The rivalry between People’s Republic of China and Vietnam over the South China Sea highlights the profound changes Vietnam has experienced in its regional ambitions and geopolitical perceptions. These have been and remain fundamentally structured by its historical relationship with China. However, the geopolitical horizon of Hanoi has become maritime, moving away from the Indochinese peninsula towards the South China Sea where Vietnam has made sovereignty of the Paracels and Spratly archipelagos a priority issue. The consequence of this development is the gradual strengthening of naval capabilities of the Vietnamese army as well as the rapprochement of Hanoi with other maritime powers. In this sensitive context, Vietnam tries to maintain a proper balance between its regional ambitions and maintenance of cooperation with China. Hanoi’s position is however affected by the gradual rise of tensions between United States and the PRC. These complicate the maintenance of equidistance between Washington and Beijing and make the future strategic choices of the country more risky.
