The Agreement on Port State Measures and follow-up national and regional implementation measures are well-intentioned to build up global resistance to illegal fishing. As the world’s busiest landing and transit hub, China has recently begun to take action to rein in the negative impacts of illegal, unreported and unregulated fishing on its fishing ports. Without treaty ratification and expansive cooperation with other States, that burgeoning effort is nowhere near to greening China’s intrastate and interstate seafood commerce. The widely asserted advantages of information and communication technology signal both an opportunity and challenges for China to overcome its non-ratification and minimal-coordination inertia. Localised and sector-specific trials of electronic monitoring, reporting, and traceability are symbolic of China’s progressive modernisation agenda on fishing port management. Scalability is the next test for electronic port State measures to expand coverage and generate coordinated gains from a holistic closed-loop and information-based paradigm. [ABSTRACT FROM AUTHOR]

This study aims to identify the main mechanisms of Accounting Information Governance. The Delphi method was applied in three stages with accounting experts to evaluate a set of mechanisms for managing accounting information. As a result, a ranking of priority mechanisms is presented, which indicates a list of necessary conditions for better data and information management. Such evidence could be useful for both the practice of accounting and for the training of future professionals who need to be able to face the challenges related to the impact of new technologies and the increasing volume of data and information. In terms of Information Governance, this study adds field evidence to the remaining gaps on this subject regarding the identification of the best mechanisms for using data and information and creating value. Purpose: This study aims to examine the performance implications of an information governance (IG) framework for managing, controlling access to and securing information, focusing on (1) the performance benefits of an organization's IG orientation and (2) how the configuration of IG orientation and supply chain (SC) strategy type relate to performance outcomes. Design/methodology/approach: This study leverages multiple secondary sources for US hospitals, serving as the context for the study. It also employs cluster analysis to develop an SC strategy taxonomy, namely sophisticated and delivery-focused SC strategies. The proposed research model is tested using a robust regression to mitigate the influence of outliers and produce more accurate estimates. Findings: IG orientation is positively associated with financial performance and patient experience, and IG-oriented hospitals with a sophisticated SC strategy realize more financial benefits and achieve better patient care experiences compared to other configurations. Regardless of SC strategy type, IG-oriented hospitals offer better care experiences than non-IG-oriented hospitals. Practical implications: This paper offers empirical evidence that a hospital's IG orientation and SC strategy jointly affect financial outcomes and patient experience. For hospitals, an organization-wide framework for governing information streamlines both intra- and inter-organizational information flows and improves care delivery throughout a patient's care experience. Originality/value: This is one of a few studies that empirically examine the performance implications of governance of information in the domain of supply chain management (SCM). Transnational companies have substantive impacts on nature: a hallmark of living in the Anthropocene. Understanding these impacts through company provision of information is a precursor to holding them accountable for nature outcomes. The effect of increasing disclosures (of varying quality) is predicated on 'information governance', an approach that uses disclosure requirements to drive company behaviour. However, its efficacy is not guaranteed. We argue that three conditions are required before disclosures have the possibility to shape nature outcomes, namely: (1) radical traceability that links company actions to outcomes in particular settings; (2) developing organizational routines, tools and approaches that translate strategic intent to on-the-ground behaviour; and (3) mobilizing and aligning financial actors with corporate nature ambitions. While disclosure is key to each of these conditions, its limits must be taken into account and it must be nested in governance approaches that shape action, not just reporting. Compliance with the General Data Protection Regulation (GDPR) or related laws by organizations could require organizational and technological changes. This topic has gained significant attention from management and scholars alike. Although the literature presents some reviews and research articles discussing challenges and enablers for GDPR compliance, they are often scattered and fragmented. One particular challenge is the implementation roadmap gap that arises when using ISO-based standards for compliance in isolation. On the other hand, as enablers for compliance, it raises the potential use of information governance (IG) and enterprise architecture management (EAM) disciplines. This research aims to provide a systematic literature review of the challenges and enablers for GDPR compliance and address this gap. The findings include a categorized list of challenges and enablers, a strategy for bridging the roadmap gap using IG and EAM, and the development of five propositions based on some challenges and enablers around this gap. Moreover, the study proposes a research agenda that includes conceptual work to build an IG-EAM framework, empirical research to verify those propositions, and developing new hypotheses stemming from the review’s challenges and enablers. These contributions enhance the body of knowledge providing practical insights for organizations striving for GDPR compliance.

