This paper aims to understand the dynamics of a scientific network of researchers by observing their individual publishing activity. Empirically, we propose to reconstruct the personal network of five emeritus chemists attached to the University of Poitiers and to identify the moments when their relations with a co-author emerge and when those relations are weakened or strengthened. This exploratory and comprehensive study is based on an original methodology combining quantitative and qualitative materials: while publication data provide exhaustive information on the researchers’ co-authorship, CVs and semi-structured interviews with the protagonists allow for a detailed analysis of the dynamics of their relations as their careers unfold.

The covid-19 crisis highlighted the weaknesses of the French food system to supply food to the consumers during the lockdown. The article questions the regulatory crisis in the agri-food sector through the issue of food and proximate short food supply chains (PSFSC). From an institutionalist perspective when analyzing the link between crises and innovation, this crisis can be seen as a driver for change in the way the food system is regulated, by providing a favorable context for practices that offer alternatives. Starting from the identification of the multiple initiatives developed during the lockdown, we present a first analysis of the potential changes in the food system relative to the crisis, in particular by questioning their sustainability. The potential for transformation of the food system most often highlighted by standard economic literature is a matter of consumer choice. However, the high degree of interest for local products does not seem to be continuing. We defend here the following thesis: one should rather look at the supply side and its institutional structures to understand the main obstacles to the transformation of the food system after the crisis. CCPs can be quickly envisioned as short-term solutions to crises in the agri-food sector, but instead we propose to shift the issue to the potential for transformation of the food system by PSFSCs. We are thus highlighting a series of issues that could be the subject for future research to better understand the processes of reconfiguration of the food system.

If the researches about short food supply chain give interesting knowledge, the empirical validation of their durability is even necessary given the lack of available data on the subject. The paper seeks to contribute to this literature by providing a unique methodological framework based on a mixed-method analysis to apprehend the three pillars of sustainable development, taking into account its systemic nature. This framework is then tested empirically over twenty farms in short circuits: the combination of the collection of materials both quantitative and qualitative allows us to qualify and to give precisions about the sustainability of short circuits.

8. A topological approach to the creative city: artists’ perceptions of cultural places in Paris

The paper delivers a framework for the analysis of creative cities based on a topology of cultural places and artists’ perceptions of these places in the Paris Region. We apply this framework to a survey of 267 artists by using mental maps to capture their perceptions of the places they regard as having contributed the most to their creativity. A quantitative treatment of these representations was conducted to identify what places attracted what artists, analyzing the reputation of places among artists and the properties of the network of creative places in the Paris region. The study renews the approach of creates city by replacing the mainstream approach with a subjective but quantified vision that starts from the artists’ perceptions of the places that impact their creativity.

This study assesses the impact of geographical mobility of academic researchers on the formation and dynamics of their coauthorship network, through a bibliometric analysis. Based on 80 French chemists' careers (9310 publications and 14,783 coauthors), panel models point out first that coauthorship network features are independent of individual mobility: there is a stable volume of new coauthors and the researcher's lab colleagues per article, in all generations and career stages. Second, it highlights that mobility (i) allows network diversification but only in the short term and restricted to the new city attended and (ii) reduces the likelihood of sustaining collaborations with colleagues from the previously attended cities. En el presente estudio se evaluan, mediante un analisis bibliometrico, las repercusiones de la movilidad geografica de los investigadores academicos en la formacion y la dinamica de su red de coautores. Sobre la base de la carrera academica de 80 quimicos franceses (9.310 publicaciones y 14.783 coautores), los modelos de panel indican en primer lugar que las caracteristicas de una red de coautores son independientes de la movilidad individual, es decir, que hay un volumen estable de nuevos coautores y de colegas de laboratorio del investigador por articulo, en todas las generaciones y etapas de la carrera. En segundo lugar, se destaca que la movilidad permite la diversificacion de la red, pero tan solo a corto plazo y limitada a la nueva ciudad de acogida, y reduce la probabilidad de mantener las colaboraciones con colegas de las ciudades en las que se residia anteriormente. 本稿では、学術研究者の地理的移動が、共著ネットワークの形成と動態に及ぼす影響を計量書誌学的分析により評価した。フランスの化学者80名の実績(9,310の出版物と14,783の共同著作)に基づくと、共著ネットワークの特徴は個人の移動に依存しないことがパネルモデルから指摘される。すなわち、すべての世代及びキャリアステージにおいて、論文1編あたりの新しい共著者と研究室の同僚の研究者の数は一定的である。第二に、移動は、1)ネットワークの多様化を可能にするが、それは短期的かつ新たに訪れた都市に限定され、2)過去に訪れた都市の同僚との協力関係を維持する可能性を低減させることが明らかになった。

