sponsored a BTTG Employee Survey at MacLaff, Inc. Key findings from this case study include: (1) Most respondents plan on completing a credential; (2) There are significant discrepancies between employees' understanding of education benefits and the actual education benefits available; and (3) One-third of respondents are potential Comebackers -- or adult learners who aspire to pursue an education credential to advance their economic mobility.

Across the country, school systems are struggling to implement effective, research-based literacy instruction and to help students recover from lost learning time during the pandemic. At the same time, school systems sit near pools of untapped talent--community members who have personally experienced the harm of inequitable school systems and now brim with passion for addressing systemic problems in public education. These are parents, grandparents, aunts and uncles, many of whom were poorly served by public schools themselves, and are now watching a new generation struggle. The Oakland REACH's Literacy Liberator Model and Fellowship, a partnership with Oakland Unified School District (OUSD) and the literacy nonprofit FluentSeeds, identifies and recruits community members who have personally experienced the shortcomings of their local schools, then trains and supports them to deliver effective instruction. Drawing on interviews with REACH leaders, seven Literacy Liberator fellows, and other community leaders, as well as observations of fellowship training sessions and literacy tutors at work, this brief aims to document the design of the program and trainees' experiences, providing a roadmaps for similar efforts in other communities.

In recent years, there has been a growing understanding that consistent developmental relationships support student learning and well-being. Research shows that youth who have positive connections with adults at their schools demonstrate higher levels of motivation, self-esteem, and prosocial behavior than their peers in less relationship-centered contexts. Relationship-centered schools also enable a range of positive student academic outcomes, including increased attendance, graduation rates, achievement on English language arts and math assessments, and college-going rates. Relationship-centered schools challenge ingrained structures that have come to characterize U.S. secondary schools and often inhibit their growth and sustainability through institutional, normative, and policy barriers. While research indicates that relationship-centered environments positively support student learning and success, it has been difficult to build and sustain schools with relationships at their foundation, particularly at the secondary level. This report focuses on one relationship-centered high school transformation effort--the Relationship Centered Schools (RCS) campaign, a youth-led effort supported by the community-based organization Californians for Justice (CFJ). Through interviews with CFJ organizers, district and school leaders, practitioners, and current and former youth organizers, this report highlights examples of uptake in two settings--the Long Beach Unified School District and Fresno's McLane High School. The cases demonstrate how local schools and districts have furthered relationship-centered schooling, the conditions and factors that have enabled or hindered RCS work, and the emerging impacts of RCS efforts on practice and policy.

This report details how Reynoldsburg City Schools utilized the Inclusive Innovation model to introduce an innovative Open Educational Resource, Socratic Circles, designed to assist teachers in guiding discussions on racial and social justice in the classroom. These OER will be accessible to educators who are inspired by this work and interested in incorporating Socratic Circles into their classrooms. This report also offers insights from members of Reynoldsburg City Schools' Inclusive Innovation Core Team on how they applied the Core Tenets of Inclusive Innovation throughout their process.

To better understand the challenges and opportunities facing community colleges that want to expand apprenticeship opportunities to their students, New America conducted a year-long study. We created an advisory committee to guide this work and spoke to apprenticeship, workforce development, and community college leaders about the community colleges role in expanding apprenticeship. Based on these conversations, we chose case studies and conducted in-depth interviews with leaders from the Community College System of New Hampshire's ApprenticeshipNH, Arapahoe in Colorado, San Jacinto in Texas, and Howard Community College in Maryland's programs in IT and cybersecurity, and Coastal Alabama Community College's nursing apprenticeship. Each of these colleges found a different way to fill the role of intermediary, taking on funding from different sources, using a mix of strategies for sponsorship, and finding place-based approaches to strengthening workforce partnerships. In a variety of sectors, these five colleges found ways to fill the intermediary role that worked for their context, and in doing so provided excellent programming that filled their community's needs. This mosaic of case studies demonstrates that there are some common challenges and successful strategies that colleges looking to serve as apprenticeship intermediaries can learn from.