Challenges in health data interoperability have highlighted overall health care system inefficiencies. Many organizations struggle to establish a robust data governance infrastructure to meet the increasing demands of advanced data uses, let alone sharing it with a large number of other organizations. There is a need for health care organizations to adopt information governance frameworks that encapsulates interoperability as a core attribute as this can improve data processing, knowledge translation and participation in the larger health data ecosystem. To establish interoperability between healthcare organizations, standards must exist in relation to how information is governed and circulates in the healthcare system, not just on how it is structured, stored and used within an organization. In this paper we demonstrate that interoperability between organizations cannot coherently exist without consideration of information governance within organizations. Lack of coherence can lead to lack of data accessibility, decreased organizational efficiencies, and poor data quality. With this in mind, we propose a unified framework that integrates the principles of both information and interoperability governance to increase the adaptability, flexibility, and efficiency of health information usage across the entire healthcare system. Introduction. This study aims to explore the role of higher education policy in planning information governance at the Islamic university, UIN Maulana Malik Ibrahim. Data Collection Methods. The datacollection technique involved was depth interviews with LPM expert staff, the head of the general division of the faculty, public relations, and an archivist. In addition, to conduct the interviews, reference materials were collected to compile previous studies. Data Analysis. The data analysis technique encompassed data reduction, data presentation, and conclusion drawing and verification. Results and Discussion. There is an important role of higher education policy in the process of information management at UIN Maulana Malik Ibrahim. This formulation refers to principles of information governance, which include definition of each party's role, the development of policies and implementation strategies in the governance process, monitoring and auditing of processes and stages of the governance process, information organization processes, and classification. Information, stakeholder participation, and the long-term viability of information governance processes are all important considerations. Conclusion. Information governance should conducted by the policies established by the relevant educational institution. If the information creation, processing, and governance divisions work properly, locating and acquiring information for institutional reasons should be a breeze.

The information environment is rapidly growing due to increased data from business transactions and processes. This calls for records management to support decision-making and business functions. This is possible through what we refer to as information governance. This paper aims to bridge the gap between existing records management practices and the ideal state by undertaking a records management audit at the Department of Teacher Training and Technical Education (DTT&TE) using the ARMA Information Governance Maturity Model, ultimately improving information governance and records management processes. The study employed a qualitative case study approach. Data was collected through observations and interviews with three respondents, including the chief, principal, and senior records officers. The study's key finding reveals that DTT and TE are at level 3 (essential) of the maturity level. This finding implies that DTT&TE has well-defined regulatory requirements and processes. However, the study also revealed that the organisation does not meet the required maturity level (5). To this end, this poses risks such as poor performance due to a lack of accountability, poor execution of records management practices, low levels of compliance with requirements, and backlogs of records resulting from a lack of retention and disposition schedules in the organisation. Furthermore, the study reveals that the above risks result from challenges such as shortages of storage, security issues, and inadequate staffing, among others. The word “governance” has gained extensive usage in the business sector. Thus, “information governance” is not a new addition to the lexicon. This study aims to examine English articles on information governance written by international academics and published in Scopus-indexed journals by adopting bibliometric and content analyses. We conducted the content analysis using the VOSviewer program, which allows us to display keyword co-occurrence and bibliographic coupling of nations and sources. We identified 587 publications on information governance spanning the last 30 years. The most prolific publication platform is the Journal of the American Health Information Management Association (n=32). The most productive nation is the United Kingdom (n=206). Citations reveal that the most significant authors and periodicals are Michie S. et al. (n=352) and the Journal of Medical Internet Research (n=552), respectively. The search terms for information governance (e.g., information governance, humans, and human) in this study generate six clusters. Research on information governance has experienced dramatic growth over the past three decades, which is evident from a worldwide viewpoint. Publications in European-published journals are observed. Abstract Background There has been an increasing interest in the use of “real-world” data to inform care decision making that could lead to public health benefit. Routinely collected service and activity data associated with the administration of care services and service-users (such as electronic health records or electronic social care records), hold potential to better inform effective and responsive decision-making about health and care services provided to national and local populations. This study sought to gain an in-depth understanding regarding the potential to unlock real world data that was held in individual organisations, to better inform public health decision-making. This included sharing data between and within health service providers and local governing authorities, but also with university researchers to inform the evidence base. Methods We used qualitative methods and carried out a series of online workshops and interviews with stakeholders (senior-level decision-makers and service leads, researchers, data analysts, those with a legal and governance role, and members of the public). We identified recurring themes in initial workshops, and explored these with participants in subsequent workshops. By this iterative process we further refined the themes identified, compared views and perceptions amongst different stakeholder groups, and developed recommendations for action. Results Our study identified key elements of context and timing, the need for a different approach, and obstacles including governmental and legal, organisational features, and process factors which adversely affect the sharing of real world data. The findings also highlighted a need for improved communication about data for secondary uses to members of the public. Conclusion The Covid-19 pandemic context and changes to organisational structures in the health service in England have provided opportunities to address data sharing challenges. Change at national and local level is required, within current job roles and generating new jobs roles focused on the use and sharing of real-world data. The study suggests that actions can be taken to unlock the potential of real-world data for public health benefit, and provides a series of recommendations at a national level, for organisational leaders, those in data roles and those in public engagement roles.