L’épidémie de la covid-19 a mis l’accent sur l’approvisionnement alimentaire des consommateurs et a mis en exergue les fragilités du système alimentaire français. L’article interroge la crise de régulation du secteur agroalimentaire à travers la question de l’alimentation et des circuits courts et de proximité (CCP) durant le confinement. Du point de vue de l’analyse institutionnaliste des crises et de l’innovation, cette crise est envisagée comme accélérateur des transformations du mode de régulation du système alimentaire, en offrant un contexte favorable à des pratiques porteuses d’alternatives. En partant de l’identification des multiples initiatives développées pendant le confinement, nous présentons une première réflexion sur les mutations potentielles du système alimentaire liées à la crise en interrogeant notamment leur pérennité. Le potentiel de transformation du système alimentaire le plus souvent mis en avant par la littérature économique standard relève des choix des consommateurs. Or la dynamique impulsée ne semble pas se poursuivre. Nous défendons ici la thèse selon laquelle il faudrait plutôt se tourner du côté de l’offre et de ses structures institutionnelles pour comprendre les principaux freins à la transformation du système alimentaire de l’après-crise. Les CCP peuvent être rapidement envisagés comme des solutions conjoncturelles aux crises du secteur agroalimentaire, mais nous proposons plutôt de déplacer la question vers le potentiel de transformation du système alimentaire par les CCP. Nous mettons ainsi en avant une série d’enjeux qui pourront faire l’objet de futures recherches pour mieux comprendre les processus de reconfiguration du système alimentaire. El articulo interroga la crisis de la regulación del sector agro alimentario a través de la cuestión de la alimentación y de los circuitos cortos y de proximidad (CC)) durante el confinamiento. Desde el punto de vista del análisis institucionalista de las crisis y de la innovación, esta crisis es concebida como un acelerador de las transformaciones del modo de regulación del sistema alimenticio, ofreciendo un contexto favorable para practicas que ofrecen otras alternativas. Partiendo de la identificación de las múltiples iniciativas desarrolladas durante el confinamiento, nosotros presentamos una primera reflexión sobre las potenciales mutaciones del sistema alimenticio relacionado a la crisis e interrogando sobre su perennidad. El potencial de transformación del sistema alimenticio que se ha puesto en evidencia mas frecuentemente por la literatura económica estándar pone el acento en las elecciones de los consumidores. Pero la dinámica impulsada no parece que se va a continuar. Nosotros defendemos acá la tesis según la cual sería necesario mas bien mirar el costado de la oferta y de las estructuras institucionales para comprender los principales frenos que existen para la transformación del sistema alimenticio luego de la crisis. Los CPP pueden ser rápidamente observados como soluciones coyunturales a las crisis del sector agroalimenticio, pero nosotros proponemos desplazar la cuestión hacia el potencial de transformación del sistema alimentario debido a los CCP. Nosotros ponemos así a la luz una serie de desafíos que podrían ser objeto de futuras investigaciones para comprender mejor los procesos de reconfiguración del sistema alimenticio.

L’objectif de notre recherche, essentiellement empirique, est de questionner le dispositif recent des Communautes Professionnelles Territoriales de Sante (CPTS), dispositif d’un enjeu majeur pour l’amelioration du fonctionnement du secteur de la sante en cherchant a ameliorer la coordination territoriale de ses acteurs. Grâce a des entretiens semi-directifs aupres des professionnels du secteur, nous proposons une relecture du dispositif en termes de proximites. S’il apparait que le dispositif – dans sa definition et son utilite – ait ete assimile par les professionnels et qu’il cree une certaine proximite institutionnelle, les acteurs de terrain emettent leurs doutes quant a sa mise en œuvre et son fonctionnement concret. Ces interrogations sont revelatrices du manque de proximites organisationnelle et cognitive entre acteurs de la sante, que le dispositif ne permet pas de combler de maniere spontanee. L’animation du reseau apparait dans ce cadre essentiel, la proximite relationnelle entre les professionnels pouvant combler le manque des autres formes de proximites.Codes JEL : H51, I18

