Climate change will have a significant impact on forests as most of the factors determining their condition are modified by the effects of the climate change process. Some of these effects are a change in the distribution and amount of precipitation, an increase in the frequency of extreme meteorological phenomena, including hurricane winds, temperature distribution, or a change in the length of the growing season. In order to maintain the productivity of Polish forests and the range of ecosystem services they provide, the forestry sector will have to adapt to these changes. However, forestry will also have to take a part in holding back climate change. Achieving climate neutrality by mid-21st century and ensuring a 55% reduction in greenhouse gas emissions by 2030 will not be possible without using the ability of forests to absorb and permanently store carbon.

Horticulture and agriculture are sectors particularly vulnerable to the effects of climate change. Most factors of agricultural production, including the length of the growing season, the amount and distribution of precipitation, the occurrence and timing of spring frosts, maximum and minimum temperatures, etc., are modified by the effects of climate change. At the same time, these sectors are a significant source of greenhouse gas emissions: methane and nitrous oxide. Reducing this emission can be difficult, because it is permanently related to cultivation and breeding practices. Nevertheless, achieving climate neutrality and stopping climate change will not be possible without the participation of agriculture and horticulture in this process. The article presents: the challenges posed to agricultural production by the EU climate policy; the analysis of the Polish agricultural strategy in terms of its integration with the objectives of this policy; the proposed actions that should be implemented to ensure that Polish horticulture and agriculture can effectively participate in achieving climate neutrality; the results of research conducted among fruit growers from the Sandomierz region. The aim of the article is to discuss the challenges faced by Polish horticulture resulting from the EU climate policy and to present the results of research on the knowledge, awareness and opinions of a selected group of fruit growers concerning climate change and to assess their readiness to take action; 101 randomly selected fruit producers from the Sandomierz region participated in the study. Polish forestry seems to be insufficiently prepared for the challenges ahead. A new national forestry policy has not been developed in the past twenty years, which results, inter alia, in a lack of any clear indication of the role of Polish forests in climate protection. Adaptation to the effects of climate change is hampered by the lack of up-to-date, detailed scenarios of how this process will affect the climate factors in Poland. Particularly dangerous, in light of the role of forests in climate protection, is a significant decrease in the afforested area, which in turn leads to a reduction in the amount of carbon absorbed by them. Another obstacle to implementation of effective measures may be the growing disparity between the current forestry practice and social expectations, as well as a low degree of willingness from the State Forests to cooperate with stakeholders who present different opinions on how to conduct forest management. This obstacle may lead to disputes about the management of Polish forests at the European Union level and rulings of the Court of Justice of the European Union. The conducted analyses showed that cooperation with a wide range of stakeholders will be the basic condition for the inclusion of Polish forests in the implementation of climate policy objectives on a greater scale. It should help define the role of this sector in this process, implement the necessary adaptative and climate protection measures, and support activities aimed at acquiring new land for afforestation. It is contended that, in essence, climate policy is sustainable development policy, given that it postulates the use of renewable resources, and an increase in the effectiveness of use of non-renewable ones. Furthermore, it serves the security of future generations more than present ones; for while unfavourable impacts of climate change are already making their presence felt, truly negative consequences of considerable signifi cance are likely to be more of a matter for the second half of the present century. This is why, in analysing the evolution of the approach to climate policy through the late 20th century and into the 21st, it is also possible to appraise changes in the approach to the sustainable-development concept. This article has therefore sought to offer the author’s analysis of how the approach to sustainable development has evolved, by reference to Poland’s climate policy from 1988 through to 2016. As this is done, an attempt is also made to identify the conditioning that has decided upon and will go on determining the shape of national policy in this domain. Climate policy in Poland has been developing since the early 1990s. At the outset, it was not a source of controversy, with the consequence that the country rather rapidly signed up to and then ratifi ed the Kyoto Protocol to the UN Framework Convention on Climate Change. However, as early as in the late 1990s, reservations began to be expressed, to the effect that actions to protect the climate might pose a threat to Poland’s economy. A key turning point as regards the approach came with the growing dispute over the EU 2020 Climate and Energy Package. It was also at this time that a thesis began to take shape, holding that the goals of climate policy where at best unfavourable and at worst dangerous for Poland. This approach in fact held sway in successive years, leaving this country’s cooperation with the EU over this matter severely hindered. The main reason for this change of approach to climate policy can be considered to lie in the politicisation thereof, and hence the increasing dominance of the short-term interests of the Polish political elite over either the public interest or the security of future generations. This paper analyses Poland's climate policy from 1988 to 2010. The author presents background, as well as the main factors affecting climate policy in Poland - the foremost factor being European Union policy. In the author's opinion, the main problem of Polish climate policy is the lack of political will to effectively address energy issues and their effects on climate change.
