At present, the competence of Ideological and Political Teachers in colleges and universities does not pay attention to ideology, the training mechanism is not sound, the teaching method is unscientific, and the teaching effectiveness is not strong and other problems. Based on the iceberg model of competency, this paper analyzes the materials of 496 “Influential Pacesetters” and “Influential Figures”, and extracts the relevant information to establish a model of excellence in the competency of college Ideological and Political Teachers. To accurately evaluate the excellence of college Ideological and Political Teachers’ competence, the IFAHP method was used to solve the weights of the assessment indicators, and a model for evaluating the excellence of competence was constructed by the binary semantic method. Taking University Z as an example, the evaluation questionnaire was prepared, and the relevant data of the competence excellence quality assessment indexes were obtained to make a comprehensive evaluation of the excellence quality of Ideological and Political Teachers’ competence. The results show that the excellent quality of college Ideological and Political Teachers’ competence will be affected by political belief and teaching innovation, whose weight values are 0.1439 and 0.1396, respectively. The comprehensive evaluation carried out on the example of Politics Course A teachers of University Z obtains their binary semantic evaluation information (s4, −0.136) and the evaluation grade is excellent. Competence excellence quality enhancement of college Ideological and Political Teachers under the background of information technology need to optimize their knowledge of political theory and strengthen their Ideological and Political Teachers skills to effectively enhance students’ interest in learning political theory.

In this paper, the Herfindahl coefficient (HHI), intuitionistic fuzzy hierarchical analysis (IFAHP) and binary semantic evaluation methods are used to quantitatively measure the degree of industry-academia integration in Guangdong, Hong Kong and Macao and to explore the level hierarchy of the degree of industry-academia integration. The factors influencing the behavior of industry-academia cooperation between enterprises and higher vocational colleges were analyzed by selecting the employment of H, A and X institutions in the past five years. The results show that the level of industry-academia integration in the Greater Bay Area is 0.6833, and the obstacles in communication channels between enterprises and higher education institutions are the biggest influencing factors. The industrial structure deviation is 28.9, which indicates that there is a discrepancy between the university specialty settings and market demand in the region. The optimization countermeasures proposed in this paper have a positive significance in promoting the connection between local higher education and industry.

One of the DSS methods is the Intuitionistic Fuzzy Analytical Hierarchy Process (IFAHP) and Intuitionistic Fuzzy Tomada de Decisao Interativa Multicriterio (IFTODIM). This study applied the IFAHP method combined with the IFTODIM method to select the best freight forwarding company at PT Progressio Indonesia. PT Progression Indonesia is a manufacturing and retail company that produces furniture. There are 11 criteria used in the performance assessment of the four alternatives. This research shows that the best freight forwarding company at PT Progressio Indonesia is Kobra Express, with a comprehensive value of 1.000. The second is Herona Express, with a comprehensive value of 0.9437, followed by Indah Logistik Cargo, with a comprehensive value of 0.7005. The last is Guna Dharma Express, with a comprehensive value of 0.0000.

Scientific selection of building materials supplier is of great importance in the management of construction projects. In this work, the selection problem of building material suppliers is investigated under the background of economic globalization based on the IFAHP approach. Firstly, according to the features and key factors of building materials supplier selection, this work constructs evaluation index system by taking five aspects including cost, quality, service level, supplier qualification and risk into account. Secondly, the intuitionistic fuzzy preference relations (IFPRs) of criteria or sub-criteria and IFPRs between the alternatives with respect to each sub-criterion are determined via paired comparisons. The consistency check is carried out subsequently. Considering that the interaction process between experts and decision makers is time consuming and the experts may be not willing to participate in the adjustment and correction of IFPR continuously, an algorithm is proposed to automatically correct the inconsistency while preserving the original information even without experts involved. Consequently, the time costs of experts can be greatly shortened. Based on the above analysis, the optimal scheme can be obtained via calculating the scores of each material supplier. A case study on the selection of building material suppliers is conducted by employing the proposed framework. Results show that the scores of the three suppliers is positively correlated with the weight of the cost but negatively correlated with that of quality, service level, supplier qualification and risk. Besides, the sensitivity analysis illustrates that product quality and service level affect the ranking greatly.

It has important practical and theoretical significance to study the coupling relationship and coordinated development between big data industry and financial agglomeration. This paper used 2015 cross-section data, the intuitionistic fuzzy analytic hierarchy process, the intuitionistic fuzzy number score function, the coupling model and the coupling coordination model to empirically research the coupling and coordination level between Guizhou big data industry and financial agglomeration. The empirical research shows that there is an obvious imbalance in the coordinated development and obvious spatial heterogeneity of big data industry and financial agglomeration in Guizhou. Only Guiyang and Zunyi can achieve the coupling and coordinated development of big data industry and financial agglomeration.

