Quality of transport service is a crucial factor to provide transport services in line with the users expectations. In this research, we start from previous knowledge of the concept Level of Service (LOS) in the transport sector to evaluate whether tools and scales defined in previous studies are also applicable in defining the level of service in the ferry port. We decided to focus on the tool for measuring service quality in Ro-Ro ferry ports because they are the most important and often the only connection between the island and the mainland. Prometni tok kanala sv. Ante definiran je kao jednosmjerni promet. Budući da kanal nije pravocrtan, potrebno je često mijenjati kurs i smatra se da je obilaženje većih brodova opasno. Zbog navedene problematike uveden je centar za nadzor i upravljanje kanalom kojim upravlja nadležni operater. Njemu podliježu svi brodovi iznad 50BT-a. Na navedeni problem uglavnom se nailazi u ljetnim mjesecima kada je povećan promet brodova te je operater dužan puštati brodove za plovidbu kanalom. Ipak, on nije u mogućnosti uvijek ponuditi rješenje koje je odgovarajuće, stoga je izrađen model kojim bi se upravljalo prometnim tokom koristeći obojene Petrijeve mreže pomoću programskog alata CPN tools.

Najnapredniji model upravljanja teretom u morskim lukama današnjice je model pametne luke, u kojemu su svi dionici lučkih operacija i multimodalnog transportnog lanca tijesno mrežno povezani. Različite morske luke dostignule su različite stadije implementacije poslovnih informacijskih sustava koji omogućavaju neprekinuti tijek podatak i međusobnu povezanost. Neke hrvatske luke mogu se smatrati u tom smislu "lukama u razvoju", jer trenutačno pokušavaju pojednostavniti poslovne procese. Ministarstvo pomorstva, prometa i infrastrukture ima važnu ulogu u razvoju hrvatskih morskih luka putem prepoznavanja značaja digitalizacije i povezanosti dionika u transportnom lancu (brodari, agenti, špediteri itd.), te je poduzelo konkretne mjere s ciljem postizanja digitalizacije i njihove povezivosti. Inicijalni korak kod izgradnje pametnih luka je integracija sustava i povezivanje dionika unutar pojedinih luka, a zatim i međusobno povezivanje više lzka. Prvi korak u tranziciji hrvatskih luka u pametne luke je razvoj sustava lučke zajednice (PCS - Port Community System) i NSW (National Single Window) sustava. U kasnijim fazama razvoja, cilj bi trebao biti uvođenje adekvatnih pametnih tehnologije koje će rezultirati ubrzanjem manipulacija teretom i ostalim poslovnim dobrobitima.

8. Petri Net Model for Drone Search and Rescue Actions at Sea

During search and rescue actions at sea using classic search units, problems such as slow area search and reduced efficiency during area search are encountered. There is a need for a new component that would improve the system and it does not require great costs that classic SRUs – Search Rescue Units do. One of the possible solutions is the use of unmanned air vehicles in search actions at sea. They could be operative within four minutes and they can make photographs of the search area using their camera and send real data important for the management of those actions. The search and rescue system can be described as discrete event system with unpredictable results. Therefore, in the paper it is suggested to model such dynamic system and unpredictable behavior using colored Petri net that integrates fuzzy rules.

Studija je izrađena prema pravilima i standardima EU. Kako se radi o međunarodnom projekt sa četrnaest partnera studija je rađena po identičnoj metodologiji uz strogu kontrolu kvalitete.

10. Technological processes inside a ro-ro ferry terminal

The aim of this paper is to contribute to a better understanding of technological processes within the ro-ro fer-ry terminal regarding passengers and road vehicles. Good understanding of these technological processes is a basis for analysis and improvement of quality of service towards these two types of users. An analysis of technological processes in departure and arrival in ro-ro ferry terminals, described in PIANC guide Port facili-ties for ferries, was conducted. Based on these findings technological processes in departure and arrival were modelled by using Event-driven Process Chain diagram (EPC diagram), separately for passengers and road vehicles. This research provides a framework for analysis, evaluation and improvement of quality of service within the ro-ro ferry terminal from the perspective of passengers and road vehicles.

