Chemical companies, oil refiners and other businesses, under the auspices of the Air Quality Standards Coalition (AQSC), have asked Congress to act to reverse the Clinton Administration's decision to issue new standards for ozone and particulate matter. AQSC co-chairmen Charles J. DiBona and Andrew H. Card, in a joint statement, said that the administration had ignored evidence indicating that the new standards, while having little or no health benefit, would hurt the economy.

Pres Clinton approved new air quality standards for fine particulate matter and smog-causing ozone. The standards proposed by the Environmental Protection Agency in Nov 1996 would rise the standard from .12 parts per million to .08 parts per million for ozone over an 8-hour period, and from 10 microns or smaller in concentrations of 50 micrograms per cubic meter annually to 2.5 microns or smaller in concentrations of 15 micrograms per cubic meter. The fine particulate standard would be enforced after 10 years.
