- Abstract
The article discusses the use of various institutions of scientific imperialism, including the institution of publishing academic articles in English, the institution of standardizing how research should be reported, and the institution of indexing of articles in two global databases. We show that the establishment of institutions of scientific imperialism entails a number of negative trends: slowing down the publication of articles, the loss of a national research culture, and formulating and presenting research results to fit the requirements of indexing databases. We identify possible approaches to mitigate the negative effects associated with the expansion of the institutions of scientific imperialism. [Translated by Kenneth Cargill.]

9. The Importance of Conference Proceedings in Research Evaluation: A Methodology for Assessing Conference Impact

- Abstract
Conferences are an essential tool for scientific communication. In disciplines such as Computer Science the majority of original research results are published in conference proceedings. In this study, we have analyzed the role of conference proceedings in various disciplines and propose an alternative approach to research evaluation based on conference proceedings sources indexed in Scopus and Scimago Journal Rank (SJR). This allows one to categorize conference proceedings in quartiles Q1–Q4 by analogy with SJR journal quartiles. Out of 171 conference proceedings sources analyzed, 38 conference proceedings in Engineering (45% of the list) and 23 in Computer Science (32% of the list) have an SJR level corresponding to the first quartile journals in these areas, which emphasizes the exceptional importance of conferences in these disciplines The comparison of this bibliometric-driven ranking with the expert-driven CORE ranking in Computer Science showed a 62% overlap, as well as a significant average rank correlation of the category distribution. © 2022, Springer Nature Switzerland AG.