11. Praćenje i upravljanje akcijama traganja i spašavanja na moru pomoću Petrijevih mreža

U današnje vrijeme prilikom akcija traganja i spašavanja eksperimentalno se koriste bespilotne letjelice. Kad nije poznata točna lokacija unesrećenih osoba/broda, bespilotne letjelice mogu se lansirati unutar nekoliko minuta i krenuti u akciju traganja i spašavanja. Bespilotna letjelica može u vrlo kratkom vremenu i uz minimalne troškove pomoću svoje kamere snimiti fotografije incidentnih situacija na moru i slati real-time informacije bitne za upravljanje takvim situacijama. Kad se otkrije točan položaj ugroženog entiteta, započinje akcija spašavanja. Prema informacijama o položaju broda, upravljivosti i brzini, kontrolni centar određuje koji brod treba biti uključen u operaciju spašavanja. Ovaj autonomni sustav može se opisati kao sustav s diskretnim događajima. Neka od stanja su nepoželjna, kao što su konflikti i sudari u sustavu. Stoga je potrebno primijeniti odgovarajuću strategiju za promatranje i upravljanje zadatcima resursa u takvom sustavu kako bi se omogućilo izvršavanje misije. U radu se predlaže model sustava bespilotnih letjelica primjenom obojenih Petrijevih mreža. Cilj rada je praćenje stanja letjelica. Poseban izazov je modelirati fizičku interakciju letjelica s okolinom i kontrolnim centrom koji donosi odluku koje plovilo kreće u akciju spašavanja.

The massive shift of traffic to motorways of the sea will bring significant economic effects. As well-known, the transport cost of motorways of sea transport is much lower compared to road transport. Maritime transport is the most energy-efficient transport mode. When traffic is shifted to the motorway of sea, logistics would take the cheaper route and the total transport cost is decreased. The purpose of - cost-benefit analysis (CBA) of relevant Motorways of the Sea (MoS) in the Adriatic region covering the European trans- national Adriatic maritime traffic flows is to: a) consider existing situation at the relevant ports and terminals for proposed MoS, b) review existing development plans and strategies, c) perform detailed cost-benefit analysis taking into account relevant data as well as micro, mezzo and macro business and social environment, and d) to analyse possibilities of achieving higher growth rates. Determined methodology for estimation of values of parameters that characterize current condition at the relevant ports and terminals is presented: current and expected requirements of users in connection with gross turnover and planned traffic volumes ; strategic objective of the European regional development to bring the utilization rate of maritime transport capacities into optimum scope and in line with reasonably expected requirements of users, to develop new capacities, and other significant relevant factors for development and strengthening of proposed MoS.The analysis involves the current transport conditions and determine future goals aimed at supporting an efficient, integrated, balanced and sustainable development of relevant MoS as well as their initial integration into EU transport sector. This paper present results of research on AdriaticMoS project, IPA Adriatic Cross-border Cooperation Programme, during 2014.

Strategically located at the crossroads of regional and international maritime routes, Croatia’s coastline of 5, 835 km (6, 287 km including islands) includes 718 islands (1, 246 with coastal reefs) and is one of the most indented coastal regions in Europe. Croatia has a long maritime tradition and the maritime sector has always played a key role in the economic, trade and social development of the country. Maritime transport is central for connecting Croatia’s islands and improving access and mobility to its citizens. The country has a thriving coastal shipping and nautical tourism industry with over 11 million passengers embarking and disembarking in Croatia’s ports. The country covers a land area of approximately 56, 594 km2 with a coastline of 1, 400 km long (6, 287 km long when counting Croatia’s 1, 246 islands). In this paper Croatian maritime ports are analysed focused on previous investments and current capacities and port services. Main objective of this research was to analyse present Croatian port sector: infrastructure and suprastructure facilities and development plans, port services and related organizational structure for undertake that services, port regionalization possibilities et. al. and problems and obstacles derived from insufficiently developed technical-technological and organizational aspects.

