Purpose: Due to the current pandemic, the importance of logistics functions and decisions is well understood both at the level of companies and users. Logistics systems and related decisions are of vital importance in making supply chains effective, efficient and without disruption. Logistic pressure factors may emerge at different points along the logistics process, and given the role of logistics decisions as one of the important indicators of competitiveness, the determination of the logistics pressures that are likely to increase the costs of business, and their causative factors are a vital aspect of the logistics decision-making process. The study aims to provide assistance in the selection of the most ideal logistics decision by ranking the pressure factors affecting the logistics system, especially during the pandemic period for logistics enterprises operating in Ordu and Giresun provinces and which have a corporate identity. Design/methodology/approach: In this study, it is aimed to make the most ideal logistics decision selection by ranking the pressure factors affecting the logistics system, especially during the pandemic period for the logistics enterprises operating in Ordu and Giresun provinces and having a corporate identity. For that purpose interval-valued Pythagorean fuzzy (IVPF)–analytic hierarchy process (AHP) based combinative distance-based assessment (CODAS) methodology was used. Additionally sensitivity and comparison analysis were discussed. Findings: Competitive pressure was found as the most important pressure factor affecting the logistics system during the pandemic period. Change in regulatory rules was the pressure factor found to have the least effect on the logistics system. Using the weights of logistics pressure factors, "Operational Decisions" was found to be the most ideal logistics decision selection. Research limitations/implications: The findings provide support for the evaluation of logistical pressures and decision options by presenting a decision model capable of processing ambiguous information. During a pandemic or similar period, the study assists decision makers in determining a new route. The findings will also call business managers' attention to logistical pressure factors and lead them toward more realistic and feasible practices in the logistics decision-making process. Originality/value: This study provided an effective and applicable solution to a decision-making problem in the logistics sector including logistics pressure factors and the selection of logistics decisions. In this context, a methodology was presented that will allow businesses to self-evaluate their own logistics pressure factors and the selection of optimal solutions. [ABSTRACT FROM AUTHOR]

Cognitive biases often occur even in the decision-making process of highly qualified company managers due to the drive for efficiency and time pressure in operations. At the same time, there are also long-term strategic decisions where time pressure is no longer a factor, and yet cognitive bias appears, which has to be considered properly. In strategic issues, decision-makers tend to see their wishes and desires rather than the objective reality. The proposed system of fuzzy indicators based on technical and objective data supports decision-making between logistics strategies by mitigating cognitive biases, which is extremely important in the logistics field, where the decisions have to be made partly based on subjective, vague, or uncertain parameters. This article is the first part of a complex scientific study aimed at analyzing all components in the process of protecting the population from disasters and accidents and proposing a logistic system aimed at improving the response and effectiveness of the actions of the services responsible for this protection. More specifically, we focused on fires and fire fighting, as a key factor in environmental protection. Global warming is an undeniable fact that has been talked about and written about a lot in the last 30 years. According to UN experts, the next increase in global air temperature during the 21st century may reach from 1.5° C to 4° C. The current trend of global warming is the result of the increase of greenhouse gases in the atmosphere due to burning of fuel minerals, agricultural activities and deforestation (Vladev, I., 2023). According to the study by William et all (2023), the total amount of CO2 released into the atmosphere in the last 30 years alone has increased by 62% or from 24gt in 1990 to 39gt in 2020. As we know deforestation is mainly caused by fires. The contribution of this factor to the total emission of carbon dioxide for 1985 was 24.6% according to Vronsky, V. (2000). So, the problem of timely detection and extinguishing of fires is serious. In order to create a more effective logistics system, it is required to first analyze the types of fires, the reasons for their occurrence and to define all the elements of the system related to extinguishing and liquidating their consequences. The analysis of the fire situation in the forests of Bulgaria for the last 30 years shows a sharp increase in the number, size of burned areas and their intensity. From the analysis made according to (Report on the state of national security of the Republic of Bulgaria, 2018) two main factors stand out for the increase in fires: - Climate changes, aggravated by anthropogenic activity; - Human intervention - fires caused by deliberate arson or negligence (Grigorov, 2020). The statistics of the last 30 years unambiguously show that over 80% of all forest fires in Bulgaria are the result of human activity, including - the burning of stubble and pastures, which are the cause of 34% of the fires that occurred. On average, no more than 2.5% of the fires in the forest territories were caused naturally by lightning. The proven anthropogenic nature of over 80% of fires necessitates the categorization of forests near settlements, especially in densely populated parts of the country, as high risk from a fire point of view. The systematic analysis described in the article gives us the basis to draw conclusions and findings on the basis of which to define the main elements of the logistics system, subject to further development and modeling. The aim of this article is to describe pick-by-vision technology as an effective tool for solving logistics process problems. The technology is the result of the work of TeamViewer Germany GmbH and is already in use in German companies. The introduction of this technology helps companies in several aspects and brings several benefits. It is not a complex technology that would need complex and therefore expensive software and hardware. The technology is because up to 80% of all information is perceived by sight. This gives the operator a free hand. Several advantages are described in the article below. The technology works with a pick-by-light device that is attached to the employee's hand. 9. Dynamic order batching in bucket brigade order picking systems with consecutive batch windows and non-identical pickers.

