The purpose of the meeting was to bring up to date the methodologies and technical specifications that should be incorporated in Management Strategy Evaluation (MSE) work in ICES. The workshop was tasked with reviewing recent methodological and practical MSE work conducted in ICES and around the world, as well as the guidelines provided by the 2013 ICES Workshop on Guidelines for Management Strategy Evaluations (WKGMSE). The Terms of Reference indicated that the revision should include all aspects involved in MSE, while paying specific attention to several issues that had been identified through ICES practice. The Terms of Reference also requested WKGMSE 2 to consider how best to disseminate the guidelines to experts within the ICES community and the need for training courses. The workshop addressed all its Terms of Reference. The main results of the workshop are the revised MSE guidelines, as well as recommendations in relation to the ICES criterion for defining a management strategy as precautionary and in relation to the evaluation and advice on rebuilding strategies.

The Workshop on the Development of Quantitative Assessment Methodologies based on Life-history traits, exploitation characteristics, and other relevant parameters for data-limited stocks (WKLIFE) focuses on the provision of sound advice rules for data-limited stock (DLS) assessments that are within the ICES MSY framework. This ninth workshop was convened to further address the challenges to the evidence base for the provision of ICES advice with specific reference to DLS. The reviewers’ report of WKLIFE VIII (ICES, 2018) was used as the basis to draft ICES technical guidance on advice rules for stocks in Categories 3 and 4 following the meeting in 2018. The draft document reflected the conclusions of the WKLIFE VIII meeting report but in order to provide a good guidance document to the ICES community, some of the text and steps identified required further elaboration. The intersessional work undertaken ahead of this WKLIFE IX meeting provided a basis to revise the draft and during this WKLIFE IX meeting, the draft technical guidance was revised and updated. The draft report of, and recommendations from, the ICES workshop on data-limited stocks of short-lived species (WKDLSSLS) was re-viewed and additional simulation studies undertaken during WKLIFE IX, and the need for specific advice rules for these stocks examined. Annex 3 to this report contains the revised and agreed text by the participants at WKLIFE IX. Specifically, the draft ICES technical guidance was revised and amended based on the work presented at WKLIFE IX and its previous workshops with respect to short-term forecasts utilising a surplus production model (SPiCT – Stochastic Production model in Continuous Time), and harvest control rules for length-based approaches, for short-lived species, and for bycatch elasmobranch stocks.

In this note, we describe an approach which makes possible to execute online the set of codes used for eastern bluefin tuna (BFT-E) stock assess-ment at ICCAT. In 2014, ICCAT BFT-E working group has been able to execute thousands of model runs by using parallelization of R and Fortran codes on a supercomputer. This new approach has a lot of scientific benefits, but very few participants would be able to reproduce it without specific skills. Since november 2015, the H2020 BlueBridge project is funding an engineer to set up a WebSite (or VRE for Virtual Research Environment) where users will be able to parametrize and execute various steps of the BFT-E stock assessment workflow. By repackaging codes provided by ICCAT BFT-E working group the same codes are now executable online. They can be parametrized, executed and edited by anybody from a simple web page and data outputs are delivered in standard data format. At this stage, this VRE comes with various collaborative Web Services: a workspace to share documents or data, Web pages or RStudio server to process data online and an automated report service to dynamically generate documents packaging these results. Such a collaborative environment enables to store and access the whole set of data and source codes to replicate past results or to try new parametrizations of the model with usual tools or simple web forms. Such an approach is expected to give more transparency and collaboration within working groups., Dans cette note, nous décrivons une approche qui permet d'exécuter en ligne le jeu de codes utilisés pour l'évaluation du stock de thon rouge de l'Est (BFT-E) à l'ICCAT. En 2014, le groupe d’espèces sur le thon rouge de l’ICCAT a pu exécuter des milliers de scénarios de modèles en utilisant la parallélisation des codes R et Fortran sur un superordinateur. Cette nouvelle approche présente beaucoup d'avantages scientifiques, mais très peu de participants seraient en mesure de la reproduire sans compétences spécifiques. Depuis novembre 2015, le projet BlueBridge project H2020 finance un ingénieur pour créer un site Web (ou VRE pour « Virtual Research Environment »), où les utilisateurs pourront paramétrer et exécuter diverses étapes du flux de travail d'évaluation du stock de thon rouge de l’Est. En reconditionnant les codes fournis par le groupe d’espèces sur le thon rouge de l’ICCAT, les mêmes codes sont maintenant exécutables en ligne. Ils peuvent être paramétrés, exécutés et édités par n'importe qui à partir d'une simple page Web et les sorties des données sont livrées dans un format de données standard. À ce stade, ce VRE est accompagné de divers services Web collaboratifs : un espace de travail pour partager des documents ou des données, des pages Web ou du serveur RStudio pour traiter des données en ligne et un service de rapport automatisé pour générer dynamiquement des documents qui présentent ces résultats. Un tel environnement collaboratif permet de stocker et d'accéder à l'ensemble des données et des codes sources pour reproduire les résultats passés ou pour essayer de nouveaux paramétrages du modèle avec des outils habituels ou de simples formulaires Web. The a4a approach to Management Strategies Evaluation ( MSE ) is to develop a set of common methods and procedures to build a minimal standard MSE algorithm. This has the most common elements of both uncertainty and management options. Such a tool set should allow for the development of MSE simulations for many fisheries in an operational time frame. Between the 30th of January and the 3rd of February, in Ispra, Italy, the JRC organized a workshop on development of MSE algorithms with R/FLR/a4a. The workshop was a mix of hands-on coding and discussion/implementation of concepts associated with MSEs. The participants used the most recent version of the a4a MSE code, modularized the most important processes and developed their own version of several processes so that the MSE could model and test alternative management procedures to the one initially coded., JRC.D.2-Water and Marine Resources

Although the bluefin assessment is based on catch-at-age data, ageing using hard parts is an expensive and d{fficult process. Therefore length data are converted into age for bluefin using a growth curve, i.e. age slicing. Where age is predicted from length using the inverse of the von Bertalanffy growth curve.