14. Model of implementation of the motorways of the sea system in function of environmental protection

Promet, pogotovo cestovni prijevoz kao jedan dominantnih sustava prijevoza, uzrokuje iznimno negativan utjecaj na okoliš i društvo. Očituje se kroz učestala prometna zagušenja, povećani rizik od prometnih nezgoda, povećanu razinu buke, povećani stres svih sudionika i društva općenito, velike količine štetnih ispušnih plinova koje prijevozna sredstva direktno ispuštaju u okoliš te one koje su ispuštene u procesu proizvodnje pogonskog goriva. Morske autoceste su pomorski servisi integrirani u logistički lanac od vrata do vrata koristeći održive, redovite, učestale, visokokvalitetne i pouzdane short sea shipping veze. Morske autoceste praktičan su primjer definicije kombiniranog (održivog) prijevoza. Radi se o prijevozu intermodalnim načinom gdje je pomorski dio veći dio puta. Sustav morskih autocesta ne zahtjeva značajne infrastrukturne investicije u lukama, ali se za uspješnost servisa podrazumijeva izvrsna integracija s ostalim sustavima prijevoza, u prvom redu željezničkim i cestovnim sustavom prijevoza. Činjenica da se u luci događa interakcija s različitim načinima prijevoza čini luku iznimno važnom karikom u postizanju konkurentnosti i učinkovitosti sustava morskih autocesta. Jednako je bitna komunikacija i protočnost interakcije s brodom, željezničkim ili cestovnim sustavom jer ukoliko samo jedna veza nije besprijekorna, to se prenosi na pouzdanost i kvalitetu cjelokupnog prijevoznog sustava. U odnosu na trenutni model funkcioniranja prometnog sustava u Republici Hrvatskoj, gdje je razvoj lučkog i gravitacijskog prometnog sustava prepušten svakoj luci samostalno (šest samostalnih luka), te gdje ne postoji sustavno specijaliziranje svake luke ili pravca, rezultati analize su poražavajući. Oni svjedoče da je trenutni model lučkog sustava Republike Hrvatske neprimjeren za implementaciju sustava morskih autocesta i da ne postoji niti jedan element koji bi opravdao njegovo zadržavanje. Analiza upućuje na zaključak da se znanstvenim pristupom koji uključuje identifikaciju svih relevantnih čimbenika, analizu stanja cjelokupne prometne infrastrukture te identifikacijom kriterija koji utječu na funkcioniranje sustava morskih autocesta, može sigurno i točno odrediti koji je model optimalan za uvođenje održivog sustava morskih autocesta, ali i ocjenu postojećeg modela. Iz analize utjecaja svakog od kriterija zasebno, te svih kombinacija, može se zaključiti da kod implementacije održivog sustava na primjeru prometnog sustava Republike Hrvatske mogu se izdvojiti dva scenarija (modela) kao optimalni izbor. Radi se o modelima dvije luke i tri luke., Transport, especially road transport as one of the modes and a dominant one, has a negative impact on the environment and the society. This is manifested through frequent transport congestions, increased risk of accidents, increased noise levels, increased stress for all stakeholders and the society in general, large amounts of exhaust gas from vehicles that is emitted directly into the environment and fumes discharged in the process of motor fuel production. Motorways of the Sea are maritime services integrated in the door-to-door logistic chain by using sustainable, regular, frequent, high-quality and reliable short sea shipping connections. Motorways of the Sea are a practical example of the definition for a combined (sustainable) transport. It is intermodal transport mode where maritime transport covers the largest part of the route. Motorways of the Sea system does not require significant infrastructure investments in ports, but success of the service presupposes excellent integration with other transport modes, notably rail and road. The fact that interaction with various transport modes takes place in a port, makes the port a significant factor in the formation of a competitive Motorways of the Sea system. Equally important is the communication and the flow of interaction with a ship, railway or road system because if only one link is not impeccable, it will be reflected in the reliability and quality of the entire system and service. In relation to the current model of the transport system functioning in the Republic of Croatia where development of port and gravity transport system is left for each port independently (six individual ports), and where systematic specialization of each port and route does not exist, the results of an analysis are devastating. The results testify that current model of the Motorways of the Sea implementation is entirely inappropriate and there is no element that would justify its retention. Analysis implies that scientific approach which includes identification of all relevant factors, state of the art analysis of entire transport infrastructure and identification of criteria which affect the functioning of the Motorways of the Sea system, can safely and accurately determine which model is optimal for the introduction of sustainable Motorways of the Sea system and can determine the evaluation of the current model. From the impact analysis of each individual criteria and all the combinations, it may be concluded that two scenarios (models) may be recognized as optimal choices for the implementation of a sustainable system on the example of the transport system of the Republic of Croatia. These two models are: a model of two ports and a model three ports.