The blocking mitigation mechanism contained in a batching and sequencing model improves order picking performance in bucket brigade order picking systems by adjusting the batch formation in a given batch window. The batch formation of a given batch window affects the transition to the next batch window and limits the batch formation's structure in the next window. In addition, imbalance in picker capability increases the variation of batch formation while mitigating blocking delay. Our paper proposes a dynamic indexed batching model to smooth the transition between consecutive batch windows and give a better approximation of non-identical pickers' capability. We develop a mixed integer programming solution for a dynamic indexed batching model in a bucket brigade order picking system (DIBMB). Simulation experiments show that the DIBMB smooths the transition between batch windows as measured in the delay experienced by the first batch in each batch window. Comparisons to the available batching models show that under DIBMB, the blocking delay gradually increases throughout the sequence of batches. [ABSTRACT FROM AUTHOR]

Introduction. Efficient freight transport and management in large transportation hubs is crucial to world trade. Existing freight management systems fail to ensure traceability, transparency, information security and consistency of data stored and exchanged during the various operational processes. As a result, this has a negative impact on the performance of transport hubs.Materials and methods. The use of digital information and communication technology (ICT) applications in the transport industry can lead to highly automated processes and more cost-effective solutions. Freight transport requires the use of real-time data exchange between different stakeholders involved in the process. Traditional ICTbased logistics systems use a centralised architecture to host and process data and services. However, centralized logistics systems cannot ensure secure access to real-time data, operational visibility and trust between participating organisations.Results. Automation of various transport hub functions using the Internet of Things (IoT) and cloud computing can adequately improve the performance of transport hub operations. These operations include automation of vehicle interface, container yards, intra-port logistics and terminal receiving point.Discussion and Conclusions. In this paper, we have explored opportunities for process improvement by integrating information exchange between different actors using end-to-end technologies in transport hubs, in particular the concept of blockchain, to optimise operations in international trade by integrating and sharing information between actors in the transport process.

The human-centered workplace design philosophy and the operator 5.0 concepts are gaining ground in modern industries moving through the personalization of the operators' workplace for improving workforce well being and capabilities. In such a context, new assistive technologies, such as passive exoskeletons, are good candidates to be wisely adopted in manufacturing and logistics systems. A growing interest in these devices has been detected over the last years, both from an academic and company perspective, with an increasing number of design solutions and tests according to their field of application. Aiming to investigate the current state of the art, we propose a literature review focused on passive exoskeletons for manufacturing and logistics (M&L) systems. We categorize the exoskeletons assessment in relation to the M&L tasks in which they are applied to give the reader an easy and direct insight into the exoskeleton performance in real settings. Further, the impact of the exoskeleton deployment from an efficiency perspective and its cost-effectiveness evaluation are provided. Finally, a maturity heat map is proposed to track the maturity level of different exoskeletons by focusing on a set of scientific and industrial domains. Agribusiness trade is a complex network of commercial relations among countries, and it is influenced by on-shore and off-shore logistics. Therefore, it is essential to comprehend these relationships to improve decision-making regarding production and logistical development. This paper investigates Brazilian agricultural and livestock exports between 2013 and 2022 to understand logistical bottlenecks based on trade partners. To do so, we performed descriptive statistics and social network analysis (SNA) considering measures such as degree centrality, k-core, and tie strength. Our results indicate Brazil's dependency on Asian markets whereby eight of ten are located on this continent. We observe an unexpected result regarding the low purchase of these products byimportant Brazilian partners such as the United States, the UK, and the European Union. Finally, the study confirms the Brazilian logistical bottleneck where two logistical corridors correspond to 76% of all agricultural exports in the period, with Santos, the busiest port, moving more than 46% of the cargo. A novel conceptual framework is developed that depicts a generic Freeport model underpinned by 5G technology. The framework is based on preliminary findings from a 5G testbed project and secondary 5G use cases from both practice and academic literature. We first provide a descriptive model of the current state of a port without 5G and Freeport status, identify the challenges and opportunities for logistics flows if Freeport status is attained and then prescribe how 5G may enable seamless logistics flows. With multiple challenges for ports generally, Freeport status increases the level of complexity of the core and support business processes that deliver goods from origin to destination. Despite that increased complexity, Freeports can attract investment and generate revenue, thus the enablement of Freeports is notionally beneficial in the long run. As complexity is anathema to smooth logistics flows, we develop a prescriptive model to exploit 5G to improve efficiency and effectiveness within a Freeport. We demonstrate the application of the prescriptive model with a 5G Freeport use case supported by simulation results, from which we aim to contribute to the overall adoption of 5G in Freeports.