L’article propose un renouvellement des travaux sur les proximites par la prise en compte de leur dimension subjective. Parmi l’ensemble des demarches possibles pour introduire la perception des proximites, nous avons privilegie une entree par la representation des lieux, l’analyse de ces derniers etant assez peu prise en compte dans les travaux sur la proximite. Cette approche est ensuite appliquee aux lieux d’intermediation culturelle d’une zone geographique (l’Ile-de-France avec en son cœur le departement 93 et le nord parisien). L’analyse empirique permet, grâce a des cartes mentales, de quantifier des phenomenes subjectifs au travers de differentes mesures des proximites percues des artistes aux lieux, des artistes entre eux et des lieux entre eux. Le principal resultat est de decaler le regard qu’on peut avoir sur les proximites des artistes et des lieux et des lieux entre eux.

International audience; This article contributes to the growing literature on cluster life cycles (CLC) by demonstrating the opportunities offered by a mixed‐method approach. The combination of qualitative and quantitative data is useful both to describe the evolution of network patterns and to provide an understanding of the drivers of CLC. Based on the literature, we rely on a theoretical background integrating the pre‐existing context (cognitive, institutional, and social) in which actors involved in the nascent cluster are embedded, in order to capture the impact of the genesis period on the cluster's subsequent trajectory. The operationalization of this mixed‐method focused on one case study highlights the determining period of the genesis, since CLC is rooted in (a) the building of interpersonal relationships between actors from science and industry, (b) a longstanding specialization in a technological domain, and (c) policy opportunities and guidelines. The cluster trajectory remains driven by the initial policies, the cluster's nascent specialization and the founders' pre‐existing relationships over time, with an evolving role of each type of embeddedness over time.

L’article propose une analyse dynamique des strategies environnementales des firmes, en lien avec les types d’innovations environnementales developpes. A partir de donnees originales issues d’entretiens et portant sur pres de 400 innovations environnementales adoptees par des etablissements de Poitou-Charentes, les resultats mettent en evidence un lien entre la typologie des innovations environnementales, certains determinants et les caracteristiques structurelles des etablissements. L’apport de cet article repose egalement sur la mise en evidence d’une relation entre le deroulement de la trajectoire environnementale des etablissements (types d’innovations environnementales adoptees au cours du temps) et le caractere cumulatif des processus d’apprentissage.

International audience; We investigate the emergence and structuration of the research on prion. Resorting to bibliometric data and tools from social network analysis, we look at the progressive appearance of a dense social network of researchers working on prion. We suggest that the relevant unit of analysis of medical knowledge creation is the community. We then detail how isolated communities emerge and connect to one another to produce a connected network. We then investigate the link creation dynamics to understand the collaboration patterns that the emergence of the observed macro-structures explains at a micro-level, showing that these micro-dynamics evolve over time as the field matures.JEL Codes: O31, O33, D8

L’etude repose sur des donnees originales issues d’enquetes realisees aupres de plus de 1 500 consommateurs de produits alimentaires (locaux ou non), sur le territoire de Poitiers, une ville moyenne dynamique ou la part des etudiants apparait relativement importante. Nous etudions les perceptions et comportements d’achat des produits alimentaires locaux. S’appuyant sur une analyse des comportements d’achat, notre travail, essentiellement empirique, revele : 1) la pregnance des criteres qualitatifs sur le prix, 2) une perception favorable vis-a-vis des produits alimentaires locaux, 3) l’impact significatif de determinants traditionnels de consommation sur la probabilite d’achat, 4) des modes d’achat differents pour les etudiants et les non-etudiants invitant a mettre en place des politiques marketing ciblees.

Some case studies have recently advanced our understanding of university-industry partnerships, showing that the relationships used to form such collaboration are a key factor. However, the weight of interpersonal relationships in the formation of University-industry partnerships remains to be measured more precisely, along with their impact on the geography of partnerships. This paper compiles relational data collected through semi-structured interviews, to identify the interpersonal relationships that impacted the formation of 244 such partnerships. A quantitative treatment reveals that 43% of partnerships were made possible by interpersonal ties, but that only non-professional ties have a significant impact on the geography of partnerships.JEL classification: D71, D85, O31.