15. Vrednovanje tehničke učinkovitosti kontejnerskih luka u suradnom odnosu na trgovačkom pravcu Istok − Zapad

The maritime container market with its dynamic nature and the increase of its seaborne trade is reshaping its player's power and influence on each other. Shipping lines are increasing market concentration in terms of carriers’ capacities leaving container ports with fewer choices rather than increasing investments with no guaranties of the positive balance sheet. Container ports always aim to improve their efficiency as it is considered one of the important element that reflects ports attractiveness. This triggered the aims and objectives of this research in finding a better solution to improve ports efficiency through cooperation between regional ports and apply the coopetition concept for the objective of increasing ports efficiency. The research approach was to assess ports relative technical efficiency of the main container ports in the East-West trade route. Accordingly, 42 ports among the world’s top 50 container ports were selected. The relative technical efficiency was measured by the aid of the Data Envelop Analyses (DEA) models (CCR, BCC, Super efficiency, Slack variable analyses and sensitivity analyses) for the period from 2011 to 2016. Assessment was applied twice, the first time for individual ports while the second time between clustered ports. Ports clusterization was performed by a clusterization model and the use of K- mean technique. Moreover, three scenarios of ports clusterization were tested to select the optimum applicable one. The first was by relying only the results obtained from the DEA models in forming ports clusters, while the remaining two scenarios were performed with the aid of a clusterization model coupled with the DEA models. The results showed that only the use of DEA models with manipulating its results to reach the research objective was not providing reasonable consistent results. On the other hand, the use of both models the DEA and a clusterization model showed reasonable reliable results. This approach was implemented twice, the first time with the exclusion of the efficient ports from proposed clusters while the second time all the study ports were grouped to form 14 clusters. Finally, this research concludes that ports clusterization could positively affect ports relative technical efficiency as well as coopetition among ports could be a good approach for improving ports efficiency. Moreover, it paves the way for introducing the coopetition concept with a tangible measuring tool which is benchmarking ports relative efficiency., Tržište pomorskih kontejnera svojom dinamičnom prirodom i porastom trgovine snažno utječe na snagu i međusobni utjecaj ključnih dionika. Brodarske kompanije stalno povećavaju tržišnu koncentraciju linija, posebice u pogledu svojih kapaciteta, ostavljajući pritom kontejnerske luke s manje izbora, a da pritom ne povećavaju ulaganja i ne jamče pozitivne financijske rezultate. Kontejnerske luke uvijek nastoje poboljšati svoju učinkovitost, jer se ona smatra jednim od važnih čimbenika atraktivnost luke. Značaj učinkovitosti potakla je ovo istraživanje, ponajprije u cilju pronalaženju rješenja za poboljšanje učinkovitosti luka kroz povezivanje regionalnih luka te primjenom koncepta suradnje u cilju povećanja učinkovitosti luka. Istraživački pristup temelji se na procjeni relativne tehničke učinkovitosti glavnih kontejnerskih luka na trgovačkom putu Istok-Zapad. Sukladno ovom pristupu, izabrane su 42 luke koje se nalaze među 50 najvećih kontejnerskih luka na svijetu. Relativna tehnička učinkovitost mjerena je pomoću analize omeđivanja podataka (Dana Envelop Analyses - DEA) odnosno odgovarajućih modela (CCR, BCC, super efikasnost, analize slaba varijabli i analize osjetljivosti) za razdoblje od 2011. do 2016. Procjena je provedena dva puta, prvi put za pojedinačne luke dok je drugi put analiza provedena za ujedinjene luke. Klasterizacija luka provedena je primjenom K-srednje tehnike. Nadalje, ispitana su tri scenarija klasterizacije luka za odabir optimalnog rješenja. Prvi se pristup temeljio samo na rezultate dobivene DEA modela, dok su preostala dva scenarija izvedena uz pomoć modela klasterizacije u kombinaciji s DEA modelom Rezultati istraživanja su pokazali da samo korištenje DEA modela nije dalo razumne i konzistentne rezultate. S druge strane, uporaba oba modela DEA i te pridružene klasterizacije rezultiralo je s razumnim i pouzdanim rezultatima. Ovaj je pristup primijenjen dva puta, prvi put uz izuzeće učinkovitih luka iz razmatranih klastera, dok su drugi put sve promatrane luke grupirane u 14 skupina. Konačno, ovo istraživanje jasno dokazuje da će klasterizacija luka pozitivno utjecati na relativnu tehničku učinkovitost luka, a suradnja među lukama mogla bi biti dobar pristup za poboljšanje njihove učinkovitosti. Nadalje, on ukazuje na korištenje koncepta suradnje te njegovo mjerenje opipljivim mjernim alatom za procjenu relativne učinkovitost luka.

