Research Findings: The Quality of Care for Infants and Toddlers (QCIT) observational measure was designed to address the need for a valid and reliable measure of the quality of caregiver-child interactions that could be used in both center-based and family child care (FCC) settings, and with diverse populations. Results from a psychometric field test of 400 classrooms indicated that the QCIT demonstrated strong evidence of reliability and validity. The QCIT was used to capture the quality of caregiver-child interactions for the professional development system "We Grow Together." Average scores improved in the QCIT Support for Social-Emotional Development domain. Findings support using this measure to assess quality and focus professional development. Additional research could use the QCIT with other interventions focused on caregiver-child interactions. Practice or Policy: The QCIT provides the field with a reliable and valid measure for examining the quality of caregiver-child interaction in licensed child care settings, both centers and FCCs, serving infants and toddlers. It also provides an evidence-based framework for selecting professional development goals that support the development of infants and toddlers.

Children's social and emotional experiences influence brain development and are therefore central to outcomes of behavior, learning, and health. The current study examined associations between children's cumulative educational assets in the early grades and end of first grade social-emotional outcomes for children from English- and Spanish-speaking families. Data were drawn from a sample of preschool-aged children (N = 1,132) from low-income families in a large, culturally, and linguistically diverse sample followed annually from pre-kindergarten through first grade. A multi-method, multi-informant approach was used to assess predictor and outcome variables. Results indicate overall that cumulative experiences of educational assets (teacher-student interaction and relationships, parent-teacher communication) were associated with indicators of children's social-emotional well-being and matter in similar ways for children from English- and Spanish-speaking families. However, we did find some evidence of significant interactions of Spanish as a home language with cumulative educational assets on children's conduct problems and feelings about peers.

Despite agreement about the importance of executive function (EF) for children's early math achievement, its treatment in correlational studies reflects a lack of agreement about the theoretical connection between the two. It remains unclear whether the association between EF and math operates through a latent EF construct or specific EF components. Specifying the correct measurement model has important theoretical implications for the predicted effects of EF interventions on children's math achievement. In the current study, we tested whether associations between EF and math operate via a latent EF factor, or via specific EF components using data from a large, nationally representative sample. We then replicated these same analyses with a meta-analytic database drawn from ten studies that collected measures of children's EF and math achievement. Our results lend support to explanations that a single EF factor accounts for most of the EF component-specific associations with math achievement. We discuss theoretical and methodological implications of these findings for future work.

Continuity of pre-k and kindergarten classroom experiences is a key area of interest for early childhood researchers interested in supporting public pre-k children's development over time. To advance the empirical evidence on this topic, this study examined whether differences in classroom experiences as children transition from pre-k to kindergarten are associated with kindergarten social-emotional and self-regulation skills among low-income, race- and language-diverse public pre-k children. Children attending public pre-K were assessed in the spring of pre-k and fall and spring of kindergarten on a range of social-emotional and self-regulation skills (N = 1,358; 67.1 months old (SD = 3.6) in kindergarten; 50% male; 60% Hispanic and/or Latine, 17% Black, 10% White, 13% other). Classroom experiences (teacher-child interactions, teacher-child closeness, and the amount of time spent in teacher-structured activities) were assessed using observations and teacher reports in both grade levels. Regression models adjusted for kindergarten nesting indicated that decreases in teacher-child closeness and the quality of teacher-child interactions were associated with children's lower social competence, learning behaviors, and inhibition in the fall of kindergarten, relative to spring of pre-k. There were limited associations with child gains from fall to spring. Results suggest that differences between pre-k and kindergarten academic and social environments may be difficult for children as they adjust to kindergarten. Findings are discussed in terms of the implications for efforts to align classroom experiences across grades.

Experiencing large differences between pre-k and kindergarten classroom contexts may affect children's academic development as they start school. This study examined differences between classroom contexts in pre-k and kindergarten (teacher-child interactions, time on academic content, and academic rigor) and associations with literacy, language, and math achievement in kindergarten fall and spring. 1498 children were followed from public pre-k through kindergarten (mean age = 52.8 months old at the start of pre-k, SD = 3.5). Children were ethnically and linguistically diverse (White = 7%, Black = 20%, Hispanic = 61%, Other = 12%; English at home = 21%, Spanish at home = 55%; other language at home = 24%). Piecewise growth modeling showed that experiencing a decrease in the quality of interactions or an increase in time on content or academic rigor was associated with lower than expected achievement in the fall of kindergarten but greater gains across the kindergarten year.