The article considers the essence of intermodal transportation, determines its main advantages for both parties of the cargo transportation process, and presents the composition of existing intermodal complexes as the main part of the functioning of the country’s transport system. In the paper, the author uses both qualitative and quantitative methods of analyzing research data provided by other authors as well as retrospective statistical data. A comparative analysis of the work of successful companies in the field of intermodal transport is made. The ways to increase the competitiveness of the Russian economy in the world market through the development of modern logistics schemes for the movement of goods are considered. The article describes the activities of domestic companies, their features, shortcomings and methods of work in the context of the globalization of the economy with a graphical interpretation of the models used by them. The practical recommendations to improve the functioning of the objects of research are given.

Today’s digitalisation is transforming the supply chain and companies with traditional logistics management approaches and technologies can no longer remain competitive. Purpose: examine and analyse the process of introducing innovative technologies in logistics and supply chain management. Methodology. The paper used economic-mathematical methods, system approach and generalization; analytical and statistical methods of analysis. Results. The article analyzes the application of innovative technologies in logistics and supply chain management; examines examples of the use of innovation and information and communication technologies by transport and logistics enterprises in their activities; proves that the introduction of innovation and information and communication technologies in logistics and freight transport is beneficial for improving workflow efficiency, data storage, reducing the duration of the logistics cycle, goods delivery management, reducing errors Practical implications: the obtained results are appropriate to be applied by economic entities involved in logistics and supply chain management activities.

Logistics systems constitute the backbone of international trade. For developing countries, establishment of sustainable logistics systems reduces costs, and makes supply chains strong to become able to compete. Without setting indicators for sustainable logistics, it is not possible to understand what policies are necessary for success. Logistics systems situations become worse in especial industries such as Fast-Moving Consuming Goods (FMCG) industry that are facing observable challenges such as old-fashioned goods or product corruption. The objective of this paper is to determine a set of indicators, which can be helpful in enhancement of sustainable logistics systems in developing countries. An initial set of indicators is determined through literature review and justified by asking experts’ opinions who have experience of management in logistics systems in developing countries such as Iran and Afghanistan, especially in logistics management in FMCG industry. The indicators are prioritized using Best–Worst Method (BWM), which is a newly introduced decision-making model. Results of prioritization of finalized dimensions and indicators by use of BWM show that “Governance” has the highest importance among dimensions and “management commitment to sustainability” is the most important indicator among all indicators. The results are applicably acceptable as we can see in business circumstances that only when managers believe in perusing sustainability principles as an important factor under each type of economic circumstance, an efficient vision will be set. Risk management has gained the least weight in this study. Based on experts’ opinions, if policies and procedures are set and performed correctly, risks will be less probable by themselves. The results help mangers in assignment of limited budgets to improvement projects related to each indicator.

The structure of supply chains in the fashion industry has been considered, their main participants have been highlighted. The pros and cons of international production outsourcing for companies working in this industry also have been reviewed. The main factors that are prerequisites for possible changes in the configuration of global supply chains in the fashion industry have been designated. The impact of digital technologies on the configuration of supply chains has been evaluated. The functioning of the «fast «digital factories of Adidas «Speedfactory» and «Faberlic» company has been analysed, which use digital technologies in the production process of manufacturing goods in the fashion industry and are aimed at the maximum reduction of the inventory fulfillment cycle in the fashion industry.

