Aims: To determine the prevalence and 10 years risk of type-2 diabetes mellitus in rural English speaking South West Cameroon. Methods: Between April and June 2018, we conducted community screening campaigns in 6 English speaking rural communities of Cameroon. We adapted the Finish Diabetes Association Type 2 diabetes risk assessment tool to enable us classify participants as low or high risk cases. Results: In a sample of 983 participants aged ≥30 years, we found 37 (3.8%) persons with type 2 diabetes (12 existing and 25 newly diagnosed) and 149 (15.1%) persons at high risk of developing diabetes within 10 years. We estimated that within 10 years 65 (6.9%) new cases of diabetes will emerge from the study population. Older participants (54 - 87 years) were 2.5 times (AOR 2.5, CI: 1.0, 6.2) more likely to have diabetes compared to younger (30 - 44 years) participants. The risk of developing diabetes within 10 years was statistically significantly increased among participants who were semi-active, older, had a high BMI, had a family history of diabetes or had high systolic blood pressure. Conclusions: Our study identified a brewing diabetes crisis in rural Cameroon, confirming the recent International Diabetes Federation warnings of an impending rural diabetes crisis in Sub-Saharan Africa. There is therefore an urgent need for measures to avert the situation such as expanding the urban-focused diabetes service to rural areas.

The right to social security in South Africa is adjudicated and enforced mainly by means of litigation. This article examines litigation as a mechanism for the resolution of social security disputes in South Africa and its impact on both the right to have access to court and to social security. It argues that court-based adjudication may not be the most appropriate means of adjudicating social security claims. This is particularly as South Africa is a country where social security beneficiaries have limited knowledge of the laws and procedures, coupled with a lack of publicly-provided legal assistance/representation for social security cases. Dispute resolution mainly through the courts may contribute to the limitation of their right to seek redress and by implication, their right to have access to social security. Finally, the article proposes the investigation of more appropriate dispute-resolution processes. This is due to the failure of court-based adjudication to ensure access to justice (and to social security); constitutional requirements arising from the protection of the rights of access to justice and to social security; the Constitution’s focus on protecting persons who are particularly vulnerable and desperate; the availability of other (more appropriate) dispute-resolution mechanisms; and the relatively successful implementation of these mechanisms in the resolution of social security disputes in comparative jurisdictions.

Introduction:the Treat-All remains the globally endorsed approach to attain the 95-95-95 targets and end the AIDS pandemic by 2030, but requires some country-level contextualization. In Cameroon, the specific research agenda to inform strategies for improving HIV policy was yet to be defined. Methods:under the patronage of the Cameroon Ministry of health, researchers, policy makers, implementing partners, and clinicians from 13 institutions, used the Delphi method to arrive at a consensus of HIV research priorities. The process had five steps: 1) independent literature scan by 5 working groups; 2) review of the initial priority list; 3) appraisal of priorities list in a larger group; 4) refinement and consolidation by a consensus group; 5) rating of top research priorities. Results:five research priorities and corresponding research approaches, resulted from the process. These include: 1) effectiveness, safety and active toxicity monitoring of new and old antiretrovirals; 2) outcomes of Antiretroviral Therapy (ART) with focus in children and adolescents; 3) impact of HIV and ART on aging and major chronic diseases; 4) ART dispensation models and impact on adherence and retention; 5) evaluations of HIV treatment and prevention programs. Conclusion:the research priorities resulted from a consensus amongst a multidisciplinary team and were based on current data about the pandemic and science to prevent, treat, and ultimately cure HIV. These priorities highlighted critical areas of investigation with potential relevance for the country, funders, and regulatory bodies.

Research is a vital component for the development of any country. In Cameroon, HIV Operational research is rapidly growing, however, it faces some intractable problems which can only be solved through an urgent, strategic, efficient, and collaborative approach involving key stakeholders. The Kribi meeting (09 and 10thDecember 2020) brought together under the auspices of the Ministry of Public Health leading HIV research organisations and connected HIV researchers and actors from different sectors. These actors disseminated and discussed recent research findings and worked out mechanisms to advance HIV research development, developed new ideas and identified priority research areas, with emphasis on translational research. The official launching and consolidation of Cam-HERO was a critical step and it is hoped that these synergistic efforts will catalyse attainment of the 95-95-95 goals in Cameroon.

The Southern African Development Community (SADC) was formed to promote the political, economic and social wellbeing of the region. Some of the social objectives of the SADC are the promotion of social development and the alleviation of poverty, the enhancement of the quality of life of the peoples of Southern Africa, and the provision of support to the socially disadvantaged. In order to achieve these objectives, SADC member states have concluded a Treaty and various social protection-related instruments which aim to ensure that everyone in the region is provided with basic minimum social protection. Although the formation of the SADC (and the conclusion of some of its social protection-related instruments) preceded both the minimum social protection floor concept and the Social Protection Floor Initiative, the Treaty and instruments can be seen as complying with the requirements of both the concept and the initiative within the region. This article analyses the extent to which the SADC social protection-related instruments fulfil a minimum social floor function at the SADC regional level. The positive and negative aspects of the SADC Treaty and social protection-related instruments in this regard are evaluated. In addition, the article reviews the impact of the SADC social protection-related instruments in the setting up of social protection programmes aimed at ensuring a minimum social protection floor in some of the SADC countries. The successes of such country initiatives and the challenges faced are discussed. This is then followed by some concluding observations.

A journal article published in Strathmore Law Journal SLJ - Volume 1, Number 1, June 2015. South Africa is currently developing an overarching policy framework for efficient and effective resolution of social security disputes as part of reforms towards the establishment of a comprehensive social security system. In the development of the policy, international and regional guidelines and standards on access to justice were instrumental as they are benchmarks on the scope and content of the right of access to courts for social security claimants and the State’s obligations in this regard. This article outlines some international guidelines and standards relevant to the realization of access to justice for social security claimants; and their role in recent reform initiatives that have been undertaken to promote access to justice in the South African social security system.

Die Grondwet waarborg aan elkeen die reg op toegang tot sosiale sekerheid. Dit verplig die staat verder om redelike wetgewende en ander maatreëls, binne die perke van beskikbare middele, te neem om die toenemende verwesenliking van die reg op toegang tot sosiale sekerheid te bewerkstellig. 'n Stelsel wat deur die staat ingestel is om die reg op toegang tot sosiale sekerheid te verwesenlik, sou onvolledig wees sonder 'n doeltreffende en uitvoerbare stelsel wat gebruikers van die stelsel in staat stel om geskille wat mag ontstaan, te besleg. So 'n stelsel sou gevolg moes gee aan die reg op toegang tot die howe (regspleging). Gevolglik moet 'n sosiale sekerheids-geskilbeslegtingstelsel bestaanbaar wees met die begrip van toegang tot regpleging, soos beoog in die Grondwet. Alhoewel die Grondwet nie toegang tot regspleging omskryf nie, dui dit die benadering wat by die uitleg van die regte in die Handves van Regte gevolg moet word, aan. Hierdie artikel poog om die begrip van toegang tot regspleging te ontwikkel vir sover dit van toepassing is op ontvangers van sosiale sekerheid. Dit beveel 'n breë benadering tot die begrip aan, wat voorsiening maak vir die instelling van 'n geskilbeslegtingstelsel; en die aanname van maatreëls gerig op die bemagtiging van ontvangers.