La conformación de una política en materia de gestión documental clara y objetiva, puede derivar en múltiples beneficios en la creación, captura, almacenamiento, uso y disposición de los documentos universitarios. La presente investigación tiene como objetivo determinar los componentes de una política de gestión documental para las universidades. Se utilizó como método principal el análisis documental y como técnica la revisión de documentos, aplicados sobre un grupo de políticas de gestión documental perteneciente a diferentes universidades. Se determinaron los componentes que debe contener una política, entre los que destacan: Glosario de términos, Preámbulo, Propósito, Declaración de Política, Alcance, Marco regulatorio y reglamentario, Sistemas de gestión documental, Responsabilidades, Relación con otras políticas, Vigencia y Referencias. As nodes in Social Internet of Things (SIoT) become more intelligent, malicious information occurs more frequently and spreads more widely. This problem can severely affect the trustworthiness of services and applications in SIoT. Methods to effectively control malicious information spreading in SIoT are essential and necessary. Reputation mechanism provides a powerful tool to tackle this challenge. In this paper, we propose a reputation-based mechanism to activate the self-purification capacity of the SIoT network by balancing information conflicts triggered by reporters and supporters. In order to find the best rewarding and punishment strategy, a bilateral cumulative-prospect-based evolutionary game model of SIoT network information conflict is constructed. Using local stability analysis and numerical simulation, the evolutionary trends of the proposed game model under different theoretical application scenarios are analyzed. The findings indicate that the basic income and deposit of both sides, the popularity of information as well as the importance of the conformity effect all have a significant impact on the system's steady state and evolutionary path. The specific conditions that both participating sides of the game tend to treat conflicts relatively rationally are analyzed. Dynamic evolution analysis and sensitivity analysis of selected parameters show that basic income is positively related to smart object's feedback strategies, while deposit is negatively related to that. While weight of conformity effect or the information popularity goes up, the rising of feedback probability is observed. Based on the above results, suggestions on dynamic reward and punishment strategies are given. The proposed model is a helpful attempt to model the evolution of information spreading in SIoT networks, with the ability to simulate several well-known regularities of message dissemination. Proposed model and suggested quantitative strategies can be helpful to build feasible malicious information control facilities in SIoT networks.

In this paper we describe our experiences of managing information governance (IG) processes for the assurance of healthcare AI, using the example of an out-of-hospital-cardiac-arrest recognition software within the context of the Welsh Ambulance Service. We frame IG as a socio-technical process. IG processes for the development of trustworthy healthcare AI rely on information governance work, which entails dialogue, negotiation, and trade-offs around the legal basis for data sharing, data requirements and data control. Information governance work should start early in the design life cycle and will likely continue throughout. This includes a focus on establishing and building relationships, as well as a focus on organizational readiness and deeper understanding of both AI technologies as well as their safety assurance requirements.