Gun violence and school shootings have become more prevalent in recent years, and beginning in 2017, firearm-related injuries became the most common cause of injury-related death for children ages 1 to 24. Students also face the threat of bullying, gangs, racism, drugs, and abuse. In recognition of the need for collective action, the Council of the Great City Schools (CGCS) and the International Association of Chiefs of Police (IACP) established a joint task force early in 2022 centered on identifying models for collaboration between police and school districts to address the safety of students in communities and schools throughout the United States. The impact of crime and violence in schools and communities goes beyond the immediate threats to student safety. Students who experience or witness crime and violence often face lasting trauma that may impact their long-term mental health and academic achievement. In response to these threats, the Bipartisan Safer Communities Act was passed into law by Congress in the summer of 2022. The Act seeks to help keep schools safe and reduce the threat of violence across the country. This document proposes new and innovative approaches to reducing incidents of violence in schools and communities with a focus on shifting mindsets and reframing relationships and practices related to schools, police, and communities.

Utah Leading through Effective, Actionable, and Dynamic (ULEAD) Education is required to report on successful K-12 practices in Utah and other states and propose policy changes to remove barriers to implementation successful practices. Notably, successful and innovative practices across topic areas rely on additional staff expertise and time, requiring more staff, more training, and more or flexible time to implement work. A continued commitment to well-defined data collection and accurate reporting is also highlighted need. This report includes a brief review of report findings, limitations or barriers, and recommendations for supporting best practice implementation at scale. An overview of ULEAD additional materials, current partnerships, related legislation, and ULEAD program updates are also included.

In spring 2020, the COVID-19 pandemic forced schools to switch quickly to online learning. Before then, Hawai?i had been expanding its dual credit program, in which high school students could take courses that would yield both high school and college credits. These dual credit programs require partnerships between high schools and colleges. RTI International conducted a multi-method analysis to examine the effect of this COVID-19-based transition to online learning on the dual credit, analyzing data from the state longitudinal data system and conducting surveys and focus groups of the University of Hawai?i's instructors, high school coordinators, and high school staff involved with program. From spring 2020 to fall 2020, students took some dual enrollment courses even though offerings and enrollment declined; offerings and enrollment rebounded by spring 2021. The percentage of course-takers earning both high school and college credit remained about the same during this transition. Examining outcomes for student and school subgroups shows that male students struggled more than female students did with enrollment during this transition, and students in rural schools had a steeper decline in the rate of earning both high school and college credits. However, both groups did begin to recover by spring 2021.

Dual enrollment equity pathways (DEEP) is a research-based framework for rethinking dual enrollment as a more equitable on-ramp to college programs of study that lead to family-supporting, career-path jobs for students who might not otherwise pursue education after college. The DEEP approach involves community colleges and K-12 schools partnering in four practice areas to (1) conduct outreach to underserved students and families to encourage their participation in dual enrollment, (2) align dual enrollment course offerings to career-technical associate and bachelor's degree programs in high-opportunity fields, (3) advise students in the exploration of their interests and the development of post-high school education and career path plans, and (4) support students by delivering high-quality instruction to build their confidence as college learners. In this report, the authors describe what they learned through field research at six promising community college--K-12 partnerships in Florida and Texas that have begun to extend guided pathways practices to dual enrollment offerings and that have achieved strong results using dual enrollment to expand college access and opportunities for Black, Hispanic, and low-income high school students. For each of the four practice areas, the authors highlight the problems or shortcomings of the conventional dual enrollment approach and explain what the partnerships are doing to rethink and reform dual enrollment in ways that motivate and prepare students from underserved groups to pursue postsecondary pathways to careers after high school. The authors then discuss two multifaceted DEEP leadership strategies that emerged from their fieldwork for (1) establishing a shared DEEP mindset and (2) enabling DEEP practices at scale. They also provide a set of discussion questions for college leaders to ask their K-12 schools in order to develop a strong partnership and shared vision. [For the companion report, see ED631291.]