This paper provides empirical insights about interregional flows of PhDs in France over the period 1970-2000. We enhance the existing studies by focusing on the patterns and determinants of internal migration, thanks to management of a rich database. First, we highlight the relatively low mobility of PhDs: less than 36% of them supervise their first PhD in a different region than the one in which they defended their own. Focusing on the structural determinants of these interregional flows, we have then tested a gravity model that demonstrates the significant impact of the scientific size of regions and spatial proximity on the PhDs’ mobility.JEL Codes: J61, O390, I23

This paper attempts to give explanations of environmental collaborations, as few works have focused empirically on this topic, given the lack of precise data. We aim to explain what, why, where, and with whom firms collaborate (or not)? We used more than 300 data on environmental innovations (EI) collected through semi-directive interviews and analyzed them with a mixed method. In line with the work of De Marchi (2012), we tested the specificity of EI in comparison with innovation in general. First, a probit model reveals the importance of the type of EI in the probability of collaborating when a company produces an EI. Next, statistics and verbatim transcripts emphasize the relevance of private companies as partners to EI and the frequent requirement for technical support during collaborations. These last two results nonetheless depend on the type of EI achieved. Partners are selected mainly for their geographical proximity and the trust granted to them, whereas costs and competences appear to be secondary criteria of choice. International audience; Empirical studies face difficulties verifying the Porter and van der Linde (1995) hypothesis about the drivers of environmental innovations (EIs) and, even more so, the drivers in the firms' environmental trajectories. In this context, we propose a dynamic analysis of these drivers. From original data based on interviews about around 400 EIs realised by companies in the Poitou-Charentes region, we first describe the limited role of regulation as a driver of firms' environmental trajectory and reveal the link between the drivers and the precise nature of the EIs. Finally, we shed light on a dominant environmental trajectory for companies that is blocked by cognitive constraints and in which the supply determinants are the main driver along this trajectory.

This article attempts to give new explanations of the spatial patterns of collaborations focusing on the partners' connection process. Taking into account actors are embedded in an historical, interpersonal and institutional space, we first consider organizations can construct a new collaboration or renew an old one when they decide to build a research project with a partner. Then, going back to the moment when they initially connect with their partners through the analysis of the genesis of collaborations, we assume that they can turn to their interpersonal ties or to coordination resources. This process of connection may influence the spatial dimensions of collaborations regarding notably the literature linking the use of interpersonal ties and the spatial proximity effects observed in innovation activities. Si les travaux sur les circuits courts ont permis d’améliorer le niveau de connaissances sur le sujet, la validation empirique de leur durabilité apparaît encore nécessaire compte tenu du manque de données disponibles. Le papier cherche à alimenter cette littérature en proposant un cadre méthodologique original basé sur une méthode mixte d’analyse permettant d’appréhender les trois piliers du développement durable en tenant compte de son caractère systémique. Ce cadre est ensuite testé empiriquement sur une vingtaine d’exploitations en circuits courts : la combinaison de matériaux quantitatifs et qualitatifs permet de nuancer et de préciser les effets des circuits courts en termes de durabilité. If the researches about short food supply chain give interesting knowledge, the empirical validation of their durability is even necessary given the lack of available data on the subject. The paper seeks to contribute to this literature by providing a unique methodological framework based on a mixed-method analysis to apprehend the three pillars of sustainable development, taking into account its systemic nature. This framework is then tested empirically over twenty farms in short circuits: the combination of the collection of materials both quantitative and qualitative allows us to qualify and to give precisions about the sustainability of short circuits.

The aim of this paper is to provide new insights about the dynamic of the geography of knowledge collaborations and structural effects, such as size effects. We propose, in a first part of the paper, a theoretical model of partners adoption that highlights the potential roles in the geography of collaborations of both, the geography of resources and the history of partnerships (lock in effects). Thanks to a database that collects 14 000 Cifre contracts signed between 1981 and 2006, we realize, in a second part, two complementary econometric tests. Three important results are revealing: the geography of partnerships is structured by inertia, regional, size effects., L'objectif de cet article est de se prononcer sur l'évolution de la dimension spatiale des collaborations pour l'innovation et sur l'existence d'éventuels effets de structure et notamment d'effets-taille. Nous développons dans un premier temps un modèle d'adoption des collaborateurs, qui met en évidence le rôle potentiel de la géographie des ressources et de l'histoire des relations passées (effets de lock-in) pour la dimension spatiale des collaborations. Nous nous appuyons dans un deuxième temps sur une base de données originale recensant plus de 14 000 contrats CIFRE sur la période 1981-2006 et testons deux modèles économétriques complémentaires. Trois grands résultats ressortent de ce travail : la géographie des collaborations pour l'innovation est marquée par une forte inertie, l'existence d'effets régionaux et le rôle important d'effets-taille.