Head Start and state prekindergarten (pre-K) programs can boost the school readiness of low-income children through the use of effective preschool curricula. Encouraging results from some studies suggest that children who receive targeted or content-specific curricular supplements (e.g., literacy or math) during preschool show moderate to large improvements in that targeted content domain, but recent research also suggests differences in children's school readiness among different preschool program settings. We examine whether children in Head Start or public pre-K classrooms differentially benefit from the use of randomly assigned classroom curricula targeting specific academic domains. Our results indicate that children in both Head Start and public pre-K classrooms benefit from targeted, content-specific curricula. Future research is needed to examine the specific mechanisms and classroom processes through which curricula help improve children's outcomes.

Our study describes student outcomes from an undergraduate chemistry course that implemented a flipped format: a pedagogical model that consists of students watching recorded video lectures outside of the classroom and engaging in problem solving activities during class. We investigated whether (1) interest, study skills, and attendance as measured by self report improved during the term as a result of course format (n = 252) and (2) students in a flipped chemistry course earned higher grades in the subsequent chemistry course compared with students who enrolled in the nonflipped course that same term (n = 295). Although we found no significant differences between students' self-reported interest and study skills at the end of the term, we found that students enrolled in the flipped course reported attending class more often than students in the non-flipped course (ß = 0.32). We also found that after controlling for student-level covariates related to achievement (such as SAT Math scores and grade in previous chemistry course), students enrolled in the flipped chemistry course experienced, on average, a statistically significant increase of half a standard deviation (ß = 0.55) in their grade in the subsequent chemistry course. We discuss implications for study of flipped instruction.

This study examines whether changes in classroom quality predict within-child changes in achievement and behavioral problems in elementary school (ages spanning approximately 6-11 years old). Drawing on data from a longitudinal study of children in predominantly low-income, nonurban communities (n = 1,078), we relied on child fixed effects modeling, which controlled for stable factors that could bias the effects of classroom quality. In general, we found that changes in classroom quality had small and statistically nonsignificant effects on achievement and behavior. However, we found that moving into a high-quality classroom, particularly those rated as high in Classroom Organization, had positive effects on achievement and behavior for children with significant exposure to poverty in early life.

The present study uses nationally-representative data to estimate longitudinal associations between core executive function (EF) components—working memory, inhibitory control, and cognitive flexibility—at kindergarten entry and third grade academic achievement. We focus on one key question: to what extent do EF components uniquely contribute to children's subsequent reading and math achievement over and above academic skills, social-emotional behaviors, and learning-related behaviors? Study findings indicated that the three core EF components have differential associations with third grade achievement. Evidence of associations across domains of math and reading achievement are strongest for working memory, and these associations are stronger for math than reading achievement. Early working memory was also shown to be just as predictive of academic achievement as were learning-related behaviors. The evidence for achievement associations was weaker for inhibitory control and cognitive flexibility, with estimated effect sizes on reading and math achievement of less than a tenth of a standard deviation. We discuss implications for future studies and consider the measurement issues that arise in examining EF and its relations to longitudinal achievement.

In an effort to promote best practices regarding mathematics teaching and learning at the preschool level, national advisory panels and organizations have emphasized the importance of children's emergent counting and related competencies, such as the ability to verbally count, maintain one-to-one correspondence, count with cardinality, subitize, and count forward or backward from a given number. However, little research has investigated whether the kind of mathematical knowledge promoted by the various standards documents actually predict later mathematics achievement. The present study uses longitudinal data from a primarily low-income and minority sample of children to examine the extent to which preschool mathematical competencies, specifically basic and advanced counting, predict fifth grade mathematics achievement. Using regression analyses, we find early numeracy abilities to be the strongest predictors of later mathematics achievement, with advanced counting competencies more predictive than basic counting competencies. Our results highlight the significance of preschool mathematics knowledge for future academic achievement.

