Die Corona-bedingten Schulschließungen sowie die Schließung von Kinderbetreuungseinrichtungen im April und Mai 2020 haben viele Eltern vor eine immense Herausforderung gestellt. Plötzlich mussten Kinder ganztags Zuhause betreut und beschult werden. In diesem Beitrag beschäftigen wir uns mit der Frage nach der subjektiven Belastung, der sich Eltern durch die Beschulung ihrer Kinder Zuhause ausgesetzt sahen. Hierbei legen wir ein besonderes Augenmerk auf die individuelle Ressourcenausstattung der Eltern sowie auf ihre familiäre Situation und ihr Erwerbsleben. Insbesondere untersuchen wir das subjektive Belastungsempfinden alleinerziehender Eltern. Für unsere Analysen nutzen wir die Daten der SOEP-CoV Studie, einer Sonderbefragung an Panelteilnehmern des Sozio-Oekonomischen Panels (SOEP) zum Thema Corona. Insgesamt konnten wir bei allen befragten Eltern (N=1508, davon N=243 alleinerziehend) eine mäßige Belastung durch die Anforderungen der Beschulung ihrer Kinder Zuhause ausmachen. Besonders belastet fühlten sich jedoch Eltern mit einem niedrigen Bildungsabschluss und alleinerziehende Eltern, insbesondere wenn sie zur Zeit der Schulschließungen erwerbstätig waren. Unsere Analysen legen nahe, dass gerade diese Elterngruppen Probleme hatten, den Anforderungen, die eine Beschulung Zuhause mit sich bringt, unter den gegebenen Umständen umfassend nachzukommen. The Corona-related school closures and the closure of childcare facilities in April and May 2020 meant an immense challenge for many parents. Suddenly, children had to be looked after and educated at home all day. In this paper, we address the question of the subjective burden that parents faced when schooling their children at home. In doing so, we pay special attention to the individual resources of the parents as well as to their family situation and their working life. In particular, we examine the subjective perception of stress of single parents. For our analyses we use data from the SOEP-CoV study, a special survey of the Socio-Economic Panel (SOEP) on the topic of Corona. Overall, we found moderate levels of stress from the demands of schooling their children at home among all parents surveyed (N=1508, of which N=243 were single parents). However, parents with a low level of education and single parents felt particularly burdened, especially if they were employed at the time of the school closures. Our analyses suggest that precisely these groups of parents had problems comprehensively meeting the demands of home schooling under the given circumstances.

Inadequacies in Tanzania's education and training systems compromise the quality of workforce skills, giving rise to skill shortages, and constraining the operations and growth of formal sector firms in the country. This study addressed these concerns using data from a unique Enterprise Skills Survey that asked Tanzanian employers about the education, training, and occupational mix of their workforce, the skill gaps in cognitive, noncognitive, and job-specific competencies affecting their operations, and the strategies they are using to overcome these skill gaps. The study investigates the consequences for firm productivity of employers' choices about their optimal skills mix, and their strategies to mitigate shortfalls in skills supply. Compared with noninnovators and firms primarily serving the domestic market, exporters and innovators face greater skill demand and suffer from skill shortages that are more likely to constrain their operations in such areas as quality assurance, use of new technology, and introducing new products and services. In analyzing firm performance and its relation to skill mix, the study found that firms with higher shares of tertiary-educated workers are more productive; it found no impact, however, from secondary education and technical vocational education and training qualifications, possibly reflecting the universally acknowledged poor quality of secondary education in Tanzania. Employers use a range of strategies to address skill deficiencies, from hiring new workers, to training current workers in-house or externally, using high-skill expatriate workers, or outsourcing professional services. Almost all were associated with higher labor productivity. The exception, employer provided in-house training, had no measurable impact on productivity.

Conditional cash transfer (CCT) programs are becoming a popular tool for alleviating short-term poverty and reducing the inter-generational transmission of poverty. More than 30 developing and transition countries have implemented these programs, providing incentives to poor households to make investments in the human capital of their children. Programs vary in scale, transfer size, conditionality's, eligibility, and implementation features. This report is structured around five chapters as follows: the first chapter gives an overview of the program, the context in which it was implemented and available evidence on the impacts of the Female School Stipend Program (FSSP) as well as other CCTs. Chapter two focuses on the questions this evaluation sets out to answer and the methods and information used to answer them. The third chapter presents the results from the analysis and is structured around three evaluation questions regarding average impact, heterogeneity of impacts, and spillover effects. Chapter four performs the robustness checks of the findings, examining whether they are sensitive to preprogram trends, measurement error, endogenous compositional changes, and crowding-out effects. Finally, the conclusion discusses the implications of the results, some limitations of this evaluation, and areas that require further work.