Blockchain technology has received wide attention during recent years, and has huge potential to transform and improve supply chain management. However, its implementation in the SSCM (Sustainable Supply Chain Management) strategy is sophisticated, and the challenges are not explored very well, especially in the Moroccan context. To this end, the chief objective of the current endeavor is to investigate the barriers that hinder the adoption of blockchain technology in SSCM from the Moroccan industry and service sectors’ perspective. Based on a comprehensive literature search and the use of experts’ viewpoints, the barriers affecting the successful implementation of blockchain are classified into three categories called TEO: technological and system, environmental, and intra-organizational dimensions. In this context, a fuzzy group decision-making framework is organized by combining DEMATEL (Decision-Making Trial and Evaluation Laboratory) and IFAHP (Intuitionistic Fuzzy Analytic Hierarchy Process). The IFAHP technique helps to determine the importance/priorities of barriers affecting blockchain adoption, while the DEMATEL technique forms the cause–effect interconnections between these barriers and classifies them concerning the degree of importance and relationships. The results reveal that ‘government policy and support’ and ‘challenges in integrating sustainable practices and blockchain technology through SCM’ are significant adoption barriers of blockchain in Moroccan SSCM. The proposed solution can support industrial decision makers to form flexible short- and long-term decision-making strategies to efficiently manage a sustainable supply chain.

In order to better build the ecological environment of Guizhou province, accelerate the marketization and capitalization of Guizhou province’s ecological resources, and evaluate and study the construction level of Guizhou’s ecological civilization. This paper, by using IFAHP, the establishment of intuitionistic fuzzy judgment matrix, consistency test, calculate the nine-province each secondary index to the weight of a layer and target layer, the comprehensive evaluation value is calculated and sorted. The empirical research shows that the ecological civilization construction level of Guizhou province is relatively high, but the level distribution of all prefectures and cities is very uneven, and the difference between the highest score southeast Guizhou and the lowest score Liupanshui is 4.87. Therefore, it is necessary to accelerate the construction of ecological civilization in various prefectures and cities, so as to improve the construction level of ecological civilization in the whole province and promote regional economic development.

This paper proposes a new hybrid approach for multi-criteria decision-making problems combining intuitionistic fuzzy analytic hierarchy process and intuitionistic fuzzy multi-objective optimization by ratio analysis. Analytic hierarchy process has an inherent ability for handling intangible problems and implements a simple scale to represent evaluations in the structure of pairwise comparisons. Multi-objective optimization by ratio analysis optimizes the solution of a problem having two or more conflicting objectives, taking into account certain constraints. In real-life decision problems, evaluations of decision makers related to performance of alternatives and criteria weights can be expressed by linguistic terms comprising vagueness and uncertainty. These uncertain, vague and hesitant judgments of decision makers can be described more comprehensively by using intuitionistic fuzzy set theory. The proposed approach is a powerful tool for dealing with information which consists of hesitancy and vagueness. Waste management has come to the fore in the whole world with the increasing impact of the Covid-19 pandemic along with concerns about human health, environmental threats, and socio-economic factors, etc. Medical waste is one of the waste types that need special management processes including particularly collection, storage, separation, and disposal. Healthcare activities create a great amount of medical waste deriving from the hospitals. This study aims to determine the hospital that carries out medical waste management in the most effective way in Erzurum, Turkey. To handle intense uncertainty in the evaluation process, the case is analyzed by Intuitionistic Fuzzy Multi-Criteria Decision-Making (IFMCDM) methods. The present study contributes to the literature by focusing on a real case problem under IF environment in a Group Decision-Making (GDM) framework. Additionally, based on the literature review and expert judgments, the evaluation criteria relevant to the case are defined in this paper. To this end, a four-phased integrated methodology that involves Intuitionistic Fuzzy Weighted Averaging (IFWA), IF Analytical Hierarchy Process (IFAHP), IF Technique for Order Preference by Similarity to Ideal Solution (IFTOPSIS) and One-Dimensional Sensitivity Analysis, is conducted. Firstly, IFWA is aimed to express the significance levels of decision makers (DMs) based on their knowledge, qualifications and experiences. Secondly, IFAHP is used to calculate the importance weights of the decision criteria and IFTOPSIS is preferred to rank the available hospitals. Then, sensitivity analysis is employed to display robustness. According to the complex process and low accuracy of goaf area risk discrimination， the improved TOPSIS coupled with neural network was proposed. Firstly， the TOPSIS method was improved and used on goaf area in order to enhance the objection and accuracy of sample goafs' risk discrimination. Absolute ideal point and improved fuzzy analytic hierarchy process (IFAHP) objective were respectively used to avoid the reverse phenomenon caused by the change of ideal point and weights. And risk grade division was realized through different instability degree interval threshold value of discrimination index. The improved TOPSIS method was used to risk discrimination of 100 groups goaf area samples in a certain mine and results were validated. Then， in order to simplify the discrimination process， the improved TOPSIS and GA-BP neural network were combined effectively. Calculating neural network model was trained by the 100 groups sample data which were discriminated by improved TOPSIS， the 5 groups were discriminated by the model， and the discrimination results agree with the facts. The study results not only enhance the objection of goaf area risk discrimination， but also provide a new thought for simplifying the discrimination process and expand the engineering application in field. Shipowners face the challenge of selecting shipyards to build a new ship, as shipyards are highly similar in terms of capacity and capability but highly heterogeneous with a variety of incentives to shipowners. Building a new ship takes at months and is very expensive, and selecting a prospective shipyard demands the shipowners to have a wealth of experience and knowledge. We develop an improved fuzzy AHP (IFAHP) based game-theoretic model to analyze two competitive shipyards. This model allows us to conduct pairwise comparisons on risks of selecting competitive shipyards. A case study in which two shipyards offering prospective services to the shipowners is conducted with several rounds of expert consultations. This study contributes to the literature by providing both the players and beneficiaries of a game with considerable insights on shipbuilding.
