Abstract

This paper examines how teachers expressing their political views influence students' opinion formation and discussions in classrooms regarding controversial issues. We used the methods of Journell (2011) and built on the scholarship of Hess and McAvoy (2015) and Iwasaki (2021). As a case study, we observed a junior high school social studies class and the teacher's approach to a lesson on lowering the age of candidacy in Japan, especially concerning how and if the teacher's personal opinions influenced the students. Teachers' political neutrality is a growing issue of concern in citizenship education. Some Japanese educators and education authorities argue that teachers should avoid expressing their personal views on controversial issues because of how it may impact students. However, we found that teachers' opinions may have a limited influence on student opinions, thus adding nuance and insight to the existing literature. Namely, the impact of teachers' expressing political opinions in a classroom should be considered with factors such as their choice of teaching materials and methods. Abstract

Objective: We sought to assess the impact of the integration of the new roles of primary health care nurse practitioners (NPs) and physician assistants (PAs) on patient flow, wait times and proportions of patients who left without being seen in 6 Ontario emergency departments (EDs). Methods: We performed a retrospective review of health records data on patient arrival time, time of initial assessment by a physician, time of discharge from the ED and discharge status. Results: Whether a PA or NP was directly involved in the care of patients or indirectly involved by being on duty, the wait times, lengths of stay and proportion of patients who left without being seen were significantly reduced. When a PA or NP were directly involved in patients' care, patients were 1.6 (95% confidence interval [CI] 1.3-2.1, p Conclusion: The addition of PAs or NPs to the ED team can improve patient flow in medium-sized community hospital EDs. Given the ongoing shortage of physicians, use of alternative health care providers should be considered. These results require validation, as their generalizability to other locations or types of EDs is not known. Methodes : Nous avons procede a un examen retrospectif de donnees dans les dossiers de sante des patients sur l'heure d'arrivee a l'urgence, l'heure de l'evaluation initiale par un medecin, l'heure du conge et l'etat a la sortie de l'urgence. Resultats : Que les AM ou les IP aient participe directement aux soins du patient ou indirectement, en etant de service, les temps d'attente, la duree du sejour et le pourcentage des patients qui ont quitte l'urgence sans avoir ete vus par un medecin ont ete considerablement reduits. Quand les AM ou les IP participaient directement aux soins des patients, ces derniers etaient respectivement 1,6 fois (intervalle de confiance [IC] a 95 % de 1,3 a 2,1, p< 0,05) et 2,1 fois (IC a 95 % de 1,6 a 2,8, p < 0,05) plus susceptibles d'etre vus par un medecin dans les delais fixes pour les temps d'attente. La duree de sejour etait respectivement 30,3 % (IC a 95 % de 21,6 a 39,0 %, p< 0,01) et 48,8 % (IC a 95 %, 35,0 a 62,7 %, p< 0,01) plus faible lorsque les AM et les IP participaient aux soins. Lorsque les AM ou les IP n'etaient pas de service, le pourcentage de patients qui ont quitte l'urgence sans avoir ete vus par un medecin etait respectivement de 44 % (IC a 95 % de 31 a 63 %, p< 0,01) et de 71 % (IC a 95 % de 53 a 96 %, p< 0,05). Conclusion : L'ajout d'AM et d'IP a l'equipe du service d'urgence peut ameliorer le cheminement des patients dans les urgences des hopitaux communautaires de taille moyenne. Abstract

This work describes a method for real-time motion detection using an active camera mounted on a pan/tilt platform. Image mapping is used to align images of different viewpoints so that static camera motion detection can be applied. In the presence of camera position noise, the image mapping is inexact and compensation techniques fail. The use of morphological filtering of motion images is explored to desensitize the detection algorithm to inaccuracies in background compensation. Two motion detection techniques are examined, and experiments to verify the methods are presented. The system successfully extracts moving edges from dynamic images even when the pan/tilt angles between successive frames are as large as 3 degrees.

