In June 1853, Indianapolis resident John Freeman was arrested at the behest of a Missouri slaveholder under the terms of the Fugitive Slave Law of 1850. Freeman enjoyed the support of many of his white neighbors as well as excellent legal representation, but was forced to remain in jail while his lawyers sought proof of his free status as well as the true identity of the fugitive slave in question. Although Freeman was finally legally identified and released, the case brought home to many Northerners how easily free black citizens could be arrested and borne away by claimants and how complicit Northern law enforcement could become in aiding Southern slaveholders. In this first comparative study of prominent Hoosier politicians Paul V. McNutt and Wendell L. U.S. entry into World War I prompted both to volunteer for military service and ultimately shaped their political philosophies. McNutt, an ardent Democrat, won the governorship of Indiana, endorsed Roosevelt's New Deal policies, and ultimately fell victim to party politics as FDR stymied his presidential aspirations. Willkie, the Progressive Democrat-turned-Republican and businessman, rose to prominence with his internationalist perspective and his opposition to New Deal policies. Willkie's 1940 presidential campaign resulted in the severing of ties between the two men. Nonprofit property tax exemption has become a major policy issue as the collapse of the housing market, the Great Recession, and property tax caps have threatened local tax collections. Consequently, many local governments have sought to obtain payments in lieu of taxes (PILOTs) from charities that are formally exempt from property taxes. Using a 2010 survey of local government officials in Indiana, this article examines whether support for PILOT policies is related to officials' personal involvement with nonprofits, their views on government-nonprofit relationships, the type of position they hold, the level of economic distress in the county, local political conditions, and local nonprofit wealth. The findings support most of these hypotheses but also show that attitudes toward PILOTs appear to be shaped by somewhat different concerns than attitudes toward services in lieu of taxes (SILOTs). In this article, we employ transaction cost economics and the contingency stream of organization theory to answer two related questions. First, when contracting for complex services, do governments design contracts for flexibility? Second, is the contingency perspective relevant to understanding contract design? Examining 130 professional service contracts awarded by state government agencies in the USA, we find that task complexity and task unpredictability, two dimensions of task uncertainty, increase the probability of flexible governance. This research highlights for managers the important fact that the potential for opportunism and task complexity are different sources of uncertainty that pose different challenges and call for different governance solutions. The study enriches our understanding of transaction costs by probing the conditions under which task uncertainty matters most (and least), and further shows the utility of integrating transaction cost economics with contingency theory to better understand contract governance. In response to the prospect of service contracting and the privatization initiatives in the City of Indianapolis, a unique partnership has evolved between labor and management that encourages both cooperation and competition between city departments and their represented employees with outside private contractors. A conceptual model was utilized to analyze the Indianapolis partnership with respect to five developmental stages of collaboration. Empirical data were collected from a questionnaire given to all employees within the Department of Public Works. These data were assessed using multivariate regression and logit analyses, and combined with insights drawn from interviews with labor and management. The results from the multivariate regression indicated that 88% of the variation in the perceived success of the Indianapolis partnership could be explained by the five stages of the conceptual model. Moreover, the regression results, when coupled with the results of the logit analyses, identified a number of critical antecedents for successful service contracting in the form of labor-management partnerships. This article addresses the widespread notion that the decline in membership turnover in American state legislatures during the last two decades was primarily due to a decline in voluntary withdrawals from office and was unrelated to electoral competition. A theory of membership turnover is presented that incorporates electoral competition as a factor in an incumbent's decision to seek reelection and his/her ability to win. Several hypotheses are tested with data on turnover in the Indiana House of Representatives. This article departs from previous efforts in that electoral competition is measured at the district level and incumbents' decisions to run for higher office are distinguished from other forms of voluntary withdrawal.