This paper tries to elicit new explanations into the geography of collaborations between science and industry by focusing on how they are initially set up. Two determining factors could influence this: constraints linked to the search for complementary resources and possibilities to connect with partners. An empirical study on collaborations established by several laboratories of the University of Poitiers with companies confirms this hypothesis. Searching for specific resources means fewer potential partners are available and explains the small number of local collaborations and the high number of partnerships with certain regions. However, these constraints alone do not suffice to determine the spatial scale of such collaborations. Analysing how connections are established particularly reveals that partners generally prefer to renew collaborations rather than initiate new ones. This leads to the existing geography of partnerships being reinforced.

Les approches marshalliennes et les travaux relevant de l'economie spatiale semblent se rejoindre pour montrer l'importance de deux elements pour l'innovation : la specialisation productive d'une part, et l'agglomeration spatiale d'autre part. S'appuyant sur cette litterature, la plupart des pays developpes et nombre d'institutions internationales (OCDE, Banque Mondiale, Union Europeenne) pronent la mise en place de clusters technologiques (politiques des SPL et des poles de competitivite en France). Nous souhaitons mettre a l'epreuve ces deux grandes propositions en nous appuyant sur une analyse approfondie d'un bassin industriel de taille moyenne, Châtellerault. Nous montrons que ce territoire se developpe autour d'une specialisation cognitive forte, ce qui vient souligner la pregnance des competences historiques pour le developpement territorial. Nous observons ensuite, que Châtellerault innove au moins autant que les territoires de plus grande taille en s'appuyant majoritairement sur des relations non locales. La specialisation sectorielle et l'agglomeration apparaissent comme deux elements qui ne sont pas toujours indispensables pour l'innovation et le developpement territorial.

Debate about the role of proximity in the innovation process appeared in the early 1990s and was at the core of a small research group composed of French researchers, some from the field of industrial economics and others from regional economics. The originality of the group’s work was therefore not the use of the word itself, but using it with its various meaning, as until then the notion had been understood only in terms of its geographic dimension. The question of the geography of innovation has remained one of the main issues in the work raised by the French School of Proximity. Twenty-five years later, how do we situate all these studies? The paper aims at examining the trajectory of these studies, the stage they have reached in their life cycle: rise, maturity or decline? Is there saturation or renewal? Burnout or resilience? It gives a periodization of studies on proximity based on the publications it has produced and details the specific content of the two periods that we define, before suggesting some avenues for renewal which may lead to a “rebound cycle”.

International audience; Organization of activities and territorial dynamics: analysis and application to the industrial basins of Cognac and Châtellerault Giving new insights about territorial development is the aim of this paper. We search to reach this goal by taking into account a large group of determining factors. This allows us to analyze the diversity of the existing territories. Our conceptual framework is based on several theories that belong to the economics of the firm and to the new economic sociology. Based on this theoretical grid, we study two medium-sized industrial basins located in the Poitou-Charentes region, Cognac and Châtellerault. Transaction costs and knowledge assets appear as determining factors in the development of the two studied areas. They nevertheless give rise to two different territorial development schemes. They lead to the creation of a cluster specialized in the Brandy’s production in the first industrial basin, whereas it results in a local system of competences around the mechanical knowledge in the second one.; L’objectif de cet article est de proposer une grille de lecture du développement territorial prenant en compte un ensemble élargi de déterminants et permettant d’étudier les territoires dans leur diversité. Notre analyse repose sur les théories relevant de l’économie de l’entreprise ainsi que sur les travaux de la Nouvelle Sociologie Economique. Nous nous appuyons ensuite sur ces matériaux théoriques pour analyser deux bassins industriels de taille moyenne situés en Poitou-Charentes, le Cognaçais et le Châtelleraudais. Alors que les facteurs en termes de coûts et de compétences et les facteurs relationnels se révèlent déterminants dans le développement des deux territoires, ils conduisent à la formation de deux modèles de développement territorial distincts. Ils permettent la création d’une véritable grappe autour de la filière du Cognac dans le premier cas et sont à la base d’un système local de compétences (SLC) autour des savoir-faire de la mécanique dans le second.