16. MODELS FOR DEVELOPMENT OF COUNTY AND LOCAL PORTS PORTS WITH RESPECT TO THE COMPLEMENTARY SPATIAL CONCEPTS PORT AND THE CITY

Značajan problem u razvoju luka i lučkih područja, je spoznaja da planovi razvoja županijskih i lokalnih luka koje donose lučke uprave u svojstvu tijela upravljanja lukom i njenim lučkim područjem često nemaju pokrivenost u prostorno planskim rješenjima gradova i županija, ali i obratno. Odnosno, lučke uprave se planskim rješenjima vezanim za luku, a donesenim od strane gradova i županija upoznaju tek putem mišljenja nadležnog upravnog tijela za provedbu dokumenata prostornoga uređenja kada je već kasno za značajnije promjene. Navedeno ukazuje na činjenicu da relevantne stranke (lučke uprave i gradovi/županije) u postupku planiranja lučkog područja nisu uvijek aktivni dionici u postupku planiranja luka i pripadajućih lučkih područja u dokumentima prostornog uređenja. Rezultat toga su lučka područja koja nisu temeljena na razvojnim planovima lučkih uprava i koja nerijetko ne zadovoljavaju niti strukturom zastupljenih lučkih djelatnosti, niti kapacitetima, a naročito ne površinom i oblikom lučkog područja. Razmatrajući problematiku razvoja županijskih i lokalnih luka u prostornim planovima, vidljivo je da prostorni planovi županija ne posvećuju dovoljnu pažnju ulozi, značaju i razvoju luka županijskog i lokalnog značaja. Izrada prostornih planova koji se odnose na luke županijskog i lokalnog značaja iziskuje visoku stručnost i multidisciplinarnost, te poznavanje problematike prostornog planiranja, lučkog poslovanja, biologije mora i priobalja, tehnologije pomorskog prometa, pa sve do zaštite morskog okoliša. Iz navedenog proizlazi osnovna svrha i cilj provedenog istraživanja, a to je pronalaženje optimalnog modela i mjera za razvoj županijskih i lokalnih luka u odnosu na komplementarnost prostorne koncepcije luke i grada. Za potrebe definiranja i postavljanja modela korišteni su najvažniji indikatori i mjere koji utječu na razinu prostornog planiranja luke i grada. Provjera i dokazivanje uspješnosti postavljenog modela obavlja se na primjeru luke grada Rovinja. U radu su prezentirani različiti modeli (5 scenarija) razvoja županijskih i lokalnih luka u odnosu na komplementarnost prostorne koncepcije luke i grada koji su akceptirali postojeće probleme u razvoju luka i gradova, ali i predvidjeli rješenja (aktivnosti/mjere) za njihovo rješavanje. Ujedno su u radu za potrebe testiranja predloženih modela: ̶ utvrđeni dionici razvoja županijskih i lokalnih luka te njihove interesne veze ̶ utvrđeni kriteriji (indikatori) koji utječu na razvoja županijskih i lokalnih luka kao sastavnog dijela koncepcije grada III ̶ provedene ankete (6 anketa) za dobivanje relevantnih podataka u potrebnih radi vrednovanja kriterija. Nakon definiranja kriterija, veličina i težina korištenjem računalnog programa i višekriterijske analize, analizirani su dobiveni rezultati te su isti provjereni i testirani na primjeru luke/grada Rovinja. Na temelju dobivenih rezultata u disertaciji je zaključeno da se predloženi modeli razvoja županijskih i lokalnih luka u odnosu na prostornu koncepciju grada mogu primijeniti na bilo koji drugi morski lučki sustav u svijetu. Višekriterijskom analizom je zaključeno da scenarij Luka u funkciji turizma i javnog dužobalnog povremenog i linijskog prijevoza čini optimalan scenarij za razvoj županijskih i lokalnih luka grada Rovinja. Rezultati istraživanja ujedno pružaju dobru osnovu za daljnje usavršavanje modela razvoja županijskih i lokalnih luka kao i za teorijsko ispitivanje i donošenja novih propisa vezanih za urbanistički razvoj luka, grada i okolnog područja., A significant problem in the development of ports and port areas is the understanding that port development plans brought by port authorities in the capacity of the harbor area management body do not usually cover the spatial planning of cities and counties, but also vice versa. The above mentioned points out that port authorities get acquainted with the solution plans brought by the cities and counties only through the opinion of the competent administrative body for the implementation of spatial planning documents when it is already late for significant changes. The above points out that the relevant parties (port authorities and cities / counties) in the process of the port area planing do not always take an active part in the planning process of the ports and associated port areas in the spatial planning documents. As a result there are port areas which are not based on port development plans and which often do not satisfy neither with the structure of the represented port activities nor with its capacities, and especially not with the area and shape of the port area. Considering the issue of development of the port area in spatial plans it is evident that the spatial plans of the counties do not pay enough attention to the role, significance and development of the port of county and local importance. The elaboration of spatial plans related to the port of county and local importance requires high expertise and multidisciplinarity, as well as knowledge of spatial planning issues, port operations, marine biology and coastal areas, maritime transport technology, all the way to the protection of the marine environment. From the aforementioned, the basic aim and purpose of the conducted research is to find an optimal model and measures for the development of the port area in relation to the complementarity of the spatial concept of the port and the city. For the purposes of defining and setting up the model, the most important indicators and measures have been used which influence the level of spatial planning of the port and the city. The checking and proving of the success of the set model is carried out in the example of the Port of Rovinj. Thera are different models (5 scenarios) of the port area development presented in the paper in relation to the complementarity of the port and city concept of the spatial concept that have accepted the existing problems in the development of ports and cities, as well as foreseen solutions (activities / measures) for their solution. For testing purposes, in the paper thera are proposed models: V ̶ determined portions of port area development and their interest links ̶ established criteria (indicators) that affect the development of the port area as an integral part of the city concept ̶ conducted surveys (6 surveys) to obtain relevant data in the necessary criteria for evaluation. After defining the criteria, size and weight using the computer program and multicriteria analysis, the obtained results were analyzed and then tested on the example of the port / town of Rovinj. Based on the results obtained in the dissertation it was concluded that the proposed models of development of the port area in relation to the spatial concept of the town can be applied to any other marine port system in the world. Through the multi-criteria analysis, it was concluded that the scenario of the ports in function of the economy - tourism and public long distance and liner transportation is the optimal scenario for the development of the port area of Rovinj. The results of the research also provides a good basis for further improvement of the port development model as well as for theoretical examination and adoption of new regulations related to the urban development of the ports, the city and the surrounding area.