One of the main goals of state university support programs in Russia is to increase the number of scientific publications. In 2021, Project 5-100 was replaced by the program PRIORITY 2030 (Strategic Academic Leadership Program). The new program increased the significance of the factors affecting the number of publications in universities and the issue of the optimal allocation of funding among research groups. Research objective. This study examines the factors that affect the productivity of research groups at the university. Unlike he majority of other studies on this topic, this study analyzes scientific productivity at the level of research groups. Data and methods. The study was possible due to the availability of data for 79 research groups at the Ural Federal University for the period from 2014 to 2020. The total number of articles and the number of articles in journals with an impact factor of more than two were used as indicators of research groups’ performance. To determine the factors influencing these indicators, we used econometric models for panel data. We used two separate samples: for social sciences and humanities and for other sciences. Results. We identified the following factors affecting the performance of research groups: the number of participants, the age of the research group, the supervisor’s scientific age, and the amount of funding (the possibility of obtaining more funds or being denied funds). The most interesting result is the following: the supervisor’s scientific age and increased funding have a negative impact on the group’s performance. The article provides possible explanations for these results. Conclusion. Since the purpose of creating and funding research groups is primarily to increase their productivity, the results may be in favor of younger supervisors. University managers may also be interested in the ambiguous impact of increased funding: we suppose that research groups are more motivated not by the actual funding but by the prospective amount they may get. Актуальность. Одной из основных целей программ поддержки государственных университетов в России является увеличение количества научных публикаций. В 2021 году Проект 5-100 был заменен программой ПРИОРИТЕТ 2030 (Программа стратегического академического лидерства). Новая программа увеличила значимость факторов, влияющих на количество публикаций в университетах, и вопроса оптимального распределения финансирования между исследовательскими группами. Цель исследования. В данном исследовании рассматриваются факторы, влияющие на продуктивность исследовательских групп в университете. В отличие от большинства других исследований по этой теме, данное исследование анализирует научную продуктивность на уровне исследовательских групп. Данные и методы. Исследование стало возможным благодаря наличию данных по 79 научным группам Уральского федерального университета за период с 2014 по 2020 годы. В качестве показателя работы исследовательских групп используются показатели её общего числа статей и числа статей в журналах с импакт-фактором более двух. Для определения факторов, влияющих на эти показатели, использовались эконометрические модели панельных данных. Мы использовали две отдельные выборки: по социально-гуманитарным наукам и по прочим наукам. Результаты. Выявлены следующие факторы, влияющие на результаты работы групп: количество участников, возраст исследовательской группы, научный возраст руководителя группы и объем финансирования. Наиболее интересный результат заключается в следующем: научный возраст научного руководителя и увеличение финансирования негативно сказываются на результативности группы. В статье приведены возможные объяснения этих результатов. Вывод. Поскольку целью создания и финансирования исследовательских групп является прежде всего повышение их научной результативности, результаты могут говорить в пользу назначения более молодых руководителей. Чемпионат мира по футболу 2018 г. стал первым чемпионатом, проведенным в России и Восточной Европе. На тот момент у России уже был опыт проведения таких спортивных мега-событий, как зимние Олимпийские игры 2014 г. в Сочи, летняя Универсиада 2013 г. в Казани, а также Олимпийские игры 1980 г. в Москве. Проведение матчей Чемпионата мира сразу в 11 российских городах, в число которых входит Екатеринбург, позитивно повлияло на социально-экономическое развитие данных городов (а также регионов). Подобное спортивное мегасобытие предоставляет уникальные возможности для маркетингового позиционирования города в мировом пространстве. В статье проанализированы проблемы разработки маркетинговой стратегии города на примере Екатеринбурга. На основе исследованных концепций маркетинга мест и конкурентоспособности территории была построена авторская модель 4C + 1S. Современное состояние городской среды было оценено при помощи SWOT-анализа, проведенного среди студентов. Также в ходе исследования был изучен мировой опыт городов в проведении спортивных мегасобытий и управлении объектами инфраструктуры после этих событий. В заключении статьи сформулированы предложения по позиционированию Екатеринбурга, включающие в себя улучшение транспортной системы, решение экологических проблем, повышение эффективности местного самоуправления и поддержание общественного консенсуса. В качестве туристической специализации Екатеринбурга были предложены два направления: деловой туризм или промышленный туризм с вовлечением «природных» и «исторических» аспектов. Представленная модель 4C + 1S может быть использована в качестве методологии для разработки маркетинговых стратегий города. Кроме того, статья вносит вклад в развитие маркетинга мест. Полученные результаты могут быть применены в дальнейших исследованиях в сфере урбанистики. 2018 FIFA World Cup became the first championship held in Russia and Eastern Europe. However, at that time, Russia already had experience in hosting sports mega-events such as the 2014 Winter Olympics in Sochi, the 2013 Summer Universiade in Kazan, and before that the 1980 Olympic Games in Moscow. Hosting the championship in 11 cities at once sets the 2018 FIFA World Cup apart from all these events. It gave impetus to the socio-economic development of all cities (and regions) where the matches were held, including Ekaterinburg. On the other hand, the sports mega-event provides unique opportunities for the global marketing positioning of the city. The present study examines the challenges of developing a city marketing strategy using the case of Ekaterinburg. Theoretical foundations of place marketing were employed for the analysis. Based on the critically explored concepts of place marketing and the competitiveness of the territory, the author’s 4C + 1S model was constructed. The current state of the urban environment was evaluated using a SWOT analysis conducted in a group of students. The research also analysed cities’ experience in conducting recent sports mega-events in the world and managing their facilities and infrastructure after these events. In conclusion, we formulated the proposals for Ekaterinburg’s positioning, including the improvement of the transport system, solution to environmental problems, increase in the effectiveness of the local government, and maintenance of public consensus. As a basis for specialisation, it is suggested to consider either the industry of meetings (MICE) or industrial tourism with complementary ‘natural’ and ‘historical’ directions. The proposed 4C + 1S model can be used as a methodological framework for the creation of urban marketing strategies. Additionally, the article makes a theoretical contribution to the development of place marketing. The results can be applied in further academic urban studies. Regional studies are right in the center of scientific and political discourse at the moment; regional issues acquire special significance in the countries with a transition economy. However, there is still no clear definition of the term “region”. Due to its multifaceted nature, it certainly has natural, cultural, economic, political, and social dimension. At the same time, this term occupies a wide range of phenomena from small parts of countries to huge continental interstate formations. The goal of this paper is the analysis of various theoretical and methodological approaches to the definition of the region. We have brought different approaches, from the classical school to the New Economic Geography. The latter considers the region as a unit of space for economic activities. Thus, the region becomes a multidisciplinary object of research within the framework of economic theory and economic geography. In Europe, the integration processes put the region on the forefront of economic policy. The issues of regional policy are equally important in the light of the economic modernization processes taking place in Russia and Serbia. This article also summarizes the experience of regional studies of Serbian and Russian schools. The results can be used in further theoretical and applied research, writing theses in the field of economics and economic geography.