Language and culture are central to learning and human development, as they shape the ways in which people all learn and grow together. Individuals learn as members of a community that values their participation and is respectful, productive, and inclusive. This report tells the story of the UCLA Community School (UCLA-CS), a public school in central Los Angeles. This report draws from a portfolio of research-practice partnerships at UCLA-CS, and it documents the norms, structures, and practices present on campus. By providing practitioners with an example of a community school that prioritizes the needs of students in immigrant communities, this report demonstrates an approach that can serve all students. The study of UCLA-CS indicates that the following six key practices at the school contribute to its success. UCLA Community School: (1) Knows and builds on a community's history, assets, and culture; (2) Develops and articulates desired core competencies for students; (3) Nurtures shared leadership and collective agency; (4) Creates space for collaborative inquiry, professional autonomy, and teacher development; (5) Uses data and stories to elevate the school's vision and track progress; and (6) Affirms the important role that everyone plays in a community school.

The academic success of historically and systematically excluded (HSE) students, including Black, Brown, Indigenous, low-income, multilingual learners, and students with learning differences, remains impacted by social position and identity factors. Despite numerous education reform efforts, equity in education continues to be a pressing challenge in the United States. Many BIPOC solution providers possess the expertise and innovative solutions needed to meet the needs of HSE students, but they often face barriers that hinder their access to districts and education markets. To bridge this equity gap, the Center for Inclusive Innovation has introduced two innovative approaches: Learning Salons and Solution Showcases. The education Learning Salons create opportunities for collaboration and engagement between BIPOC solution providers and district leaders using a five-phase engagement model that allows both parties to identify and address specific challenges faced by HSE students. Solution Showcases provide a three-hour event where district leaders can learn about various undiscovered teaching and learning solutions designed by BIPOC solution providers. This report centers on the BIPOC solution providers and district leaders that participated in the Learning Salons and Solution Showcases from 2022-2023 and concludes with key pivots that education stakeholders can make to foster greater district-provider alignment in equity-centered solution sourcing and implementation.

The New York City P-TECH 9-14 schools are an educational model that ties together the secondary, higher education, and workforce systems to improve outcomes across domains. The distinguishing feature of the model is a partnership among a high school, a community college, and one or more employer partners that focuses on preparing students for both college and careers within six years. P-TECH 9-14 schools collaborate with local colleges to provide students with an opportunity to earn a high school diploma within four years, followed by a cost-free, industry-recognized associate's degree. During the six-year program, employer partners provide students with work-based learning experiences such as internships, mentoring, and job shadowing. This study provides impact, implementation, and cost study findings from the first rigorous evaluation of the model, examining the first seven P-TECH 9-14 schools that opened in New York City. The study follows entering classes of students for seven years after they begin ninth grade, which would carry them through the end of their expected high school graduations and through three years of postsecondary education. The study takes advantage of the random lottery process created by the New York City high school admissions system to identify the model's effects: It compares students who won lotteries to attend P-TECH 9-14 schools (the P-TECH 9-14 group) with students who applied but did not win (the comparison group). It also includes an in-depth implementation study that assesses how schools carried out the model, and a cost-effectiveness study that examines costs per college degree earned for P-TECH 9-14 schools compared with other schools. Sing Play Learn with MacPhail® Online Early Childhood Music Partnerships strives to increase access to high quality music education for early childhood students in greater Minnesota. The program is designed so that student participants benefit developmentally with gains in executive functioning, social-emotional skills, foundation in musical concepts, and cognition and language development through musical learning experiences. The evaluation gathers qualitative and quantitative data to answer outcome and implementation research questions.