32. Measuring social embeddedness : how to identify social networks in science-industry partnerships ?

- Abstract
Social embeddedness appears to be a promising way to analyze knowledge collaborations, notably to better understand their build up and their spatial patterns. Nevertheless, measurement problems and an over-territorialized conception of the notion exist. When studying the formation of these partnerships, authors have underlined the embeddedness of innovators in social ties as a major factor (Walker, Kogut, 1994 ; Zucker et al., 1998); others have shed light on institutional devices (Ponomariov, Boardman, 2010 ; Eom, Lee, 2010), but few have integrated both relational and institutional forms of embeddedness. Moreover, "embeddedness is mostly conceived of as a spatial concept related to the local and regional levels of analysis" (Hess, 2004): scholars argued (Moka et al., 2007) and showed (Fischer, 1982 ; Wellman, 1996; Grossetti, 2002) that social ties easily build-up in the neighborhood. They thus conclude social embeddedness favors local partnerships without demonstrating it really. Finally at the empirical level, precise data are missing to identify social embeddedness (Giuri, Mariani, 2007). Therefore, regarding the existing studies, "the analytical scales and the spatiality of embeddedness needs to be scrutinized" (Hess, 2004) theoretically and empirically to determine "who is embedded, in what and what is so spatial about it ?" (Pike et al., 2000). We propose here to address this deficit thanks to the formulation of a method robust enough. In this perspective, an analytical framework which does not postulate the social network hegemony is needed. We realized further theoretical refinements by introducing the concept of « coordination resources » to indicate modalities that permit connections between actors without using interpersonal ties. To identify embeddedness effects, we then present an original method essentially based on interviews. We use it to a group of 264 cases of science-industry collaborations realized in France. Several results are revealed thanks to statistical and econometric treatments. We reaffirm the major weigh of social embeddedness in the build-up of partnerships and the complementary role of coordination resources. Social embeddedness appears to be independent from the partners features. It nevertheless impacts the geography of the partnership although it is not possible to associate systematically social embeddedness and local collaborations.

The aim of this paper is to provide explanatory elements of the geography of collaboration by testing various potential factors related to the partners' features (sector of activity, location, affiliation to a parent firm, etc.) and to the pair of regions involved in the partnership (economic and scientific endowment of regions and proximities that separate them). Based on a database collecting around 15,000 Science-Industry agreements signed in France between 1981 and 2006, we first realized a probit model that focus on the local dimension of science-industry collaborations on an inter-individual level. We then test a gravity model (sample selection model) in order to explain the probability and the intensity of interregional collaborations. El proposito de este articulo es aportar elementos que expliquen la geografia de la colaboracion mediante el ensayo de varios factores potenciales relacionados con las caracteristicas de los socios (sector de la actividad, localizacion, afiliacion a una empresa matriz, etc.) y con el par de regiones involucradas en la sociedad (dotacion economica y cientifica de las regiones y las proximidades que las separan). Mediante la utilizacion de una base de datos que incluye alrededor de 15.000 acuerdos de colaboracion entre ciencia e industria firmados en Francia entre 1981 y 2006, establecemos en primer lugar un modelo probit que se centra en la dimension local de las colaboraciones entre ciencia e industria a nivel inter-individual. Constraints linked to the search of resources, on the one hand, and constraints linked to the logics of contact, on the other, weigh on actors when choosing their partner and could influence the geography of collaborations. An empirical study on collaborations established between Poitiers University's laboratories and firms confirms this hypothesis. Cognitive constraints lead to the spatial dissemination of collaborations. An econometric model shed light on the impact of logics of contact and shows that whereas most of these logics enable the construction of local and non local partnerships, non professional ties favor significantly local ones.

La littérature économique qui traite de la géographie de l'innovation se focalise généralement sur les contraintes qui pèsent sur les acteurs au moment du processus de collaboration, en insistant notamment sur la dimension tacite des connaissances, qui imposerait des rapports de face à face. L'objectif de cet article est de montrer que d'autres contraintes, en amont du processus de collaboration, structurent peut-être plus fortement encore la géographie observée : les contraintes de ressources, d'une part, et les contraintes de mises en relation, d'autre part. Le schéma théorique proposé s'appuie sur les développements récents de l'économie de proximité. Certaines des propositions avancées sont testées empiriquement via un modèle gravitaire, puis par l'intermédiaire de la reconstruction d'une centaine d'histoires de collaborations.

