28. Risk modeling in the national safety standards for the housing stock of Russia.

Abstract

Safety aspects are analyzed in the article in accordance with the national standard GOST R 51898-2002. This regulatory documentation presents the concept of safety, and also answers the question of how to achieve an acceptable level of risk. The article presents the basic concepts of riskology. The positive aspects of the document are noted. However, the problem is in the fact that risk analysts cannot be guided by the specified standard due to its underdevelopment and inconsistency with the universal international standard ISO 31000:2018 "Risk management – Guidelines". The formula "risk is a combination of probability and consequences" does not work one hundred percent, since in many cases the risks are not linearly comparable. It becomes unclear which risk is considered acceptable and which is not. An approach based on scenario to risk assessment should be developed that describes the interaction of different possible scenarios (for example, in the case of developing forecasts for the housing stock). In general, one cannot speak of a risk as acceptable disregarding the combination with the costs and benefits that accompany a particular risk. Risk cannot be understood without considering a two-dimensional combination of (1) events and (2) the consequences of those events, as well as the associated (3) uncertainties, which is broadly consistent with the meaning of the ISO standard 31000:2018. As for the assessment and analysis of environmental risk presented in the national standard GOST R 14.09-2005 "Ecological management – Guidelines", the development of a scenario approach in each specific case is required. Abstract

Numerous orogenic gold deposits of different age, scale, and mineralization type are located within Northern Transbaikalia. Among them, there is a large group of Early Permian deposits, whose sources and relationships with Late Paleozoic magmatism remain debatable. These issues were solved by the example of the middle-scale (~24 t, Au) Irokinda deposit, localized within the Precambrian rocks of the Baikal–Muya Terrane. 39Ar–40Ar geochronological dating of the ore-hosting altered rocks indicates that hydrothermal–metasomatic process took place about 270 myr ago. Gold mineralization has heterogeneous Pb-, S-, Sr-, and Nd-isotopic characteristics. Variations in the Pb, S, Sr, and Nd isotopic composition of ore and gangue minerals suggest that the mineral-forming components were involved in the hydrothermal system from different sources. Among them, the leading role belonged to the rocks of the Precambrian crust of the Baikal–Muya Terrane. Pb isotopic composition of the second identified source is close to that of the Early Permian alkaline and subalkaline rocks of the Baikal–Muya Terrane. This fact may indicate a genetic relationship between the Irokinda gold mineralization and intraplate alkaline magmatism, which developed in the region simultaneously with ore-forming processes. Abstract

The paper reports detailed data on phlogopite from kimberlite of three facies types in the Arkhangelsk Diamondiferous Province (ADP): (i) massive magmatic kimberlite (Ermakovskaya-7 Pipe), (ii) transitional type between massive volcaniclastic and magmatic kimberlite (Grib Pipe), and (iii) volcanic kimberlite (Karpinskii-1 and Karpinskii-2 pipes). Kimberlite from the Ermakovskaya-7 Pipe contains only groundmass phlogopite. Kimberlite from the Grib Pipe contains a number of phlogopite populations: megacrysts, macrocrysts, matrix phlogopite, and this mineral in xenoliths. Phlogopite macrocrysts and matrix phlogopite define a single compositional trend reflecting the evolution of the kimberlite melt. The composition points of phlogopite from the xenoliths lie on a single crystallization trend, i.e., the mineral also crystallized from kimberlite melt, which likely actively metasomatized the host rocks from which the xenoliths were captured. Phlogopite from volcaniclastic kimberlite from the Karpinskii-1 and Karpinskii-2 pipes does not show either any clearly distinct petrographic setting or compositional differentiation. The kimberlite was dated by the Rb-Sr technique on phlogopite and additionally by the Ar/Ar method. Because it is highly probable that phlogopite from all pipes crystallized from kimberlite melt, the crystallization age of the kimberlite can be defined as 376 ± 3 Ma for the Grib Pipe, 380 ± 2 Ma for the Karpinskii-1 pipe, 375 ± 2 Ma for the Karpinskii-2 Pipe, and 377 ± 0.4 Ma for the Ermakovskaya-7 Pipe. The age of the pipes coincides within the error and suggests that the melts of the pipes were emplaced almost simultaneously. Our geochronologic data on kimberlite emplacement in ADP lie within the range of 380 ± 2 to 375 ± Ma and coincide with most age values for Devonian alkaline-ultramafic complexes in the Kola Province: 379 ± 5 Ma; Arzamastsev and Wu, 2014). These data indicate that the kimberlite was formed during the early evolution of the Kola Province, when alkaline-ultramafic complexes (including those with carbonatite) were emplaced. Abstract

Variations of Sr/Sr ratios in different natural objects make it possible to obtain new data having great importance for the identification of the possible place of origin and migration routes of ancient humans. The discussed data were obtained from contemporary snail samples inhabiting the landscapes of the eastern Caucasus, which is characterized by different parent rocks. It has been found that the Sr/Sr ratios in samples originating from landscapes with rocks of the same type are generally the same, while those in samples originating from landscapes distinguished by the character of underlying rocks vary to a significant degree. Abstract

This work presents the first results of geochronological study of metasomatic rocks accompanying gold-bearing quartz veins of the Uryakh ore field (UOF). Based on the Rb-Sr and Ar-Ar geochronological data, it is shown that hydrothermal metasomatic processes in the ore field occurred about 280 Ma ago (Early Permian) and they are correlated with the terminal phases of formation of the Angara-Vitim batholith.