Corequisite remediation involves placing students who have been designated as underprepared directly into college-level courses with concurrent supports--such as in-class tutoring, online learning labs, or a supplemental class--rather than making them take non-credit-bearing developmental courses first. Despite the growing number of studies on corequisite remediation, there are still questions about which practices can address the needs of and advance equity for diverse groups of students, particularly students who struggle with basic math or English skills. CAPR researchers partnered with the Charles A. Dana Center to study and offer formative feedback about the implementation of corequisite course models at four colleges participating in the Corequisite Research Design Collaborative, the Dana Center's initiative for implementing equity-minded, holistic corequisite course models. This research brief and the supplement highlight the findings on the design and implementation of corequisite courses at the four colleges, as well as findings from a survey administered to students who were enrolled in these courses in fall 2021 and spring 2022. The researchers found that the implementation of corequisite support courses helped students understand course content and increased their engagement with their coursework. In general, students appeared more comfortable engaging in support courses than in the paired college-level courses. This suggests that support courses can play an important role in improving student engagement by providing an additional space for students to interact with the course content, their peers, and faculty. Many children in GPE partner countries remain out of school or are unable to complete even primary education. This working paper aims to bring attention to the ongoing challenges of reaching universal access to education and completion of at least primary education in many GPE partner countries. A large share of Wisconsin's 400+ school districts are rural, and nearly half of all students enrolled in public schools statewide attend rural schools. Persistent challenges faced by rural districts in attracting and retaining educators, however, are contributing to an increasingly dire situation for the state's rural communities. This report summarizes findings from a yearlong research project investigating strategies being used by rural districts to address educator shortages, including a diverse set of "grow your own" (GYO) initiatives which involve school districts working with educator preparation programs (EPPs) and other local partners to identify, recruit, and prepare local candidates to become educators. The mixed-methods research design draws upon two statewide surveys (of rural superintendents and local site coordinators of the Educators Rising GYO program), along with site visits to five rural districts, to accomplish two main goals: (1) to identify strategies being used by rural districts to attract, recruit, and hire teachers; and (2) to describe the landscape of GYO initiatives being utilized by rural Wisconsin districts and local partners to address educator shortages. Broadly speaking, the work suggests that rural school districts are not waiting on state or federal policymakers to solve longstanding staffing challenges for them, but instead are actively engaged in implementing a mix of national GYO programs such as Educators Rising and "homegrown" GYO initiatives as one solution to chronic educator shortages. Not surprisingly, a distinct set of both successes and challenges have emerged as rural districts attempt to implement, launch, sustain, and scale up GYO initiatives that meet their needs. SEERNet is a network of Digital Learning Platforms, researchers, and practitioners with the vision to leverage DLPs as research infrastructure, enabling researchers to ask and answer important questions about learning in ways that are grounded in realistic, widespread use of learning technologies. A first wave of work established the foundation for the research community. The network looks now towards a second wave of work that clarifies research opportunities and builds capacity for the types of research that can be supported. A third wave seeks to expand the network's efforts towards broader aspirations for better science, engineering, practitioner engagement, and community.

The Understanding Children's Transitions from Head Start to Kindergarten (HS2K) Project was a multi-year project funded by the United States Department of Health and Human Services, Administration for Children and Families, Office of Planning, Research and Evaluation. The purpose of this project was to better understand how to improve children's transitions from Head Start programs to elementary schools. The transition to kindergarten occurs within and between two distinct systems (early care and education [ECE] and K-12 education) that each work under their own governance structures, philosophies, and accountability metrics. Specifically, this project aimed to explore the definition of "successful transitions" from a multi-level and systemic perspective. Within the context of this project, the focus is on one type of ECE program--Head Start. Head Start is embedded within a broader "ECE system" that includes many other types of programs, including state-funded pre-k, child care, home-based care, friend and family care, and privately-funded centers. This report details findings from one component of the HS2K Project -- a comparative multi-case study of five Head Start and Local Education Agency (LEA) partnerships, including their families, Head Start teachers and leaders, kindergarten teachers, elementary school leaders, LEA leaders, and community partners. The case-specific descriptions should be read as in-depth illustrations of the inner workings of kindergarten transition processes as they existed and were implemented in context at the time of data collection.