International audience; The analysis of local development mainly focuses on sectoral specialisation and neglects structural evolutions which appear locally without changing the territorial skills. We give in this paper an analysis of the territorial development based on the competences specialisation using the resource-based approaches, originally developed for firms. Thanks to an empirical survey, we underline the relevant application of this new theoretical approach for some local areas, like Châtellerault, a quite small industrial basin specialised on low-medium technology, and whose development is mainly based on a “local system of competences”. The analysis of its industrial history sheds light on its capacity to face industrial evolutions.; L'analyse de la dynamique des territoires se focalise généralement sur la spécialisation sectorielle et occulte de ce fait les changements sectoriels pouvant intervenir localement sans pour autant modifier la nature des compétences accumulées. Nous proposons dans cet article une analyse du développement des territoires en termes de spécialisation cognitive en nous appuyant sur les approches cognitivistes, utilisées essentiellement pour la firme. Nous montrons grâce à une étude empirique que cette grille de lecture trouve une application pertinente pour l'analyse de certains territoires, tels que Châtellerault, bassin industriel historique de taille moyenne, spécialisé dans les secteurs de faible-moyenne technologie, dont le développement repose notamment sur un « système local de compétences ». Un travail de reconstruction de sa trajectoire cognitive révèle que son passé industriel, loin d'être un handicap, est à la base de son avantage concurrentiel et lui a permis et permettra sans doute de s'adapter aux mutations industrielles en cours.

International audience; The rapid development of call centers has given rise to many debates in France. Although this new activity leads to the creation of many jobs, people fear it will be relocated in low cost countries. The aim of this paper is to analyze precisely this industry. First, we show that relocation strategies are not so important, since firms face coordination costs that grow with distance. By focusing on the evolution of the French call center industry, we then insist on the development of local reorganization. It consists in outsourcing customer relationship management to specialized firms which tend to industrialize their process. They also benefit from collective agreement differences that allow them to impose lower wages and difficult working conditions.; Le secteur des centres d'appels fait l'objet, notamment en France, de nombreux débats : alors qu'il apparaît comme un secteur porteur et permet à certaines régions de compenser les baisses d'effectifs résultant de fermetures d'usines, les emplois créés sont perçus comme précaires et sont supposés fortement délocalisables. L'objectif de cet article est d'analyser plus précisément ce secteur d'activité. Nous montrons ainsi que la problématique des délocalisations est moins prégnante qu'il n'y paraît, en raison notamment de coûts de la coordination à distance. En reconstruisant la trajectoire organisationnelle des centres d'appels français, nous mettons également en évidence le développement significatif de la réorganisation sur place du service relation client avec recours à des prestataires externes spécialisés, lesquels sont en cours d'industrialisation. Cette tendance à l'externalisation, qui permet aux prestataires externes de jouer sur les différences de convention collective, pose d'importantes questions en termes de conditions de travail et de niveau de rémunération.

38. How to Design a Remote Patient Monitoring System? A French Case Study

Abstract Background Remote Patient Monitoring Systems (RPMS) based on e-health, Nurse Navigators (NNs) and patient engagement can improve patient follow-up and have a positive impact on quality of care (by limiting adverse events) and costs (by reducing readmissions). However, the extent of this impact depends on effective implementation which is often restricted. This is partly due to the lack of attention paid to the RPMS design phase prior to implementation. The content of the RPMS can be carefully designed at this stage and various obstacles anticipated. Our aim was to report on an RPMS design case to provide insights into the methodology required in order to manage this phase. Methods This study was carried out at Gustave Roussy, a comprehensive cancer centre, in France. A multidisciplinary team coordinated the CAPRI RPMS design process (2013–2015) that later produced positive outcomes. Data were collected during eight studies conducted according to the Medical Research Council (MRC) framework. This project was approved by the French National Data Protection Authorities. Results Based on the study results, the multidisciplinary team defined strategies for resolving obstacles prior to the implementation of CAPRI. Consequently, the final CAPRI design includes a web app with two interfaces (patient and health care professionals) and two NNs. The NNs provide regular follow-up via telephone or email to manage patients’ symptoms and toxicity, treatment compliance and care packages. Patients contact the NNs via a secure messaging system. Eighty clinical decision support tools enable NNs to prioritise and decide on the course of action to be taken. Conclusion In our experience, the RPMS design process and, more generally, that of any complex intervention programme, is an important phase that requires a sound methodological basis. This study is also consistent with the notion that an RPMS is more than a technological innovation. This is indeed an organizational innovation, and principles identified during the design phase can help in the effective use of a RPMS (e.g. locating NNs if possible within the care organization; recruiting NNs with clinical and managerial skills; defining algorithms for clinical decision support tools for assessment, but also for patient decision and orientation).