This article presents a model for the evaluation of scientific research output from the standpoint of university engagement with the socio-economic environment based on a scientometric analysis of topical areas. - Abstract
Sustainable development is a worldwide recognized social and political goal, discussed in both academic and political discourse and with much research on the topic related to sustainable development in higher education. Since mental models are formed more effectively at school age, we propose a new way of thinking that will help achieve this goal. The authors undertook this study in the context of Russia, where the topic of sustainable development in education has been yet poorly developed. The authors used the classical methodology of the case analysis. The analysis and interpretation of the results employed the framework of the institutional theory. Presented is the case of Ural Federal University, which has been working for several years on the creation of a device for the purification of industrial sewer water in the framework of an initiative student group. Schoolchildren recently joined the program, and such projects have been called university-to-school projects. Successful solutions for inventive tasks contribute to the formation of mental models. This case has been analyzed in terms of institutionalism, and the authors argue for the primacy of mental institutions over normative ones during sustainable society construction. This case study is the first to analyze a partnership between a Federal University and local schools regarding sustainable education and proposes a new way of thinking.

The article discusses the use of various institutions of scientific imperialism, including the institution of publishing academic articles in English, the institution of standardizing how research should be reported, and the institution of indexing of articles in two global databases. We show that the establishment of institutions of scientific imperialism entails a number of negative trends: slowing down the publication of articles, the loss of a national research culture, and formulating and presenting research results to fit the requirements of indexing databases. We identify possible approaches to mitigate the negative effects associated with the expansion of the institutions of scientific imperialism. [ABSTRACT FROM AUTHOR]

The current growth of scientific knowledge has intensified the problem of research performance assessment. However, there is still a lack of the unified assessment methodology, largely due to the changing nature of modern science. At present, knowledge is increasingly generated by collective actors – research teams, rather than by individual scientists. These collective actors constitute a complex self-developing and evolutionary system, making its evaluation rather problematic. By using a goal-oriented approach, this paper seeks to identify specific characteristics of various research team types and suggests a qualitative criterion against which their research performance can be measured. It is shown that a research team forms and evolves around a goal that is shared by all its members; this common goal defines both structural-managerial characteristics of such a collective actor and qualitative attributes of attained research objectives. The obtained results – research team models and the qualitative criterion of their performance – can be used as a platform for further research into the cross-cultural, ethical, and economic dimensions of research teams, as well as for assessing research performance of actual teams. Статья по типу является исследовательской. В контексте современного уровня приращения научного знания актуализируется проблема оценки результатов научной деятельности. Исследователи до сих пор не пришли к единому основанию в плане выбора измерительной методологии и критериев, что во многом связано с изменением специфики современного научного познания. Современный вектор науки направлен на генерацию знания множественными акторами – научно-исследовательскими коллективами (НИК), а не индивидуальными исследователями. Такие коллективные акторы являются сложной саморазвивающейся и эволюционирующей системой, поэтому и оценка их деятельности должна быть комплексной и включать как количественные, так и качественные показатели, причем определение последних особенно затруднительно. Цель данной работы заключается в выявлении типологических особенностей НИК и теоретическом обосновании потенциала его продуктивности (ПП) на основе авторского целеориентированного подхода. Суть данного подхода заключается в определении стержня формирования НИК как цели, разделяемой всеми его членами, задающей и структурно-управленческие особенности такого актора, и качественные атрибуты достижения совместной исследовательской задачи. Полученные результаты – модели типов НИК и качественный показатель их результативности – могут быть использованы не только для дальнейшего теоретического анализа НИК в кросс-культурном, этическом, и экономическом измерениях, но и для оценки результативности действующих коллективов исследователей.