Pristupanjem Republike Hrvatske u punopravno članstvo Europske unije 2013. godine započele su promjene na tržištu pomorske kabotaže u Republici Hrvatskoj. Pravo obavljanja pomorske kabotaže, koje podrazumijeva prijevoz putnika i robe morem između hrvatskih luka, su prije pristupanja imali samo nacionalni brodari, čime je država štitila nacionalno brodarstvo. Tržište pomorske kabotaže Europske unije liberalizirano je Uredbom (EEZ) broj 3577/92 o primjeni načela slobode pružanja usluga u pomorskom prijevozu unutar država članica (pomorska kabotaža) kojom se obavljanje pomorske kabotaže na cijelom teritoriju Europske unije dopušta svim brodarima koji imaju poslovni nastan u bilo kojoj državi članici Europske unije. U Republici Hrvatskoj Zakonom o prijevozu u linijskom i povremenom obalnom pomorskom prometu pravno je uređena usluga pružanja javnog prijevoza u linijskom obalnom pomorskom prometu, kojom se pruža usluga prijevoza putnika, robe i vozila unutarnjim morskim vodama i teritorijalnim morem Republike Hrvatske. Ova vrsta javnog prijevoza obavlja se na unaprijed utvrđenim linijama prema javno objavljenim uvjetima reda plovidbe i cjenikom usluga. Pripremne radnje i postupak dodjele prava brodaru za pružanje usluge javnog prijevoza obavlja Agencija za obalni linijski pomorski promet. Agencija za obalni linijski pomorski promet trenutno provodi natječaje odnosno postupke nadmetanja, kroz modul e-nabave Elektroničkog oglasnika javne nabave Republike Hrvatske, za odabir brodara na 48 državnih linija, od čega 23 trajektne, 15 brzobrodskih i 10 brodskih linija. Ovi natječaji bit će otvoreni za sve zainteresirane brodare na području Europskog gospodarskog prostora, pa će se pozivi na nadmetanje i obavijesti o namjeri davanja koncesije objaviti kako u Elektroničkom oglasniku javne nabave u Republike Hrvatske tako i u dodatku službenog lista Europske unije - Tenders electronic daily (TED). Nužan preduvjet provedbi planiranih postupaka je izrada programa dodjele državnih potpora u obliku naknade za javne usluge na državnim linijama i studije opravdanosti davanja koncesije. Obzirom na navedeno nameće se sljedeće pitanje: Koje se promjene očekuju u narednom razdoblju u linijskom pomorskom putničkom prometu? Kako bi odgovorili na ovo pitanje Zavod za vodni promet Fakulteta prometnih znanosti organizirao je ovaj okrugli stol na temu Budućnost linijskog pomorskog putničkog prometa u Republici Hrvatskoj.