In March, 2021, President Biden signed into law the American Rescue Plan Act of 2021 (ARP), within the Elementary and Secondary School Emergency Relief (ESSER) fund to address the specific and urgent needs of children and youth experiencing homelessness. U.S. Secretary of Education Miguel Cardona emphasized that services provided under the ARP-HCY program should specifically include children and youth experiencing homelessness who are members of historically underserved populations, including LGBTQI+ youth. This National Center for Homeless Education brief: (1) illustrates the critical need to provide wraparound supports for LGBTQI+1 youth at risk of or experiencing homelessness; (2) spotlights how one local educational agency (LEA) is using American Rescue Plan Act-Homeless Children and Youth (ARP-HCY) funding to support LGBTQI+ youth at risk of or experiencing homelessness; and (3) explores promising practices for expanding LEA capacity to meet the needs of LGBTQI+ youth at risk of or experiencing homelessness.

As more states adopt universal education savings account (ESA) programs, analysts have declared that the "final frontier" of school choice has been reached. Another choice that parents might want to make and policymakers should support as an intermediate option between private school and homeschooling is partnering with their local schools to establish parent-run microschools. This paper proposes that states can foster these partnerships by incentivizing school districts to allow small groups of parents to teach students at home with public financial assistance but total curricular freedom. This proposal gives parents maximum power to choose the curriculum without severing ties with local schools. With microschooling, parents with the power to choose curricula can positively change public education's very nature, unlike with ESA or voucher proposals that require the student to leave the system.

One of the key commitments of the Community College Research Initiatives (CCRI's) STEM Transfer Partnership (STP) program is to transform STEM transfer pathways and improve outcomes for students from low-income backgrounds using student input. Student input is an essential element in institutional transformation for student success but the process of cultivating student input involves creative rethinking of data collection strategies. This data note documents the collaborative work of community college and university partnerships to collect student input and translate that data into improvements in the STEM transfer pathway. The authors find that these partnerships are developing contextually responsive, multifaceted strategies for incorporating student input that prioritize student engagement and clarifying information systems.

This study highlights the collaborative efforts undertaken to create a temporary school called "Futuro Brillante" in San Diego County, California, to provide educational services for more than 3,000 unaccompanied undocumented minors who had newly arrived in the U.S. The study describes the compelling trajectory of the school's development, its multisector community partnerships, its core facilitating organizational conditions, and the key curriculum strategies that facilitated the school's success.

School desegregation and equitable access to educational opportunity takes alignment in the housing and education sectors. Racist housing policies and practices have systematically limited access to opportunity for generations of people of color, profoundly affecting their wealth, and perpetuating racial disparities in opportunity and well-being for children. Contemporary school enrollment patterns of students of different races reflect the legacy of state-sanctioned segregation and decades of exclusionary practices in housing and education. This report lays out a through line between housing policies and practices, inequitable school resources, and inequitable educational outcomes. It discusses racist policies that drive residential racial segregation and how limited residential opportunities have manifested for students through school segregation and education inequity. Next, it shares solutions from communities across the country to address segregation across both sectors, including housing mobility for students in segregated communities and schools, housing supports for students who want to stay in gentrifying neighborhoods, and inclusionary zoning policies that encourage affordable housing construction near higher-performing schools. Finally, it presents guidance and resources that practitioners can use to improve equity in their own communities. These include steps communities can take to assess current conditions, identify partners, establish shared outcomes, implement solutions, and influence policies in both sectors. This paper explores insights from the Building Equitable Learning Environment network's (BELE) equity initiatives in partner districts. It focuses on the critical importance of cultivating and sustaining relationships with caregivers and community stakeholders. Given the roles parents and caregivers play in a child's education as their first educators and their primary educators, this brief focuses on building partnerships that cross the boundaries of schools, communities, and homes. When school and community educators build relationships and make conscious and continued efforts to learn from families and communities, they become more adept at creating educational experiences for students that are nurturing and grounded in an understanding of the whole child. These efforts should be sustained year-round and prioritize designing schooling experiences with input from families and using school resources to support the families and communities themselves. The Higher Education Standards Framework 2021 places obligations on registered higher education providers about arrangements for "delivery with other parties." "Delivery with other parties" encompasses arrangements between a provider and another entity (in Australia or overseas), for the delivery of a course of study or parts of it, that leads to the award of a regulated higher education qualification.