The effectiveness of scientific knowledge generation in the new economy becomes critical for the functioning of the economic system. University is the main «producer» of scientific knowledge and a key actor of economic transformation at each level of analysis (country, region, city). There are many models for evaluating universities’ impact on the regional economies. The aim of the work is the development of a common tool for analysis based on the institutional economic theory. The methodological basis of the work is the model of institutional configuration of knowledge generation. To bridge the artificial gap in the subject-object relationship, the problem has been analyzed on the basis of the methodological unity of the actors, stakeholders and institutions, as well as their interrelations with the environment (natural, political, social, economic, cultural). The authors have proposed an original institutional typology of knowledge generation by universities based on the popular model of corporate knowledge management SECI. By means of this model, the institutions of socialization, externalization, combination and internalization of knowledge were identified. A number of indicators has been formulated that can be used for the purposes of indicative planning and statistical analysis. The results of the work can be also used to conduct further theoretical and applied research in the field of analysis of regional higher education systems. In addition, the model is of potential interest for politicians in the development of regional and national educational policies. Эффективность генерации научных знаний в условиях новой экономики приобретает критическое значение для функционирования экономической системы. Университет является основным «производителем» научных знаний и ключевым актором экономической трансформации на каждом уровне анализа (страна, регион, город). Существует множество моделей анализа влияния университетов на региональную экономику. Цель работы состоит в выработке единого инструментария анализа влияния университетов на региональные экономические системы на основе достижений институциональной экономической теории. Методологической основой работы служит модель институциональной конфигурации генерации знаний. Чтобы избежать искусственного разрыва субъектно-объектной связи, проблема анализируется на основе методологического единства субъектов, стейкхолдеров и институтов, а также их взаимосвязей с окружающей средой (географической, политической, социальной, экономической, культурной). Авторы предлагают оригинальную типологию институтов генерации знаний университетами на основе популярной модели корпоративного менеджмента знаний SECI. С помощью данной модели были идентифицированы институты социализации, экстернализации, комбинации и интернализации знания. Такие коллективные акторы являются сложной саморазвивающейся и эволюционирующей системой, поэтому и оценка их деятельности должна быть комплексной и включать как количественные, так и качественные показатели, причем определение последних особенно затруднительно. Цель данной работы заключается в выявлении типологических особенностей НИК и теоретическом обосновании потенциала его продуктивности (ПП) на основе авторского целеориентированного подхода. Суть данного подхода заключается в определении стержня формирования НИК как цели, разделяемой всеми его членами, задающей и структурно-управленческие особенности такого актора, и качественные атрибуты достижения совместной исследовательской задачи. Полученные результаты – модели типов НИК и качественный показатель их результативности – могут быть использованы не только для дальнейшего теоретического анализа НИК в кросс-культурном, этическом, и экономическом измерениях, но и для оценки результативности действующих коллективов исследователей.

- Abstract
The scope of our research is the university as the key actor of economic change. Historically, it is possible to allocate four types of the university by analogy to four industrial revolutions. In the conditions of the fourth industrial revolution, there is a radical shift in the university model. From research and development and technology transfer, the university moves to the creation of the intellectual capital. The university does not simply conduct R&D for business but creates essentially new industries. The university becomes the center around which the new hi-tech enterprises grow. This phenomenon has been entitled entrepreneurial university that is the main actor of the entrepreneurial (startup) economy. In this study, we examined the different approaches to the evaluation of universities, first of all, global university rankings. Each ranking methodology assesses the different functional areas; a unified methodology of the evaluation of university as a complex system is currently lacking. At the same time, we tried to define the mechanism of the impact of the universities on regional economic growth grounding on a case of Russian universities. A comparative study of Novosibirsk and Tomsk universities has revealed key problem areas and barriers in the process of university engagement in regional economic systems. The findings will be used in further theoretical and applied research, as well as decision-making in the area of educational policy.

- Abstract
The aim of this paper is to examine the development of a financial framework for assessing the effectiveness of interventions. The research is based on the evidence from Serbia. In terms of methods applied, we used econometric and scenario analysis. We presented - as individual separate items - the issues such as "who" - Government budget (Ministry, specific program, loan, donor, etc.), "how much" - the amount spent, "where" (NUTS 2 region), and on "what" (type of initiative). In our model, each of the interventions applied to one of the regional development priorities is linked and evaluated by its effectiveness observing the performance of the group of indicators associated with each of the priorities. All data obtained from 8 sectors were categorized under 4 priorities, i.e. "People, Place, Productive Capacity, and Institutional Capacity". Accordingly, we evaluate the effectiveness by observing the performance of a group of indicators related to each of the priorities. Our recommendations for optimizing the distribution structure of regional policies and regions are determined by the analysis of the performance of the group of indicators and their relative rankings per NUTS 2 region. The results are significant for further theoretical and applied research, as well as decision-making in the field of government financial policy. Our results confirmed that calculations of funds for regional development in strategic areas appear to be slightly problematic because, in the past, there was no strategic distribution based on established facts, which could be measured in terms of performance.