12. Prometryn tolerance in glanded versus glandless isolines of cotton

Abstract

Cotton (Gossypium hirsutum L.) cultivars normally have lysigenous glands conditioned by two dominant, independently inherited alleles, Gl(sub 2) and Gl(sub 3). Glandless (gl(sub 2)gl(sub 2)gl(sub 3)gl(sub 3)) isogenic lines are now available for a number of those cultivars. Such lines allow a decisive test for the relationship formerly proposed between accumulation of the herbicide prometryn (N,N prime-bis(1-methylethyl)-6-(methylthio)-1,3,5-triazine-2,4-diamine) in the lysigenous glands and increased crop tolerance to that pesticide. Experiments were conducted in a growth chamber to compare the prometryn tolerance of glanded vs. glandless 'Empire 61 (WR)' and 'Westburn M' isolines. Two intermediately glanded Empire isolines (Gl(sub 2)Gl(sub 2)gl(sub 3)gl(sub 3) and gl(sub 2)gl(sub 2)Gl(sub 3)Gl(sub 3)) were also available for analysis. Ratios derived from leaf chlorophyll fluorescence measurement curves established that the photosynthetic inhibition caused by prometryn in glanded cotton seedlings was of less intensity and shorter duration than in glandless plants within the same genetic background. Comparisons involving the intermediately glanded Empire isolines suggested that Gl(sub 2) enhances seedling tolerance more than does Gl(sub 3). Glanded vs. glandless isolines in five genetic backgrounds (i.e., Empire 61 (WR), Westburn M, 'Delcot 277', 'TH 149', and 'Stoneville 213') plus the two intermediate Empire isolines were also evaluated for prometryn tolerance in the field. Visual crop injury ratings and measured lint yields support the growth chamber data. The treated glanded isoline on each background displayed less injury (20-56%) and higher yield (44-60%) than the corresponding glandless isoline. Again, Gl(sub 2) showed less injury than Gl(sub 3) though differences in lint yield were not significant. Clearly, lysigenous glands enhance prometryn tolerance in cotton, and higher gland density is directly associated with higher photosynthetic rates and reduced crop injury.

Abstract

While user participation is central to HCI, co-inquiry takes this further by having participants direct and control research from conceptualisation to completion. We describe a co-inquiry, conducted over 16 months with a Parkinson's support group. We explored how the participation of members might be enabled across multiple stages of a research project, from the generation of research questions to the development of a prototype. Participants directed the research into developing alternative modes of information provision, resulting in ‘Parkinson’s Radio’ — a collectivist health information service produced and edited by members of the support group. We reflect on how we supported participation at different stages of the project and the successes and challenges faced by the team. We contribute insights into the design of collectivist health technologies for this group, and discuss opportunities and tensions for conducting co-inquiry in HCI research.

