The author examines the determinants of Black, Hispanic, Asian, and Native American employment within US police and fire departments. The author also took into consideration affirmative action policies, and the failure rates for recruits to show patterns of employment. For example, affirmative action policies benefit Hispanics and Asian firefighters.

The authors found that for native people living on reservations in Saskatchewan, the average income and education level was higher than for native people (referred to in the article as first nations) living in urban areas. Additionally, a high school diploma resulted in higher income than a trade certificate.

Analysis of 22 samples representative of the labor force of the continental United States shows few differences in 13 work attitudes between American Indians (n = 732) and European Americans (n = 12,810). American Indians were more insecure in their jobs and were less satisfied with their financial situation. They were more likely to prefer a job that offers a high income and chances for promotion. As their increasing earnings reach parity and the effects of discrimination and prejudice lessen, these few differences should diminish.

Native Americans are generally at lower levels of labor force drawing less than the other Americans. In an attempt to reduce the consequent poverty in this race, the government has provided reservations in employment for them. The implications of such reservations are analyzed in depth.

Career development representatives from campuses that are designated Hispanic-serving institutions and tribal colleges offer advice to employers seeking to recruit minorities. They say that most hiring practices should remain the same and that employers should avoid stereotyping but do some research on the ethnic culture.

In response to recent recommendations to incorporate social, political, and cultural contexts into employment and poverty analyses for minority populations, this paper draws on several sources and types of data to examine the human capital and labor force participation patterns of Northern Cheyenne Indians and non-Indians in Rosebud County, Montana. Discussions utilizing human capital and economic organization data contribute to clarifying differences in poverty levels of the two populations. However, the 'embeddedness' approach utilizes ethnographic data and recent analyses of schooling to illuminate the social and cultural relations affecting Northern Cheyenne employment patterns as well as the methods by which individuals, families, and communities adapt to the recent declines in economic opportunity and wages on the reservation. Such discussions suggest the need to reconsider policies designed to address American Indian human capital formation and economic development needs.

U.S. West Communications, one of the seven Regional Bell Operating Companies, is recruiting American Indians to its workforce under the American Indian Leadership Initiative. Candidates need to possess skills in computer science and engineering for these jobs, but unfortunately very few American Indians are enrolled in the Indian tribal colleges. While much attention has been paid to cultural competence in assisting clients, little has been directed to evaluating the degree to which social work education respects the cultural norms and values of students from diverse populations.