Social and economic evolution is described by numerous wave and cyclic concepts. Nevertheless, at certain historical periods, societies make great breakthroughs known as technological revolutions. Now we are on the threshold of the fourth industrial revolution characterized by a rapid development of such industries, as robotics, artificial intelligence, neuroscience, brain engineering, and 3D printing. Social and economic development always went in parallel with science. However, the role of science in economic processes has been changing throughout time. The focus of the present research is the university as a key actor of economic change. Historically, it is possible to allocate four types of universities by analogy with four industrial revolutions. Under the conditions of the fourth industrial revolution there is a radical shift in the university model. From R&D and technology transfer universities move to creation of intellectual capital. Universities do not simply conduct R&D for business, but also create essentially new industries. Universities become a centre round which new hi-tech enterprises grow. This phenomenon has been entitled an entrepreneurial university, which is considered to be the main actor of entrepreneurial (startup) economy. The research main objective is identification of key factors in the entrepreneurial university success. The authors analysed the Global University Venturing ranking leading universities. The research is not limited to the quantitative data; qualitative indicators are also of great importance. Various techniques to estimate the university entrepreneurial capacity (Reuters, EULP-Entrepreneurial Universities Leaders Program) have been considered, and their comparative analysis has been conducted. The final model is based both on quantitative or qualitative indicators; the model can be used not only for estimation of entrepreneurial capability, but for the development of university strategy as well.

Доклад посвящен одной из самых перспективных образовательных технологий – портфолио. При этом портфолио может и должно создаваться как студентами в процессе обучения, так и педагогами. Рассмотрены теоретические подходы к проблеме: понятие портфолио, его функции и классификация. Из различных видов портфолио по форме исполнения выбрана наиболее гибкая и открытая форма – сетевое (веб) портфолио, которое представляет собой не что иное, как личный сайт. В практической части доклада анализируется два подхода к созданию портфолио. Первый основан на информационной структуре вуза (даны примеры практического внедрения такой платформы в вузах). Второй подразумевает самостоятельное создание веб-портфолио на базе wiki-платформ. Даются конкретные инструменты и рекомендации как по созданию, так и по продвижению сайта. The report is devoted to one of the most perspective educational technologies – a portfolio. In such case portfolio can and it has to be created by both students in the course of training, and teachers. Theoretical approaches to a problem are considered: concept of the portfolio, its functions and classification. Net or web portfolio which is a personal site is chosen from different types of the portfolio as the most flexible and open form. In the practical part of the report two approaches to creation of the web portfolio are analyzed. The first is based on information systems of the university (examples of practical introduction of such platform at the universities are given). The second implies independent creation of web portfolio on the basis of wiki sites. Concrete tools and recommendations both about creation, and about promotion of the site are given.

Аутсорсинг как социально-экономический феномен уже много лет показывает гигантские темпы роста в мире. В России проникновение аутсорсинга значительно ниже, однако темпы роста также впечатляющие. На фоне кризиса и внешнего давления на экономику России его роль еще более возрастает, т.к. большинство исследователей рассматривают аутсорсинг как средство повышения эффективности и снижения издержек предприятия. В первой части статьи рассмотрены теоретические основания феномена — различные подходы к определению и классификации, преимущества и риски. Также освещаются основные глобальные тренды в этой области. Далее переходим к модели внедрения на практике. Мы постарались рассмотреть различные концепции, было проанализировано большое количество эмпирической литературы, описывающей опыт внедрения аутсорсинга на крупнейших российских предприятиях (автор также опирался на собственный опыт в данном вопросе). Большое внимание было уделено проблемам правового обеспечения аутсорсинга, а также необходимости формирования профессиональных стандартов и образования в области аутсорсинга., Outsourcing is a socio-economic phenomenon having been shown huge growth rates in the world for many years. In Russia penetration of outsourcing is much lower; however growth rates are also impressive. Against crisis and the external pressure upon economy of Russia its role even more increases since most of researchers consider outsourcing as means of increase of efficiency and decrease in expenses of the enterprise. In the first part of the article the theoretical bases of a phenomenon — various approaches to definition and classification, advantages and risks - are considered. Also the main global trends in this area are lit. Further we pass to a model of introduction into practice. We tried to consider various concepts, a large number of the empirical literature describing experience of introduction of outsourcing at the largest Russian enterprises was analyzed (the author also relied on his own experience in the issue). Much attention was paid to problems of legal support of outsourcing, and also need of formation of professional standards and education in the field of outsourcing.