Abstract

Several large-scale climate patterns influenced climate conditions and weather patterns across the globe during 2010. The transition from a warm El Niño phase at the beginning of the year to a cool La Niña phase by July contributed to many notable events, ranging from record wetness across much of Australia to historically low Eastern Pacific basin and near-record high North Atlantic basin hurricane activity. The remaining five main hurricane basins experienced below- to well-below-normal tropical cyclone activity. The negative phase of the Arctic Oscillation was a major driver of Northern Hemisphere temperature patterns during 2009/10 winter and again in late 2010. It contributed to record snowfall and unusually low temperatures over much of northern Eurasia and parts of the United States, while bringing above-normal temperatures to the high northern latitudes. The February Arctic Oscillation Index value was the most negative since records began in 1950. The 2010 average global land and ocean surface temperature was among the two warmest years on record. The Arctic continued to warm at about twice the rate of lower latitudes. The eastern and tropical Pacific Ocean cooled about 1°C from 2009 to 2010, reflecting the transition from the 2009/10 El Niño to the 2010/11 La Niña. Ocean heat fluxes contributed to warm sea surface temperature anomalies in the North Atlantic and the tropical Indian and western Pacific Oceans. Global integrals of upper ocean heat content for the past several years have reached values consistently higher than for all prior times in the record, demonstrating the dominant role of the ocean in the Earth's energy budget. Deep and abyssal waters of Antarctic origin have also trended warmer on average since the early 1990s. Lower tropospheric temperatures typically lag ENSO surface fluctuations by two to four months, thus the 2010 temperature was dominated by the warm phase El Niño conditions that occurred during the latter half of 2009 and early 2010 and was second warmest on record. The stratosphere continued to be anomalously cool. Annual global precipitation over land areas was about five percent above normal. Precipitation over the ocean was drier than normal after a wet year in 2009. Overall, saltier (higher evaporation) regions of the ocean surface continue to be anomalously salty, and fresher (higher precipitation) regions continue to be anomalously fresh. This salinity pattern, which has held since at least 2004, suggests an increase in the hydrological cycle. Sea ice conditions in the Arctic were significantly different than those in the Antarctic during the year. The annual minimum ice extent in the Arctic—reached in September—was the third lowest on record since 1979. In the Antarctic, zonally averaged sea ice extent reached an all-time record maximum from mid-June through late August and again from mid-November through early December. Corresponding record positive Southern Hemisphere Annular Mode Indices influenced the Antarctic sea ice extents. Greenland glaciers lost more mass than any other year in the decade-long record. The Greenland Ice Sheet lost a record amount of mass, as the melt rate was the highest since at least 1958, and the area and duration of the melting was greater than any year since at least 1978. High summer air temperatures and a longer melt season also caused a continued increase in the rate of ice mass loss from small glaciers and ice caps in the Canadian Arctic. Coastal sites in Alaska show continuous permafrost warming and sites in Alaska, Canada, and Russia indicate more significant warming in relatively cold permafrost than in warm permafrost in the same geographical area. With regional differences, permafrost temperatures are now up to 2°C warmer than they were 20 to 30 years ago. Preliminary data indicate there is a high probability that 2010 will be the 20th consecutive year that alpine glaciers have lost mass. Atmospheric greenhouse gas concentrations continued to rise and ozone depleting substances continued to decrease. Carbon dioxide increased by 2.60 ppm in 2010, a rate above both the 2009 and the 1980–2010 average rates. The 2010 Antarctic ozone hole was among the lowest 20% compared with other years since 1990, a result of warmer-than-average temperatures in the Antarctic stratosphere during austral winter between mid-July and early September.

Motorola Semiconductor Products Sector of Phoenix, AZ, has developed an aluminum-alloy top-metal transistor design that is capable of delivering median times to failure (MTTF) levels of over 100 years at 200 degrees Celsius. The system, designed for third-generation and fourth-generation two-GHz laterally diffused metal-oxide-semiconductor transistors, has been tested at the Sandia National Laboratories in Albuquerque, NM. Motorola's new aluminum top-metal design is capable of outperforming conventional one-layer metal gold designs.

The SeaNet program is investigating maritime networking solutions. One aspect of the SeaNet program is promoting remote network management. Remote network management will provide the maritime research community with a flexible and cost-effective tool for monitoring sea based assets. The objective of this thesis is to investigate remote network management over a satellite connection in support of the SeaNet programs goals. To research the potential for remote network management, the Naval Postgraduate School has developed its own SeaNet laboratory. This laboratory simulates both the shipboard and shore-based infrastructure of the SeaNet program and conducts remote network management on these components. This thesis discusses the SeaNet program, network management concepts, the NPS SeaNet laboratory, research findings and recommendations for fliture research. Britain allowed Japan to seize the island fortress of Singapore by neglecting the decisive points associated with Singapore's defense. Analysis of Britain's defensive preparations reveals several complexities associated with decisive points. Decisive points can emerge. These new decisive points may be difficult to identify and even more difficult to prove to strategic commanders. One new decisive point may lead to another and updated planning is required with these decisive points in mind. Also, emerging decisive points elevate risk. With the emergence of a new decisive point, the commander's objectives grow without an immediate and comparable increase in forces. Finally, an operational commander may not be able to act on a decisive point due to political or strategic reasons. As demonstrated in the defense of Singapore, neglect of decisive points can lead to military disaster., The original document contains color images.