This study reports an independent investigation of the psychometric properties of Desired Results Developmental Profile (DRDP), a teacher-rated measure of school readiness for preschool-aged children. In a sample of 2,031 low-income, 3- to 5-year-old children attending Head Start, we tested three measurement models: a higher order one-factor model, a seven-factor model, and a five-factor model. To explore the appropriateness of the DRDP for use with diverse populations of young children, we used multiple group and differential item functioning (DIF) analyses to determine whether the DRDP works differently for dual language learners (DLL) and non-DLLs. The proposed five-factor structure fits the data best, with greater face and statistical validity. Using this conceptually driven factor structure, the multiple group analyses were robust for DLL and non-DLL preschool students. More than half of the items on the DRDP displayed little DIF. Items measuring emergent language and literacy exhibited DIF favoring non-DLL children. [For the Grantee Submission, see ED596379.]

Public preschool programs require the use of a research-based, whole-child curriculum, yet limited research examines whether curricula influence classroom experiences and children's development. We use five samples of preschool children to examine differences in classroom processes and children's school readiness by classroom curricular status (curriculum/no curriculum), and across classrooms using different curricular packages. When a teacher reports using a curriculum, their classroom processes are indistinguishable from classrooms where teachers report using no curriculum. Some differences in classroom activities emerged across classrooms using different curricula; however, substantial variability exists across classrooms using the same curriculum. Head Start program fixed effects models and meta-analytic regressions reveal few associations between curricula and children's skills. We examined whether African American students differentially responded to dimensions of the observed classroom-learning environment compared with non-African American students. Further, we examined whether these dimensions of the classroom mediated treatment effects of a preschool mathematics intervention targeted at students from low-income families. Three observed dimensions of the classroom (teacher expectations and developmental appropriateness; teacher confidence and enthusiasm; and support for mathematical discourse) were evaluated in a sample of 1,238 preschool students in 101 classrooms. Using multigroup multilevel mediation where African American students were compared with non-African American students, we found that teachers in the intervention condition had higher ratings on the observed dimensions of the classroom compared with teachers in the control condition. Further, ratings on teacher expectations and developmental appropriateness had larger associations with the achievement of African American students than for non-African Americans. Findings suggest that students within the same classroom may react differently to that learning environment and that classroom learning environments could be structured in ways that are beneficial for students who need the most support.

A robust finding across research on early childhood educational interventions is that the treatment effect diminishes over time, with children not receiving the intervention eventually catching up to children who did. One popular explanation for fadeout of early mathematics interventions is that elementary school teachers may not teach the kind of advanced content that children are prepared for after receiving the intervention, so lower-achieving children in the control groups of early mathematics interventions catch up to the higher-achieving children in the treatment groups. An alternative explanation is that persistent individual differences in children's long-term mathematical development result more from relatively stable preexisting differences in their skills and environments than from the direct effects of previous knowledge on later knowledge. We tested these 2 hypotheses using data from an effective preschool mathematics intervention previously known to show a diminishing treatment effect over time. We compared the intervention group to a matched subset of the control group with a similar mean and variance of scores at the end of treatment. We then tested the relative contributions of factors that similarly constrain learning in children from treatment and control groups with the same level of posttreatment achievement and preexisting differences between these 2 groups to the fadeout of the treatment effect over time. We found approximately 72% of the fadeout effect to be attributable to preexisting differences between children in treatment and control groups with the same level of achievement at posttest. These differences were fully statistically attenuated by children's prior academic achievement.

With limited federal requirements for block grants, states have developed very different welfare policies, often with onerous recertification or reporting requirements, creating barriers to continuous program enrollment. Examined through the framework of Administrative Burden, our study examines how changes to burdensome policies in states' Child Care Development Fund (CCDF) programs affect the length of children's continuous enrollment in child care through the CCDF program, known as subsidy "spells." We exploit state-level changes in three key policies during a 10-year period (2004–13) that capture administrative burden: (1) length of eligibility redetermination; (2) reporting requirements for income changes; and (3) grace period for care before termination. Using state fixed effects analyses in a sample of 38 states using data from the Administration for Children and Families and multiple other sources, we find that administrative burdens meaningfully and robustly affect continuous enrollment in CCDF; switching to a 12-month redetermination period, as required 2014 Child Care and Development Block Grant reauthorization, increases children's continuous enrollment in CCDF care (i.e. state median spell length) by 30%. In contrast, requiring all changes in family income to be reported while enrolled in CCDF decreases spell length by 7%. Results underscore the importance of reducing administrative burdens related to compliance costs to better support low-income citizens, especially those with young children, and improve child development.