39. Comparative Quality Indicators for Hospital Choice: Do General Practitioners Care?

CONTEXT:The strategy of publicly reporting quality indicators is being widely promoted through public policies as a way to make health care delivery more efficient. OBJECTIVE:To assess general practitioners' (GPs) use of the comparative hospital quality indicators made available by public services and the media, as well as GPs' perceptions of their qualities and usefulness. METHOD:A telephone survey of a random sample representing all self-employed GPs in private practice in France. RESULTS:A large majority (84.1%-88.5%) of respondents (n = 503; response rate of 56%) reported that they never used public comparative indicators, available in the mass media or on government and non-government Internet sites, to influence their patients' hospital choices. The vast majority of GPs rely mostly on traditional sources of information when choosing a hospital. At the same time, this study highlights favourable opinions shared by a large proportion of GPs regarding several aspects of hospital quality indicators, such as their good qualities and usefulness for other purposes. In sum, the results show that GPs make very limited use of hospital quality indicators based on a consumer choice paradigm but, at the same time, see them as useful in ways corresponding more to the usual professional paradigms, including as a means to improve quality of care.

La crise de la COVID-19 a remis sur le devant de la scène le terme de résilience. Particulièrement pertinent pour expliquer les effets de rebond ou l’incapacité à réagir, ce dernier permet d’appréhender les effets d’une crise mondialisée sur les territoires sans toutefois refléter les situations réelles des différents espaces considérés. Nous proposons ici d’estimer l’impact du choc de la Covid-19 sur deux territoires en France : l’un peut se définir comme une campagne industrielle, le Nord Poitou, l’autre, métropolitain, est situé en première couronne parisienne, Est Ensemble. Alors que dans le premier, le nombre d’emplois tend à diminuer en même temps que le taux de chômage, l’industrie demeure ancrée dans son territoire. Le second territoire présente un équilibre plus fragile entre hausse du nombre d’emplois disponibles et taux de chômage élevé de façon structurelle. Si les dispositifs d’amortissement de la crise, principalement insufflés par l’Europe et l’Etat, ont permis de passer le cap de l’année 2020, ces deux territoires ancrent leur résilience dans ce qui les caractérisent dans le temps long. Que l’on se situe dans un territoire de faible densité ou dans un espace métropolitain, les trajectoires suivent des tendances lourdes, fruits de spécificités historiques, et sont inscrites dans les dynamiques sectorielles nationales., The Covid-19 crisis has brought the term resilience back to the forefront. Particularly relevant to explain the effects of rebound or the inability to react, this term makes it possible to apprehend the effects of a globalized crisis on territories without, however, reflecting the real situations of the different areas considered. We propose to estimate the impact of Covid-19 in two french territories: an area that can be defined as an industrial countryside, Nord Poitou, with a metropolitan area located in the inner suburbs of Paris, Est Ensemble. While in the former, the number of jobs tends to decrease at the same time as the unemployment rate, industry remains anchored in its territory. The second territory offers a more fragile balance between an increasing number of available jobs and a structurally high unemployment rate. While the measures taken to cushion the crisis, mainly by Europe and the State, have made it possible to get through the year 2020, these two regions are anchoring their resilience in what characterizes them over the long term. Whether in a low-density area or in a metropolitan area, the trajectories follow major trends, the fruit of historical specificities, and are part of national sectoral dynamics.

This work interests in the geographical mobility of researchers, its determinants, and its impacts on collaborative processes. From French quantitative and qualitative data, we show that this mobility is relatively low and can be partially explained by structural and individual determinants actually quite conventional. Then, the analysis of chemists’ and mathematicians’ careers strongly discusses the impact of geographical trajectories on initiated scientific collaborations. The emphasis on the permanent location of researchers as a determinant of collaboration formation occults the role of temporary mobility and social networks.; Ce travail s’intéresse à la mobilité géographique des chercheurs, à ses déterminants, et à ses impacts sur les processus collaboratifs. A partir de données françaises, quantitatives et qualitatives, nous montrons que cette mobilité est relativement faible et qu’elle s’explique par des déterminants structurels et individuels finalement assez classiques. L’analyse de carrières de chimistes et de mathématiciens, ensuite, relativise fortement l’impact des trajectoires géographiques sur les collaborations scientifiques engagées. L’importance accordée à la localisation permanente des chercheurs comme déterminant de la formation de collaborations occulte le jeu des mobilités temporaires et des réseaux sociaux.