The theoretical foundations of organizational and managerial innovation in increasing efficiency of manufacturing, practical business aspects of organizational and managerial innovation in enhancing business efficiency are studied. These issues were considered both by Ukrainian and foreign scientists. However, today, despite the multitude of works highlighting these issues, there are no comprehensive studies dealing with the generalization and systematization of existing supply chain models. Organizational and managerial innovations in increasing efficiency of logistics are considered using the example of a supply chain. It is proved that organizational and managerial innovations are continuous in time, starting from the initial one, which, after a situational analysis, goes through planning, programming, particular actions aimed at its implementation and making decisions for the future. Given the existing risks and the complexity of innovative solutions, specific approaches are proposed to increase efficiency of logistics using the example of a supply chain. Improving a supply chain with particular tools allows introducing market changes in the organization of the supply chain. Application of innovation in logistics requires quick decisions to address the issues of production, management and environmental impacts on logistics processes. It is found that a supply chain with the necessary attributes provides many benefits to companies that use its tools through outsourcing agreements. Considering the practice of European companies, it is proven that the introduction of logistics tools increases the company’s profitability after six months of their constant use and its participation in logistics outsourcing projects, contributes to the growth of the company’s market share, speeds up its penetration into new markets by expanding the geography of the functioning of logistics operators and banks – supply chain business partners.

The strengths and weaknesses, opportunities and threats of robotic technology development in Russia have been analysed. The advantages of use of robots in the fashion industry have been shown. The functioning of the robotic Adidas Speedfactory and some other factories that use in the production process of manufacturing goods of the fashion industry robotic systems, has been studied. The impact of robotic technology on supply chain management in the fashion industry has been assessed. The main reasons for possible changes in global supply chains in the fashion industry have been identified.

Agribusiness trade is a complex network of commercial relations among countries, and it is influenced by on-shore and off-shore logistics. Therefore, it is essential to comprehend these relationships to improve decision-making regarding production and logistical development. This paper investigates Brazilian agricultural and livestock exports between 2013 and 2022 to understand logistical bottlenecks based on trade partners. To do so, we performed descriptive statistics and social network analysis (SNA) considering measures such as degree centrality, k-core, and tie strength. Our results indicate Brazil’s dependency on Asian markets whereby eight of ten are located on this continent. We observe an unexpected result regarding the low purchase of these products byimportant Brazilian partners such as the United States, the UK, and the European Union. Finally, the study confirms the Brazilian logistical bottleneck where two logistical corridors correspond to 76% of all agricultural exports in the period, with Santos, the busiest port, moving more than 46% of the cargo.

Purpose. Development of a methodology for substantiating a green approach in the formation of a sustainable system of ecological logistics. Methodology. In the research process the following general scientifi c and applied research methods were used: correlation analysis was used to determine the relationship between СО
emissions and consumption of major energy sources; regression analysis – to determine the main trends in СО2 2 emissions for the main regions of the world; the methodology for calculating emissions from fuel combustion by road transport – for assessing СО2 emissions by various modes of transport; the improved methodology for assessing gas emissions and calculating the CO2 emission factor – when forming a ring route during the transportation of goods. Findings. The work studies global trends in the dynamics of changes in carbon emissions by areas of activity. Trend forecasting models have been developed for changes in the dynamics of carbon emissions for the main industrial regions of the world. Using the correlation-regression analysis of the relationship between the increase in the dynamics of СО2 emissions and the consumption of energy resources of the world in the context of the world’s major industrial regions, signifi cant relationships were found between carbon emissions and the consumption of major energy sources. The work provides a methodological approach to determining the level of carbon emissions from vehicles and accounting for the carbon emission factor in the formation of logistics routes and tariff s for road transport in the context of the formation of sustainable systems of ecological logistics. As part of the methodological approach implementation, СО2 emissions for road transport were estimated and calculations were performed for diff erent types of cars. It was proposed to include the carbon emission factor in the calculation of the tariff for road transport, which will make it possible to form target funds at enterprises as part of the creation of a sustainable system of environmental logistics. Originality. The methodological approach has been substantiated to determining indicators of the sustainability of ecological logistics systems in the context of developing a methodology for calculating СО2 emissions, which makes it possible to solve the problem of forming transport routes taking into account environmental requirements in the fi eld of reducing СО2 emissions by various modes of transport. Practical value. The proposed methodological approach to calculating emissions from fuel combustion by road, including the assessment of CO emissions and the calculation of the carbon emission factor when forming a ring route during the transportation of goods is recommended for use by scientists, specialists and practitioners in the fi eld of green logistics. Featured Application: Utilization of research results to realizing digital twins in logistic systems of the rail transport. In the course of digitalization, the concept of the digital twin (DT) has become increasingly important in recent years. Hereby, initial concept approaches focus on use cases in industrial production. Although the concept has diverse potential for the asset intensive and increasingly important German rail transport sector. Due to the still low level of research of the DT, there are few empirical values on how this promising concept can be implemented in a target-oriented manner. In a qualitative-explorative research design, this work focuses on answering the question of how a generic implementation strategy (GIS) of DTs in logistics systems of German rail transport can be designed. The central result of this work is a validated GIS which has a sufficient level of detail for the targeted implementation of DTs. Due to its socio-technical system focus, this process model enables user-oriented development and consideration of the complex framework conditions of German rail transport for the first time. The perspective use of the GIS as well as the utilization of the derived recommendations for action contribute to realizing DTs. Given the fact that logistics activity takes place in a very dynamic environment the state of the logistics system should be constantly monitored, analyzed and evaluated. The research is devoted to an important and at the same time complicated issue – the process of designing logistics systems as an important component of the operation of the enterprise. This problem is not fully understood both at the theoretical level and in the field of practical application of design principles. The purpose of scientific research is to determine the essence, tasks and features of the processes of designing logistics systems. The authors use such research methods as descriptive, comparative and systemic. The essence of the concepts of “project” and “design” is considered in the article. The main tasks of designing logistic systems are determined and possible conditions of their implementation are given. The study found the most important factors determining the success of the project on design of logistics systems. A system of branch logistic functions has been proposed. The factors that determine the success of logistics systems implementation are systematized. On the basis of the research, general recommendations for the design of logistics systems at any type of enterprise have been generated. The list of solutions that are accepted in the process of designing logistics systems has been proposed. Stages and steps in the design of logistics systems have been identified according to the tasks of designing logistic systems. Research results have shown that designing logistics systems should take into account the possible risks of implementing a solution and calculate with the help of mathematical models, possible benefits and losses for the enterprise. In addition recommendations to boost the efficiency of designing logistics systems have been distinguished.

