Although patrons have considered the availability and quality of professional literature and library services to be very good, the current survey was conducted under special circumstances. During the Spring of 2020, the library was closed and access to remote services became more relevant. The current study, which was conducted at Tallinn Health Care College in Spring 2020, aims to provide a overview of the user satisfaction level with library services impacted by the lockdown. The questionnaire was conducted online. Libraries and their users suddenly had to confront the fact that access to printed materials was disrupted. We wanted to find out which services were used the most, and which services and resources would be most needed soon. The study revealed several bottlenecks that would not normally have emerged. The library should maintain and strengthen services that satisfy the needs of users, add new services, and work to improve users' awareness of counseling services. College members expect more specific instructions on how to independently find information, how to use databases, and how to find electronic theses. It is customary to have face-to-face consultations in the library, but not yet common to have consultations via online channels. Most respondents are ready to use the book delivery service via parcel machines and are willing to pay a reasonable price for it. The greatest asset of the library is its staff, who has the skills, experience and competencies to offer quick practical solutions to user inquiries both on-site and distance.

The data used in this article is based on the reviewing of relevant literature to provide an overview of the concepts of organizational commitment, job security, and interpersonal relations, as well as on the results of the original online survey, conducted by the article's authors, held in 2012 in Estonian university libraries governed by public law. On the basis of the current study it can be said that Estonian university librarians' are generally committed and loyal to their library, but significant influencers of that are general job satisfaction, job security feeling, good relationship with the closest colleagues, and support and recognition from direct supervisor. However, the sign of a danger is that 42% of the respondents are ready to change their job, if a more suitable opportunity is available. The results also show that the length of employment in a particular library is positively correlated with job commitment. The biggest challenge for managements of the university libraries in Estonia is to keep young professionals not only committed to their current libraries, but also committed to their chosen occupation. Management should also pay more attention to improve communication between direct managers and employees, and to improve the job security feeling among librarians.

There is a broad agreement that health care and medical school admission procedure should meet several criteria, e.g. objectivity, reliability, validity, and effectiveness as the most important characteristics that entrance exams should have. The 2020 admission process was different from all the previous years' and we expected that health care students applicants may have difficulties with web-based interviews and tests, especially in the case of vocational students who have less experience with web-based technology. The online questionnaire study was conducted to investigate the applicants' level of satisfaction with the admission process provided by College. As the result of the current study the clear standards for online admission procedure have been developed in Tallinn Health Care College to modernize the online admission process and make it more credible and transparent for applicants. The aim of this article is to give an overview of the best dental technician student research in Tallinn Health Care College. In their graduation theses, students investigated the mechanical properties of avilable materials in dental technology. The students' main interest was to find out what happens in a situation where dental technology materials are used differently from the manufacturers' recommendations, e.g. if the components are mixed in wrong proportions. Students prepared (7-10 pieces) test bodies in a dental technology laboratory. Tests and measurements were carried out at TTK University of Applied Sciences. The test spectrum using the Universal Material Tester G.U.N.T WP 300 covers tensile tests, compression tests, bending tests, and hardness tests. Expansion measurings are procedures that have been developed using digital calipers and a feeler gauge. The encouragement of student involvement in a research project is most important for dental technician education. Incorrect handling of materials can affect the durability of dental prostheses; weaken the quality of dental prostheses; influence the suitability of dental prostheses in the oral cavity. The reasons for improper handling of dental materials: dental technicians do not read the manual carefully; dental technicians have "a lot of work"; working by force of habit; patient needs the denture as soon as possible. This article analyzes the success factors that would ensure and support the future of professional higher education alongside (traditional) university education. The paradigm of the binary higher education system is changing, the key question is in which direction professional higher education should develop and who defines the needs of trends. The purpose of the current article is to describe the development of professional higher education in Estonia in general, and in this context, the recent trends in labour market, skills and new knowledge necessary for graduates of universities of applied sciences (UAS), are examined. The first part of the current article focuses on the general developments and trends of professional higher education in the 21st century, e.g. lifelong learning, more quick changes for professional requirements, and importance of access to education in regional centers. The second part describes the changes in the labour market, new skills and knowledge and emphasizes the close cooperation of universities of applied sciences and employers. The third part concentrates on the analysis of main factors influencing professional higher education in Estonia. It gives an overview of the legal environment, key performance indicators as the number of admissions, the number of students, the number of graduates as well as the dynamics of financial support for universities of applied sciences in 2014-2019 in the context of economical and legislation changes in Estonia. Presentation and understanding of current situation analysis of strengths and weaknesses is the foundation for the content and role of professional higher education in the future. The purpose of the current article is to describe the development of nursing and nurses' training in the context of social and political changes in Estonia. The historical overview of nursing development in Western Europe, Scandinavia and the Baltic States in general gives the contextual backround in which Estonian nursing started and progressed. Focus is on the development of nursing during the period of the restoration of independence, pointing out further development perspectives in nursing and training of nurses. Special attention has been paid on the last decade's emigration of nurses from Estonia - a trend that is continually growing and that can cause problems for health care system. The data used in this paper are based on reviewing and summarising relevant articles, books, and studies, which have been conducted in several European countries, and were inspired by the ideas of nursing education in specific countries which have historically influenced Estonia most. Based on historical research methods, this publication provides Estonian nurses with a documented history of their profession during a critical period of development. Historical research method was used to analyze written nursing history in Estonia. Research materials included documentary sources, old newspapers, books, and journals pertaining to nursing education and practice. Estonian nursing and nursing education have got influences from all over Europe. While the development of European nursing education was interrupted for several decades by the World War II, the first nursing programmes in universities were opened in 1990s. The modern nursing education is mainly influenced by the Bologna process. Thanks to the Bologna process nursing education has been harmonized and Estonian nurses can work all over the Europe with this education. This has resulted in the increase of the professionally educated nurses internationally migrating to work in higher income countries. Nursing education as a whole is becoming more academic - the first Estonian nurses have already acquired PhD. There have been published monographies about nursing and nursing education history in Estonia, but there is a lack of review articles about the history of nursing and nursing education in comparison to historical and modern European nursing education. Purpose – The current article aims to give an overview of how the new cost accounting models, such as activity-based costing (ABC) and time-driven activity-based costing (TDABC) are researched and adapted by university libraries, focusing on the methods used for measuring work time allocation as well as on the strengths and weaknesses of both models. Design/methodology/approach – The data used in this paper are based on reviewing and summarizing of relevant studies which were conducted in libraries inspired by the ideas of modern theoretical considerations and treatments relating to cost accounting and costing, originally developed for industry and private sector organizations. Findings – The implementation of cost accounting systems in libraries has historically been treated as a technical innovation rather than an organizational or management innovation. The most important consideration is that librarians are not machines, which can be set at a given speed and expected to produce a uniform product. It turns out that the results of such research are largely affected by what methods are used to identify the time spent on activities and how well the management of libraries or researchers were able to explain to the staff the necessity for such research. Originality/value – Besides the articles published so far dealing with the implementation of ABC and TDABC in libraries, no research or surveys focus on these issues from the perspective of employees. The article analyzes the quality and availability to information users of services offered by the National Library of Estonia. The ability of statistics to point out problems and achievements is cited as valuable to libraries. Enumerated are the objectives of library statistics including creating foundations for planning. The international standards used to make statistics internationally comparable are noted. The article emphasizes the need to determine the appropriateness of services from the user's perspective in evaluating library and service quality.