Patients must trust doctors, their decisions and actions; this confidence extends to how we treat patients' information. Healthcare information should be accurate and securely stored in a readily accessible format. With the digital revolution it is increasingly simple to do this, but it is important to be mindful of just how easy it is to breach confidentiality. There is extensive legislation governing the use of healthcare information and the Caldicott principles describe good practice. In 2015, the United Nations (UN) adopted the Sustainable Development Goals (SDGs). Sub-goal 15.3 aims to achieve "Land Degradation Neutrality" (LDN) by 2030 through the efforts of UN member states. Countries committed to LDN are encouraged to report on progress to the UN by tracking three globally recognized indicators: land cover, land productivity, and soil organic carbon stocks. This requires the adoption of a methodology for accurately assessing land degradation and the availability of mechanisms for collecting and reporting the data. In Kyrgyzstan, the first LDN report identified a serious gap in national carbon stock data and a lack of standard procedures for monitoring and reporting on all three LDN indicators. Recent efforts to develop scientifically sound methods for assessing soil organic carbon stocks and calculating the other two indicators based on available national datasets could help address these deficiencies. However, to be effective, methodological advances need to be embedded in a suitable institutional architecture. Based on semi-structured interviews with local experts, this study shows how the institutional context within which information users and producers interact affects the provision of environmental data required by international agreements. Drawing on the knowledge commons framework, this paper identifies and describes three social dilemmas at the root of tensions in information governance that affect LDN reporting in the Kyrgyz context. The study also identifies opportunities for learning and improvement and highlights key issues that are relevant beyond the LDN context and could contribute to enhancing monitoring and reporting on environmental dimensions of other SDGs. • The institutional context is important for ensuring effective data provision. • Tensions between private and collective interests shape information governance. • Information is often valued as economic resource or a source of political power. • Perceptions of the benefits and risks of data sharing affect actors' cooperation. • Achieving LDN targets relies on a coordinated approach and political commitment. When taking advantage of technology, healthcare is often met with considerably more barriers to entry than business. Cloud platforms can offer great benefits such as scalability, reduced cost and the ability to effortlessly collaborate across services, and indeed, across the world [6] yet healthcare has been slow to take advantage of these gains. This paper explores the challenges faced by healthcare, how using synthetic data can avoid the initial information governance barriers, provide the experience to effectively evaluate cloud platforms, enable effective research collaboration with education and industry, and support the digital transformation journey. Information governance (IG) embraces underlying necessities to organize information using consistent method for meeting organizational needs. This demand has proliferated over the past few years to any organization, including universities. However, due to the poor nature of information management systems in Nigerian universities, there is a significant need to explore the possibilities of IG implementation. Even though various factors affect IG success, these have not been investigated yet, particularly in the context of the Nigerian university system. The objective of this study is to identify key factors necessary for IG implementation in universities. A qualitative research using a case study approach was used with a semi-structured interview technique to elicit findings from the domain of information and record management in case universities. Findings were qualitatively analyzed using ATLAS-ti 7.0 software for developing meaningful interpretations. Research findings embraced key factors including user expertise, funding, technology; org. facilities, and security, which are the necessities of leading to successful IG implementation. Objectives: The health information governance (HIG) program is an extensive organizational framework for information management across its lifecycle. This program is important as a strategy for the materialization of high-quality care for individuals, social health, and the reduction of the costs of care and the reliability of health information. Considering the spectrum of this program in pioneering countries, the current review aimed to study the HIG program in the selected countries. Methods: This review article was conducted in 2017 by searching for relevant English language articles in PubMed, Scopus, ScienceDirect, and Google Scholar databases, along with the websites of relevant organizations such as Infoway and the American Health Information Management Association. The key terms included, but were not restricted to, ‘health information governance program’, ‘health information management’, and ‘health information governance components’. Finally, the data were analyzed with respect to the aim of the study. Results: The components of the HIG program, which are classified into 18 main groups, are the principles of this program including nine dimensions of accountability, goal, transparency, integrity, satisfaction with collection and disclosure, protection, compliance, availability, along with retention and disposition. Some officials and legal and natural roles are common among the three countries while some others are specific for each country. Conclusions: Considering the results of the present study, it is suggested that a strong governance structure together with the policies and regulations of health information technology should be taken into consideration in establishing a HIG program. By developing such a program at a national level, new roles are required to facilitate the implementation of the program.

Activities in government institutions have many contains of information, that are managing in performing administrative functions. The mandate of Law no. 30 of 2014 concerning Government Administration and Law No. 34 of 2009 concerning Archives requires government institutions to manage information appropriately. Researchers investigated information governance carried out by the work unit at the Batam Indonesia Free-Zone Authority to support the good governance process. This research using qualitative methods with a case study approach to get comprehensive results. The results of interviews, observations and documentation studies simultaneously use data triangulation techniques by displaying, presenting data and verifying data. Result of this research indicate based on institutional demands, regulations, and standards, the Batam Indonesia Free-Zone Authority's correspondence and archive sections have successfully implemented information governance. Availability is still at level 2 (development stage) and transparency, protection, and retention are at level 5 (maintenance stage) of the eight concepts investigated (has been implemented). The matrix Model used for the assessment has reached level 3, which is essential level for implementation of Information Governance.