We study the dynamics of a class of bi-agent logistics systems consisting of two types of agents interacting on an arbitrary complex network. By approximating the system with simple microscopic models and solving them analytically, we reveal some universal dynamical features and propose applications of such features for system optimisations. Large-scale agent-based numerical simulations are also carried out to explore more realistic and complicated systems, with interesting emergent behaviours that can be well understood from our analytical studies. Using the taxi system as a typical logistics system with commuters and empty taxis as two types of agents, we illustrate two dynamical phases with distinct behaviours, separated by a phase boundary that can be identified as the optimal number of taxis for a particular taxi system. These features and the tuning of the optimal number of taxis can be applied to various situations, including taxi systems allowing real-time dynamical ride-sharing. [ABSTRACT FROM AUTHOR]

BACKGROUND The diagnosis of numerous diseases such as cancer, bone disease, thyroid complications, as well as heart conditions and pulmonary diseases (among the main diseases causing death according to WHO, 2020), requires an imaging procedure that is supported by Technetium 99m (Tc-99m). It is a radionuclide that, for medical usage falls into the category of radiopharmaceuticals. In nuclear medicine, a radiopharmaceutical is a product composed of a small amount of radioactivity for the diagnosis and treatment of various diseases (MEDraysinstell, 2017). Dedicated to diagnosis purposes, the Technetium-99m (Tc-99m) is a decay product of Molybdenum-99 (Mo-99), and is one of the most widely needed radionuclides, supporting 80% of in-vivo diagnosis procedures. This percentage corresponds to more than 30 million examinations worldwide each year (World Nuclear Association, 2019). The nature of the product itself, which is time sensitive and cannot be stored due to its physical and chemical characteristics which decays over time, yields a substantial layer of complexity in the management of its supply chain, from production to usage and discharge.As pharmaceutical products and dangerous goods, they are subject to strict regulations. Moreover, the financial and market structure of the industry complexifies the Tc-99m supply chain (OECD/NEA, 2010). Purpose: In logistics systems, the implementation of heavy-duty battery electric vehicles (HBEVs) challenges actors in the transport system, and there is a need for actors to coordinate in various ways. The purpose is to explore how coordination between LSPs and relevant actors in electrified logistics systems can facilitate the adoption of HBEVs. Design/methodology/approach: The study takes a qualitative approach and relies on four interviews with three LSPs as the empirical basis. Theoretically, coordination mechanisms provide a starting-point for the analysis. Findings: The findings highlight coordination mechanisms at play in the on-going electrification of logistics systems, as well as the potential use of coordination mechanisms not yet utilised. Research limitations/implications: The study is performed in a Swedish setting and explore relevant actors and the connections between actors through a coordination lens, thus bridging a gap in the literature. Practical implications: The results can help actors, such as logistics companies and transport buying companies, to understand how, and with whom, to coordinate to implement long-haul HBEVs. Social implications: HBEVs are expected to reduce the amount of greenhouse gases and gives possibility to charge with renewable sources, hence the need to support the implementation. Original/value: While much research into electrification focuses on quantitative studies with a mathematical approach, this paper takes a much-needed actor perspective and highlights how actors can coordinate to carry out a successful transition to fossil free transportation.

The article presents logistical aspects of the economic security system. The determinants of economic security are presented, and the monitoring and hazard indicators of the analysed security are analysed. The role and tasks of logistics in shaping the country's economic security as well as a comprehensive strategy for improving economic security are presented. Analyses and research revealed that it is important both cognitively and for economic practice to learn the mechanisms of efficient logistics. Logistical problems, viewed through the prism of shaping economic security, must be perceived and considered on three levels: functional – as a general management process, including planning, organizing, motivating and controlling; objective – as physical flows of materials, goods and services and information between suppliers and recipients; evaluative – as an effective economic process oriented to satisfying the needs of the consumer. Design of Experiments (DoE) is a well-known method in quality management but seldom used in the logistics area. An important question of science is to find the real factors to control complex processes and systems and to know their levels and influences to control all processes and systems in a right manner. To find the optimum in control there are many experiments necessary - practical and theoretical ones. Here the sensitivity analysis as well as simulation and Design of Experiments are used. That is why this paper gives an overview about the basics and ideas of Design of Experiments. An example of practical use is given, showing how a special logistics system (a sorter), can be optimized. The problem is to minimize the failure rate of not identified items with the help of the two factors speed of the sorter and distance between the packages. The experiment should answer several questions and reduce the costs for optimisation of the logistics system. There are more and more modern logistics systems on the market that, as part of control systems, must guarantee production flexibility, required delivery dates, market readiness and liability for binding capital into inventory. Market globalization imposes the necessity of meeting certain standards in business that guarantee the quality of work done. The rapid development and use of information and communication technologies in support of the individual needs of users are becoming increasingly important for successful implementation of business activities. The paper analyzes the role of information and communication technologies in logistic processes and in the integration of logistics systems. Examples from practice confirm the reasons for increased investments made by companies engaged in this segment of work with an aim to optimize business operations and increase profits. The emphasis is placed on the significant role of information technology in logistics operations, current results and applications, as well as possible future applications.

The paper presents the methodological background of Multiple Criteria Decision Making/Aiding (MCDM/A) and its practical application in logistics systems. It explains why MCDM/A methodology is important when dealing with different categories of decision problems that arise in those systems. The major features and basic notions of MCDM/A methodology are presented, while different categories of MCDM/A methods are characterized and classified. Two case studies demonstrate potential applications of MCDM/A methodology in logistics. In the first case study multiple objective optimization of the distribution system is carried out and compared with single objective optimization. The decision problem is formulated as multiple criteria mathematical programming problem and solved by an extended version of MS Excel Solver - Premium Solver Plus. The second case study focuses on multiple criteria evaluation and the ranking of logistics infrastructure objects, i.e. a set of warehouses - distribution centres. Abstract Over the past 20 years, Vietnam has signed more free trade agreements than any other country in the region, becoming one of the world's largest integrated economies. Nonetheless, Vietnam's logistics costs are still higher than the association of southeast Asian nations (ASEAN) average, which has reduced its ability to participate in the global value chain. These higher costs are also reflective of the country's inefficient logistics system, which can be confirmed by the fact that Vietnam's Logistics Index (LPI) fell from 48 in 2014 to 64 in 2016. Therefore, Vietnam is in urgent need of improving its national logistics in system. By applying the consistent fuzzy preference relations (CFPR) method for weighing main factors influencing the improvement of Vietnam's logistics system, this study indicates a direction for the Vietnam government to follow in implementing the ideal investment prioritization and the appropriate regulations for the improvement of its logistics system. The results reveal that the optimal order for the improvement of Vietnam's logistics system are logistics costs, logistics services, logistics infrastructures, connections between logistics components, institutional frameworks, and technology. The study also provides logistics stakeholders with increased insight into the status of Vietnam's logistics system and the appropriate strategies for achieving the goals of its government.
